G. A. Cohen has argued that Locke's remarks on the value-creatingcapacity oflabour contain a premise which is both implausible and incoherently defended by Locke. I contest Cohen's attribution oferror to Locke. and offer an alternative interpretation of his remarks, integrating them within his more widely discussed labour-mixture argument. However, I agree with Cohen, although for distinct reasons, that Locke's remarks do not constitute a plausible anti-egalitarian argument.  相似文献

Locke's theory of toleration has been understood to rest on the claim that persecution was insufficient to instil either (i) true or (ii) sincere belief in people. Although Locke did indeed make both these claims, neither was fundamental to his theory. Locke was principally concerned to deny that persecution was necessary to instil true or sincere belief; its insufficiency to those ends he, and his contemporaries, took for granted. His denial of the necessity of persecution presupposed that human beings were, in principle, naturally adequate to the discovery of God's wants for them. The same presupposition, which derives from natural theology, underwrote the views in politics and revealed theology that complete his theory and supplied its moral content. Contemporary theories of toleration purposing to proceed on Lockean assumptions are morally and philosophically impoverished by their failure to see the requirements laid on an adequate theory of toleration by genuinely Lockean terms.  相似文献

This article reassesses Thomas Jefferson's political economy in light of debates about the influence of liberal and republican ideas on his thought. I argue that Jefferson embraced liberal premises, but used them to reach anticapitalist conclusions. He opposed neither commerce nor the prosperity it promised; he opposed working for a wage, and he did so on liberal grounds. The first section of this article shows that John Locke's theory of property turns on the justification of capitalist labor relations. The second section establishes, first, that Locke's argument played a decisive role in the development of Jefferson's own and, second, that Jefferson redefined its terms to fashion a forceful critique of wage labor. An examination of Jefferson's writings elucidates a neglected variant of the liberal tradition, prevalent in the United States until the Populist agitation. Its core is the stigma attached to working for hire as a diminished form of liberty, tantamount to wage slavery.  相似文献

Deliberation is the current buzzword among democratic thinkers. Deliberative democracy assumes that deliberation has an effect on the people engaging in the deliberative process. Several studies have demonstrated that this is indeed the case: deliberation increases political knowledge and opinion consistency, as well as mutual understanding and broader tolerance among citizens. In order to verify the findings from these studies and to confront the problems of internal and external validity in the previous studies of deliberation, alternative methodological designs must be applied. Applying an experimental split-sample design using CATI on the Danish electorate reveals how arguments and frames influence public opinion. Across various frames and arguments and political issues, positive (negative) arguments tend to push opinions in a positive (negative) direction. When competing frames are presented to the public, people submit to neither ambivalence nor non-attitudes. Quite to the contrary, people tend to follow their predisposition and provide more consistent opinions. Thus, deliberation composed of various competing frames and arguments facilitates – rather than distorts – sophisticated and considered public opinion.  相似文献

According to the most influential contemporary reading of John Locke's Letter Concerning Toleration (1689), his main argument against religious persecution is unsuccessful. That argument holds that coercion is ineffective as a means of instilling religious beliefs in its victims. I propose a different reading of the Letter . Locke's main consideration against persecution is not the unsuccessful belief-based argument just outlined, but what I call the sincerity argument . He believes that religious coercion is irrational because it is ineffective as a means of inculcating the right intentions in people. Once this alternative argument is placed at its centre, the Letter is seen to be a more fertile source of political argument than is suggested by alternative readings. In particular, the sincerity argument gives us a powerful reason for rejecting state moral paternalism, the doctrine that the state may use coercion to make people morally virtuous. If moral virtue depends upon people having the right intentions, and if coercion is ineffective as a means of instilling the right intentions in people, then state moral paternalism is ineffective and hence irrational.  相似文献

Since Mancur Olson's Logic of Collective Action (1965), it is impossible for political scientists to conceive of political participation without reference to his powerful argument linking numbers of participants, public goods, and participatory outcomes. What is puzzling is the poor empirical support for this argument in the domain where it should work best, namely explaining business political activity. Olson thought his arguments principally applicable to economic groups, and for the empirical development of his arguments Olson drew heavily on business interests, the most active segment of the interest group community. We explore these arguments with business political activities data by examining the statistical performance of various measures of market structure in determining business political activity, and find little empirical support. We do offer an alternative basis for business behavior lodged in both private and collective goods that preserves business rationality and also helps explain not only the amount of business political participation but the modes of business participation .  相似文献

Alexander Hamilton's conception of human nature grounds his political thought. His predominately and radically liberal conception of human nature is based on Locke's concept of liberty, Hobbes's concept of power, and Machiavelli's concept of the "effectual truth." It thus stresses the necessary relation between self-interest and republican government and entails the repudiation of classical republican and Christian political ideals. But Hamilton's love of liberty is nonetheless rooted in a sense of classical nobility and Christian philanthropy that elevates even while contradicting his liberalism. The complex relation between liberty, nobility, philanthropy, and power in Hamilton's conception of human nature, in effect, defines his thought, reveals its assumptions, constitutes its strengths, and poses urgent problems. That complexity forms the spirit of his liberal republicanism.  相似文献

This article aims to focus analysis of Locke's theory of international relations away from the familiar discourse of sovereignty and natural law and toward a different discourse involving self-government and international society. It argues that Locke's conception of international society balanced interrelated, overlapping, and even competing claims about sovereignty and natural law in a normative framework in which the right of self-government replaced the principle of sovereignty as the moral basis of international relations. Thus, for Locke the norms deduced from the law of nature govern the international state of nature even as independent societies remain the primary executors of the law of nature in international society. The article concludes by considering how Locke's reflections on international relations may contribute to our understanding of contemporary debates about sovereignty, the use of force, and the ethics of intervention.  相似文献

Reaction to David Rieff’s book is bound to be mixed. Its particulars are brilliant; its flaws, profuse. In Praise of Forgetting is misleadingly titled, for Rieff focuses primarily on the social functions of memory and its relation to history and forgetfulness. In his view, every event and person, no matter how notable today, will be ultimately forgotten. But in the short run, forgetfulness is benign, leading to reconciliation and peace. Memory, in contrast, is always malignant and distorted, yet so influential as to merge with and erode history. Rieff's assertions are matched against the cases he himself adduces, cases which he describes selectively and with minimal regard for evidence. However tendentious his arguments, the insights and vast erudition to which David Rieff treats his readers are undeniable.  相似文献

This paper examines the extent to which Marx's thinking on colonialism was Europocentric and evolutionist and the criticisms levelled against him. By examining relevant aspects of Marx's work, we can define more clearly his true ideas on colonialism and sort out the arguments of his critics. The paper discusses Marx and Engels's writings on colonialism for The New York Daily Tribune (1851–62) and examines four theoretical responses to these writings. The conclusion suggests that although Marx's writings on colonialism suffer from a specifically Europocentric bias, this alters but does not negate the overall applicability of Marx's ideas to the third world.  相似文献

This article examines the justifications of anti-perfectionism given by John Rawls in his recent work Political Liberalism. Rawls, I argue, gives one major argument in defence of anti-perfectionism (what I shall call the 'reasonableness among free and equal persons' argument) and two subsidiary arguments (what I shall call the 'social unity' argument and the 'stability' argument). None of these arguments, I claim, are persuasive. Rawls's most recent justification of anti-perfectionism is therefore unsuccessful.  相似文献

For all its importance, what is actually said about money in Two Treatises is highly obscure. Comparison with Locke's 1668–74 writings on interest reveals a common understanding of the function of money, akin to that of contemporary mercantilists, which illuminates many difficulties in the chapter on property. These writings are the source of the main economic concepts in the Treatises ; namely, labour as the active source of wealth (which along with the Roman Law notion of self-ownership provides the basis of Locke's theory of property); money overcoming the 'spoliation limit' on the accumulation of consumables, and the idea that money is created by and derives its value from consent (which Two Treatises exploits as a justification of the unequal distribution of property). Finally, the early writings suggest how implausible it is to read a labour theory of exchange value into the Treatises .  相似文献

This paper examines John Stuart Mill's discussion of economic liberty and individual liberty, and his view of the relationship between the two. It explores how, and how effectively, Mill developed his arguments about the two liberties; reveals the lineages of thought from which they derived; and considers how his arguments were altered by political economists not long after his death. It is argued that the distinction Mill drew between the two liberties provided him with a framework of concepts which legitimized significant government intervention in economic matters without restricting individual liberty.  相似文献

This article draws attention to the ideas of an unduly neglected Belgian thinker, Hippolyte Colins. From the 1830s, Colins addressed many issues in the political theory of property, especially problems of interpersonal, intergenerational and inter-societal justice. His ideas are discussed in the first section. A critical examination of his arguments about justified property regimes enables contemporary disputes (notably in the work of Nozick and Steiner) to be placed in a fresh perspective, offered in the second section. This locates the difficulty of distinguishing between liberal and socialist commitments to particular property systems.  相似文献

Hayek's epistemic arguments against central planning and in defence of market economies have recently been redeployed by some market-socialists against more decentralized models of non-market socialism. This paper considers the cogency of these arguments through an examination of an unpublished exchange in the socialist calculation debates between Hayek and a proponent of non-market associational models of socialism, Otto Neurath. Contrary to the standard view of the debates, Neurath shared many of the assumptions of Hayek's epistemic arguments and similarly criticized technocratic models of planning. The paper outlines Neurath's defence of associational socialism from his early role in the Bavarian revolution through his engagement in the post-war housing movements in Vienna and the unity of science movement. While Neurath's response to Hayek is not entirely successful, his proposals for associational models of socialism point to problems not just in Hayek's criticisms of non-market socialism, but also those of more recent market-socialists.  相似文献

ABSTRACT

In this article, I focus on arguments which suggest that disenfranchising persons on the grounds of incompetence is likely to produce epistemically sub-optimal decisions. I suggest three ways in which such arguments can be strengthened. First, I argue that they can be untethered from the controversial ‘best judge’ principle, according to which each person is the best judge of his or her own interests. Second, I suggest that epistemic arguments against epistocracy are currently insensitive to the nature of the groups that would be excluded on the grounds of incompetence. Such arguments would remain unchanged were epistocracy to disenfranchise privileged persons rather than already disadvantaged persons. I argue that a stronger critique of epistocracy ought to focus on distinctive epistemic obstacles faced by socially privileged persons. Third, I argue that current epistemic critics of epistocracy ignore how its basis for exclusion entails consequences that are relevant to our assessment of its justifiability. Their criticisms would, for instance, remain the same had this exclusion been brought about in a random manner. Instead, I emphasise the deliberative costs that follow from the exclusion of disadvantaged groups qua incompetent.  相似文献

The causes of inflation are commonly analyzed as the function of either the organization of wage bargaining or the independence of the central bank. Although these explanations are widely treated as competing, recent evidence suggests that there may be merit to both arguments. This paper presents a game-theoretic model of wage bargaining and monetary policy-making that shows why the two institutional causes are not only complementary, but elements of a more encompassing logic. The empirical superiority of this synthesizing model is demonstrated by reanalyzing data used in Al-Marhubi and Willett (1995) and by presenting new evidence.  相似文献
