While public opinion about foreign policy has been studied extensively in the United States, there is less systematic research of foreign policy opinions in other countries. Given that public opinion about international affairs affects who gets elected in democracies and then constrains the foreign policies available to leaders once elected, both comparative politics and international relations scholarship benefit from more systematic investigation of foreign policy attitudes outside the United States. Using new data, this article presents a common set of core constructs structuring both American and European attitudes about foreign policy. Surveys conducted in four countries (the United States, the United Kingdom, France and Germany) provide an expanded set of foreign policy‐related survey items that are analysed using exploratory structural equation modeling (ESEM). Measurement equivalence is specifically tested and a common four‐factor structure that fits the data in all four countries is found. Consequently, valid, direct comparisons of the foreign policy preferences of four world powers are made. In the process, the four‐factor model confirms and expands previous work on the structure of foreign policy attitudes. The article also demonstrates the capability of ESEM in testing the dimensionality and cross‐national equivalence of social science concepts.  相似文献

Direct democracy allows citizens to reverse decisions made by legislatures and even initiate new laws which parliaments are unwilling to pass, thereby, as its proponents argue, leading to more representative policies than would have obtained under a purely representative democracy. Yet, turnout in referendums is usually lower than in parliamentary elections and tends to be skewed towards citizens of high socio-economic status. Consequently, critics of direct democracy argue that referendum outcomes may not be representative of the preferences of the population at large. We test this assertion using a compilation of post-referendum surveys encompassing 148 national referendums held in Switzerland between 1981 and 1999. Uniquely, these surveys also asked non-voters about their opinion on the referendum's subject. Comparing opinion majorities in the surveys against actual referendum outcomes we show that representativeness increases slightly in turnout as well as over time. However, we find only few cases where the outcome would have been more representative even under full turnout vis-a vis a counterfactual representative outcome. Thus, our results are in line with research on the turnout effect in elections: Higher turnout would not radically change the outcome of votes. On balance we find more cases where referendums provided more representative outcomes than cases where the outcome was unrepresentative vis-a-vis representative democracy. Hence, we conclude that, overall, direct democracy seems to improve representation in Switzerland.  相似文献

In the ongoing debate concerning whether democracies can carry out effective national security policy, the role of transparency costs has received little attention. I argue for a more nuanced understanding of how some democracies that possess specific investigative institutions, such as national security–relevant freedom of information laws, legislative oversight powers, and press freedoms, are able to avoid the problems of which democracy skeptics warn. Using a new dataset on national security accountability institutions in democracies within a Bradley‐Terry framework, I find that national security oversight mechanisms raise the probability that a democracy wins international disputes as well as increasing the expected number of enemy casualties, as compared to democracies that lack effective oversight. Contra previous theories of foreign policy efficacy, I find that the chances for democratic foreign policy success are maximized when competitive elections are linked to institutions that increase the retrospective revelation of previously classified information.  相似文献

According to the democratic domino theory, increases or decreases in democracy in one country spread and "infect" neighboring countries, increasing or decreasing their democracy in turn. Using spatial econometrics and panel data that cover over 130 countries between 1850 and 2000, this article empirically investigates the democratic domino theory. We find that democratic dominoes do in fact fall as the theory contends. However, these dominoes fall significantly "lighter" than the importance of this model suggests. Countries "catch" only about 11% of the increases or decreases in their average geographic neighbors' increases or decreases in democracy. This finding has potentially important foreign policy implications. The "lightness" with which democratic dominoes fall suggests that even if foreign military intervention aimed at promoting democracy in undemocratic countries succeeds in democratizing these nations, intervention is likely to have only a small effect on democracy in their broader regions.  相似文献

Public opinion research shows that American citizens utilize domain-specific political values to guide opinion formation in the key issue areas that comprise the American political agenda. One set of political values operates on economic welfare opinions, a different set of values applies to cultural issue positions, a third set shapes foreign policy preferences, and so on in other policy domains. Drawing on Shalom Schwartz’s theory of basic human values, this paper argues that two socially focused values—self-transcendence and conservation—guide opinion formation across all major policy domains. By contrast, the personally focused values of self-enhancement and openness-to-change should play a more limited role in preference formation. These hypotheses are tested using data from a novel 2011 national survey and the 2012 General Social Survey. The statistical results affirm expectations. We show that self-transcendence and conservation values predict scores on symbolic ideology, economic conservatism, racial conservatism, cultural conservatism, civil liberties, and foreign policy opinions. Self-enhancement and openness-to-change values play a modest role in shaping preferences.  相似文献

Literature on foreign aid and human rights often presupposes that constituents favor using foreign policy to promote human rights abroad and lead elected policymakers to pursue such policies to retain electoral support. This assumption, although frequently asserted, has not been empirically evaluated. And there are reasons to be skeptical about whether public opinion supports human rights foreign policy compared to other policy objectives. This article explores US public opinion about human rights, by asking two questions: Does the public think human rights should factor in foreign aid decisions and does the context—the strategic or economic relationship between the donor and recipient—affect this? This article uses results from a nationwide experimental survey to evaluate these questions. I find that the majority of respondents support cutting aid to punish human rights violators and that this depends minimally on the importance of the recipient.  相似文献

This article empirically evaluates the previously unresearched relationship between mass public opinion and public policy in the Mediterranean neo‐democracies. By studying almost 250 issues over the last decade, the nature of contemporary democracy in Spain, Portugal and Greece is revealed in relation to the overall consistency between majority preferences and government action. In addition, the opinion‐policy nexus is explored in regard to the potential impact of alternative institutional structures, landslide majorities, different categories of issues (e.g., redistributive, foreign policy), and the partisan composition of the government (i.e., socialist versus non‐socialist).  相似文献

The mass media are a special case of interest articulation in a democracy because they play two distinct roles. On the one hand, mass media provide information about efforts by various interest groups to influence public policy. On the other hand, being interest groups themselves, the mass media work to protect and advance their own interests. This article examines the compatibility of these two roles in Argentina and Uruguay by placing this in a broader discussion about the role of lobbying in democratic societies. The evidence suggests that despite impediments to the media's ability to fulfill both roles simultaneously, some have performed a credible job. The best explanation for the variance in performance among the media outlets includes a combination of the following factors: the size and density of the media market, patterns of media ownership, the relative strength of the state vis-à-vis the media, levels of public advertising, and the particular practices adopted by individual media companies. Evidence suggests that neither the traditional distinction between corporatist and pluralist societies nor government regulation of lobbying plays a dominant role in determining the media's performance. The changes taking place in the world today are exposing the inadequacies of the U.S. foreign assistance program. Beyond external changes such as the fall of communism, internal changes have occurred in the policy decisions and purposes governing the program, management and operations of the U.S. Agency for International Development (USAID), level of public attention on scandal, and aggressiveness of congressional oversight. After describing the purposes of the foreign assistance program, this article assesses the evolving role of the agencies involved in foreign assistance planning, budgeting and implementation processes; the processes themselves; the changes affecting the program; and the decision-making structure. Three reforms are needed to make the U.S. foreign aid program more responsive to U.S. foreign policy interests and more effective in accomplishing its development mandate. First, a strong policy focus is needed to direct the program toward realistic objectives and the best mechanisms for achieving those objectives. Second, the foreign aid program must move away from implementing projects with limited objectives and toward programs that promote broad-based economic growth, pluralism and democracy. Finally, AID should be merged into the State Department, and its field structure reorganized and reduced to better integrate development and foreign policy considerations.  相似文献

This study attempts to answer a new but important question in China’s foreign policy— how Beijing has wielded its soft power to construct its ideal of international order in the age of China’s rise. Before empirical analyses, this study tries to set up a conceptual framework on the relations between the idea of “harmonious world” and China’s soft power wielding in its rising process. Within this framework, this study examines a rising China’s foreign policies towards three targeted regions in the global south—Africa, East Asia, and Latin America. On the one hand, due to Beijing’s carefully-designed and soft power-based foreign policies, the global south has become an increasingly harmonious environment for Beijing to cultivate a favorable national image, exert its political influence on regional affairs, benefit its own domestic economic developments, etc. On the other hand, some problems such as the so-called “China’s New Colonialism” and the increased vigilance from the other powers have already began to challenge Beijing’s harmony in those regions. In a democracy, political decisions ought to be based on public opinion. In practice, however, the mechanisms connecting voter preferences and public policy are complex, and it appears that public opinion may be partly policy-shaping and partly shaped by policy. In this article, some of these mechanisms are discussed. The article presents, first, three models of public reactions to policy decisions. These models are then applied in an analysis of the liberal trends in Norwegian alcohol policy as well as attitudes towards this policy. The results are consistent with a "consumer model", where citizens evaluate public policy according to their preferences, as well as a "support model", where they tend to follow and support decisions made by political leaders. A "discontent model", where implementation brings about less acceptance of a policy, is not supported by the data.  相似文献

Though it is neither possible to identify pure direct nor pure representative democracies, some polities employ direct democracy more often than others, like Switzerland or California. Based on an analysis of all referenda and initiatives in these two countries this study examines the impact of direct democracy on public policy making, especially on social policy. Starting from considerations upon the level of public policy within both systems, it is hypothesized that direct democracy generates a lower spending level than a representative democracy. This theoretical reasoning is supported by the empirical findings. Moreover, it is possible to identify a lag effect and a structural effect resulting from direct democracy. Differentiation between the several instruments of direct democracy illuminates different effects of direct democracy upon social policy, especially for Switzerland.  相似文献

Deliberative ideals have become commercial goods bought and sold in an expanding consultancy market. In this market, demand is generated by government and advocacy groups seeking innovative ways to engage with the public. On the supply side are a growing number of commercial organizations selling deliberative goods and services such as process design, facilitation and evaluation. This paper characterizes the nature of this deliberative market, and considers its implications for democracy and contemporary governance. An analysis of deliberative consultants finds that their professional world is more akin to a ‘community of practice’ rather than a marketplace. But the development of this community of deliberative practitioners could go in opposing directions. On the one hand consultants could become the entrepreneurs of deliberative democracy, promoting and demonstrating its benefits for policy making. On the other hand, if the motivations for deepening democracy are fully replaced by business imperatives and competition, then the deliberative project would be severely undermined. Rather than predict the future, the paper identifies some of the opportunities and challenges for democratic governance as elements of deliberative democracy are commodified.

The Influence of Foreign Voices on U.S. Public Opinion   总被引:1,自引:0,他引:1  
Public opinion in the lead‐up to the 2003 Iraq War presents a puzzle. Despite the fact that domestic political elites publicly voiced little opposition to the invasion, large numbers of Americans remained opposed to military action throughout the pre‐war period, in contrast to the predictions of existing theory. We argue that some rank‐and‐file Democrats and independents expressed opposition because of the widely reported antiwar positions staked out by foreign, not domestic, elites. Merging a large‐scale content analysis of news coverage with public opinion surveys from August 2002 through March 2003, we show that Democrats and independents—especially those with high levels of political awareness—responded to dissenting arguments articulated in the mass media by foreign officials. Our results, which constitute the first empirical demonstration of foreign elite communication effects on U.S. public opinion, show that scholars must account for the role played by non‐U.S. officials in prominent foreign policy debates.  相似文献

The paper contrasts the liberal conception of democracy as the aggregation of individual preferences with the deliberative conception of democracy as a process of open discussion leading to an agreed judgement on policy. Social choice theory has identified problems - the arbitrariness of decision rules, vulnerability to strategic voting - which are often held to undermine democratic ideals. Contrary to common opinion, I argue that deliberative democracy is less vulnerable to these difficulties than liberal democracy. The process of discussion tends to produce sets of policy preferences that are 'single peaked'; and within a deliberative setting it may be possible to vary the decision rule according to the nature of the issue to be decided.  相似文献

The flow of foreign direct investment into developing countries varies greatly across countries and over time. The political factors that affect these flows are not well understood. Focusing on the relationship between trade and investment, we argue that international trade agreements—GATT/WTO and preferential trade agreements (PTAs)—provide mechanisms for making commitments to foreign investors about the treatment of their assets, thus reassuring investors and increasing investment. These international commitments are more credible than domestic policy choices, because reneging on them is more costly. Statistical analyses for 122 developing countries from 1970 to 2000 support this argument. Developing countries that belong to the WTO and participate in more PTAs experience greater FDI inflows than otherwise, controlling for many factors including domestic policy preferences and taking into account possible endogeneity. Joining international trade agreements allows developing countries to attract more FDI and thus increase economic growth.  相似文献

On the face of it, membership ballots present a clear case in which intra-party democracy comes into collision with core principles of representative democracy: they weaken the autonomy of representatives, and undermine the authority of the voters. In this article, I investigate whether this is correct, and whether membership ballots are, therefore, democratically illegitimate, using the controversial 2013 Mitgliederentscheid in the German Social Democratic party as a critical case. I argue that there is nothing democratically suspect about membership ballots and mount a defence of intra-party democracy as intrinsically valuable, appealing to a principle of equal respect for persons as autonomous agents. It turns out that endorsing this principle has two possible implications: that the content of the ballot must be open to deliberation, and that these deliberations should be rendered open to non-members. I discuss these implications and offer some institutional design guidelines.  相似文献

This article explores the complex relationship between democracy and long-term policy design for sustainability. At one extreme, democracy can be framed as problematic for policy planning because of the myopia fostered by some democratic institutions, such as regular elections. Alternatively, democracy can be seen as an ally of long-term policy design to the extent that it can generate public legitimacy and accountability, and potentially foster more equitable and just outcomes. Recent debates on how to ‘manage’ policy transitions to sustainability have been curiously silent on democratic matters, despite their potential implications for democracy. To explore what democracy might mean for transition management this article considers empirically how actors engaged in the Dutch Energy Transition Program make democratic sense of their activities. The analysis finds that in practice transition policies promote implicit narratives or democratic storylines on how reforms should be developed, who should participate in these, and how they should be legitimised and accountable to the public. The dominant narrative, which espouses elite theory and technocracy, privileges epistemic matters over democratic considerations. Other democratic storylines draw on representative democracy and interest group pluralism. The paper considers some possible ways to foster more productive interfaces between the governance structures of transition management, and the polycentric context of contemporary democratic systems.  相似文献

Citizens unequally participate in referendums, and this may systematically bias policy in favor of those who vote. Some view compulsory voting as an important tool to alleviate this problem, whereas others worry about its detrimental effects on the legitimacy and quality of democratic decision making. So far, however, we lack systematic knowledge about the causal effect of compulsory voting on public policy. We argue that sanctioned compulsory voting mobilizes citizens at the bottom of the income distribution and that this translates into an increase in support for leftist policies. We empirically explore the effects of a sanctioned compulsory voting law on direct‐democratic decision making in Switzerland. We find that compulsory voting significantly increases electoral support for leftist policy positions in referendums by up to 20 percentage points. We discuss the implications of these results for our understanding of the policy consequences of electoral institutions.  相似文献

Abstract. This article tests a number of hypotheses about foreign policy decision making within parliamentary democracies. First it explores the origins of debates among decision-makers. Are deliberations provoked by alternative organizational perspectives or by conflicting ideological orientations? Second, it asks how debates are resolved. On the one hand, it has been suggested that, because each minister has an equal vote, a compromise between decision-makers must be reached. On the other hand, it has been argued that the Prime Minister exerts considerable control and power in foreign policy matters in relation to other decision-makers. These questions were studied with the aid of data collected from a sample of 97 decision episodes between 1949 and 1982, where the Israeli government discussed how to respond to low-intensity aggression against Israeli citizens and soldiers. The results of this research demonstrate that internal debates are poorly associated with organizational or political diversity. Instead group size seems to be more important, although the relationship is not linear. In any case, the discussions usually concluded in a consensus around the Prime Minister's policy of choice, thus indicating that he or she is the paramount decision-maker.  相似文献
