Based on a comparative case study of bilateral and multilateral donors, this article examines individual and institutional accountabilities among donor officers, implementing agencies, government officials and intended beneficiaries. It explores how multiple accountability demands interact, the extent to which they conflict, and how development actors mediate among them when they do. Institutionally there was substantial alignment of objectives and little goal conflict between international donors and the state; however, there was poor harmonisation across the many donors and numerous projects they were pursuing. There was greater variation within rather than between bilateral and multilateral donor chains, with perceived accountability differing more based on individuals’ positions within their organisation than by the type of organisation for whom they worked. Most informants cited multiple entities to whom they felt accountable. They more frequently acknowledged outward accountability when there existed formal accountability mechanisms, although intended beneficiary groups were conceptualised in different ways.  相似文献

Recently two new departments, the School of Broadcast Journalism and the Department of Political Science, were created at Moscow State University while leaving the two traditional departments that engendered them intact. The result has been a contestation over academic freedom, standards, and the very definition of both disciplines at Russia’s premier university. The new departments are both closely associated with United Russia, the dominant political party in Russian politics and the political movement designed to promote the priorities and policies of Prime Minister and former President Vladimir Putin. This paper examines the self-definition of each of the four departments by means of open-ended, semi-structured interviews with faculty and content-analytic examination of curricular materials, including syllabi and assigned readings. We conclude that the newer departments are somewhat more attuned to certain aspects of the international standards of both disciplines, but demonstrate little adherence to key ethical and pedagogical norms, leaving them more susceptible to political influence.  相似文献

Local authority museums have experienced a rapidly changing competitive environment. Shifts in cultural policy at national and local level have led to more emphasis on plural funding, customer orientation and management for efficiency and effectiveness. This paper shows how knowledge of visitor demand can be of value in facing this challenge. The estimated demand equation is shown to yield useful information and insights on some key management issues, most notably the relationship between pricing policy and the achievement of objectives relating to visitor numbers and to revenue.  相似文献

Abstract

In Cambodia, rural citizens embroiled in protracted land grabbing cases with the state and private companies are turning increasingly to international accountability mechanisms for resolution. This article applies the interlinked concepts of hybrid governance and legal pluralism to understand the prospects and limitations of ‘forum-shopping’ through appeals to international mechanisms for rural communities affected by land grabs. Drawing on interviews and using process tracing, it examines the outcomes of a mediation case filed with the International Finance Corporation’s Compliance Advisor/Ombudsman (CAO) involving indigenous groups and a Vietnamese rubber company in north-east Cambodia. It argues that while international accountability mechanisms yield platforms for dispossessed groups to assert claims, they also reify choices between entitlements and attainability without circumventing the problems associated with justice delivery under Cambodia’s authoritarian regime. Overall, this study highlights the interaction, competition and collaboration between distinct forms of regulatory authority exercised by national and transnational actors involved in land grabbing cases in Cambodia, demonstrating their role in ‘negotiating statehood’ by governing local claims to land.  相似文献

Education program plays an important part in transmitting public administration knowledge to future administrators. What constitutes the “core” knowledge is presumably determined by societal expectations. Using Public Administration education in Taiwan as an example, this study finds that there exists a “crisis of identity” which concerns the proper role of administrators -- generalists vs. specialists. Public Administration education program in Taiwan, oriented toward a liberal arts education, has failed, according to some, to provide well trained and qualified students for the public services. The current education programs have resulted in a disjointed process in which the diffusion of public administration knowledge is discontinuous.  相似文献

In a recent article Helleiner [1974: 351] argues that the Special Drawing Rights (SDR) scheme has operated in such a way as to transfer real resources from developed countries (DCs) to less developed countries (LDCs). Helleiner attempts to substantiate this claim empirically by examining the net acquisition of SDRs which has been made by DCs, and the net use of SDRs which has been made by LDCs since the SDR facility was established. In this article it is suggested that, although the SDR agreement has, indeed, served to create an ‘informal’ SDR/aid link, net use data taken at face value do not necessarily reflect the extent or nature of this informal link.  相似文献

Professional social workers in both macro and micro settings are vitally concerned with public policy, particularly that of social welfare policy, and its implementation. They are keenly aware of the quality and quantity of services and other end products of policy implementation. Social workers serve as public administrators and staff many public and private agencies that form the delivery system network. They are also concerned with social problem-solving as is the public administrator, and see themselves as behavior change agents. Their generalized value perspective addresses the political conflicts arising from the nature and causes of poverty and inequality, the role of government in society, and the nature and methodology of the decision-making process. Organization and administration become means to ends, not ends in themselves.

The conclusions arise that public administrators will have to assume more governmental responsibility, rather than less. This is seen as a natural evolutionary outgrowth of the need to regulate increased conflict fueled by growing interdependence and rapid societal change. While public agencies are continuing results of governmental intervention, they are condemned to operate in the midst of paradox.  相似文献

Social relations, institutional arrangements and cultures bequeathed by South Africa’s system of apartheid continue be felt in the present despite the country’s formal transition to democracy 25 years ago. Race, class and gender inequities continue to structure South African society in ways that have proven intransigent to change, leading to growing frustration and widespread public dissatisfaction expressed in multiple arenas including worker strikes, service delivery and university student protests. While it is clear that social structures inherited from the past are difficult to change, it is also the case that change does happen. In this paper, we discuss the findings of a hermeneutic phenomenological study with 10 academics at one historically White university in South Africa, who have been agents of change within their particular context. We show how participants engaged in struggles to counter resistance to their efforts. In doing so they demonstrate what we call ‘strategic competence’ – the ability to act in ways that not only draw on personal resources but recognise the resources, contradictions and opportunities offered within the existing limitations of the social structure. Strategic competence thus emerges as a central feature of agency, enabling individuals to stretch the boundaries of what is possible.  相似文献

This article critically reviews the role of participatory theory in managing development projects and programmes in poor countries. Participation has emerged in response to global demands for greater individual and social control over the activities of state and private agencies, and especially to the manifest failures of traditional ‘top-down’ management systems in LDCs. Claims made on behalf of these participatory methodologies are critically reviewed and a distinction is drawn between strong and weak versions of the theory. Empirical evidence is then considered to evaluate the effectiveness of these methodologies, using long-standing insights of social science theory to show that participation can succeed for specific kinds of projects and programmes in favourable circumstances, but is unsuitable for many others. It commonly fails in contexts where local conditions make co-operative and collective action very difficult, or where it is manipulated by implementing agencies to justify their own actions or poor performance.  相似文献

Political leaders in the United States and Great Britain over the past several decades have been denigrating the performance of public managers and focusing the reform agenda on emulating the efficiency and cost-savings techniques of business. Recently, however, the English have been taking up another set of problems--those flowing from lack of clarity as to the proper relationship between politics and administration. This article will argue that it is now time for Americans to follow suit and to put the politics-administration relationship at the forefront of the public administration agenda in order to promote a more ethical, more effective, and more attractive public service profession.  相似文献

National agricultural policies intended to stabilize farm price and income may have different impacts on different agricultural sector of a state or a region. A policy which influences a region's agriculture also may affect the general economy of that region, depending on the degree to which agriculture is linked to the general economy. This study evaluates the economywide impact of the Flexible Planting Program (FPP) -- a recent policy designed to encourage farmers to respond more to market than to the government incentives. The study employs an integrated modeling framework which links the national and state farm sectors to the region's non-farm sectors. Because of reductions in real U.S. market prices and, in turn, Tennessee market prices of some farm commodities under FPP, production of most agricultural outputs are expected to decline in Tennessee by 1995. Study results indicate that as a result of price reductions, the agricultural sector will lose about 15 percent of output, income, and employment. These losses cause significant negative impacts on the business-related service sector. The service sector suffers a loss of 31 million dollars in total output and 523 jobs. The total income lost by the service sector (18 million dollars) will be much higher than agriculture sector (11.99 million dollars). Thus, though the FPP may deliver its intended good at the national level, the policy has the potential to cause undesirable impacts on certain regions.  相似文献

The central concern in this paper is with the way we think about economic development at the local level. I turn first to a look at the local context of economic development policymaking, then to the strategy derived from this context and the resultant “politics of growth”. Finally, I focus on the need for a theoretically grounded model to evalate the economic development efforts of local public officials. Mayors and scholars alike must begin the task of building such a model by first recognizing the importance of conducting their work within a theoretical framework which places the city within the larger political, social, and economic context which defines it. The central reality of that wider context, I argue, is that the business community dominates economic development politics: businessmen Issue commands (as a condition of investing in the local economy) and politicians offer inducements (in competition with other politicians for that investment).  相似文献
