Case management programs for long-term care include the dual public policy goals of providing access to services and ensuring the efficient and effective application of public funds. We will use a paradigm for social policy development that proposes a conflict between control and consent motives of social policy makers. Illustrations of the limitations and positive elements of control versus consent as applied to case management will be presented. We will discuss how the tension between these approaches can be used to develop policy that balances the goals of access and cost-effectiveness. 相似文献

The purpose of this study is to identify the major obstacles to administrative reform in Hong Kong so as to generate a basis for addressing one critical question, “what is to be done to ensure the occurrence of effective reform?” Based on 35 interviews with 48 public executives, this researcher finds that there are various paradoxical forces acting in concert in their impacts upon the bureaucracy, that public executives are unable to cope with those forces, and that unless those paradoxes are effectively managed, administrators' ability to act (or to undertake reform measures) is seemingly very limited. This paper argues that current research works on Chinese public administration are atheoretical or pre-theoretical, that findings generated could not serve as a basis for the development of a general (or medium-range) theory of Chinese public administration or Chinese bureaucratic behavior, and that atheoretical or pre-theoretical research contributes very little to advancement of usable knowledge for problem-solving. The foci of the discussion in this paper are four major fallacies and problems, namely, over-simplification of causes, misformation of concept, stereotyping, and non-usable knowledge. It is concluded that China scholars should be more theoretically rigorous and work with their counterparts in China in order to contribute to theory-building and practical problem-solving. 相似文献

One of the most influential themes in contemporary public administration is the focus on professionalism. As Dwight Waldo has argued, public administration should act as if it were a profession even if there is hardly any chance of becoming one. This article will explore the pedagogical implications of the ideology of professionalism on education, and how it has impacted the intellectual development of the field. Public administration's early identification with the concept of a strong executive has resulted in an emphasis on staff functions in its graduate education programs. In the practicing world, staff functions are viewed as tools employed in the actual practice of public administrators, namely the delivery of substantive public services. Although public administration is characterized as an applied field, it does not focus its theory building and educative efforts on that which practicing public administrators actually do. The field necessarily imports other disciplines, but it does not provide the unique focus that would justify this borrowing; its current research agenda and training curricula are available in other disciplines. Public administration graduate students should concentrate in individual substantive policy areas, and the field should focus on optimizing organizational arrangments for delivering societal knowledge as public services. Interorganizational theory can provide the common theoretical framework necessary to mitigate the centrifugal effects of a variety of “administrations” within the field. The approach developed by J. Kenneth Benson is outlined; it provides a unique theoretical niche for public administration, yields a framework for comparative analysis, and defines the field's relationship to political science. 相似文献

This article calls for an increased and more rigorous use of the case method in public administration education. Cases yield generalizations, cases help students take ownership of knowledge, and cases can further repetition of behavioral characteristics important to students such as empathy and self-confidence. The gradual expansion of public policy training into the area of public management has brought with it a marked increase in the use of cases and case teaching. Executive training programs, an ever more common feature of publicpolicy schools, rely even more heavily on case. Despite their prevalence and popularity, cases and case teaching have come in for considerable criticism. Social scientists in particular fault them for being atheoretical and, hence, lacking in intellectual rigor. Contemporary cases are also faulted for implicitly endorsing an “activist” or “heroic” view of public management. Whereas cases from the 1940s and 1950s portrayed a functional view of public managers, recent cases portray managers as people who actively shape their legal mandates and use administrative systems to promote political objectives--a questionable image to convey to students training for public service.(1) The first half of the paper describes in some detail a seminar, “Ethics and Public Management,” conducted at the Kennedy School by Mark Moore, Mark Lilla, and the author. 相似文献

With the growth of contemporary technology, communications, and transportation, infused with television, computers, and the information highway, all of us are quickly becoming aware of the linked consequences of change. As traditional boundaries are collapsing around us, there is a growing sensitivity to the need for change, along with the belief that we need to plan for it. As such, strategic planning, competitive positioning, and innovative management systems that involve longer-term perspectives, critical trade-offs, and opportunity-driven forecasting are being fashioned here in the United States, and around the world. To grasp the initiative to shape an organizational context that will ensure a competitive, vibrant, healthy, fiscally rigorous and humane decision making environment for the public sector is the analytical foundation on which this symposium is anchored. Public managers have no option but to respond to American and global events, and the accompanying cultural, economic and political developments with courage, innovations, and strategic perspectives. It is clear that a paradigmatic crisis is occurring in American society and in public administration. Therefore, the harbingers of new paradigms are being created and crafted, which provide “hard” methods of inquiry, “real” cases of success; sound “fiscal” measures of performance; and “clearer” professional/leadership redefinitions of responsibility. 相似文献

This paper reports the results of original research into the problem of acquiring parkland in an era of severe budgetary constraints on local government. Data on a variety of acquisition methods was collected and analyzed, and recommendations were developed to improve the efficiency of local parks planning. While these methods have previously been discussed separately in the literature, comparative studies have been the exception rather than the rule. The paper identifies a wide array of methods for acquiring parkland, formulates research questions based on a review of the literature, investigates them using a nationwide survey, and draws conclusions regarding practical implications for public administrators to use. Teaching public administration,public management and policy analysis: some international comparisons
This article compares the design and content of domestic and foreign programs for teaching public administration and management. At the Master's level, curriculum designers, irrespective of location, emphasize organization theory, personnel, policy analysis, and microeconomics. However, domestic programs place much more emphasis on research methods and budget management. International programs place more emphasis on public law and management information systems. At this time, neither domestic nor international programs report much required training in leadership, bargaining, or institutional design. 相似文献

The National Commission on the Public Service recently reported its recommendations for revitalizing the federal service, and this significant effort deserves and requires searching analysis. This critique highlights several inadequacies of scope and approach, all falling under the rubric of the Commission's “managerial orientation,” viewed from both narrow and broad perspectives. In the present view, these inadequacies raise serious doubts about the actions which the Commission associates with the basic recommendations about increasing federal compensation. Some observers will insist that the Commission recommendations are political documents with a narrow focus on necessary increases in federal compensation, and that this worthwhile goal places critical commentary in the class of niggling or whining. 相似文献

User charge is an alternative option to privatizing public service provision. But its use as a policy instrument, compared with that of asset sales or contracting out, for instance, is less researched and documented. This paper tries to fill the gap. By contrasting the experiences of employing user charge for two public services in Hong Kong with diametrically opposing results, this paper offers preliminary conclusions on several lessons, which governments, in their drive toward improved efficiency, can learn in commercializing their trading activities. Implications to public policy making are also suggested. These include: the user-pays principle has to be applied equitably, the public service market has to remain depoliticized, the management has to be transformed to behave more entrepreneurially, and the users have to be educated. 相似文献

Councils of governments (COGS) have been subjected to powerful forces of change in the 1980s, due principally to drastic reductions in federal financial support. To survive, the councils have had to become more entrepreneural, to extend themselves in new directions They have scanned their local and regional task environments intensively for opportunities to form and/or join new networks and to provide more services in traditional and in new areas. The new style of council is described in this paper, using a market model. The model emphasizes opportunistic scanning of the regional task environment, and the assessment of issue networks as an iterative process in COG direction setting and implementation efforts. 相似文献

The authors of this article argue that the world is evolving into a regional bloc trading system with important public policy implications. Recent developments in North America and Europe suggest that regional integration is becoming an alternative approach to the multilateral trade deliberations under the auspices of the General Agreements on Tariffs and Trade (GATT). Although considerable attention has been given to the need of strengthening upper levels of municipal management, the results have been disappointing.
