The last ten years have seen the adoption of many significant public sector productivity initiatives globally. This special edition grew out of the first World Congress of the International Productivity Network, held in Canberra, Australia, in July 1992. Four themes are explored.  相似文献

Transparency is largely seen as essential to public sector accountability. Yet, information disclosure also generates unintended consequences that may prove detrimental to the workings of some accountability processes. In this light, we investigate the views of Canadian public sector internal auditors, a subset of professionals fulfilling an important accountability function. We show that concerns surrounding disclosure requirements are prevalent. We demonstrate that internal auditors who see public disclosure requirements as a barrier to their effectiveness are more likely to be and/or perceive their organization to be risk averse, to feel professionally isolated and to favour a greater role for data analytics in accountability processes. However, auditors who would like to see their profession play a greater advisory role in their organization view public disclosure in a more positive light. We argue that understanding who is resisting helps identify threats to accountability mechanisms, improves the design of transparency policies and facilitates implementation.  相似文献

The nature of retrospectives on the literature of public administration has taken a turn in recent years away from polite respect for our heritage, and toward a belief that the older literature can solve some of our most pressing current problems in administration. Specifically, modern works often bemoan a lack of fundamental purpose or moral direction for administration, and these were among the strongpoints of more dated literature. While many developing countries have devolved health care responsibilities to local governments in recent years, no study has examined whether decentralisation actually leads to greater health sector allocative efficiency. This paper approaches this question by modeling local government budgeting decisions under decentralisation. The model leads to conclusions not all favourable to decentralisation and produces several testable hypotheses concerning local government spending choices. For a brief empirical test of the model we look at data from Uganda. The data are of a type seldom available to researchers–actual local government budgets for the health sector in a developing country. The health budgets are disaggregated into specific types of activities based on a subjective characterisation of each activity's ‘publicness’. The empirical results provide preliminary evidence that local government health planners are allocating declining proportions of their budgets to public goods activities.  相似文献

The twin fields of comparative and development administration have been major components of public administration, both theoretically and practically. Their development as fields of study has proliferated since World War II, and reached a peak during the 1960s with the Comparative Administration Group (CAG). Despite major achievements, comparative and development administration experienced a major decline in the 1970s. However, a resurgence of interest in both subfields of public administration has emerged since the 1980s, and the number of scholarly works in these areas is impressively increasing. This trend will continue with significant contributions to the knowledge in the field by the year 2000. This special symposium addresses a number of trends, developments, and issues that will contribute to, and characterize, the growth of comparative and development administration in the future. The articles that follow make significant original contributions to our knowledge in public administration at a global level. Various models and paradigms are discussed as the possible models to be tried out in the developing nations and for the comparative study of public administration.  相似文献

This article compares the design and content of domestic and foreign programs for teaching public administration and management. At the Master's level, curriculum designers, irrespective of location, emphasize organization theory, personnel, policy analysis, and microeconomics. However, domestic programs place much more emphasis on research methods and budget management. International programs place more emphasis on public law and management information systems. At this time, neither domestic nor international programs report much required training in leadership, bargaining, or institutional design.  相似文献

International Public Administrations (IPAs), that is, the secretariats of international organizations, are important actors in global governance. This article develops a new typology of IPAs that captures the potential influence of these bureaucratic bodies on international policy‐making. The main argument is that when conceptualizing the varying roles and potential policy impact of IPAs, it is useful to distinguish between their ability to develop autonomous preferences (autonomy of will) on the one hand, and their capacity to transform these preferences into action (autonomy of action) on the other. Based on this premise, the article introduces four distinct ideal‐types of international bureaucracies and suggests indicators to locate a diverse sample of 20 administrations within the four‐fold typology. The results reveal the empirical diversity of IPA autonomy and allow for a first empirical assessment of the factors behind this pattern.  相似文献

Much of the privatization that is occurring in Latin America is leading to improved efficiency. However, privatization in areas where markets do not yield efficient solutions, for example of public goods, like light houses, natural monopolies, mainly utilities, and goods with externalities, like education, can lead to lower output and higher costs in the long run. This paper first presents an outline of the shift in development theory with respect to the role of the public sector. It then examines the growth of Ecuador's public sector and its current debate on how privatization should proceed. It concludes that while careful privatization can be positive, privatizing natural monopolies like the electric utility and/or quasi-public goods, like highways are likely to be detrimental to long run economic development. In order for Ecuador's economy to continue to develop, the public sector still needs to play a significant role in developing human capital and physical infrastructure.  相似文献

Five accounts of New Labour's style of public management reform can be identified in the recent academic literature. Although each has merits, none is wholly convincing. After a discussion of their scope and limits, this article offers a distinctive account, grounded in wider social theory, which also synthesizes the most valuable elements in the five mainstream accounts. The article then uses the case of New Labour's reforms of the mental health system to support this account, showing how it exemplifies each of the 15 major strands of reform activity that have together been the hallmark of what in practice New Labour has meant by 'modernization'. This provides the basis for a critique of the limits and dangers of the New Labour style.  相似文献

This systematic literature review analyses how public servants apply workplace creativity to come up with ideas for public sector innovations, defining public sector creativity and analyzing its practices, features, trends, and hiatuses in knowledge for which we provide a future research agenda. Creativity is the origin of innovation. Public sector creativity, however, is theoretically undefined and underexamined, resulting in unclarity on what constitutes public sector creativity. We define public sector creativity as “public servants coming up with novel and useful ideas through various practices.” Our findings indicate that public servants apply at least six taxonomically distinctive creative practices, and although they are involved to different extent in generating the initial idea and thus do not always generate ideas autonomously, they are creative in finding alternative ways to come up with ideas. However, our review indicates hiatuses in knowledge on public sector creativity, for which we provide a future research agenda.  相似文献

This case study, measuring the productivity of garbage collection and disposal in Thailand, is an example of public service productivity assessment. It suggests that variations in the productivity of garbage services in the localities studied are explained by such factors as local politics and administration, popular participation, service production volume, central control measures, local fiscal stress, local physical conditions and program management. The article addresses the question of the impact of project management on employee job satisfaction. After noting that the literature generally does not provide much information on the subject, the results of a study conducted in Garland Texas are presented. The Garland data, based on an analysis of twenty-two matched-pairs of employees (a group who had served on project teams were matched with a similarly-situated group who had not), indicated that project management does change employee opinions about management practices. Indeed, in terms of decision-making processes, goal-setting, interaction and upward communication processes, there were significant differences between the two groups. The study concludes that part of this effect may be similar to a “Hawthorne Effect”.  相似文献

Contemporary public sector reforms in Australia have been dominated by efficiency, productivity and contestability considerations captured in the National Competition Policy (NCP). Both in the reform process in general and in the NCP processes in particular, the lack of priority attributed to non‐economic concerns such as co‐ordination, equity, representation, political accountability, consultation and distributive outcomes has been a serious omission. The idea of public interest, once central to democratic public administration, has re‐emerged to challenge the perceived excesses of economic rationalism as the unifying idea of reform. In this article it is argued that substantive situational manifestations of public interest can be used to complement rather than undermine the efficiency, productivity and contestability objectives of public sector reform.  相似文献

Not surprisingly, unions have traditionally played an active role in employee drug testing. And, although the U.S. Supreme Court upheld the constitutionality of drug testing in two 1989 decisions, unions have continued to wage challenges to urinalysis under the U.S. Constitution and in the labor arena. As this research shows, federal as well as state and local government unions have had some success in challenging the categories of employees targeted for testing, good faith bargaining over drug testing, and due process and equity violations around testing.  相似文献

Distributed leadership is the sharing of leadership tasks between managers and employees. This article demonstrates how a distributed leadership perspective adds to the public administration literature by including an important sensitivity to planned and nonplanned leadership. We propose a theoretical model that explains the impact of distributed leadership on employee outcomes which have a direct or indirect impact on organizational performance in public organizations contingent on alignment with individual leadership capacity and organizational goals. Our empirical analysis in the Danish hospital sector shows initial support for the expected relationships between distributed leadership and performance-related employee outcomes such as job satisfaction and innovative behavior. This indicates that the distributed leadership perspective holds the potential to strengthen service delivery in complex public service organizations while there is weaker support for the notion that the positive impact of distributed leadership depends on individual leadership capacity and their support for organizational goals.  相似文献

This paper presents a case for a comprehensive approach to the institutionalisation of ethics in public sector organisational contexts. It argues that education and training have a central role in such strategies. The setting for this discussion is the State of Queensland, Australia, which is currently implementing a public sector ethics program. In particular, the author reports and analyses research conducted in the State of Queensland, Australia, in the latter half of 1993. The research explored the expectations of Queensland public sector managers as to the nature of ethics education programs. Analysis of the research supports the view that, with some reservations, public sector managers indicate significant support for the institutionalisation of public sector ethics in an educational framework.  相似文献

Economic theory as well as conventional wisdom from corruption-ridden countries suggest that low wages among public employees lead to corruption, but cross-sectional empirical research has largely failed to confirm this relationship. In this article, we investigate the relationship between experiences of corruption and wage levels for public sector employees, utilizing both objective and expert survey data, with global coverage. The statistical analysis shows that higher wages, as compared to the average wage in the country, is associated with less corruption. There is also some support, but weaker, for the hypothesis that corruption increases when wages fall below subsistence levels.  相似文献

The role of the state is changing under the impact of, for example, globalization. The changes have been variously understood as the new public management (NPM), the hollowing–out of the state and the new governance. This special issue of Public Administration explores the changing role of the state in advanced industrial democracies. It focuses on the puzzle of why states respond differently to common trends.
This introductory article has three aims. First, we provide a brief review of the existing literature on public sector reform to show that our approach is distinctive. We argue that the existing literature does not explore the ways in which governmental traditions shape reform. Second, we outline an interpretive approach to the analysis of public sector reform built on the notions of beliefs, traditions, dilemmas and narratives. We provide brief illustrations of these ideas drawn from the individual country articles. Finally, we outline the ground covered by all the chapters but we do not summarize and compare their experiences of reform. That task is reserved for the concluding article.  相似文献
