Most academic research on taxation relates to higher-level issues of fiscal policy. Much public debate takes place about the calculation and incidence of different taxes, but little academic research addresses the management problems that are specific to national taxation regimes. Recent trends in state tax revenue reveal that overall reliance of states on taxes have been declining for the last 43 years. Faced with reduction in tax revenues, states have restructured their tax systems to meet public demand for more services. State income taxes are the one type of tax that has risen consistently. Some scholars view problems in the accuracy of federal fiscal forecasts as being largely technical in nature .Others intimate that there may be a political component as well. This paper exlpores the relative merits of these two perspectives finding some support for each. Executive forecasts were found to be random with respect to direction of errors , error magnitudes increased in absolute terms over time , and revenues estimate error s tended to cluster in short bursts. Alone among world leaders, French President Nicolas Sarkozy has sought to address the sticky issue of how to “civilize the Internet” in the G‐8, a key forum of global governance which France chairs this year. As a kind of historical document, in this section we publish Sarkozy's speech to the leading information technologists and entrepreneurs he gathered in Paris in May for the first “e‐G‐8” Summit. In light of the fact—despite a widespread impression to the contrary—that the collapse of Communism in the fall of 1989 did not happen overnight, the paper explores the kind of gradual societal work that had led to the emergence of democratic polities in Central Europe but that had generally escaped the notice not only of policy makers and the leaders of the “free world” but also of theorists. Many local governments have now endured a decade of fiscal decline due to periodic reductions in external funding (federal and state and slowdowns in the rate of growth of the state and local government sector. This research examines the extent to which six large jurisdictions (three cities, three counties) under fiscal duress avoided political conflict and prevented further fragmentation of their authority between 1978 and 1987. The results showed that local officials generally chose retrenchment strategies (revenue, expenditure, and borrowing) with the least anticipated political opposition; but where hard choices had to be made (personnel reductions), they were made without hesitation. The timing of politically unpopular choices to coincide with downward trends in the private sector reduced the level of political fallout, even in heavily unionized, socioeconomically diverse communities. The results also showed that local officials strongly endorsed, rather than opposed, strategies that further fragmented their authority (privatization, intergovernmental cooperative agreements), because these approaches produce significant personnel and capital savings in the short term. Finally, the results indicated that the long-term cumulative effects of short-term decremental decisionmaking on the quality of life (as measured by drops in bond ratings) were negative in only one-third of the jurisdictions. 相似文献
