In 2008, the Council of the European Union (EU) adopted a ‘Comprehensive Approach’ that outlines a strategy for securing gender mainstreaming; two years later, the Council introduced a set of indicators to assess its implementation. The EU was responding to the United Nations Security Council’s call for regional institutions to assist in implementing Security Council Resolution (UNSCR) 1325, adopted on 31 October 2000, concerning ‘women, peace and security’. This resolution sought to meet the ‘urgent need to mainstream a gender perspective into peacekeeping operations’. Considering that prior exposure to gender issues, resources and well-established relations with civil society and gender advocates are lacking, the adoption of both the Comprehensive Approach and the indicators, as well as the structures and procedures established since then as part of the EU’s Common Security and Defence Policy, requires some explanation. This article draws on feminist institutionalist approaches to argue that the impetus for change came from individuals and groups within the EU who were involved in external networks, both above and below the supranational level, who seized on institutional idiosyncrasies that also shaped the implementation of UNSCR 1325 in important ways.  相似文献

This article investigates knowledge and perceptions of women’s empowerment from the perspective of female livestock keepers and elucidates linkages between women’s empowerment and household nutrition in relation to livestock. Eight focus groups with 62 female livestock keepers were conducted in Tanzania. Women’s empowerment in livestock was associated with improved household nutrition. Other opportunities for empowerment were identified that could contribute to women’s decision-making power. The article recommends that all development interventions in the livestock sector be gender sensitive and engage local men in conversations about gender inequities. It also discusses other pathways to increase women’s empowerment and household nutrition.  相似文献

The debate on empowerment encompasses an older discourse about the intrinsic value of empowerment, and a newer discourse about the instrumental benefits of empowerment; the concept of agency is useful in understanding this distinction. In agricultural development, empowerment efforts are often instrumentalist, viewed as an advanced form of participation that will improve project effectiveness, with adoption rates that promote compliance rather than intrinsic empowerment. Nevertheless, it is possible for projects to enhance the means for – and facilitate the process of – intrinsic empowerment. With regard to process, research and extension can make use of a constructivist rather than the behaviourist approach to support changes in knowledge, behaviour, and social relationships. In assessing empowerment, both developers and ‘developees’ need to look for evidence that people are taking control of their lives. Case studies – such as those used by the Indonesian Integrated Pest Management (IPM) Programme – will help to capture context and chronology, with unplanned behaviours being particularly useful indicators.  相似文献

It is argued that an alternative strategy to women's involvement in development is the development of a whole "new dish, prepared, baked, and distributed equally" rather than acquisition of a "bigger piece of the pie." The issues of gender and development (GAD) involve women gaining power and control of the decision making processes. Past development has been too much of a "fixed menu" approach. Feminist development involves the satisfaction of the strategic needs of women, an agenda-setting direction, flexibility, and empowerment (SAFE). Strategic gender needs were conceptualized first by Maxine Malyneaux. Within women's defined roles, there are needs for access to adequate and clean water supplies, nutrition, health care, and income. Women in development (WID) approaches are strong in serving practical needs. The SAFE approach combines both the strategic and practical needs of women. Some argue that a focus on strategic and/or practical needs should be conceptualized in terms of changing women's position within a structurally unequal set of social relations. Some emphasize autonomy. The basic concepts of strategic needs is viewed as including the change in women's status and movement toward autonomy. Aid agencies and development groups have been mainstreaming WID and GAD over the past decade by integrating women and women's needs into administration, decision making, and the project cycle. Gender issues could be built into existing development paradigms or could change the existing development agenda with a gender perspective. It is argued that an agenda-setting approach is needed in order to assure that the strategic needs of women are incorporated. Flexibility and adaptation of approaches means that WID and GAD can be adjusted to all cultures. It is cited by Buvinic and Moser that welfare, equity, anti-poverty, efficiency, and empowerment are five ethical policy approaches. The policy approach of SAFE is that of empowerment or the knowledge and exercise of influence, power, and leadership in some or all social relations.  相似文献

The authors examine the role of international faith‐based NGOs in foreign aid and development assistance for Africa, with special reference to the Mennonite Central Committee (MCC). The MCC is successful in its contribution to development and empowerment in the 20 African countries in which it works because of its philosophical and programmatic focus on accountability, its holistic approach to basic rights, and a ‘listen and learn’ approach which embraces empowerment and social justice. Although a ‘small is beautiful’ philosophy does not necessarily feed the ‘quick fix’ methods associated with the New Policy Agenda, it remains the most effective, efficient, accountable, and grassroots‐responsive way of dealing with development issues.  相似文献

The issues of gender-related persecution and violence against women have been put onto the international agenda, largely thanks to lobbying by feminist NGOs and transnational networks. There is a question, however, of how successfully this agenda-setting has translated into effective policy-making and policies that will increase the protection of women who are victims of gender-related persecution. One of the problems with policies to support women refugees and asylum seekers lies in a failure of transmission of the goals of gender sensitivity through all the various bureaux and representatives of a large bureaucratic organization such as the United Nations High Commissioner for Refugees (UNHCR). For nearly twenty years, since the early 1990s, the UNHCR has identified ‘refugee women’ as a policy priority, and yet, despite this prioritization of concerns about women refugees and gender issues in the asylum and refugee process, it could be argued that little progress has been made in implementation of policies on refugee women. This article will examine the way in which the concept of gender has been adopted within the UNHCR and the processes that have been put in place to mainstream gender within refugee protection activities. How far has mainstreaming managed to move policies to protect women beyond a mere focus on ‘vulnerable’ groups, and to integrate a gendered understanding of the global processes that produce refugees, and of the protection needs of these refugees?  相似文献

Over the past decade, the term ‘empowerment’ has been generously employed and woefully ill-defined. In particular, women's empowerment has been embraced by such a vast number of development actors that it appears to be a unifying mission within development. Despite the boom in women's empowerment initiatives, there remains little critical analysis of the use of empowerment in general, and the perceived success or failures of specific empowerment initiatives. Using the disarmament, demobilization and reintegration process in Sierra Leone as a case study, this paper examines how reintegration was described as a source of empowerment for women. Drawing from interviews and analysis of related policy discourses, it is argued that, rather than representing a radical shift in development approaches towards more inclusive and representative policies, empowerment projects are shaped by neoliberal ideas such as individualism, responsibility and economic order and carry implicit, gendered and disciplining messages about appropriate social behaviour.  相似文献

Neo-Orientalism is a means of articulating a subordinating discourse regarding populations and societies associated with Islam. This article argues that the labelling of Chechens and Chechen society as ‘desperate’ is another way of upholding the neo-Orientalist frame. About 2876 articles on the Chechen conflict culled from the Lexis-Nexis database were coded for the language of ‘desperation’. A majority of these articles linked desperation to either ‘radical’ Islam or gender dynamics/women's participation in the conflict. Thus, this article argues that the Russian–Chechen conflict is framed by the media to uphold a neo-Orientalist gaze, in which the language of desperation plays a key role, in order to delegitimise any cause the Chechens may have for fighting.  相似文献

In the past women have been excluded from peace initiatives. However, with the advent of UNSCR 1325 (2000) women's agency in the process has been heightened through a new framework for involvement. UNSCR 1325 is a policy document that acknowledges the link between women, peace, and security and uses gender mainstreaming as a mechanism to implement its objectives. Yet in spite of its policy advancements, over a decade later women still do not participate equally in peace and security initiatives that impact on the sustainability of peace. This article aims to explore the context of this framework through considerations of the gender mainstreaming provision in the disarmament, demobilization, rehabilitation, and reintegration (DDRR) process in Liberia. Using interviews with women associated with fighting forces (WAFFs)/ex-combatants the article argues that although there was a specific targeted focus showing some gender responsive design and coordination, WAFFs’/ex-combatants’ unique needs, especially those of a social and psychological nature, were poorly addressed. In addition, the commentary shows that the focus did not attend to structural inequality issues such as sexual and gender based violence (SGBV).  相似文献

While global problems of poverty, inequality, and social upheaval are on the increase, the language used by development agencies and development experts sounds increasingly radical and idealistic. New socio-political conditions have been borrowed from real contexts in the South, only to be re-imposed on Southern 'partners'. Notions like empowerment, participation, and governance are paradoxically enforced through top-down, external intervention. Hans Christian Andersen's parable of the Emperor's new clothes highlights the illusory nature of this re-packaging of development policies in the 1990s. One major difficulty is that micro- and meso-level socio-political conditionalities remain subordinated to macro-level economic liberalisation. They look participatory from a distance, but at close quarters these measures have effectively become new forms of management and control, which are just as costly [as the old methods] but do not result in great benefits to project participants. Despite increased attention to gender issues in the international development arena since the rise of feminism in the 1970s, few agricultural research organisations have integrated gender in their problem diagnosis and technology development. Gender mainstreaming can significantly enhance the impact of research and technology development. Entrenching gender mainstreaming in organisations and their research agendas remains a challenge. To overcome it requires political will, accountability, a change in organisational culture, and technical capacity within an organisation. This article presents an experience of gender-mainstreaming practice in the institutional culture and agricultural research processes by Urban Harvest and the International Potato Centre (CIP).  相似文献

Language used in capacity development programmes is usually that of the donor country, often English. However, research shows that the language used can be detrimental to the success of the programme. Little attention has been given to the issue of language, yet it is important that programme participants fully understand the capacity development programme’s concepts to ensure that the programme achieves its full potential. This article explores an accessible language approach to a Papua New Guinea development programme. Arguments are based on an in-country research project designed to provide women and men with deeper understanding of gender equity.  相似文献

Despite the fact that the assumed link between women’s empowerment, peace, and democratization has taken a firm hold in both theory and practice, the effectiveness of funding empowerment remains highly contested in the literature on gender, war, and democratic transformations. Drawing upon over a decade of fieldwork, this article offers lessons from the Balkans for funding women’s empowerment, with a particular focus on postconflict political transitions. I argue that there are two fundamentally different approaches to funding women’s empowerment, what I call the civil society model and the social movement model, and I lay out theoretical reasons why the social movement model is more likely to achieve enduring political change. I then provide a case study of how the United States government promoted elements of the social movement model in Croatia and Serbia as part of its democratization assistance, focusing on the challenges and promise of this approach.  相似文献

Why do so many developing countries have gender quota policies? This article argues that foreign aid programmes influence developing countries to adopt policies aimed at fulfilling international norms regarding gender equality. This relationship is driven by two causal mechanisms. On the one hand, countries may use gender quotas as a signal to improve their standing in the international hierarchy, possibly as an end unto itself, but more likely as a means towards ensuring future aid flows. On the other, countries may adopt gender quotas as a result of successful foreign aid interventions specifically designed to promote women’s empowerment. I test these two causal mechanisms using data on foreign aid commitments to 173 non-OECD countries from 1974 to 2012. The results suggest that while programmes targeting women’s empowerment may have some influence on quota adoption, developing countries dependent on United States foreign aid are also likely to use gender quotas as signalling devices rather than as a result of ongoing liberalization efforts.  相似文献

Microfinance practices were originally developed in offline contexts. Modern microfinance practices were based on development models for the financial and social empowerment of the poorest of poor in developing countries. Several of these practices drew from existing traditions of money lending within local communities that were reformed to be in sync with rural development and the empowerment of the underprivileged individual. In present ‘postmodern’ times, microfinance providers are using online tools in the hopes of broadening the reach and extending the advantages provided by such a model of micro-lending and micro-borrowing. In this article, we examine an online peer-to-peer lending and borrowing website, Kiva.org, which uses online social networking tools in microfinance. The study is thus a close look at the actual content of the website with a view to understanding the representational practices of online space through Internet mediated microfinance.  相似文献

Gender experts who formulate planning frameworks and strategies for mainstreaming gender issues in organisational policies and programmes usually characterise non-expert policy makers and planners as either active resisters or passive implementers rather than as capable change agents. Because of this, more resistance to gender mainstreaming is encountered than is necessary, and mainstreaming programmes often fail to take into account the needs and contributions of planners as stakeholders. The paper discusses these shortcomings and presents cases from the UN system in which the author was involved, where organisational change and mainstreaming were based on stakeholder participation that began to overcome some commonly identified limitations.  相似文献

Drawing on recent research, it has been explored how far and in what ways UK NGOs have tried to incorporate gender into the policies and procedures of their international development work, and how far a formal recognition of gender issues is shaping the way each organization functions. This paper examines mainstreaming environment and climate change into development policy, planning, and budgeting. It looks at why we should integrate environment and climate and outlines challenges and successes. One result is that governments’ progress pro-poor and equitable development. Governance gains are important too: co-benefits include more transparent decision making and better cross-government working. Ultimately, the impact of mainstreaming has increased awareness, changed perceptions, and improved the way inter-sectoral decisions are made, especially in climate adaptation. This supports countries to achieve their sustainable development ambitions – lessons which could be applied to a post-2015 development agenda.  相似文献

This article traces the centuries-long evolution of the concept and practice of empowerment, its adoption by radical social movements, especially women's movements from the 1970s onwards, and its conversion, by the late 1990s, into a buzzword. Situating the analysis in the context of women's empowerment interventions in India, the article describes the dynamic of the depoliticisation and subversion of a process that challenged the deepest structures of social power. The ‘downsizing’ and constriction of the concept within state policy, the de-funding of genuine empowerment strategies on the ground, and the substitution of microfinance and political quotas for empowerment are examined and analysed.  相似文献

To trace the effects of empowerment programmes in the Global South, attention needs to be focused on the everyday practices of frontline staff, or fieldworkers, who convey empowerment ideas and practices at the grassroots. This is especially critical when fieldworkers work in the marginalised communities where they also live. Instead of looking outward towards a programme’s outcomes, this article turns inward to examine the impact of women fieldworkers’ dual experiences of development on their decisions and practices in the field. The ethnography of women fieldworkers in a government-led women’s empowerment programme for the poor in Delhi, India reveals the uneasy relationship of women’s empowerment to the larger contradictory development paradigm that they work within. Fieldworkers used their experiences as poor women to meet programme quotas, while also side-lining social change in favour of shielding clients from ineffective programme activities.  相似文献
