Communications and development in the broadest sense of the terms are examined in relation to evaluation of the work of the Communication Foundation for Asia (CFA). CFA produces, in conjunction with public and private development agencies, flip-charts, comics, a fieldworker's handbook for use in family planning education, sound cassette magazines for agricultural extension work, booklets and sound-slides on forming cooperatives, and other educational materials. CFA operates in the Philippines. A developmental radio drama produced by CFA delivered a pro-development message, one that tells people they can do something about their conditions/situations, compared to the passive, consumer-oriented commercial radio drama. The most prominent theme was achievement. The characters had complex motivations and displayed wide range of motives. Like other forms of propaganda, developmental radio drama is not welcomed by radio station owners. Not many people in the industry perceive the opportunity for increasing overall development and economic growth. All pressures from commercial radio are in consumerist directions while developmental drama encourages production.  相似文献

Noting that concepts from marketing are not often found in the public management: literature, the authors present a multi-stage marketing-oriented planning model which can be used in the public sector. the mods1 is applied to the case of industrial development agencies, wit11 emphasis on the use of the model in recruiting foreign direct investment. The model includes the determination of organization mission, goals and objectives, resources, and growth strategies as elements of the management planning process. The marketing planning stage of the model includes opportunity analysis, positioning for target markets, marketing mix selection, and control. The two main stages of the process are mediated by factors in the internal and external environments of the organization.  相似文献

In light of changing national and international conditions, the field of public administration is going through an exercise of refounding and reinventing. Globalization, technological advancements, and ecological concerns have diluted the importance of development administration. This study traces the demise of development administration and presents a new paradigm in the form of sustainable development administration. The author argues that the paradigm of sustainable development administration (SDA) is markedly different from the traditional paradigm of development administration (DA) in its emphasis, scope, treatment of politics, view of indigenous cultures, goals, operating mode, decision-making system, use of foreign aid, and performance accountability. The study concludes by declaring that SDA has the potential to emerge as a new field of study in public administration.

The discipline of public administration is at a crossroads: the advent of the “global village” philosophy is challenging its parochial tendencies(1);the “refounding of public administration” is nullifying its separation from politics(2); and the “reinvention of government” is questioning the very basic reasons for its existence.(3) Faced with new and continuing intellectual challenges, the discipline is in search of a new paradigm.(4) What will this new paradigm be? What will its emphases and priorities be? The answers are less than clear at this point, however, the questions themselves are receiving attention from scholars. This article attempts to examine one of many alleged elements of the emerging paradigm, and that is the shift from development to sustainable development. The arguments presented here trace the demise of “development” focus in public administration and explore the possibility of sustainable development becoming the new thrust.  相似文献

Development management owes an unacknowledged debt to colonial administration, specifically to indirect rule. Development management, as opposed to development administration, has newly adopted a specific set of managerialist participatory methods, to achieve 'ownership' of development interventions. These methods are particularly evident in World Bank/ imf implementation of Poverty Reduction Strategy Papers ( prsp s) and Comprehensive Development Frameworks ( cdf s). They have their conceptual foundation in action research, invented, it can justly be argued, by John Collier, Commissioner of the US Bureau of Indian (ie Native American) Affairs 1933-1945. Collier was a self-proclaimed colonial administrator, and remained an advocate of indirect rule as late as 1963. Evidence is presented to show his development of action research was a tool of indirect rule. Achieving 'empowerment' through participation was at its very beginning, therefore, subject to the colonialist's asserted sovereign power; and the limited autonomy it granted was a means of maintaining that power.  相似文献

The distribution of services, personnel, and infrastructure in rural development projects has not usually been subject to a thorough scrutiny. Locational decisions have been arbitrary, without reference to the needs and mobility of the rural population. This study advocates one particular revision of past policies: the incorporation of small towns into programs designed to improve agricultural production and economic opportunity in rural regions. When such towns already function as a center for political activity, marketing, employment, and service provision, a development project can reinforce these linkages in ways that enhance productivity. A case study is used to illustrate the efficacy of this proposal: the town of Panguma, Kenema District, Sierra Leone and its role in development programs. Panguma has several features that make it an ideal focal point, but it has not been incorporated into regional projects in any systematic way. This town and its hinterland provide an illustration of how rural-urban interaction at a local scale can further the achievement of rural development goals. C.A.R.E.  相似文献

What is the impact of globalization on the Italian state and the development of the Italian public administration? Italy is one of those countries where the forces of globalization are challenging the strong state tradition and the predominance of the legal model of public administration. Globalization and the European regional integration push toward a diminished role of the state and a managerial public administration with an increased emphasis on efficiency and better quality of government activities.  相似文献

Planners and politicians do not always agree on the best way of distributing resources. Usually, planners take to a technical strategy while politicians take to a constituent building strategy. The differences in opinion between planners and politicians is most acute in Nicaragua's post Sandinista Administration. Nicaraguan planners are addressing enormous economic problems while simultaneously trying to obtain outside assistance form the Multinational Financial Institutions (World Bank, IMF, Inter-American Development Bank). Politicians, on the other hand, are trying to stabilize the country's political system after a decade of the marxist Sandinista's control. The desperate political and economic situation in Nicaragua has made the already troubled marriage between planners and politicians more tenuous.

In this paper we evaluate the inconsistencies between the technical and political modes of decision making. We draw on a case study of implementing a technical economic plan for the Nicaraguan government in 1992 to illustrate the differences of opinion between planners and politicians. In addition, we use the Nicaraguan case study to explore some considerations for reducing these inconsistencies.  相似文献

Abstract

The radical environmental movement, Earth First, was founded in 1980 by David Foreman, a Washington environmental lobbyist. Adopting as their slogan “No compromise in the defense of Mother Earth,” the movement progressed through the early formative stages usually associated with protest groups: letter‐writing campaigns, staged protests, sit‐ins, antiestablishment skits, and so forth. But over the past several years, Earth First has turned to violence, sabotage, and terrorism against land developers and the lumber, oil, and electricity industries.

Their well‐educated, white, middle‐class members have more recently focused their attention on planning serious attacks on nuclear facilities and associated electric systems. In 1986 they were responsible for a successful attack on the Palo Verdes nuclear facility's transmission lines. In June 1989, three members were arrested for attempting to cut down power lines in Arizona as part of a plan to disrupt operations at the Diablo Canyon nuclear generating plant. The overall radical environmentalist movement and its sabotage efforts appear to be spreading. On April 29, 1990, eco‐terrorists claimed responsibility for a serious sabotage incident in Palo Alto, California, and on the same day power lines were sabotaged in Fairfax County, Virginia, by unknown perpetrators.

It is clear that in the United States a national ecoterrorist network exists whose main purpose is to commit illegal acts in defense of the environment. These ecoter‐rorists appear to be gaining strength as well as the capability to increase their activities around the country. The radical environmentalist movement has the potential to become the country's major domestic terrorism problem.  相似文献

Globalisation is bringing about changes in social hierarchies in the world capitalist system which traditional categories and frameworks in development studies and macro-sociologies are unable to capture. Under globalisation processes of uneven accumulation are unfolding in accordance with a social and not a national logic. The increasing subordination of the logic of geography to that of production and the rising disjuncture between the fortunes of social groups and of nation-states, among other processes, demand that we rethink development. The social configuration of space can no longer be conceived in the nation-state terms that development theories posit but rather as processes of uneven development denoted primarily by social group rather than territorial differentiation. Social polarisation, the fragmentation of national economies, and the select integration of social groups into transnational networks, suggest that development may be reconceived not as a national process, in which what 'develops' is a nation, but in terms of developed, underdeveloped and intermediate population groups occupying contradictory or unstable locations in a transnational environment. The shift to flexible accumulation worldwide and from an international to a global division of labour result in an increasing heterogeneity of labour markets in each locale. Labour market participation becomes a key determinant of new social hierarchies and of development conceived in social groups terms. Local and national labour markets are themselves increasingly transnationalised, part of a global labour market, in which differentiated participation determines social development. This article applies these propositions to a case study of Central America, examining the changing fortunes of one particular region under global capitalism and the lessons it offers for changing social hierarchies in the world capitalist system and for a renewal of the sociology of development.  相似文献

This preliminary study seeks to identify some of the factors responsible for the hitherto limited success of the National School of Public Administration in Greece, which became operational in 1985. The School, modeled after the National School of Public Administration (ENA) in France, annually accepts into its four specialized tracks with their common core curriculum both civil servants and private citizens who succeed in its rigorous entrance competitions. The School represents an effort to identify administrative talent and offer specialized training in public administration toward upgrading the administrative capabilities of the Greek civil service. Some tentative conclusions point out that the limited success of the School is associated with its brief life span, its only partial acceptance by the unions of higher civil servants, its relatively legalistic program orientation, its inadequate emphasis on internships or learning by doing, the non-strategic placement of graduates, and the absence of an identifiable corps of administrative generalists readily transferable from department to department. Perhaps, the foremost constraining factors are to be found in the areas of limited resources, brief periods of experimentation, and limited adaptation of a French prototype to the current realities of the Greek civil service.  相似文献

Two questions are posed about development administration theory and practice. Does it offer apparent, plausible solutions to the recent and current crises of developing countries? Is it based upon a knowledge of the organizational terms and conditions which are necessary to advance human welfare? Current theory and practice are found to be wanting in both respects. Classic theoretical research on the diffusion of policy innovation is usually based on decentralized democratic regimes. However, in authoritarian centralized countries such as China, questions such as, ‘What are the driving forces and the structural dynamics behind local government policy innovation and inter-regional diffusion?’ and ‘How do the governmental structural factors lead to the different patterns of diffusion of policy innovation across local governments?’ are interesting research topics. The theoretical framework proposed in this study highlights the roles of the contingent vertical and horizontal governmental relations in innovation diffusion. I extract two key properties: vertical mandatory intervention from the central government and horizontal political competition among peer governments. This research uses four models to develop a new typology of the inter-regional diffusion of policy innovation in China: (1) the enlightenment model, (2) the championship model, (3) the designation model, and (4) the recognition model. A comparative case study is conducted in this research, with four policy cases showing that China has developed diversified mechanisms to encourage local governments to perform policy innovation and inter-regional diffusion.  相似文献

A World Neighbors Programme in Kenya suggests more general conclusions about how NGOs can help to promote strong, inclusive membership organisations. A capacity to recognise the potential and limitations of existing institutions is found to be critical. It is important to address perceived needs, start with something simple to build confidence, and diversify in order to meet the requirements of different constituencies. A clear strategy is necessary to reconcile these sometimes conflicting demands. Success demands a heavy initial geographical concentration of resources, a substantial training input to provide staff with specialist facilitation skills, and an NGO structure which can access a wide range of external resources.  相似文献
