The purpose of this article is to assess the Kyoto Protocol's Clean Development Mechanism (CDM). Drawing upon the literature on sustainable development and sustainability, the criteria for assessment consist of ecological, economic and social elements. Three key debates about the CDM are placed under investigation: proposals to clarify 'supplementarity' by capping the extent to which the CDM can be used to allow industrialised countries to meet their greenhouse gas emission limitation commitments; proposals to restrict CDM eligibility to particular kinds of projects; and proposals to introduce 'geographical quotas', to encourage CDM activity to take place throughout the developing world. Based largely upon its positive consequences for ecosystem and biophysical functions, further study of how restrictions upon CDM project eligibility could be implemented is encouraged.  相似文献

Many developing countries currently face tightening fiscal constraints as a result of the global financial crisis and associated reduction in both credit and demand. Policymarkers therefore have less fiscal space within which to undertake projects, so the opportunity cost of any misallocation of resources will be correspondingly higher. There is therefore an increasing need to rely more on evidence-based policymaking (EBPM). The is particularly so for large infrastructural projects, as these tend to be costly, and especially for transportation projects as these are particularly prone to result in sub-optimal outcomes. This paper examines the policy process for the implementation of the Jamaican Highway 2000, one of the largest and most costly infrastructure projects in Jamaica in recent years. A number of primary and secondary data sources were explored to ascertain the extent to which the decision to implement the project reflects a case for evidence-based decision-making in practice. This made it clear that the decision was taken at least partly on political grounds, largely in the absence of any supportive evidence, and on the basis of over-optimistic and unrealistic assumptions, and that this has created a number of serious, long-term challenges for Jamaica.  相似文献

Abstract

While debates continue about China’s role in sub-Saharan Africa, there is growing consensus that China is a different kind of development partner. One distinct feature of Chinese partnerships is that they include support for the tobacco industry, a sector other donor states and institutions shun. Not only is tobacco a primary agricultural export in a number of Africa states, the state-owned Chinese National Tobacco Corporation is the largest tobacco company in the world. This paper analyses Chinese support for the tobacco industry in three states – Zimbabwe, Malawi and Zambia – documenting how co-operation is shaped by Chinese state capitalism and assessing the development and governance implications. Following an introduction situating the analysis within the context of China–Africa co-operation and tobacco’s global value chain, Chinese engagement in each country is analysed. Findings indicate that, despite differences across case studies in terms of development outcomes, common governance implications are apparent. African elites initiated tobacco-related co-operation to meet their interests, but Chinese interests dominated implementation. Consequently, Chinese investments have maintained hierarchal governance of an exploitive and harmful industry. Analyses of Chinese African co-operation need to move beyond public–private paradigms and interrogate the nuances of Chinese state capitalism in Africa.  相似文献

In peace-building and transitional justice literature economic restoration is considered central to sustainable peace in post-conflict societies. However, it is also widely recognised that many post-conflict states cannot afford mechanisms to provide restoration. Not only are many such states poor to begin with, but violent conflict further degrades their economic capacity. As a result, in their need to provide jobs, generate tax revenues, spur development and promote sustainable peace, many post-conflict states turn to alternative processes of economic restoration. This paper examines the potential for foreign direct investment (FDI) to serve as one alternative means by which to provide economic restoration in post-conflict states. Presenting findings from six months of fieldwork evaluating one such project in rural Sierra Leone, the paper describes how local people experience such projects and explores whether employment and land-lease payments can provide experiences of economic restoration so far unforthcoming from the state.  相似文献

Issues of rural development, state formation, and political effectiveness are of paramount importance in Africa today. Analysis of Kenya's Harambee self-help approach to development contributes to our understanding of these issues by clarifying not only the ways in which political and economic concerns are linked in one African nation in a hierarchy based on a patrimonial model of political behavior but also some facets of elite behavior and peasant-state relationships. This paper argues that self-help is central to Kenyan politics and hence to the operation of this model of political behavior, serving the interests and needs of both Kenyan elites and rural communities. Through their self-help projects rural Kenyans neither reject the state retreating into the economy of affection nor permit elites exclusive access to the benefits of both public and private resources. Rather, using elite networks to gain support for self-help projects, residents of rural communities improve their access to highly valued collective goods. These processes are currently being modified in some important ways by the Moi government.  相似文献

This article explores the development of the Russian youth movement Nashi and its relationship with the state with the purpose of assessing the movement's long-term sustainability. Establishing a link between activists' political autonomy and their potential ability to sustain the movement without state support, this article examines the validity of the assumption that Nashi is simply an extension of the state, which the state can unilaterally direct as it sees fit. It contends that despite the movement's allegiance to the incumbent regime and its utilisation of state resources, Nashi activists have become increasingly politically autonomous and therefore capable of sustaining the movement in their own right.  相似文献

This qualitative study investigates the Western Australian (WA) local government authorities’ sustainability reporting practices, in the absence of mandatory reporting guidelines, through content analysis of their websites. Calculations from comparing the Global Reporting Initiative (GRI)’s disclosures with those of 140 local council websites were used to develop a sustainability reporting disclosure index. The findings indicate that sustainability reporting remains moderately practised by local government authorities, despite stakeholder demand for proactive disclosures. The discourse analysis shows that Western Australia’s strategic planning for sustainable development is the key force propelling councils towards sustainability reporting practices. The findings also suggest that WA local government authorities are increasing sustainability disclosures to legitimate their social and environmental initiatives. The findings have policy implications for regulators and/or government in Western Australia, with practical implications for local council authorities and/or managers in developing awareness of sustainable operations. The study also contributes to local government authorities’ growing awareness of sustainable service operations.  相似文献

The current catchphrase of “sustainable development” reflects two primary issues: increased concern with the environment and natural resource management, and heightened frustration with the meager staying power of many development investments once external support has ceased. Achieving and measuring sustainable benefits has been exceedingly difficult, however, and considerable confusion exists regarding the definitions and contexts in which the term is used. This paper outlines the similarities and differences between the environmental perspective and the development investment perspective, and discusses the lessons for administrative reform. The concept of development investment sustainability emphasizes that successful administrative reform must enhance the ability of the government to continually respond to change in the external environment. An important lesson from the environmentalists is that reforms must be approached in an integrative manner – all elements of the system must work together rather than in isolation for sustainable results.  相似文献

This paper investigates the proliferation of parallel structures – also known as project implementation units (PIUs) and technical offices (TOs) – within the Egyptian public administration system and the pressures since the 1990s that have led to their increasing numbers, including the current political turmoil. To determine whether these structures are a viable tool for the implementation of reform in Egypt, the paper examines international experience, analyses the literature, and assesses the results of a brief survey of staff working in the traditional bureaucracy and those in parallel structures. The paper concludes that while PIUs may sometimes be necessary for initiating reform in the short term, long term sustainable reform requires genuine commitment of both donor and recipient governments to improve governance, build capacity within the traditional national institutions, apply performance management with a focus on policy impacts, and adopt alternative mechanisms in implementing development projects such as general budget support.  相似文献

This article provides a mapping exercise of the economic importance of non-hydrocarbon minerals (nhm) in the Middle East and North Africa (mena) and shows how governments in the region increasingly perceive them as strategic resources. The focus is on Saudi Arabia and other Gulf countries, Turkey, Morocco and Iran. nhm like iron ore, phosphates, aluminium and uranium are important for development models in the region, either as export commodities or as vital input factors. Since the 1990s, and as elsewhere in the world, the sector has witnessed privatisation and the promulgation of new mining codes. Yet governments have retained core capabilities and manage most key commodities themselves either directly or indirectly. Mining projects have met with opposition from labour representatives. They also have considerable environmental impact. The article discusses rentier state and resource curse theories, but argues that nhm have also increased development options and have contributed to economic diversification rather than being just a curse.  相似文献

At the start of the twenty-first century, urban violence represents one of the most significant challenges for development across much of the Global South. This essay introduces a new framework for analyzing the politics of urban violence that combines a subnational comparative perspective with multi-method and multi-level approaches. The empirical contributions to this special issue analyze the politics of urban violence and its consequences for development in major cities across Africa, Latin America, and South Asia. First, the contributors show how variation in the nature of relations between states and local armed actors poses distinct implications for several outcomes, including patterns of violence, associational life, and economic markets. Second, the volume unpacks how the integration of developing world cities into both licit and illicit global economic flows impacts local patterns of and political responses to violence. And, third, the contributions identify how actors and interests that operate at multiple territorial and institutional scales influence the local dynamics and consequences of urban violence.  相似文献

The state of international democracy promotion is in flux. After more than fifteen years of increasing activity and with more organisations and resources devoted to promoting democracy than ever before, a mood of uncertainty surrounds democracy support's current performance and future prospects. The last decade has also seen the emergence of a new literature on global public goods theory, offering fresh analytical perspectives on pressing issues in international affairs like peace, security, development, and environmental sustainability. The future of democracy promotion will be determined chiefly by the realities of the political market place, in societies on both sides of the relationship. But could recent theorising about the market for global public goods offer some analytical support for making sense of its current condition and, by identifying the democratic peace as a global public good strengthen the case for greater international cooperation in promoting democracy as means to achieve that end?  相似文献

中国的对外援助事业随国际、国内形势而变化。近年来官方对国际发展合作的重视不仅促成中国对外援助指导思想的转变,也为对外援助向国际发展合作转型奠定了理念基础。中国为发展合作提供全球公共产品的实践不断丰富:一是基于本国成功经验而开展的减贫国际合作成为重要公共产品,二是通过创新农业技术合作方式为解决全球粮食安全问题提供更多公共产品,三是借助三方合作更好地创新公共产品供给模式,四是持续加强全球卫生公共产品供给。中国对外援助在取得积极成效的同时,也面临经济、技术实力有限、援助项目可持续性不足、受援国国家治理与互不干涉内政之间协调困难、国际发展合作的话语权有待提升等挑战。未来,中国应注重从制度建设、资金筹集、可持续性提升、受援国能动性发挥、国际话语权提升等方面做更充分准备。  相似文献

Smallholder drip irrigation is widely held as a promising technology for water saving, poverty reduction and food security, despite a dearth of evidence of benefits to farmers, especially in sub-Saharan Africa. In this article, we document three development programmes promoting drip irrigation in Burkina Faso. Using actor network theory and insights from critical development studies, we show that development brokers play a key role in aligning interests, shaping activities and interpreting project outcomes. They are accountable towards each other rather than to farmers. This means that success is interpreted through development agencies lenses and with the intention of continuing involvement in future projects. Small farmers’ interests and uptake of the technology are of secondary importance.  相似文献

Large dams have been an important component of infrastructure development in capitalist and communist countries alike. In 1998, changing world attitudes on large dams led to a two-year World Commission on Dams and new global standards may soon insist that future projects pay fair compensation so that resettlement becomes voluntary. Now, 10 years after introduction of economic reforms, China is mobilizing its resources to build the world's largest dam. This fulfils a longstanding ambition to impound the Yangtze River in Central China at the Three Gorges and use the hydropower, improved navigation and flood control to develop the economy.This paper examines the socio-economic impact of Three Gorges Dam on over 1.3 million people to be displaced while China is in transition to a market economy. We consider resettlement in terms of the decision-making structure, property rights and incentives to move, and how the project exacerbates problems created by market reforms, especially rising unemployment and deteriorating public health. We conclude the project is boosting economic expectations while adversely affecting large sections of the population, and this could provoke widespread social unrest and eventual changes in political institutions.  相似文献

This paper highlights the difficulties and complexities of development assistance projects through an analysis of 2 Urban Functions in Rural Development projects conducted by the US Agency for International Development (AID) in Upper Volta and northern Cameroon in 1977-82. The general objectives of the Upper Volta project were to carry out urban function studies, develop a plan for strengthening the contributions of urban centers to rural development, develop a list of investment priorities for facilities and services, and increase the capacities of the Ministry in planning processes and methods. The 2-year project was hindered by a 1-year delay in initiating assistance due to difficulties in locating a contractor. In addition, the contractor and other team members felt there was little justification for studies of spatial organization in a country with so much evident need; rather, they focused on a small rural works program and establishment of effective local government, producing an inconsistency between team activities and the original project agreement. A request by the team to extend the project 1 year beyond its official completion date to compensate for early delays was rejected by USAID. Nonetheless, there was agreement that the project had a small positive impact in Upper Volta. Key lessons from Upper Volta were transferred to the Cameroon project. Although this project was judged to have achieved its objective of preparing a regional plan and of identifying programs for facilities, services, and small-scale enterprises, it was beset by problems of inexperience and technical underqualification of team members, poor communication, inconsistency of USAID guidelines, and methodological confusion. It is suggested that a central challenge for such programs is to create a body of qualified Americans who can work with their local counterparts in meeting the challenges of development. A measure of the success or failure of these projects should be the degree to which learning contributes to improved performance.  相似文献

Abstract

This paper examines China’s engagement with Africa through economic zones (EZs). It moves beyond the conceptualisation of EZs as undifferentiated enclaves of foreign investment to a dynamic perspective on the locally negotiated process of zone development. Such a perspective entails critical unpacking of the specific zone regime to understand the diverse and evolving relationships among different state and non-state actors. Drawing upon empirical research on the Eastern Industrial Zone (EIZ) in Ethiopia, we explore the complex process of learning and adaptation by government, developers, investors, and workers throughout the development of a zone regime, with specific attention to capital–labour and expatriate–local relations. We find that despite the EIZ being a state-level cooperation project, private Chinese developers work diligently with the Ethiopian government to improve the institutional support for EZs. Chinese investors also collectively generate a management regime to enhance their overseas operational capacity and experiment with various tactics to transform local recruits into an industrial workforce. Local workers, with limited protection by official labour unions, turn to individual- and group-based agency to improve their working conditions. Despite the momentum created by multiple stakeholders, there are concerns regarding the long-term contributions of EZs to engender sustained industrial transformation and skills development.  相似文献

New Public Management (NPM) is one of the most significant reforms in public welfare in recent times. Making individual civil servants more dependent on the directions of the local manager than on common professional standards, previous sociological research argues that NPM results in a ‘deprofessionalization’ of civil servants. Taking a somewhat different approach, recent public administration research indicates that NPM may, at the same time, enhance the professional status of welfare managers. By integrating the literature on the sociology of professions and public administration, this article develops a theoretical framework for understanding the influence of NPM using the example of a professional project for school principals in Sweden. Taking a process‐oriented methodological approach, the result shows that Swedish school principals gained increased support for their professional project by the introduction of NPM. The article argues that NPM can function as a catalyst for welfare managers' professional projects.  相似文献

In this paper we test for sustainability of public debt in selected low- and middle-income developing countries of Africa and Latin-America. We do this by analysing how the primary surplus to GDP reacts to variations in the debt to GDP ratio where we allow for a time-varying reaction coefficient. Moreover, we test for stationarity of the overall budget deficit of the selected countries. The results show that, despite rising debt ratios, there is empirical evidence for some of the countries that public debt is sustainable, independent of whether they belong to the low-income or middle-income group of countries.  相似文献
