Abstract

This paper seeks to contribute to the scholarship on women and social change in Saudi Arabia through the case of female football players in Riyadh. Officially, there has been no women’s football in the kingdom, but beneath the surface women have been playing for more than a decade. The women are actively promoting and engaging in change and women’s opportunities to practise sport by building organisations, creating awareness, and negotiating norms and regulations. They are not in opposition to the regime, but supportive of reforms in favour of increased rights for women, while seeing conservative elements in the society as their opponents and the royal family as their allies. They are thus engaging in what O’Brian and Li termed ‘rightful resistance’, by deploying the language of the rulers to express their perspectives and aims, and are engaged in a three-party game with the rulers and conservatives, where divisions within the state and elite allies matter greatly.  相似文献

Abstract

Saudi politics is commonly portrayed as reflecting a system of centralised personal rule in which decision-making power trickles down from the tightly knit power circles within the House of Saud. In contrast, this paper draws attention to the empowerment of quasi-autonomous state organisations in Saudi Arabia as a result of state transformation and regional integration. At its most extreme, state transformation in Saudi Arabia has created institutional and regulatory enclaves with vested interests and areas of competence that cross Saudi borders. This paper illustrates the foreign policy ramifications of transformed statehood in Saudi attempts to further Gulf regional integration in the context of the Gulf Monetary Union project.  相似文献

ABSTRACT

In the period November 2013–April 2014 more than 160,000 Ethiopians were deported from Saudi Arabia after a seven months amnesty period for undocumented migrants came to an end. This large-scale regularization campaign of the Saudi government must be seen in light of the ‘Arab Spring’, when popular uprisings in the Middle East were threatening dictatorial regimes. The effect of the Arab Spring was felt globally; the uprisings impacted upon migrants living in countries in the Middle East and on their countries of origin. This paper looks into the experiences of Ethiopian deportees prior, during and after their forced return. We argue that the fact that the migrants were not prepared for their sudden return affected their economic, social network and psychosocial embeddedness back in Ethiopia. In addition, the Ethiopian government has not been able to improve the returnees’ economic embeddedness, which has affected their social and psychological status negatively.  相似文献

This article presents a case study of a cross-sectoral organizational network created to promote sustainable tourism in Rio de Janeiro. We briefly introduce the topics of collaborative governance and sustainable tourism, and then describe the focal network and the methods used for the research. Findings are discussed in terms of three themes: 1) key elements of collaborative governance; 2) aspects of the network formation and development process; and 3) features of the Brazilian context that may influence the network's likelihood of success. We conclude with a comment on the role of public managers in a network such as this.  相似文献

This article examines the impact of knowledge sharing on individual work performance by analyzing perceptions of 323 public employees in South Korea. An analytical model is drawn from an extensive review of literature on knowledge management and sharing from which nine exogenous variables are identified as antecedents of knowledge sharing that affect individual work performance. The results indicate that four exogenous variables—employee training, reward systems, support from the top management, and openness in communication—are perceived to have a positive influence on employees' knowledge sharing, which, in turn, improved individual work performance. Perceived trustworthiness between individuals involved in knowledge sharing has also positively influenced both knowledge sharing and individual work performance. These results imply that individual work performance may be dependent on the effective use of knowledge sharing.  相似文献

Public accountability is a fundamental element of good governance. All countries all over the world strive to ensure the accountability of public officials by adopting different kinds of mechanisms. Following the liberal democratic tradition, most countries in the world have relied on the legislative instruments, executive means, judicial and quasi-judicial processes, official rules, codes of conducts, official hierarchies, public hearings, interest groups, media scrutiny and so forth for ensuring public accountability. However, in recent years, the new mode of public governance has brought new dimensions to the discourse on public accountability. This new mode focuses largely on the market- and society-centered mechanisms. This article is an attempt to assess the effectiveness of these market- and society-centered mechanisms in ensuring public accountability in Bangladesh. The article has the following objectives:

(a) to explore contemporary debates on the market- and society-centered mechanisms of public accountability;

(b) to sketch the state of public accountability in Bangladesh; and

(c) to analyze the effectiveness of the market- and society-centered mechanisms in view of the contemporary socio-economic and political dynamics of Bangladesh.  相似文献
