The constitutionalization of the European Union represents a simultaneous and interacting process of polity building and constituency building. The EU’s social constituency is referred to as a particular constellation of public voice and resonance in the media in relation to European constitution making. This article compares constitutional claims-making in quality newspapers in France and Germany during the ratification period. It analyzes who raised their voices, what kinds of concerns and demands were put forward, which attitudes towards the EU were expressed and how particular visions of the EU were justified. A politicized and domestically focused French media sphere is contrasted with the German media that took the position of an attentive but passive observer of debates in other member states.  相似文献

Abstract

European leaders have struggled to find common responses to the polycrisis the EU is facing. This crisis of leadership makes it urgent that scholars provide a better understanding of the role and impact of leadership in EU politics and policy making. This article prepares the ground for a collection of contributions that addresses this need by strengthening old and building new bridges between the academic domains of European studies and leadership studies. It opens with a discussion of the contested concept of leadership in the context of the European polity and politics, challenging the conventional view that leadership is necessarily a matter of hierarchy. Moreover, it argues that rather than leaderless, the EU is an intensely ‘leaderful’ polity. Subsequently, this introduction identifies four key debates in contemporary EU leadership research and discusses the value and insights the contributions in this special issue bring to these debates.  相似文献

At the time of the election of the European Parliament (EP) in 2014, the European Union (EU) was heavily affected by a multifaceted crisis that had – and still has – far-reaching implications for the political system of its member countries, but also for the European level of governance. Against the background of the strong Eurosceptic vote in the 2014 EP elections, this study aims to investigate in which way Eurosceptic parties of the left and the right respond to the multiple crises of the EU. Using data from the Euromanifesto Project from 2004/2009 and 2014, changes in the party positions towards the EU are analysed in the shadow of the multiple crises and the reasons thereof are explored. The findings show a general anti-European shift among the two types of Eurosceptic parties. Nevertheless, the changes in the EU polity tone are not determined by issue-based repercussions of the multiple crises, but by the EU-related evaluation – the polity mood – of the national citizenry. For far-right Eurosceptic parties, the shift is moderated by the level of public support for EU integration in their national environment. Among far-left Eurosceptic parties, by contrast, it is moderated by the more specific public attitudes about the monetary union policy of the EU. Consequently, political parties when drafting their manifestos for EP elections are not so much guided by the objective severity of political problems or by the evaluations of these problems by the citizenry. What matters in the end is the link that citizens themselves are able to establish between the severity of political problems, on the one hand, and the responsibility of the EU for these problems on the other. This has important consequences for understanding of the nature and substance of political responsiveness within the EU system of multilevel governance.  相似文献

ABSTRACT

Using the concepts of spectres, liminality and aporia as conceptualised by Jacques Derrida, this article offers a critical read to Kosovo’s conundrums with its sovereignty. The main argument of this article is that in the system of sovereign states, Kosovo is permanently entangled in an aporetic situation in that it has to coexist between being a recognised and a contested state; between a legitimate and illegitimate polity; between unequivocally European and permanently detached from the EU. The article relies on longitudinal data gathered from digital and traditional ethnographic research in Kosovo conducted over the past seven years, including a dozen interviews with NGO actors, university professors, and journalists in Kosovo. In its conclusion, the article opens up the debate whether the only way to imagine Kosovo is in it being permanently unfinished, oscillating between meanings, concepts, and statuses.  相似文献

How is sovereignty managed in the EU? This article investigates the relationship between sovereignty and European integration through the prism of national opt-outs from EU treaties, addressing an apparent contradiction in contemporary European governance: the contrasting processes of integration and differentiation. On the one hand, European integration is increasing as states transfer sovereign competencies to the EU. On the other hand, we see a multitude of differentiation processes through which member states choose to disengage from the EU polity by negotiating exemptions or derogations. Drawing on Pierre Bourdieu's political sociology, the article argues that to understand how sovereignty is interpreted and exercised in the EU, it is necessary to focus not only on the constitutive and regulative dimensions of sovereignty, but equally on the practice dimension. This entails an exploration of how sovereignty claims are managed in a particular social setting. Rather than seeing opt-outs as classic instruments of international law, accentuating the member states' unchanged sovereignty, the article argues that the management of the British and Danish opt-outs quite paradoxically expresses the strength of the doxa of European integration, i.e. the notion of ‘an ever closer union’.  相似文献

Despite extensive research on Eurosceptic challenger parties, our knowledge of their influence on political opposition has so far been sparse. In this article we make an in‐depth assessment of parliamentary EU opposition, based on 4,264 statements made by national parliamentarians in the European Affairs Committees (EACs) of Denmark and Sweden. Our analysis shows that the presence of Eurosceptic challenger parties in the national parliamentary arena impacts patterns and practices of EU opposition significantly. A greater presence of ‘hard’ Eurosceptic parties in parliament is associated with more opposition in EU politics. These parties deliver a vast majority of the polity‐oriented opposition towards the EU and present more policy alternatives than mainstream parties. The findings presented have implications for our understanding of national parliamentary EU opposition as well as for the assessment of the impact of Eurosceptic challenger parties on the process of European integration.  相似文献

During the crisis, the European Union's ‘social deficit’ has triggered an increasing politicisation of redistributive issues within supranational, transnational and national arenas. Various lines of conflict have taken shape, revolving around who questions (who are ‘we’? – i.e., issues of identity and inclusion/exclusion); what questions (how much redistribution within and across the ‘we’ collectivities) and who decides questions (the locus of authority that can produce and guarantee organised solidarity). The key challenge facing today's political leaders is how to ‘glue’ the Union together as a recogniseable and functioning polity. This requires a double rebalancing: between the logic of ‘opening’ and the logic of ‘closure’, on the one hand, and between the logic of ‘economic stability’ and ‘social solidarity’, on the other. Building on the work of Stein Rokkan and Max Weber, this article argues that reconciliation is possible, but only if carefully crafted through an extraordinary mobilisation of political and intellectual resources. A key ingredient should be the establishment of a European Social Union, capable of combining domestic and pan‐European solidarities. In this way, the EU could visibly and tangibly extend its policy menu from regulation to (limited, but effective) distribution, reaping the latter's benefits in terms of legitimacy. This article challenges the common assumption that the European Union (EU) has little power over taxation. Based on a comprehensive analysis of EU tax legislation and European Court of Justice (ECJ) tax jurisprudence from 1958 to 2007, the article shows that the EU exerts considerable regulatory control over the Member States' taxing power and imposes tighter constraints on Member State taxes than the American federal government imposes on American state taxation. These findings contradict the standard account of the EU as a regulatory polity that specialises in apolitical issues of market creation and leaves control of highly politicised core functions of government (defence, taxation, social security, education, etc.) to the Member States; despite strong treaty safeguards, national tax autonomy is undermined by EU regulation.  相似文献

Abstract

This paper examines the public involvement in a particularly sensitive and highly contentious field of EU policy making: the genetically modified organisms (GMOs) sector. It argues for the establishment of a larger public debate in the EU policy field and interactive discourses that involve public voices, rather than just technocrats or scientists, in the GMO sector. In terms of deliberative democracy, an assessment of the EU's GMO regime is mixed: on the one hand, new practices have been introduced, which indicate a shift towards more participatory policy making; on the other, enhanced societal participation does not necessarily support the emergence of a larger engaged public and deliberation in the general public sphere. Thus, after the design of the ‘participatory garden’, the wider European public debate on GMOs has not ‘grown’ due to a lack of horizontal co-ordination among EU initiatives; the preference for institutionalized forms of cooperation with civil society; and the lack of evaluation methods for public involvement in GMO approvals.  相似文献

Government communication plays a key role in democratic societies as it helps public understanding of government policies and raises awareness of the roles and actions of decision makers. Within the European Union (EU) polity, communication plays a crucial role for citizens' support for the European integration process. Despite the increasing relevance of communication about major activities of the EU, studies on the EU institutions' communications are scarce, and very little is currently known about the external communication of the Council of the EU. Focusing on the media relations activities of the Council, this paper investigates the communication practices and roles of press officers working in the Council's General Secretariat as perceived by these government communicators themselves. Qualitative interviews with the press officers, analysis of Council documents, participation in their work processes and observations of their professional behaviour were used to establish the empirical basis of the study. The findings highlight the apolitical and reactive nature of these European civil servants' communication activities and identify some of the institutional and political challenges that they face in the performance of their professional duties. Has the presence of Spitzenkandidaten—“lead-candidates”—in the 2014 European parliamentary election mobilized citizens in support of the EU? A core goal of this innovation was to bring the EU closer to its citizens and to boost turnout. We therefore examine how the presence of leading candidates affects perceptions of the EU democracy. Contrary to what innovators had hoped for, we find that the presence of lead candidates has polarized the European public. Those who support the EU believe the EU has become more democratic as a result of the leading candidates. But those who generally view the EU skeptically oppose it even more when they are aware of the presence of pro-EU candidates.  相似文献

Abstract

Political misconduct is known to harm the politicians involved. Yet, we know less about how such events affect trust in political institutions. We study a real-world political malpractice affair in the European Commission, using a three-wave panel design to investigate how information about the affair influences trust in EU institutions. This enables us, first, to isolate the impact of new information on political trust, remedying endogeneity issues common in political trust research. Second, we assess which institutions are affected most (specificity) and whether effects depend upon citizens’ sophistication levels (conditionality). Finally, we assess the durability of effects over time. Our findings demonstrate that citizens obtain knowledge about EU affairs through the media, and use this knowledge in their trust evaluations. In doing so, citizens differentiate between EU and national institutions, with trust in the European Commission affected most. This suggests a sophisticated process and highlights the evaluative nature of political trust.  相似文献

Existing research finds that European citizens evaluate the EU according to the perceived costs and benefits of integration. Instead of assuming that cue-givers provide an informational role in this process, we investigate the direct effects of positive and negative EU messages from prominent cue-givers, including political parties and the media. Using the 2001 British Election Study, we examine the impact of the main political parties and newspapers on public attitudes towards membership of the EU and the prospect of joining the single European currency. During the 2001 British General Election campaign, the media and the main political parties had small independent effects on attitudes towards EU membership and the potential adoption of the single European currency. When voters receive the same messages from both their party and their newspaper, these effects are considerable.  相似文献

Abstract. This article has three main objectives. Firstly, it seeks to re–formulate the debate on technocracy in the European Union by drawing upon the concept of the EU regulatory state as developed by Majone (1996). Secondly, it illustrates the limits and tensions of a once politicised technocratic policy–making process by tracing the formulation of media ownership regulation. Although media ownership policy has been presented by the European Commission as a typical regulatory policy, it has followed a more politicised path than previous EU regulatory policies. This implies that media ownership policy does not follow the model of technocratic regulation presented by Majone in his characterisation of the EU regulatory state. Thirdly, the paper contributes to the debate on EU regulation by suggesting a new typology of regulatory policies in the EU. In the conclusion, it is argued that politicisation (which includes inefficiency and prolonged conflict) may be the price that the EU is forced to pay in its progress toward a more democratic polity.  相似文献

ABSTRACT

The semantics of cultural diversity, based on the political discourses of immigration as they appear in integration and anti-racist policies in Andalusia, underline the sense of Otherness of immigrant groups. In this article, Castaño, Martínez and Periáñez focus on the most relevant texts in the Planes Integrales para la Inmigración en Andalucía (Comprehensive Plans for Immigration in Andalusia). To date, these texts have formed the most significant discursive framework for representations of the third sector, trade unions and public agencies involved in the management of diversity. The key ideas in the plans revolve around transnational political references in the context of the European Union (EU). They impose a sense of Europeanness on Andalusia that is in opposition to its historical heritage, endogenous diversity and cultural specificity, and thus steer the imaginary of Andalusia's identity towards a Eurocentric idea that enhances the region's peripheral position. Immigration is regarded in the hegemonic media discourse and the social imaginary as a risk and a social problem. Integration policies, despite being couched in anti-racist rhetoric, are specifically targeted at immigrants, further enhancing the idea of Otherness. The notion of interculturality is the leitmotiv of these policies. In practical terms, however, action is limited to empty measures in the field of education. These policies, in sum, neutralize, rather than reinforce, the sense of equality on which interculturality is based. The examination of the intertextuality of Andalusian, Spanish and European discourses reveals the conformity of the discourse of Andalusia's coloniality within the framework of the EU.  相似文献

Abstract

This article introduces a collection of papers devoted to the study of secrecy in European politics across a range of EU and national settings and policy domains. Academic interest in secret politics – those aspects of public activity intentionally concealed from the public eye – and the governance of secrecy – the political processes and regulatory frameworks governing secret keeping – is growing. This interest reflects technological, social and political developments that appear to signal the end of privacy and the rapid expansion of political secrecy in European multi-level settings. As a consequence, the tensions between democratic accountability, with its transparency requirements, and political secrecy, which is typically justified on grounds of effectiveness of state action, have become more marked and more politicised. Engaging with these developments, the contributions to this collection draw on actor- and interest-centred perspectives that focus on actors’ motivations in secret politics; institutional perspectives that focus on contestation over secrecy norms; and organisational perspectives that emphasise the diversity of secrecy cultures. Further research will benefit from paying special attention to a diverse range of inter-institutional and inter-organisational secrecy settings; to political contestation over secrecy and the regulatory regimes that govern it; and to the refashioning of public-private secrecy architectures.  相似文献

Abstract

As part of the strategy for better governance, the European Commission has taken steps towards improved consultation and dialogue on European Union (EU) policy with interested parties. Opening up the policy process and getting interest groups involved are considered important for the democratic legitimacy of EU policy making. This article examines the public Internet consultation on the Commission proposal for a new European chemicals policy, the so-called REACH system. Being one of the most consulted issues in EU history, the chemicals policy review is considered as a critical test for the participatory mechanisms provided by the European Communities. By analysing more than 6000 contributions to the consultation, it is demonstrated that it invited broad participation, although industry was considerably better represented than NGOs and other civil society associations. Moreover, an overwhelming majority of participants were national actors from the largest member states rather than transnational actors. It is concluded that online consultations can invite broad participation in EU policy shaping but it is unlikely to bring about equal participation from different group of actors. Therefore it raises concern when measured against standards of democratic governance.  相似文献

Does the increasing politicisation of Europe signify a step towards the legitimation of the Union? This could be the case if the increased public intensity of debate and polarisation of opinion brought about by politicisation do not fragment the audience and if arguments presented in public are sufficiently clear about the desired nature of the polity. To answer this question, the focus of this article is on dynamic contestation in the public sphere using original data of news platforms and political blogs in 12 EU Member States and transnational websites during the European Parliament election campaign of 2009. The results are, first, that diffuse eurosceptic evaluations dominate public debates despite large variation in the intensity of debate across Member States. Second, a majority of evaluations made, particularly those by citizens leaving comments online, are negative in all countries included in this study. A gap between elites and citizens persists, but it appears less pronounced than often proclaimed in the literature. And third, democracy is a primary concern in EU polity contestation, especially for those evaluating the EU negatively. Although little evidence is found of a fragmentation of audiences, the prominence of diffuse euroscepticism poses a major challenge to legitimation of the Union.  相似文献

This paper examines social media use by cause and sectional interest groups in the European Union. The literature suggests that cause groups should focus on building a constituency more than sectional groups, because they do not offer exclusive benefits to their members. Cause groups face collective action problems more than sectional groups, so they have to take a proactive approach to community building. The nature of the causes cause groups lobby for is also more suitable for protest and thus calls to action. An in‐depth analysis of a random sample of 1,000 tweets by cause and sectional groups reveals differences with respect to social media use. Cause groups use social media to pursue two‐way communication with the public slightly—albeit not significantly—more than sectional groups. Cause groups mobilise the public to take action significantly and substantively more than specific interests.  相似文献
