The study of the processes and effects of internationalization has become a major field of inquiry in the social sciences. This article takes stock of corresponding research efforts in the field of public administration (PA) to understand the internationalization phenomenon by analyzing studies that were systematically sampled from major PA journals over recent decades. After delineating, sampling, categorizing, and subsequently examining the scholarly production of PA regarding what can be understood as the internationalization of domestic PA, three major themes of PA-related debates are identified: diffusion, resistance, and the transformation of bureaucratic power. The article concludes that PA has developed neither genuine research questions nor a coherent theoretical framework able to come to grips with the internationalization challenge. It ends with an appeal for PA to become aware of this deficit and recommends PA scholars liaise more intensively with other social sciences to overcome the current state of affairs.  相似文献

Government – its institutions, its working, its constitutional controls – is hugely important, not just as a subject of gossip or history in the making but as a discipline. Rod Rhodes' achievement in pioneering new ways of mapping and analysing developments inside government from the inside, and in coordinating so many different academic studies, was a remarkable model of the sort of research into government that can be, and needs to be, done by universities, not least as a basis for training future practitioners. Increasingly, what was formerly known as public administration is turning itself into management, while management itself is fast becoming synonymous with the management of change. These two directions meet in government calls to change the culture of the civil service, and are to be found most clearly in the Financial Management Initiative (1982), and its successor, the Next Steps (1988). While each stresses a different aspect, the core policy idea which runs through them is one of improving performance by delegating power and responsibility down the hierarchy closer to the point of delivery. In this way the bureaucratic giants which comprise the various central government departments are transformed into more adroit organizations, to the extent that it becomes appropriate to talk of giants learning to dance (Kanter 1989). This article, through a discussion of 'experiments in change' conducted in one of the largest central government giants, HM Customs and Excise, argues that teaching giants to learn to dance is easier said than done. The main focus of the article is on what giants may need to learn in order that they can become more attuned to change and it concludes with the proposition that change in central government cannot be understood or be properly managed without an appreciation of the changing context of change itself.  相似文献

Abstract

The current configuration of global land politics – who gets what land, how, how much, why and with what implications in urban and rural spaces in the Global South and North – brings disparate social groups, governments and social movements with different sectoral and class interests into the issue of natural resource politics. Governance instruments must be able to capture the ‘political moment’ marked by the increasing intersection of issues and state and social forces that mobilise around these. This paper looks at whether and how the Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (also known as the TGs) passed in 2012 in the United Nations Committee for Food Security (CFS) can contribute to democratising resource politics today. This work puts forward some initial ideas about how systematic research into the TGs can be done more meaningfully.  相似文献

This article considers three questions: 1) what progress has been made in achieving MDG1 targets?; 2) what challenges remain?; and 3) what more could and should be done? To examine these questions, the article assesses the progress of Southeast Asia in seeking to achieve MDG1. It argues that the region is 'on track' to achieve MDG 1 targets, although significant challenges such as inequality remain. Economic growth, significant structural change and incorporation into global value chains have contributed to MDG progress. However, this is a double-edged sword as exposure to global economic turbulence can increase. The longer-term reduction of poverty, inequality and social exclusion is a question of empowerment of local producers within value chains-a shift in economic power and control through pro-poor strategies strong enough to effect substantive structural change. The article outlines key concepts; identifies the main characteristics of Southeast Asian poverty; outlines what more needs to be done; and concludes by reprising the article's findings and weighing the prospects for 2010-15 and beyond.  相似文献

This article proposes using an analytical techniques approach to teaching policy analysis in public administration programs. It is organized using questions raised by journalists: who, what, why, where, when, and how. Although most attention is devoted to the content of such an approach, the initial portion of the article provides a rationale for taking that approach. The initial portion of the article concludes with a rejoinder to those who might be tempted to dismiss the argument out of hand because the proposed view of policy analysis is not a political science one.

It is desirable to go beyond a political science view of policy analysis in teaching public policy in public administration programs to a broader conception of policy analysis. Then, public policy can be fully integrated into public administration programs.

The antithesis is heard in required statistics and research methods courses where students complain that the material is irrelevant to their degree programs and career goals when the uses of statistics and research methods are not related to the practice of public administration. Integrating public policy into a public administration curriculum is most feasible in the area of policy analysis. Presentation of this argument follows the categories journalists use to ask questions and write stories: who, what, why, where, when, and how. Most attention is directed toward what.  相似文献

Public administration is confronted with a dilemma: whether to follow the course of the management orthodoxy; or to follow the course of civic humanism. It is argued that the profession should follow the latter path. Democratic public administration must be informed by a civic idealism, centering on civic virtue, that insures that morality will be realized in action. Yet in recent years, public administration has become overly entranced with the orthodoxy of the management sciences. The profession's ties with the management sciences have proven to be practically advantageous, but, overall, the association has been negative. Public administration has begun to lose its soul: its sense of civic idealism. The management orthodoxy adopts a more positivist stance, because virtue will not yield to the dominant methodology and is, hence, considered to be unreliable. A civic humanist approach to public administration requires a rather exalted notion of human potential, and a conception of political service as something both necessary and unique. Thus, in a correctly ordered republic, a public administration, guided by civic humanism, would consider the promotion of virtue among all citizens as a primary responsibility.

The 19th century brought about the creation of the modern organization. The early organizationalists argued that society would no longer need to rely upon the unpredictable virtue of its leaders and citizens. Instead, through scientific administration, all societal needs could be assessed and met by organizations. That assumption, in a more sophisticated guise, has carried over to the present day. Thus, the primary responsibility of organizational leadership is to ensure organizational survival. Such leaders are not required to be individuals of virtue; they only need to be effective motivators and managers.

If this argument is accepted, then the question becomes one of how public administration can recover its soul. First, the core of the public administration curriculum must be a political philosophy centering upon civic humanism. Second, public management goals and techniques must be modified to promulgate civic virtue. Granted, these recommendations are overtly idealistic, but, then, public administration should be an idealistic profession.  相似文献

Although most contemporary theories of nationalism and identity formation rest on some form of social constructivism, few theorists of nationalism and identity formation interrogate social constructivism as a social construction – a social science concept “imposed” on the non-self-consciously constructivist behaviors of people, who generally do not believe they are engaging in construction. Since social constructivism – unless it is a metaphysics about what is real – is really about the concept of social construction, the first task of constructivists is to ask not how various populations have engaged in social construction but how social construction should be defined. As this article shows, constructivism is at best a run-of-the-mill theoretical approach – perfectly respectable, but no different from any other theoretical approach in the social sciences. It is only when social constructivism makes outlandishly radical claims – that all of reality or all of social reality is constructed – that it is unusual, exciting, and wrong.  相似文献

The purpose of this study is to identify the major obstacles to administrative reform in Hong Kong so as to generate a basis for addressing one critical question, “what is to be done to ensure the occurrence of effective reform?” Based on 35 interviews with 48 public executives, this researcher finds that there are various paradoxical forces acting in concert in their impacts upon the bureaucracy, that public executives are unable to cope with those forces, and that unless those paradoxes are effectively managed, administrators' ability to act (or to undertake reform measures) is seemingly very limited. Third World debt continues to be a critical and intractable issue. A particularly interesting aspect of the story is the effort by external donors and lenders to promote specific policy changes in exchange for assistance in dealing with indebtedness and promoting economic development. This study looks at the interactions between donors and decision-makers in sub-Saharan African countries, an area where donors rather than private banks play a dominant role. Donors have been learning from the uneven response to the reforms and are attempting to tailor the reforms somewhat to different contexts and to encourage more consultations. To succeed in these efforts they need to reexamine their view of analysis as a purely technocratic exercise among experts. They can learn from recent changes in the policy sciences, here called an interactive approach to policy analysis. It makes three assumptions: policy relevant knowledge includes time and space information and is diffused; participants can reason together and learn from each other; and there is a need for procedures and institutions to facilitate interaction and learning. The study explores the assumptions implicit in donor actions and proposes that an interactive approach, with its more open-ended perspective on knowledge, can stimulate greater dialogue and expand the kinds of information that are fed into the process. The 1990s have become a decade of reflection and rethinking of foundational concepts in the field of public administration. Public adminstrationists are attempting to bring the best of management approaches to bear on the problems facing public organizations. Strategic management has been widely used in the private sector since the 1960s, and has gained increased acceptance in the public sector since the 1980s. It is a management approach that synthesizes much of what management theorists have long recognized as essential to effective management practice. This article traces the development of strategic management and examines what has been learned from the past that will improve future implementation efforts in public organizations.  相似文献

This article suggests an approach to the classical issues of the public administration theory, through the so-called new institutionalism. It argues that public policies could be taken by public administration theory as a new object of study, which this theory has gradually lost in the past. Nevertheless, whether the policy sciences can be useful1 or not to develop public administration as a discipline depends on the theoretical bridge offered by the new institutional approach. This paper addresses the changing role of the Portuguese state, the present priority assigned to the process of reform and the new challenges to be overcome by public administration. Such processes are demanding a new agenda for education and research in public administration sciences, shifting from the public law paradigm to an interdisciplinary problem‐solving approach and giving special attention to 10 key areas of study, which we describe in the final section of the paper. The study of collective memory has burgeoned in the last 20 years, so much so that one can even detect a growing resistance to what some view as the imperialistic march of memory studies across the social sciences (e.g., Berliner 2005; Fabian 1999). Yet despite its clear advance, one area that has remained on the sidelines is psychology. On the one hand, this disinterest is surprising, since memory is of central concern to psychologists. On the other hand, the relative absence of the study of collective memory within the discipline of psychology seems to suit both psychology and other disciplines of the social sciences, for reasons that will be made clear. This paper explores how psychology might step from the sidelines and contribute meaningfully to discussions of collective memory. It reviews aspects of the small literature on the psychology of collective memory and connects this work to the larger scholarly community’s interest in collective memory. The first three authors contributed equally to this paper. The order in which they are listed reflects the throw of a die.  相似文献
