Although public–private partnerships (PPPs) are often evaluated in terms of efficiency, their impact on public values is often neglected. In order to find out what we know about the public values–PPPs relation, this article reviews public administration literature and describes two opposite perspectives. The first perspective argues that public values are at stake whereas the second argues they are safeguarded or even reinforced. We argue that the assumptions of both perspectives are biased and incomparable due to the fact that each perspective holds a different ontological understanding of the concept of public values. Finally, we provide some ideas for further research.  相似文献

Private-sector accounting systems have often been heralded as superior to public-sector ones and suggested as solutions to the shortcomings of the latter. Our article aims at contributing to this debate by looking at the adoption of business-like practices where the public and private sectors intersect. Our analysis shows that the adoption of International Public Sector Accounting Standards (IPSASs), strongly inspired by International Financial Reporting Standards (IFRS), might not ensure the expected disclosure. Municipalities adopting IPSASs for preparing consolidated financial statement do not necessarily increase accountability because some relevant public service providers are not included in the reporting entities.  相似文献

Ethiopia is one of the many countries in sub-Saharan Africa attempting to privatize various state-owned enterprises since 1994. This study examined public perceptions about Ethiopia's privatization policy and procedures. Results support the concerns over the public's inability to know about, be involved in and comment upon public policies affecting Ethiopia's future. Findings also support the literature that a privatization policy is effective only when institutional and technical capacities for proper implementation are in place. Further, findings raise questions about the efficacy of privatization in a national context where interests may be misrepresented.  相似文献

The theme in this article is managerial or administrative changes in municipalities seen from the perceptions of citizens. It is asked what characterize these changes, whether they are showing an interrelated and hybrid pattern, and whether the perceptions are varying depending on individual demographic characteristics or contextual factors related to their communities and the country they are living in. The data used are from surveys in Japan and Norway in 2015–2016. The main results indicate that the change or reform measures are indeed interrelated and hybrid. They do not vary much related to individual characteristics, except for political attitudes but more so related to the size of their municipalities, year of local residency, and local political activities. Japan and Norway have also marked different profiles regarding the main perceptions of the citizens, reflecting major structural and cultural differences.  相似文献

The government of Malaysia, an early and enthusiastic supporter of the concept of privatization of public services, can also be considered as being highly supportive of more recent strategies such as “public–private partnerships” (PPPs) in the delivery of social services. It established a Public–Private Partnership Unit (UKAS) in 2011. This discussion of Malaysia’s experience with health care PPPs is based on a literature review. The record is mixed, with successes and failures. Critical factors for success include regulation, transparency, clear policy guidance and clarity on operational procedures and responsibilities, proper evaluation mechanisms, sustained financial support, especially for NGO partners, and unwavering commitment from policy-makers.  相似文献

While the benefits of additional schooling in the developing world are widely recognised, the best use of scarce resources to improve academic achievement remains unclear. We compare public investments in school infrastructure, school improvement grants, teacher qualifications, and attendance incentives on independently-gathered measures of academic skills as well as grade progression for 8–11 year olds in India. We match a rich household survey containing a skills-assessment module, the India Human Development Survey (IHDS), with detailed measures of each district’s education resources from the District Information Survey on Education (DISE). We also include border-pair fixed effects to control for unobserved heterogeneity. We find that incentives for children to attend school were associated with arithmetic, reading and writing skills, and grade progression. Investment in teachers were associated with greater probability a child could write and do more advanced math. Small improvement grants to schools were associated with better reading skills and writing ability. Investments in school infrastructure were only associated with improved writing ability.  相似文献

The public’s trust in government, whether at national, regional, or local levels, is always a subject that arouses interest and debate among researchers as well as politicians. This article presents findings from an analysis of survey research conducted in 2011 and provides insights both on a hierarchical trust pattern of public trust in central and local governments in China, and on the key factors accounting for variance in this respect by multiple regression analysis.  相似文献

This study provides a systematic review of the development of Chinese public administration in English language journals. An analysis of articles in the top 25 English-language public administration journals worldwide from 1996 to 2016 confirmed increases in both the number and significance of studies of Chinese public administration. A systematic content analysis of abstracts of previous studies was performed and showed that social development and administrative reform were among the most important topics. With respect to the methodology of this study, qualitative methods were more frequently used than quantitative or mixed methods. Finally, implications for future research on Chinese public administration are discussed.  相似文献

Public procurement systems have evolved into public electronic procurement systems with variations and distinctions in the age of globalization and digitalized complexities. This article examines the development of public e-procurement as an innovation in public management in the contexts of project management, public procurement management, and e-governance. This article uses Bosnia and Hercegovina as a prototype of an emerging subset of weak states, the passive-aggressive state. Appearing as the result of agreements ending civil strife, the general characteristics of the passive-aggressive state include complex power-sharing arrangements at the centre and local institutions that are designed for capture by parties to the conflict, which in turn creates a weak and segmented civil society. As a result, only the international community can devise and financially support policy reform, but it must rely on the state to implement the reform. Dependent on international support for its own survival, the centre rhetorically embraces reform while local institutions engage in passive resistance to block it. This article uses three examples of health care reform in Bosnia to illustrate the difficulties of reform in these types of states. The paper concludes with observations on how strengthening the powers of the central government and reorienting international aid towards civil society might alleviate some of the structural problems of passive-aggressive states.

This study aims at determining the real effect of the implementation of a code of ethics on the solution of ethical problems in the public sphere, considering corruption as the most important non-ethical behavior. With that aim, 154 national administrations whose information on ethical codes is available on the UN's website are analyzed.

Our findings stress the absence of any influence of codes on corruption problems in the public context, both in developed and developing countries. The level of education is the most important determining factor in the control of corruption, especially in developing countries.  相似文献

This article examines the Malaysian experience with public management reform to verify arguments about various reform models. Drawing on empirical data, it investigates reforms that have worked and those that have had limited impacts on public service improvements. It identifies critical success factors that determine reform outcomes and concludes that for reforms to succeed a combined top–down and bottom–up approach is crucial. It argues that while diagnostic and problem-oriented reforms have a better chance of being successful, the value of best-practice reforms should not be discounted. The cumulative impact of such reforms can be significant, as the Malaysian case demonstrates.  相似文献

The paper critically evaluates the thesis of the interchangeability between the think-tank public intellectual and the academic public intellectual. It suggests that this thesis, while endorsing the rise of the think-tank public intellectual, pronounces the salience of the intellectual-social critic and undermines the authority of academic public intellectuals. It is argued that the think-tank expert doubling as the public intellectuals could limit the political relevance of the academic public intellectual and that the think-tank expert’s monopolization of the public forum could present a threat to the quality of public debates. While recognizing that there are many contradictions inherent in the role of intellectual and that there are now numerous factors that hinder the abilities of academics to act as public intellectuals, the paper emphasizes public academic intellectuals’ contribution to the dynamics of public opinion and the quality of democratic standards. In today’s context, with the omnipresent of media, the new conditions of knowledge production, the neo-liberal ethos and the social prominence of think-tank experts, the sources of the academic public intellectual authority are in a continuous need for reinvestment.  相似文献

Using the National Research Council (NRC) data, this study aimed to answer two questions: What are the factors that contributed the most to the rankings of public affairs programs? Are there more specific patterns in the rankings of the doctoral programs in public affairs? The results indicate that faculty research productivity is the most important predictor of the rankings of the doctoral programs in the NRC dataset. The results of cluster analyses show that there are programs at large public universities, which are ranked highly and have highly diverse faculty and students.  相似文献

Contracting out has become increasingly popular as a strategy for public sector management for reducing costs, alleviating the burden on government agencies providing services, as well as taking advantage of the practices that have succeeded in the private sector. Generally, the system of management in capitalist liberal democratic systems of government that emphasize rule of law, transparency, performance measurement, and accountability are expected to be more efficient, while socialist regimes are considered to be inefficient due to the lack of these features. This article compares two dissimilar cases of the Hong Kong Special Administrative Region and Shenzhen Special Economic Zone of China. An examination of the management of contract in the area of public housing in these cities reveal that the socialist city of Shenzhen has achieved a higher level of efficiency, while capitalist Hong Kong lags behind in establishing an effective system of management of contracts in the public sector. The finding challenges the traditional assumptions related to efficiency under different ideological regimes.  相似文献

That public officials influence public policy is generally agreed upon, but the issue of how individual officials gain this influence is less developed in the literature. Here, the stories and experiences of 10 officials, active in local environmental governing in Sweden, are used to identify, describe, and discuss key strategies for gaining policy influence. The result shows the importance of accessing key politicians; avoiding isolation within the administration; developing long-term strategies; and being skilled in communication, networking, and generating external resources. The way these officials act and think challenges some well-established theoretical notions and adds empirical insights to the democratic dilemma of bureaucratic power.  相似文献

We use an ordered logistic model to empirically examine the factors that explain varying degrees of private involvement in the US water sector through public–private partnerships. Our estimates suggest that a variety of factors help explain greater private participation in this sector. We find that the risk to private participants regarding cost recovery is an important driver of private participation. The relative cost of labour is also a key factor in determining the degree of private involvement in the contract choice. When public wages are high relative to private wages, private participation is viewed as a source of cost savings. We thus find two main drivers of greater private involvement: one encouraging private participation by reducing risk, and another encouraging government to seek out private participation in lowering costs.  相似文献

The public participation agenda is a significant element of public service reform in Europe and beyond. This article examines how citizen participation in local public services was conce ived and enacted under successive New Labor governments in the UK during the period 1997–2010. It is suggested that the emphasis on public participation was central to the ethos of New Labor. This accounts for the persistence of the participation agenda even in the face of scant empirical evidence that specific engagement and empowerment initiatives were successful. Significantly, there was no single New Labor participation narrative. There were instead several distinct strands, drawing variously from the Party's received traditions of State welfarism, corporatist central-local relations, municipal socialism, Blairite managerialism, and, lastly, mutual cooperativism. The article assesses the legacy of New Labor and public participation in the UK before drawing wider conclusions relating to international experience.  相似文献

The use of public–private partnerships (PPP) for the procurement of infrastructure and related services can be a complex and challenging process. This article adopts a transaction cost regulation perspective to examine two PPP cases from Ireland that encountered significant obstacles to successful procurement. It finds that both procurements met hazards including uncertainty about the viability of the bids and opportunistic behavior by preferred bidders that held quasi-monopoly positions. The public nature of both cases provided a fertile ground for opportunistic behavior by political opponents and other “interested” parties. The analysis shows how the governance of PPPs is shaped by the attributes of the transactions and the interaction of economic and political hazards that create transaction costs.  相似文献
