This article claims that the ongoing debate about the structure and dynamics of Al Qaeda has failed to appreciate the importance of an organizational layer that is situated between the top leadership and the grass-roots. Rather than being “leaderless,” it is the group's middle management that holds Al Qaeda together. In Clausewitzian terms, Al Qaeda's middle managers represent a center of gravity—a “hub of … power and movement”—that facilitates the grass-roots’ integration into the organization and provides the top leadership with the global reach it needs in order to carry out its terrorist campaign, especially in Europe and North America. They are, in other words, the connective tissue that makes Al Qaeda work. The article substantiates this hypothesis by providing a number of case studies of Al Qaeda middle managers, which illustrate the critical role they have played in integrating the grass-roots with the top leadership. The policy implications are both obvious and important. If neither the top leadership nor the grass-roots alone can provide Al Qaeda with strategic momentum, it will be essential to identify and neutralize the middle managers, and—in doing so—“cause the network to collapse on itself.”  相似文献

The national movements of sub-state national societies are divided into two or three competing political orientations (independentists, autonomists, and federalists), which vary over time. This article compares the process that led to the founding of the ADQ (autonomism) in Quebec, with the process that culminated in the transformation and de facto re-founding of ERC (independentism) in Catalonia during the period 1976–2005. Using the cases of two nationalist parties in two different national movements that have successfully established new political orientations, I analyze the political origins of this form of temporal variation. My outcome variable is the “tipping point” at which these nationalist political parties get established. This “tipping point” was reached through a temporal sequence that evolved in four phases. In each of these phases, a key variable was involved: the existence of a preexistent ideology, the occurrence of a central state constitutional moment, an impulse from the sphere of sociological nationalism, and the consolidation of a new leadership nucleus.  相似文献

Most managers charged with implementing projects in a complex, public/private partnership setting can cite cases of drastically changed, delayed, or thwarted community projects that at the outset seemed likely to proceed without a hitch. Although the specific context and project affect outcomes, the management approach toproject implementation also influences the degree of implementation difficulty and success. Implementation problems are likely to be compounded if the management approach is based upon a “traditional” hierarchical, stable organizational model. If, however, the arena is seen as the open, dynamic, amorphous, complex, “metaorganization” that it is, and management strategies appropriate to this arena are adopted, success is more likely. From the findings of a case study of project implementation in such a setting and interviews with more than forty community leaders emerged a conceptual model for this situation. This model, called the “Open Focus” model, is characterized by openness to the metaorganization, linking cormnunication, evocative leadership, and collaborative vision.  相似文献

The “re-Islamization” of society in independent Uzbekistan has proven to be a complex process, generating conflict in the social, cultural and political spheres. Since the early 1990s, the regime of Islam Karimov has sought to undermine any manifestation of “unofficial” Islam via imprisonment of the leadership, implementation of repressive statutes governing religious activity, and other coercive means. Yet, since 1999 Uzbekistan has experienced more religious violence directed against government power structures by “extremists” than any other former Soviet republic in Central Asia. Important issues that should direct U.S. policy remain unresolved: How significant is the threat from radical Islam in Uzbekistan, that is, what are the chances of politicized, “fundamentalist” Islam emerging as a mass movement there? Has recent U.S. policy reduced or exacerbated the dynamics of conflict between the regime and the “radicals?” In order to effect resolution of this conflict, a new paradigm must be implemented in U.S.–Uzbek relations which moves the Uzbek regime toward democratization, while maintaining social stability. In addition, politicized Islam, in a non-radicalized form, should also figure into any policy strategy directed at long-term stability in Uzbekistan.  相似文献

Scholars have long identified state repression as playing a key role in the onset of insurgency. Violence by security forces increases anger against the state and assists with rebel recruitment. Yet scholars have also recognised that repression does not always lead to rebellion: in some cases it successfully quashes movements before they have begun. This study advances an argument for when and why repression leads to insurgency and sometimes does not. We contend that violence by state security forces can fail to trigger rebellion if local elites within the repressed community are simultaneously co-opted with political and economic opportunities. When elites are satisfied with local autonomy and patronage they deprive the dissident movement of local leadership and coordination. When the state uses repression against a community and at the same time abandons this mutually beneficial relationship, the insurgency has both the leadership and grassroots support it requires. We illustrate our argument by examining three cases of state violence in Asia. In two of our cases, Pakistan’s Federally Administered Tribal Areas (FATA) and Southern Thailand, repression led directly to insurgency. In the third, Papua in Indonesia, ongoing co-optation of local elites has left the movement factionalised and weak.  相似文献

Do contemporary Bulgarian and Romanian radical right movements represent a legacy of interwar fascism? We argue that the key element is not that interwar movements provided legacies (of structures, ideologies, or organizations) but rather a symbolic “heritage” that contemporary movements can draw upon. The crucial legacy is, rather, the Socialist era, which in asserting its own definitions of interwar fascism created a “useable past” for populist movements. The Peoples’ Republics created a flawed historical consciousness whereby demonized interwar rightist movements could be mobilized after 1989 as historical expressions of “anti-Communist” — and, ergo, positive symbols among those of anti-Communist sentiment. Although radical right parties in both countries may cast themselves as “heirs” to interwar fascism, they share little in common in terms of ideology. Their claims to a fascist legacy is, rather, a factor of how their respective Socialist states characterized the past.  相似文献

In late-Habsburg Prague, in the years before the Great War, the members of the Zionist Student Association Bar Kochba were remarkably ambivalent regarding the “objective” constituents of “genuine” nationalism claimed by the national movements of that place and time: territoriality, “blood,” distinctive cultures, national languages, etc. As Zionists, they desired such “objective” national attributes for themselves, even as they remained fully aware that these were ultimately inapplicable to their Jewish reality. The article illustrates this complexity by examining how these Prague Zionists theorized the concepts of national lands, national homelands, and national rootedness. Their deep-seated ambivalence toward the territoriality of nations, then, has been in response to Jews’ particular condition in the Diaspora. It does, however, expose a broader tension manifested in some shape or form in other national movements: many of the concepts of what nationhood is are adopted from alien cultures and often from the very culture from which the national movement seeks to dissociate.  相似文献

Many cities and agencies in the U.S. have adopted the “-Stat” approach, which is called “PerformanceStat” in general. Philadelphia has created PhillyStat as its performance management and tracking tool, of which unique feature is its twofold review process involving both operational and outcome level. This study assesses the capacities of PhillyStat. The assessment suggests four implications for jurisdictional governments and agencies employing the “-Stat” approach. First, the “-Stat” approach should evolve toward strategic review beyond day-to-day operational review. Second, the “-Stat” approach should close the gap in diverse views on government performance. Third, the “-Stat” approach should be used as an effective tool for public management and leadership. Last, the “-Stat” approach should develop capabilities for cross-organizational collaboration.  相似文献

The field of public administration, as well as the social science upon which it is based, has given little serious attention to the importance of vigorous leadership by career as well as non-career public administrators. The field tends to focus on the rigidities of political behavior and the obstacles to change. To reclaim an understanding of the importance of individual leadership the author suggests the use of biography and life history. The behavior and personality of the entrepreneur is an especially helpful perspective on the connection between leadership and organizational or institutional innovation. The case of Julius Henry Cohen, who played a pivotal role in the development of the New York Port Authority, is used to illustrate the connection between the entrepreneurial personality or perspective and innovation.

In the social sciences—and especially in the study of American political institutions—primary attention is given to the role of interest groups and to bureaucratic routines and other institutional processes that shape the behavior of executive agencies and legislative bodies. In view of the powerful and sustained pressures from these forces, the opportunities for leadership—to create new programs, to redirect individual agencies and broad policies, and to make a measurable impact in meeting social problems—are very limited. At least this is the message, implicit and often explicit, in the literature that shapes the common understanding of the professional scholar and the educated layperson in public affairs.(1) For administrative officials, captured (or cocooned) in the middle—or even at the top—of large bureaucratic agencies, the prospects for “making a difference” seem particularly unpromising. In his recent study of federal bureau chiefs, Herbert Kaufman expresses this view with clarity:… The chiefs did not pour out important decisions in a steady stream. Days sometimes went by without any choice of this kind emerging from their offices … If you need assurance that you labors will work enduring changes on policy of administrative behavior, you would do well to look elsewhere. (2)

There are, of course, exceptions to these dominant patterns in the literature. In particular, political scientists and other scholars who study the American presidency or the behavior of other national leaders often treat these executives and their aides as highly significant actors in creating and reshaping public programs and social priorities. (3) However, based on a review of the literature and discussions with more than a dozen colleagues who teach in political science and related fields, the themes sketched out above represent with reasonable accuracy the dominant view in the social sciences.

The scholarly field of public administration is part of the social sciences, and the generalizations set forth above apply to writings in that field as well.(4) (Indeed, Kaufman's book on federal bureau chiefs won the Brownlow Award, as the most significant volume in public administration in the year it was published.) Similarly, the argument regarding scholarly writing in the social sciences can be extended to the texts and books of reading used in courses in political science and public administration; what is in the scholarly works and the textbooks influences how we design our courses and what messages we convey in class. The provisional conclusion here, then, is that in courses as well as in writings the public administration field gives little attention to the importance of vigorous leadership—by career as well as noncareer administrators. Neither does it give much attention to the strategies of leadership that are available to overcome intellectual and political obstacles which impede the development and maintenance of coalitions which support innovative policies and programs.(5)

The further implication is that students learn from what we teach, directly and indirectly. Students who might otherwise respond enthusiastically to the opportunities and challenges of working on important social programs learn mainly from educators that there are many obstacles to change and that innovations tend to go awry.(6) And there the education often stops, and the students go elsewhere, to the challenges of business or of law. Those students who remain to listen seem to be those more attracted to the stability of a career in budgeting or personnel management. Public administration needs these people, but not them alone. If career officials should have an active role in governance and if the general quality of the public service is to be raised, does it not require a wider range of young people entering the service—including those who are risk-takers, those who seek in working with others the exercise of “large powers”?

Taken as a class, or at least in small and middle-sized groups, scholars in the fields of public administration and political science tend to be optimistic in their outlook on the world. Informally, in talking with their colleagues, they tend to convey a sense that public agencies can do things better than the private sector, and they sometimes serve (even without pay) on task forces and advisory bodies that attempt to improve the “output” of specific programs and agencies and that at times make some modest steps in that direction. Why, then, do public administration writings and courses tend to dwell so heavily on the rigidities of political behavior and the obstacles to change?

One reason may be our interest, as social scientists, in being “scientific.” We look for recurring patterns in the complex data of political and administrative life, and these regularities are more readily found in the behavior of interest groups and in the structures of bureaucratic cultures and routines. The role of specific leaders, and perhaps the role of leadership generally, do not as easily lend themselves to generalization and prediction.

Perhaps at some deeper level we are attracted to pathology, inclined to dwell on the negative messages of political life and to emphasize weakness and failures when the messages are mixed. Here, perhaps more than elsewhere, the evidence is impressionistic. (7)

Some of the concerns noted above—about the messages conveyed to students and to others—have been expressed by James March in a recent essay on the role of leadership. He doubts that the talents of specific individual managers are the controlling influences in the way organizations behave. He, however, questions whether we should embrace an alternative view—a perspective that describes administrative action in terms of “loose coupling, organized anarchy, and garbage-can decision processes.” That theory, March argues, “appears to be uncomfortably pessimistic about the significance of administrators. Indeed, it seems potentially pernicious even if correct.” Pernicious, because the administrator who accepts that theory would be less inclined to try to “make a difference” and would thereby lose some actual opportunities to take constructive action.(8)

March does not, however, conclude that the “organized anarchy” theory is correct. He is now inclined to believe that a third theory is closer to the truth. Administrators do affect the ways in which organizations function. The key variable in an organization that functions well is having a “density of administrative competence” rather than “having an unusually gifted individual at the top.” How does an organization come to have a cluster of very able administrators—a density of competence—so that the team can reach out vigorously and break free from the web of loose coupling and organized anarchy? Here March provides only hints at the answer. It happens, he suggests, by selection procedures that bring in able people and by a structure of motivation “that leads all managers to push themselves to the limit. “(9)  相似文献

The article examines how global trends related to militant Islamism have influenced patterns of homegrown terrorism in Canada. It seeks to understand how an evolving movement has shaped three case studies, two cases of homegrown terrorism, the case of Momin Khawaja, the “Toronto 18” plot, and the emerging trend of extremist travelers. Recognizing the notable gap in the literature, a growing number of cases of homegrown terrorism and extremism in Canada suggest that further study is required. The article asks why Canadians choose to participate in this movement and why militant Islamist movements are actively recruiting them.  相似文献

This article examines the role political leadership plays in achieving good governance in Kazakhstan, a post-communist country in Central Asia. Since its withdrawal from the USSR, Kazakhstan maintains an authoritative political leadership, where President Nazarbayev, his trusted “inner-circle,” and the stalwarts of the Nur Otan party effectively rule the country. Opposition political parties are weak and disorganized, and their leaders are not quite capable of mobilizing favorable public opinion. The finding of the study suggests that the Kazakhstani political leadership has limited success in achieving good governance in Kazakhstan.  相似文献

During the Serbian Otpor movement to oust Milosevic (2000) and the Ukrainian “Orange Revolution” (2004), the organizers developed explicit strategies to increase the costs of repression and to undermine the willingness of state security forces to engage in violent acts against them. By employing varying combinations of persuasion and deterrence tailored to the particular institutions they were addressing, the movements were able to successfully avoid a major crackdown.  相似文献

The Papers on the Science of Administration are almost exclusively Gown for the opening and closing articles by Luther Gulick. This article explores the intervening nine articles to test some of Gulick's assertions about them. First, despite Gulick's somewhat unclear claim to the contrary, the “other” papers did not present many unfamiliar arguments to impress informed readers. Second, despite Gulick's explicit claim, the articles offered little consensus except on the most general and unusable “principles” of administration. Third, there were hints throughout the papers that the “principles” approach to management was collapsing because of the vague but indispensable issue of leadership. Hence, the “other” papers are neglected because they never offered the emerging consensus that Gulick promised.  相似文献

This paper considers how the Alash movement, the Kazakh national movement led by Russian-educated Kazakh intellectuals in the Russian Empire at the beginning of the twentieth century, redefined Kazakh ethnicity into the Kazakh nation. Aimed at modernizing Kazakh society by declaring itself a nation, the movement used the myth of common descent. It is not surprising, then, that the movement took on the name of Alash, a mythical figure believed to have been the father of all three Kazakh zhuz (tribal confederations). This paper examines the discourse around Kazakhness and its distinction from its Muslim neighbors with respect to five factors; the “true” myth of common descent of Kazakhs, Kazakh history as one of common fate, a nomadic way of life, the weak links to Islam among Kazakhs, and, finally, the legitimization of the Alash leaders as the legitimate speakers for the Kazakh nation. This analysis, in turn, may provide a better understanding of the ways in which social and intellectual movements can redefine belonging, depending on historical circumstances and opportunities and constraints in the social sphere.  相似文献

The novelty of this study is that it empirically tests four hypotheses of the Dutch Disease in the Azerbaijan economy while systematically controls for other possible explanations of the observed processes over the period 2000–2007. The study concludes that an “absolute de-industrialization” has not taken place in Azerbaijan, rather the country suffers from a “relative de-industrialization” in the non-oil tradable sector. Additionally, the paper shows that the non-tradable sector has substantially expanded during the 2000–2007 period. Analysis also presents that the government expenditures have created a “spending effect”, which is more crucial than the “resource movement effect”. Furthermore, it was found that rapid increases in the wages and the non-tradable prices have led to appreciation of the real exchange rate in Azerbaijan. Finally, the study reveals that foreign direct investments inflow to the oil sector is harmful for non-oil exports and therefore, it contributes to deepening of resource, or oil, dependence. Findings in this paper support the view that to obtain a diversified economy with a long-term balanced growth development of the non-oil tradable sector should be of the major focus for the policymakers.  相似文献

This paper examines the intellectual underpinnings of the nationalism articulated by the followers of Marshal Józef Pi?sudski (Pi?sudskiites), who ruled Poland between 1926 and 1939. Scholarly consensus holds that modern Polish nationalism was solely the domain of the National Democratic movement. Conversely, the Pi?sudskiites' conception of the nation is generally seen as anachronistic, poorly articulated, self-contradictory, and lacking a deeper intellectual foundation. Focusing on the formative years of the Second Polish Republic (1918–1922), this paper draws a link between Pi?sudskiite political thought and the philosophy of the heterodox Marxist theorist Stanis?aw Brzozowski. Re-examining the early writings of Pi?sudski's followers in light of Brzozowski's philosophy, the paper presents the argument that “Pi?sudskiite nationalism” was in fact deeply constructivist, surprisingly sophisticated, and no less “modern” than the nationalist discourse articulated by the National Democrats. In the process, the article interrogates and problematizes the classic “ethnic” vs. “civic” typology of nationalist movements.  相似文献

This article examines how rebel Serbs in Croatia reinterpreted narratives of World War Two to justify their uprising against the democratically elected Croatian government in 1990 and gain domestic and international legitimacy for the Republika Srpska Krajina (RSK) parastate. While scholars have written about the strategies nationalist elites used regarding controversial symbols and the rehabilitation of World War Two collaborators in Croatia and other Yugoslav successor states, the RSK's “culture of memory” has received little attention. Based on documents captured after the RSK's defeat in 1995, this article shows that it was not only the government of Franjo Tudjman that rejected the Partisan narratives of “Brotherhood and Unity,” but a parallel process took place among the leadership in the Krajina. Ultimately the decision to base the historical foundations of the Croatian Serbs' political goals on a chauvinist and extremist interpretation of the past resulted in a criminalized entity that ended tragically for both Serbs and Croats living on the territory of the RSK.  相似文献

The New Public Administration sought a public service whose legitimacy would be based, in part, on its promotion of “social equity.” Since 1968, several personnel changes congruent with the New Public Administration have occurred: traditional managerial authority over public employees has been reduced through collective bargaining and changes in constitutional doctrines; the public service has become more socially representative; establishing a representative bureaucracy has become an important policy goal; more emphasis is now placed on employee participation in the work place; and legal changes regarding public administrators’ liability have promoted an “inner check” on their behavior. At the same time, however, broad systemic changes involving decentralization and the relationship between political officials and career civil servants have tended to undercut the impact of those changes in personnel. The theories of Minnowbrook I, therefore, have proven insufficient as a foundation for a new public service. Grounding the public service's legitimacy in the U.S. Constitution is a more promising alternative and is strongly recommended.

The New Public Administration, like other historical calls for drastic administrative change in the United States, sought to develop a new basis for public administrative legitimacy. Earlier successful movements grounded the legitimacy of the public service in high social standing and leadership, representativeness and close relationship to political parties, or in putative political neutrality and scientific managerial and technical expertise. To these bases, the New Public Administration sought to add “social equity.” As George Frederickson explained, “Administrators are not neutral. They should be committed to both good management and social equity as values, things to be achieved, or rationales. “(1) Social equity was defined as “includ[ing] activities designed to enhance the political power and economic well being of … [disadvantaged] minorities.” It was necessary because “the procedures of representative democracy presently operate in a way that either fails or only very gradually attempts to reverse systematic discrimination against” these groups.(2)

Like the Federalists, the Jacksonians, and the civil service reformers and progressives before it, the New Public Administration focused upon administrative reform as a means of redistributing political power.(3) Also, like these earlier movements, the New Public Administration included a model of a new type of public servant. This article sets forth that new model and considers the extent to which the major changes that have actually taken place in public personnel administration since 1968 are congruent with it. We find that while contemporary public personnel reflects many of the values and concerns advanced by the New Public Administration, substantial changes in the political environment of public administration have frustrated the development of a new public service that would encompass the larger goals and ideals expressed at Minnowbrook I. Building on the trends of the past two decades, this article also speculates about the future. Our conclusion is that ultimately the public service's legitimacy must be grounded in the Constitution. Although its focus is on macro-level political and administrative developments, the broad changes it discusses provide the framework from which many contemporary personnel work-life issues, such as pay equity and flexitime, have emerged.  相似文献
