Under the new conditions of independence, wedding ceremonies in Uzbekistan have increasingly diversified along growing social and economic divides. Recent state measures to curb ritual expenditures follow the furrow of a long tradition of criticism against ritual prodigality which, however, falls short of its self-set target of enforcing more ‘rational’ rituals. Based on fieldwork conducted in the Ferghana Valley, this paper sheds a new light on the controversy around ‘excessive ritual expenditures’ by discussing tensions in local practices arising from changing livelihoods and consumption patterns, on the one hand, and, on the other, from an ambivalent state policy that aims at containing ritual expenditures and social polarization, while also promoting an ideal of modern wedding that undermines the very aim of the policy.  相似文献

This paper utilises survey data from the 1999 European Value Study to conduct a quasi-experimental analysis of the relationship between the left–right self-identification and policy preferences of Germany's electorate. Given the German division until 1990 it is plausible that citizens from East and West Germany had different ideological socialisation experiences swayed by the political discourse of their times. This paper models the influence of this diverse experience on ideological thinking, and examines the effects on the understanding of political issues. The findings suggest that differences do exist in the ideological consistency and attitude structuring of respondents. Compared to respondents in the West, East Germans are more likely to understand the term ‘left’ in socio-economic terms. On the other hand, they seem to connect the term ‘right’ rather to xenophobic issues. These results have crucial implications for political communication in representative democracies, as they question the one-level dimensionality of the left–right concept.  相似文献

Understanding party competition as a ‘political market’, we explore its characteristics during the second Merkel government, 2009–13. On the demand side, analysing opinion polls and the Länder election results, we find that the outcome of the next Bundestag election was uncertain. Thus, electoral competition was likely to be intense. On the supply side, opposition parties presented credible alternatives to government policies with regard to social as well as environmental policy. Regarding the Euro crisis, however, a consensus across the established parties existed. Studying three of the most salient policy issues, we identify party competition as a crucial determinant of decision-making. While the debate on minimum wages was substantially shaped by party competition, resulting in ‘anticipatory obedience’, nuclear energy only became affected by electoral considerations after the ‘Fukushima shock’ which resulted in a major policy shift. Regarding the response to the Euro crisis, however, party competition was essentially suspended.  相似文献

Abstract

From the beginning of the First World War, atrocity stories about German depredations against Belgian civilians circulated throughout the Allied world. Caricatures of German soldiers rapidly degenerated into depictions of monstrous ‘Huns’ who were subhuman beasts, prone to acts of rapine and banditry. The most prominent producer of ‘Hun’ cartoons in Australia was artist Norman Lindsay, who published extensively throughout the war. Through an analysis of the antecedents of Lindsay’s monstrous ‘Hun’, this article will demonstrate that the rapid creation of the ‘Hun’ in Australia was made possible by the pre-existing racial caricatures of non-European people that were popular during this period. Chinese and Japanese people who were excluded from Australia by the White Australia policy were the previous targets of Norman Lindsay’s racial caricatures; as stories of German atrocities filtered into Australia, Lindsay transferred traits of Asians on to the German ‘Hun’, thus transforming him into the enemy ‘Other’. These traits were products of British imperial propaganda, and part of an ideology that asserted it was the job of the white man to civilise the barbaric coloured man. By ‘Asianising’ the German, Lindsay used a well understood language of racial caricature to reduce the German to the status of a barbarian. Race was therefore one of the central paradigms through which Australian propaganda operated.  相似文献

Abstract

Donetsk and Luhansk are often labeled pro-Russian regions as a result of the founding of Peoples’ Republics there in spring 2014. This article investigates popular opinion in Donbas before armed conflict began, to determine whether the high concentration of ethnic Russians there drove support for separatism. Analysis of a KIIS opinion poll shows that, on the one hand, ethnic Russian respondents were divided on most separatist issues, with a minority backing separatist positions. On the other hand, they supported separatist issues in larger numbers than both ethnic Ukrainians and respondents with hybrid identities. Thus, while ethnic identity does not produce polarized preferences, it is relevant in shaping political attitudes. Also, analysis of an original database of statements made by Donbas residents indicate that they were motivated to support separatism by local concerns exacerbated by a sense of abandonment by Kyiv rather than by Russian language and pro-Russian foreign policy issues.  相似文献

This study argues that political mobilization based on ethnosectarian identities in Bahrain is a modernist product of the contestations that occurred in the period of increasing British colonial involvement in the early twentieth century. Two concepts are utilized. The first is the colonial ‘ethnosectarian gaze’, marked primarily by its underlying epistemology that saw ethnosectarian cleavages as the main analytic units for approaching local political power, practice, and discourse. The second is ‘contested and divided rule’. With the advent of Curzon’s ‘forward policy’ in the Gulf, Britain actively divided sovereignty between itself and the local ruler, with actors on the island faced with two conflicting sources of jurisdiction. The British viewed issues of jurisdiction primarily through an ethnosectarian lens, and increasingly so did other actors, creating an inter-feeding dynamic between ethnosectarianism, nationalism, and divided rule. Two emergent forms of political mobilization are emphasized. The first mobilized based on ethnosectarian identity-specific demands and grievances. The other took an overtly nationalist, trans-sectarian, anti-colonial tone, having its roots in the al-Nahda renaissance that swept the Arab world in the nineteenth century. Thus, colonialism, absolutism, ethnosectarianism, and nationalism went hand in hand, products of a similar period of divided rule, their lingering effects still felt today.  相似文献

The following article analyses the European Union (EU) policy of the German Social Democrats (SPD) since German unity. Starting from the cross-party European consensus in the early 1990s SPD policy has altered significantly in response to major changes in the ‘policy context’ such as the party's rise from opposition to government, German unification and increasing European integration. Policy change in the SPD has been defined by two dynamics: greater ‘pragmatism’ among a new generation of party leaders that has allowed a ‘freer’ interpretation of German interests; and a gradual prioritisation of EU policy in the party elite that has seen it integrated into a multi-level programme for political governance. The article examines how these changes manifested themselves in SPD policy, focusing on European Economic and Monetary Union and the debate on ‘the future of Europe’.  相似文献

This article investigates the situation of non-camp Syrian refugees living in ?zmir with a focus on socio-economic prospects and challenges concerning their survival and integration on the one hand and social acceptance by the host Turkish society on the other. The data were generated by semi-structured interviews conducted between February and April 2014 with non-camp Syrian refugees and Turkish citizens living in ?zmir. The empirical research intends to contribute to the literature through insights on the socio-economic conditions of non-camp Syrians, their level of integration to Turkish society, difficulties and challenges encountered and the perception of Turkish citizens about the rising Syrian population in Turkey. It argues that Turkey’s open-border and ‘temporary protection’ policies are approaching their limits with the increasing number of new arrivals and the concomitant difficulties faced in integrating into Turkish society. The paper suggests that there is an urgent need to create a ‘rights-based approach’ with a long-term integration policy and presents policy recommendations which aim to extend and secure the rights of Syrians through socio-economic adjustments without jeopardizing their social acceptance from and peaceful co-existence with Turkish citizens.  相似文献

Democratization is always an ambidextrous process. On the one hand, it triggers a universalistic set of norms, events, processes and symbols. On the other hand, democratization involves a much more particularistic set of ‘realistic’ adaptations to the structures and circumstances of individual countries. In analysing the structures and conjunctures of countries in the Arab World during the past decades, scholars looked at them from the perspective of persistent authoritarianism. This essay exploits democratization theory – as well as its converse ? by analysing the universalistic set of events, processes and symbols of democratization elsewhere in the world, and then identifying the particularistic characteristics of timing, location and coincidence that seem likely to affect the political outcome of regime change in the countries affected by recent popular uprisings in the Arab World.  相似文献

Fast track land reform in most instances has been treated as a process only entailing the redistribution of formerly white-owned land to blacks. However, there are other deeper changes that have not yet been coherently analysed, such as the nature of local power relations and the local government system; especially the manner in which it balances the interests of traditional authority and elected authorities. The local government system in fast track areas is in a state of flux. On the one hand, there is potential for a more inclusive and participatory model of local government, and on the other hand, however, official processes through legal enactments suggest that policy craftsmen are still intent on continuing with policies that promote the establishment of two competing sites of power. This paper explores the manner in which rural local government has been treated in the literature, and how it is being re-established in the aftermath of the ‘jambanja’, a period in which the ‘rule of law’ was literally suspended. Rather than depending only on official processes, the field evidence that analyses the actual practice of local government is also utilised. The paper contributes towards a more coherent understanding of the links between the colonial state's control imperative and the post-colonial's ambition to exert similar control, albeit under different political conditions.  相似文献

ABSTRACT

Research into post-independence identity shifts among Kazakhstan’s Russian-speaking minorities has outlined a number of possible pathways, such as diasporization, integrated national minority status and ethnic separatism. Drawing on semi-structured interviews with young people in Almaty and Karaganda, I examine how Russian-speaking minorities identify with the state and imagine their place in a ‘soft’ or ‘hybrid’ post-Soviet authoritarian system. What is found is that Russian-speaking minorities largely accept their status beneath the Kazakh ‘elder brother’ and do not wish to identify as a ‘national minority’. Furthermore, they affirm passive loyalty to the political status quo while remaining disinterested in political representation. Russian-speaking minorities are also ambivalent towards Kazakh language promotion and anxious about the increasing presence of Kazakh-speakers in urban spaces. This article argues that two factors are central to these stances among Kazakhstan’s Russian-speaking minorities: the persistence of Soviet legacies and the effects of state discourse and policy since 1991.  相似文献

British policy has oscillated between a ‘Diplomatic’ and a ‘Strategic’ orientation. The Diplomatic orientation regards the Arab–Israeli conflict as the most important element in Middle East policy, while the Strategic orientation views the conflict as less important than the need to contain radical anti-Western forces in the region. The Strategic orientation is associated with a mutually reinforcing combination of ideological sympathy for Israel, a pro-US orientation and the Prime Minister, while the Diplomatic orientation is associated with a mutually reinforcing combination of ideological sympathy for the Palestinians, the Foreign Office, a pro-European orientation and, to a deceasing extent, commercial interests. Since 1973, in an attempt to manage its declining power, Britain's has sought to ‘bridge’ the widely differing EU and US approaches, in order to achieve maximum influence and relevance. On occasion, this strategy has succeeded, however Blair's ambition to be the pivot at the centre of international involvement in the region is completely unrealistic. For while ‘bridging’ allows Britain the satisfying sense of ’punching above its weight’ in the Middle East, it often produces the appearance, rather than the reality, of substantive influence.  相似文献

Abstract

This article considers the complex cases of indigenous peoples in three Commonwealth countries in southern Africa: Botswana, Namibia and South Africa. In terms of national-level policy, the governments of these countries do not differentiate indigenous peoples from the rest of their populations. They do, however, have programmes aimed at assisting ‘marginalised’ or ‘disadvantaged’ communities. In this article, three main dimensions related to indigenous peoples’ rights in southern Africa are discussed: national policies, indigenous peoples’ rights, and rights to representation; land and resource rights, including rights to water; and language and gender rights. The paper concludes with an assessment of where indigenous peoples stand today in southern Africa.  相似文献

After Uzbekistan gained its independence from Soviet rule, important political and economic changes took place. The mobility of the population has since then increased drastically and created new spaces for the negotiation of social identities as well as new strategies for identity politics among the culturally and regionally diverse population of Uzbekistan. This article aims to contribute to the discussions on social identity and its ‘contents’ in the light of migration processes. The main argument centres on the importance of what Barth called the ‘cultural stuff’ of social identities when maintaining boundaries during identification processes. The analysis focuses specifically on certain singing and dancing practices of Khorezmians. It shows how these practices survive, but are also transformed in the context of Tashkent, the capital city of Uzbekistan, where people from different regions reside together and are engaged in performing and presenting their own group identity in reference to ‘others’.  相似文献

ABSTRACT

Large fiscal deficits brought about by the decline in oil prices in late 2014 and long-standing challenges with youth unemployment have been two of the dominant underlying pressures driving economic policy in Saudi Arabia in recent years. In decades past, issues of unemployment were addressed through public sector hiring, but with increasingly limited resources, these old mechanisms are becoming less viable, giving way to a post-distributive policy environment. By exploring the dual pressures being exerted on the state by high levels of unemployment on the one hand and large fiscal deficits on the other, the resulting, seemingly contradictory policy outcomes are identified, examined, and contextualized in this paper. ‘Reform dissonance’ is the term used to describe the complex picture that emerges, where the private sector is confronted with a confusing policy landscape resulting from liberal and statist economic agendas being pursued simultaneously and in the absence of significant coordination. In particular, this chapter argues that this phenomenon of ‘reform dissonance’—contradictory policy outcomes resulting from the lack of coordination between different reform initiatives—is manifested in persisting public sector entitlements, the crowding-out effect by SOEs, and the persisting mismatch between the pace of human capital development and labour nationalization quotas.  相似文献

This article analyses President Obasanjo’s pursuit of Nigeria’s Afrocentric policy. While the general impression has been that Nigeria’s Afrocentric policy succeeded under the civilian administration of Obasanjo, this study contends that the record of performance is mixed. The administration’s diplomatic engagements in Africa produced a number of key upturns such as the deepening of democracy, peace and stability, and development through the framework of NEPAD. On the other hand, there were also major diplomatic setbacks. The study provides explanations for the mixed outcomes to draw important lessons that could aid the design of the policy in the post-Obasanjo era.  相似文献

Interviews were conducted with native Russian and Finnish speakers living in Estonia to examine their perspectives on language policy and usage. The aim was to paint a picture of how they perceived Estonian language policy, providing an insight into the cognitive frameworks within which they work, and into the social and historical factors shaping their discursive environments. For Finnish informants, official monolingualism was not normal, while de facto monolingualism seemed to be. For Russian speakers, the opposite seemed true: those interviewed accepted Estonian's official status but wanted to see more use of Russian ‘on the ground’. Their perspectives reflect their worldviews, which have been shaped by their personal, family, and community realities and experiences.  相似文献

During the last decade, Brazil has experimented with two different cultural policy discourses. The creative economy policy was inspired by international experiences and places emphasis on the commercialisation of culture, while, by contrast, the ‘Cultura Viva’ initiative is an autochthonous policy discourse that stimulates access to the cultural consumption and production of lower‐income sectors of the population. Both cultural policy discourses speak of the contributions of culture to ‘development’. However, this shibboleth delineates different projects. This article shows the different connections these two policy discourses make with ‘development’ and describes a number of disparities between them.  相似文献

The impact of crisis in Ukraine on EU–Russia relations appears twofold. On the one hand, it revealed the high degree of disdain all across Europe to Moscow's neo-imperial approach. On the other hand, it unveiled a great deal of affection and sympathy to Kremlin's policy among a number of non-mainstream but significant groups within the EU. In this article, we mirror the major troubles of today’s Europe, as seen from Moscow’s perspective, with four nodal points of the Kremlin’s hegemonic discourse: social conservatism, nation state-based policies, independence from the US influence and the glorification of Russia’s self-inflicted mission of fighting contemporary neo-fascism. Our analysis of non-mainstream political parties in EU member states, sensitive and responsive to the Kremlin’s agenda, suggests that Putin's regime and Russia sympathizers in Europe pragmatically use each other, thereby challenging the classical ideological paradigms. This translates Russia’s policies into a trans-ideological repertoire of different discourses that differently resonate among the groups of Russia sympathizers.  相似文献

Many who have admired the African National Congress are confused and dismayed by post-apartheid South Africa's foreign policy on human rights and good governance, exemplified by its most important policy test to date, viz. Zimbabwe. It is argued below that understanding this policy in terms of the widely-used explanation that it represents ‘a shift from idealism to realism’ is unsatisfactory. This state-centric framework, focused on ‘national’ interests and ideals cannot accommodate the wide range of interests, ideals, and other factors that shape the policy. Instead, this investigation assumes that all foreign policies involve a close interaction between ‘realism’ (interest-driven analysis) and ‘idealism’ (beliefs/values-driven analysis). In addition to exploring this interaction, this paper also touches briefly and tentatively on the following questions: how well has South Africa's foreign policy been calculated and implemented, and what have been its effects and consequences for South Africa, Zimbabwe, and the ‘progressive’ international norms to which both South Africa and many of its critics subscribe. A subsidiary aim is to clarify some misunderstandings between South Africa and the West that frequently lead to their ‘talking past each other’ on this, and other, issues of human rights and good governance.  相似文献
