We introduce a Downsian model in which policy‐relevant information is revealed to the elected politician after the election. The electorate benefits from giving the elected politician discretion to adapt policies to his information. But limits on discretion are desirable when politicians do not share the electorate's policy preferences. Optimal political representation generally consists of a mixture of the delegate (no discretion) and trustee (full discretion) models. Ambiguous electoral platforms are essential for achieving beneficial representation. Nevertheless, electoral competition does not ensure optimal representation: The winning candidate's platform is generally overly ambiguous. While our theory rationalizes a positive correlation between ambiguity and electoral success, it shows that the relationship need not be causal.  相似文献

Danish politics in the 1970s is characterized by a remarkable increase in electoral fluidity. Increasing political mobility should be seen not as a product of passing and specific events, but as a product of basic societal change. The link between political mobility and some dimensions of social change is discussed theoretically and investigated empirically. The discussion focuses on the joint effects of socioeconomic change and political-institutional change. Some reasons why these changes should lead to increased electoral mobility are stated. The empirical analysis is carried out at the level of municipalities. A positive relationship between various indicators of socio-economic change and political mobility is demonstrated. The relationship is sustained when a control for the effects of social structure is introduced.  相似文献

Electoral registration is the key building block for the administration of elections. It is the gateway to voting: people cannot vote at elections in the UK if their name is not on the register. In recent times there has been much debate in media and Westminster circles about current arrangements for electoral registration and the related issue of the future of postal voting.
This article presents new research published by the Electoral Commission in September 2005 investigating non-registration and its causes. It reviews the case for reform, considers the current policy debate and outlines some of the challenges involved in maximising registration rates. It summarises the Commission's policy recommendations and the reasoning behind them, focusing in particular on the suggested move from the current household-based system of registration to a system of individual registration  相似文献

Recently published research contends that concern about immigration is weakening the British political system by creating distrust in the elites and institutions in this system. Some may challenge this finding because the public opinion data used to illustrate this relationship is limited to the period of the recent Labour government, raising the possibility that it was an artefact of that era and thus may no longer hold. Using the most recent round of the European Social Survey (2010–11), this paper investigates whether this finding holds in the present era. The findings indicate that under the current Conservative‐Liberal Democratic government, concern about immigration is still related to negative perceptions of the political system. This finding, along with those reported in previous research, points to potentially serious negative consequences for the functioning of the British political system, which are discussed in the concluding section of the paper.  相似文献

Generations of democratic theorists argue that democratic systems should present citizens with clear and distinct electoral choices. Responsible party theorists further argued that political participation increases with greater ideological conflict between competing electoral options. Empirical evidence on this question, however, remains deeply ambiguous. This article introduces new joint estimates of citizen preferences and the campaign platforms chosen by pairs of candidates in U.S. House and Senate races. The results show that increasing levels of ideological conflict reduce voter turnout, and are robust across a wide range of empirical specifications. Furthermore, the findings provide no support for existing accounts that emphasize how ideology or partisanship explains the relationship between ideological conflict and turnout. Instead, I find that increasing levels of candidate divergence reduce turnout primarily among citizens with lower levels of political sophistication. These findings provide the strongest evidence to date for how mass political behavior is conditioned by electoral choice.  相似文献

This paper exploresthe relationship between senatorial shirking andelectoral consequences. I model political shirking,opponent quality and election outcomes assimultaneous, and find significant evidence of arelationship between shirking over the senatorial termand electoral outcomes. Electoral system reforms are frequently discussed in various parts of the world, although major electoral system changes have been quite rare in established democracies. This article aims at predicting how the party systems in Denmark, Finland, Norway and Sweden would change if elections were conducted under a plurality system or a mixed‐member majoritarian system. To this end, results of the last parliamentary elections are recalculated. The analyses show that the Nordic party systems would be subjected to drastic change. In Denmark, plurality elections would create a two‐party system; in Finland, Norway and Sweden, one party would be much larger than the others. Keskusta and Arbeiderpartiet would be superior to the other parties in Finland and Norway, respectively, whereas Socialdemokratiska Arbetarepartiet would almost take complete control over the Swedish legislature. In practice, smaller parties would have to team up with larger ideologically similar parties. Under a mixed electoral system, several small and medium‐sized parties would survive, but in most countries, the main competition would take place between two basic political alternatives. Smaller parties are well‐advised to go against electoral system reforms that involve single‐member districts.  相似文献

This article differentiates between three ways in which electoral cycles may impact on participation in elections. First, it identifies a simultaneity effect – turnout increases to the extent that elections are held on the same date. A second effect is voter fatigue – turnout declines when another election has just been held before. Poll voting is a third effect. It suggests that turnout increases when another election is to be held shortly after. On the basis of a novel dataset that includes 2,915 regional elections held in 317 regions and 18 countries from 1945 to 2009, evidence is found for all three effects. The results point towards a basic dilemma in multilevel electoral systems: increase turnout by holding elections on the same date but accept high vote congruence across elections or decouple election cycles, which decreases vote congruence but lowers participation rates.  相似文献

Although the holding of founding and subsequent elections is essential for any transition from authoritarian to democratic rule, the comparative literature on electoral system design is limited on the experience of "Third Wave" democratizers. This is especially true with respect to the interactive effects between the choice of electoral system and the spatial, i.e., geographic, distribution of the vote—a critical factor that shapes electoral outcomes in all societies, but particularly in emerging democracies because many are plural and agrarian societies. Political elites in these countries have also rarely considered the impact of alternative electoral systems when selecting a system for their country. This article addresses these gaps in the literature and practice by presenting a computational model known as a spatial decision support system or SDSS that both explores these interactive effects and facilitates electoral design. The utility of the model is then demonstrated with data from Kenya and South Africa—two emerging democracies where issues posed by the spatial distribution of the vote have given rise to demands for redesigning or modifying the electoral system.  相似文献

Although people with larger, more politicized social networks are more likely to participate in elections, we know very little about what drives this relationship. I argue that the electoral relevance of political talk depends heavily on the political expertise imbedded in discussion networks. Using data gathered during the 1996 presidential election, I demonstrate that the level of political sophistication in a person's social network exerts a positive influence on participation. Importantly, this effect is greater than the impact of political preferences in the network, the factor that is implicitly considered to be the main link between networks and involvement. This evidence makes two contributions to research on networks and participation. First, it provides support for a theoretical model that better accounts for research on the relationship between political talk, political disagreement, and involvement. Second, it changes the normative implications associated with political talk by suggesting that networks can encourage both higher levels of involvement and increased consideration of differing viewpoints.  相似文献

Incessant changes alter political parties in their organization, structure, recruitment and all other characteristics. Nevertheless, they are usually credited with stable features by which they are identified, and which enable them to be classified. If we consider French political parties, it is possible to demonstrate that both change and apparent stability arise from interaction within each party as well as between them and between the social organizations to which they are linked. These interactions and their effects must be related to general processes, such as social and cultural transformation; they cannot be solely explained by specifically political competition.  相似文献

Political life in many Muslim‐majority countries has been marked by the electoral dominance of Islamist parties. Recent attempts to explain why have highlighted their material and organizational factors, such as the provision of social services. In this article, we revive an older literature that emphasizes the appeal of these parties’ religious nature to voters experiencing economic hardship. Individuals suffering economic strain may vote for Islamists because they believe this to be an intrinsically virtuous act that will be met with divine rewards in the afterlife. We explore this hypothesis through a series of laboratory experiments in Tunisia. Individuals assigned to treatment conditions instilling feelings of economic strain exhibit greater support for Islamist parties, and this support is causally mediated by an expectation of divine compensation in the hereafter. The evidence suggests that the religious nature of Islamist parties may thus be an important factor in their electoral success.  相似文献

Members of parliament are key actors for the implementation of energy transitions, such as phasing out nuclear power. Before legislators can cast their maybe decisive vote in parliament, they need to run for office and actively strive for election. This paper assesses what political candidates oppose renewable energy transitions and questions whether the energy issue matters in national elections, and thus has consequences for the implementation of new sustainable energy sources. We analyze these questions by first describing the specific characteristics of political candidates. The paper then evaluates the relevance of the energy issue for electoral success in three national elections in Switzerland (2007, 2012, and 2015). Based on candidate data from the voting advice application smartvote.ch, we find that female candidates support ETs more than men do; that especially the French‐speaking part of the country is more in favor of a nuclear phase‐out, and that younger candidates are also more open toward restructuring the energy system than older candidates are. Our models further show that the energy issue does not matter in elections, independently from its salience in the respective election campaigns. Candidates are thus relatively free to choose their position on the issue and do not have to fear consequences at the ballot. However, candidates of center parties, in contrast to the pole parties, are sensitive to the energy issue and reflect public mood in their positions.  相似文献

Despite scholarly interest in determining how exposure to disagreeable political ideas influences political participation, existing research supports few firm conclusions. This paper argues that these varied findings stem from an implicit model of contextual influence that fails to account for the indirect effect of aggregate social contexts. A model of contextual influence is outlined which implies that the neighborhood partisan context moderates the effect of political disagreement in social networks on campaign participation. The evidence shows that network disagreement demobilizes people who are the political minority in their neighborhood, but has no influence on people in the majority. When viewed together, these findings indicate that a person’s relationship to the broader political environment sets distinctive network processes in motion.

In recent times, issues surrounding change have become increasingly important in the study of political analysis. This is especially true within strains of new institutionalism such as historical institutionalism and the 'Varieties of Capitalism' approach. However, although this has led to a sensitising towards the temporal dimension, the spatial dimension has been relatively ignored. This is arguably problematic, as a fuller understanding of space and the spatiality of social and political relations would lead to more coherent and accurate analyses of political phenomena that currently characterise historical institutionalism. Indeed at an ontological level, drawing on work within the natural sciences and geography, it is impossible to talk of time without reference to spatiality and of space without reference to temporality. This short article reviews some of the more prominent historical institutionalist literature that deals with change and renders explicit the problematic conceptualisation of space, and consequently time, which underpins their analyses. Drawing on Massey and Sayer, it proceeds to outline briefly a relational conception of space and the difference that space makes to political analyses.  相似文献

Using a three-perspective model of stratification, group and issue-oriented variables, an effort was made to examine the relevance of three perspectives in predicting voting behaviour among Athenians in Greece. The model was based on an analysis of 478 cases from data collected in Athens in the spring and summer of 1977. Pro-Western attitudes and politics of friends were found to be the most important variables in predicting vote among the Athenians. Unlike other European countries, education and occupation were not important while income and age were. The primary group variable of father's politics had important indirect effects while the secondary group variable of workers’ membership in political or occupational organisations had a significant direct effect. The interdependence of the variables in the three-perspective model were also delineated in the analysis.  相似文献
