This article traces the history of migration flows from Russia to Kazakhstan before 1917 to the present. The present problems in the republic stem from the complicated character of migration. Russian migration of Cossacks and peasants began after Russian annexation in 1731. Migration was intense during the Revolution of 1905-07 and the strongest during 1917-91. Records reveal 1.1 million migrants and 5 million total population in 1900. 6.2 million migrated during 1917-91. During 1917-91, migrants in the early years were victims of collectivization (est. 250,000), followed by WWI refugees and migrants from northern provinces fleeing civil war (100,000 persons). During the 1930s, industrial workers were recruited (1.3 million). "Unreliables" were deported during WWII (1.3 million). Forced evacuees from occupied territories settled during 1941-45 (1.45 million). Spontaneous flows occurred during the 1970s (1 million). There were secret military settlements (250,000), labor migrants (200,000), and war and ethnic refugees fleeing national conflicts (50,000) post-WWII. 42% of Kazakhs died from hunger and epidemics, and 33% fled abroad during the early decades of the century. In 1937, population amounted to 2.8 million. Today, about 100 nationalities live in Kazakhstan, although the largest groups are Kazakhs (43.2%) and Russians (36.4%). In 1993, 75.8% of the total work force were non-Kazakh workers. Kazakhs are 60% of rural population, but many are migrating to cities that are dominated by Russians. Growing unemployment fostered tensions with the Chechens and may lead to conflicts with Russians.  相似文献

Market-oriented policy agendas have enjoyed a remarkable influence in Indonesia for almost four decades. Yet, attempts to impose these agendas in any systematic fashion have proven uncertain and inconclusive. This is not simply a case of successful resistance to reform by entrenched interests. Rather, the deepening of market capitalism and global integration has, in many instances, appeared to consolidate authoritarian politics and predatory economic relationships. Even in the wake of economic crisis and dramatic political change, these basic frameworks of power remain largely intact. Such paradoxes raise important questions about the relationships between markets, institutions and political and social power. We examine how market reforms have been resisted and even hijacked to consolidate predatory state and private oligarchies. We look at the way such entrenched interests have been reorganised in the face of fundamental institutional changes, including the collapse of authoritarian rule and the decentralisation of political authority.  相似文献

This paper analyses the existing and perceived rules and restrictions of the global development dispositif working to maintain inequalities in the interactions of international NGOs (INGOs) and Haitian organisations. It does so by exploring constructions of partnership and their clashing realities. Development organisations and agencies have influenced the fabric of Haitian society and politics not only by their mere presence but also by the rules they impose. The paper identifies positions of power and decision making by drawing on Foucauldian tools of discourse analysis. The analysis is based on empirical fieldwork carried out in Haiti between 2012 and 2014. It identifies a narrative of trickle-down pressures that INGOs draw upon to position themselves as intermediaries in the larger development system. By questioning these narratives, the paper provides the starting point for the development of alternatives that would enable international NGOs to assume a role that supports rather than weakens.  相似文献

Abstract

Foreign direct investment (FDI) can deliver benefits beyond the provision of capital, such as efficiency gains. We argue that the theorised positive effects of economic linkage are reduced when linkages are based on natural resources. Domestic elite coalitions supporting reform are also weaker in countries with extensive natural resources. Kazakhstan and Azerbaijan have high-value natural resources and significant FDI, making them most likely cases for reform. Kyrgyzstan is a contrasting case as it has few natural resources. We find that the institutional reforms we would anticipate because of linkages have not occurred and those that exist are often cosmetic.  相似文献

Russia's recovery from the deep economic crisis it experienced in 2008–2009 did not deliver clear political dividends for the Russian leadership. This is because of the context in which the crisis occurred and the way that the leadership, particularly President Medvedev, and many of its critics described the crisis. The oil-fuelled boom that preceded the crisis had the effect of deepening it. Economic recovery based on rising energy prices looks like a failure, rather than a success, and highlights the underlying structural problems of the Russian economy. Arguments about the need for modernisation from within government exacerbated this perception. This seems to have weakened the connection between approval for the leadership and economic growth, a staple of pre-crisis politics.  相似文献

This article examines the intensification of Gambian girls’ domestic and farm labour contributions as a result of the introduction of double-shift schooling. Drawing on fieldwork among female farmers and their daughters in Brikama the article puts forth the following arguments: doubleshift schooling facilitates the intensification and increased appropriation of surplus value from girls’ household and farm labour because girls are more readily able to meet gendered labour obligations that are central to the moral economy of the household and to the demands of agrarian production; secondly, double-shift schooling highlights the paradoxical nature of development intervention where, on the one hand, legislation and policy call for a reduction in child labour by increasing access to school and, on the other, neo-liberal educational policy serves to facilitate the intensification of girls’ domestic and farm labour. This paper maintains that the intensification of girls’ workmust be placed within a wider context where children’s — particularly girls — cheap, flexible and/or unremunerated labour is central to the functioning of local and global processes of accumulation.  相似文献

Despite robust, and much touted, growth, Kazakhstan's economic system enjoys only tepid support among large swathes of the population and is viewed by many as neither fair nor legitimate. Extreme juxtapositions of new wealth and new poverty against a historic background of economic and social egalitarianism combine to make this a potent and combustible issue. Women, ethnic Slavs, the poor, people in urban areas most afflicted by post-Soviet de-industrialisation, those who feel they have lost out in the transition to a market economy, and those who are pessimistic about their financial prospects are more likely to question the legitimacy of the current economic system. Because scepticism about the distributive system contributes to political and social strife, these findings provide grounds for concern about Kazakhstan's long-term stability.  相似文献

The article explores the concept of political postcolonialism and how political groups appropriate and contest this discourse. Elites and contesting political groups utilise postcolonial rhetoric to legitimate their political goals by projecting that their country, in this case Kazakhstan, was colonised by the Tsarist Russia and then by the Soviet Union. For President Nursultan A. Nazarbayev’s nationalising regime the status of Kazakhstan as a colony represented a vital item in post-1991 nation-building projects. Political opposition and Kazakh national-patriots contested this official discourse, blaming the regime for scarce efforts towards ‘full decolonisation’. The absence of major intellectual discussion allowed these elites and political players to reappropriate these discourses in the political rather than critical intellectual domain.  相似文献

Small Hydropower is regarded by the Chinese state as a method for both poverty alleviation and environmental protection in rural areas. This paper finds that local government officials develop an ‘environmentally bundled economic interests’ approach that simultaneously fulfills the central state’s new political mission and local economic development demand. The small hydropower plants however have paradoxically become the destroyer of the environment as local government at different levels develop the plants in an un-coordinated manner. We use the growth of small hydropower in Yunnan province as an exemplar to show the new tendency and problems of China’s environmental governance.  相似文献

Beset by multiple security challenges, not least the emergence of a powerful Al Qaeda franchise, Yemen appears the antithesis of the “Weberian” state model. But while these challenges are acute, they should be seen as part of a wider “political field,” dominated by powerful tribes and conditioned by patrimonial networks that have long framed the modes of political exchange between the center and periphery. This remains crucial to understanding the wider eddies of tribal politics in Yemen, and in turn, the limits of a purely military response by Washington as it seeks to confront Al Qaeda in the Arabian Peninsula.  相似文献

The passing of the Russian NGO Law in mid-2006 set clear parameters for Russian NGO activity and civil society development. In this paper we assess the impact of the NGO Law on both NGOs and Russian civil society. Our findings illustrate that the NGO Law has led to a reduction in NGO activity and curtailment of civil society development. We conclude that Russian civil society appears to be dominated by groups funded and thus controlled by the state. This has implications for Russia's on-going democratic development.  相似文献

Donor governments have been accused of not doing enough to achieve the Millennium Development Goals (mdgs), while the mdgs have been accused from other quarters of not doing enough for development. The former position takes the mdgs as an unquestionable good, while the latter posits them as a Western ruse for the sedimentation of core–periphery relations. This paper transcends this debate, identifying in the goals a logic of ambitious social, cultural and spatial engineering. Inspired by Foucauldian development anthropology, the paper highlights three themes implicit in mdg texts, requiring biopolitical interventions on bodies, societies and spaces, namely risk, sex, gender and family; Homo Economicus; and the city. The paper concludes with a reflection on the likelihood of resistance to such interventions.  相似文献
