ABSTRACT

World War I has become the “go-to” analogy for understanding the contemporary security dynamic in East Asia, especially as it concerns US-China relations and the possibility of war. However, this analogy fails to account for the fundamental changes in economic flows in the current environment, specifically the growth and proliferation of foreign direct investment (FDI). Capital flows were primarily portfolio investments in 1914, while FDI flowed from great powers to secondary, allied states. This is not representative of East Asia today, where FDI flows between possible belligerents in any future conflict and global value chains link states within and across regions. Ultimately, World War I may no longer provide a satisfactory analogy for understanding the impact economic interdependence has on modern war given FDI’s importance in the global economic system.  相似文献

This paper contrasts the right‐wing potential in east and west Germany before and after unification in 1990 and relates it to patterns and changes in the east and west German political processes. The first is a restructuring of the political spectrum of the Bonn Republic prior to the fall of the Wall in which an electoral potential for new right‐wing parties has emerged. The second is the rapid and fundamental transformation process in the east and after the collapse of state socialism which takes place in the context of a modified subject culture with authoritarian and traditional patterns. Unification reinforces authoritarian and traditional patterns. Unification enforces those dynamics which had prepared the ground for the emergence of the New Right in the west while adding the insecurities and imponderabilities of the transformation process in the east.  相似文献

ABSTRACT

In Australian surfing, localism is a practice through which surfers claim authority to protect their surf breaks and access to waves from newcomers and outsiders. While localism has been shown to be a central component of the cultural identities of men who surf, the relationships to and experiences of localism of women who surf have rarely been the subject of critical analysis. In this discussion, I build on Krista Comer’s use of “girl localism” to understand how effects of globalisation are experienced as place-specific by surfers. In this case, thinking about localism helps shift an analysis of how women surf from a sole focus on sex and gender, and away from cisgendered white women, to adopt a more intersectional approach that considers multiple aspects of women’s surfing subjectivities, and the ways these impact their surfing lives. Examining the politicised nature of localism in surfing reveals how women are affected by and complicit in surfing hierarchies, highlights how surfing is enmeshed in the settler politics of place in Australia and, suggests means by which surfers might make more ethical approaches to entering surfing places as newcomers.  相似文献

Studies of capital punishment worldwide investigate how international influence affects the death penalty. We analyze European influence on the death penalty in Russia over the imperial, Soviet, and post-Soviet periods, using two parameters: the changing mechanisms of influence in each period and the death penalty's significance in the broader spectrum of punitive violence. On the first parameter, in the tsarist period, European influence on Russian policy was “productive” – exercised through prestige, moral suasion, and “diffusion.” In the Soviet period, European influence was blocked. In the post-Soviet period, European influence is coercive, as the Council of Europe has unsuccessfully sought to compel Russia to abolish its death penalty. On the second parameter, the death penalty in Russia has always been only one of many forms of state-sanctioned punitive killing. In consequence, the Council's involvement in Russia's death penalty has produced an incoherent policy outcome and has entangled the Council in Russia's authoritarian politics. Russia thus exemplifies the hazards of external involvement in death penalty abolition.  相似文献

As a much debated phenomenon in contemporary South Korea, anti-Americanism has been seen primarily as a response to the perceived political and economic domination of the United States in Korean affairs. This article suggests that such a view, however, is incomplete without consideration of the cultural and psychological context in which contemporary discourses of cultural nationalism have arisen: specifically, an indigenous cultural psychology characterized by an emphasis onuri (“we”)—a collective sense of socially diffuse yet unified and homogenous selfhood. As one variety of contemporary national cultural discourse, anti-Americanism is a response to certain to certain unwelcome trends in cultural development that have already begun to undermine the collective sense of Korean selfhood, as reflected in part in Korean concern over the Western “cultural invasion,” and Korean critiques of American bias and arrogance in dealings with Korea. However, far from being a static concept concerned only with defensive protection of Korean identity,uri also reflects Korean concern for re-formulating national cultural identity in terms more accommodating to the outside. Ultimately, anti-Americanism needs to be seen in the context of a Korean cultural psychology, which posits the enduring value of a collectively defined selfhood as an alternative to the prevailing individualist representations of the West. Abstract

The study of political leadership in Lebanon has most often revolved around the questions of the attributes and networks of leaders commonly considered within the frame of patron–client relations. In this empirical article, I propose to shift the focus towards the dynamics of identification at the centre of the nexus between leaders and followers. Focusing on the case of the recently elected president of the Republic, Michel Aoun, I draw on testimonies collected among his supporters to expose how his character instigates acts of affective memorialization. Voicing manifold social inspirations, both private and collective, these memory practices anchor the attachment to the leader into multiple temporalities and emphasize contrasts with alternate repulsive figures to perform social bonds and boundaries. The stories composed around this cast of characters illuminates the historical as well as emotional processes at the heart of political identification in Lebanon.  相似文献

ABSTRACT

Questions of media form have not received sufficient attention in recent studies of Arabic-language media. In Jordanian radio today, however, media form is a highly relevant discursive resource for broadcasters, who strategically invoke the ways in which different types of media communication are conceived and framed, in a metapragmatic manner that goes beyond the impact of merely technical distinctions between media forms. This article examines two examples of this process: the ‘unification’ of radio station voices in a memorial programme for a martyred fighter pilot broadcast in February 2015, where radio’s limitation to sound was used ideologically to assert national unity; and references to digital media on morning talk show programmes, which allow hosts to define audiences and forms of participation in radio conversations. These metapragmatic framings of media form, further, produce specific publics for Jordanian radio: groupings that include, and legitimize, certain segments of listenership—such as ‘true’ Jordanians or ‘the Jordanian people’—while implicitly excluding others. Grounded firmly in discursive data, this article thus provides much-needed nuance to our understanding of mass media in the Arabic-speaking Middle East today—and, ultimately, the genuine significance of media form in its social and cultural context.  相似文献

The rapidly changing political, economic, and security policies in the Soviet Union and Eastern Europe in late 1989 and 1990 have added to the complications faced by Chinese leaders since they decided to suppress the unprecedented large-scale pro-democracy demonstrations in Chinese cities in spring 1989. These changes had an obvious “ripple effect” in China, encouraging prodemocracy forces and alarming Chinese leaders. They attracted strong positive attention from the developed countries of the West and Japan, and international financial institutions and businesses. This came at the indirect expense of China. And they accelerated changes in world politics (especially in U.S.-Soviet relations) and in the politics of government decision making in the West that promised to reduce China’s relative influence in world affairs in the 1990s. The prospect of reduced influence abroad and curbed economic contacts did not appear to be sufficient cause for Beijing leaders to markedly change existing policies. Chinese leaders in mid-1990 appeared focused on issues of internal political power at a time of leadership transition. Significant changes in policy appeared most likely to await leadership changes as Deng Xiaoping and other aged leaders die or are incapacitated.  相似文献

Abstract

On the evening of 24 December 1988 Chinese and African students scuffled at the gates of a Nanjing university. The next night thousands of angry Chinese university students poured down Nanjing's main street toward the heart of the city. Although they would later chant slogans demanding democracy and calling for human rights, on this night they shouted only dadao heigui (down with niggers) and heigui gunhuiqu (niggers get the hell out) as well as other epithets. This “extraordinary combination” of democratic and racist slogans in late 1988 puzzled outside observers of China. This article argues that neither the existence of racism among educated Chinese nor the struggle for democracy alone are enough to explain the intensity of the original clash and its aftermath. Arguments that the incident simply signified an ugly outburst of racism or that students merely used the initial incident as a pretext for pushing for democracy lack sufficient explanatory power. In fact, it is precisely this “extraordinary” pairing of slogans that may reveal something about society, politics, and the educated elite in contemporary China.  相似文献

The events of 1989 in Eastern Europe represented an alliance between two dynamics: anti-Soviet and anti-communist. Once the "double rejective" task of the revolution was complete, these dynamics began to diverge as the space created for freedom filled with the competing demands of nationalism and civil society. Building freedom in Eastern Europe today is associated with overcoming the economic and social dislocation inherited from communism and developing the institutions and attitudes required for a civil society. But it is confronted above all by the attractions of a tribal nationalism which threaten the entire project of creating an open society.  相似文献
