Abstract

The police response to terrorism in England, Wales, and Scotland is considered with special emphasis on the necessity for good police‐public relations in a democratic state. Legal and organizational developments related to preventing terrorism are evaluated by reference to the traditional view of the police and the police functions in Britain. The idea of a “third force” and the role of the Army in support of the police are also considered. The conclusions lay stress on the complexities of countering terrorism in a democracy.  相似文献

In this paper we begin by defining and examining the concept of police building. Its historical precedents and contemporary forms are briefly reviewed, showing a variety of motives and agendas for this kind of institution building. We argue that police building has been a relatively neglected dimension of nation- and state-building exercises, despite its importance to functions of pacification and restoration of law and order. The emerging literature on international police reform and capacity building tends to adopt a narrow institutionalist and universalistic approach that does not take sufficient account of the politics of police building. This politics is multilayered and varies from the formal to the informal. Using two case studies focusing on events in 2006 in Timor-Leste and Solomon Islands, the reasons for the fragility of many current police-building projects are considered. In both cases, we argue, police capacity builders paid insufficient attention to the political architecture and milieu of public safety.  相似文献

ABSTRACT

Justice for sex crimes is particularly complex due to the differences between victim needs and the operations of the criminal justice system. This study, using 70 semi-structured interviews and 2 focus groups from Canadian police departments, shows that Canadian police officers use characteristics from both procedural and distributive concepts of justice when responding and dealing with victims of sex crimes. We show that building trust, inclusion in the process, and upholding individual treatment needs are compelling components of police response that garner victim agency and satisfaction. As a result, victims are more satisfied with the process and outcomes of their cases, and through reconstructing success, so are police officers. Our discussion of a pluralistic approach captures how police officers justify and negotiate distributive and procedural justice in their responses to sex crime victims. Unlike research that focuses on the adverse treatment of victims, this paper finds promising changes in Canadian police officers’ conceptualization of justice for victims.  相似文献

This paper reflects my experiences developing a course within the Criminal Justice Technology Associates of Science degree program at Valencia College that fuses topics unique to peace and police studies. The key challenge in developing this course was in confronting the paradox of the police as instruments of both peace and conflict. In dealing with this paradox, students examine the role of the police in a democratic society and the authority of the police to use coercive force. Key topics covered in this course include defining peace, the police role in peace movements, the history, structure and strategies affecting the police, causes of violence, conflict analysis and conflict intervention, and ethical foundations for peace. In addition, this course examines occupational, organizational, institutional factors that contribute to the development of a unique police subculture that values crime fighting as its core responsibility and the impact of that orientation on police attitudes and behaviors toward the public. Throughout the course, students are challenged to envision a new paradigm for policing that emphasizes a culture of peace rather than a culture of conflict.  相似文献

This study presents state police agencies’ perceptions about three significant terrorism issues on which there is little empirical research. All three issues have significant implications for understanding the role of state police agencies in responding to terrorism threats. First, the authors investigated whether the respondents believed that supporters of specified extremist movements tended to commit crimes as lone wolves, with others, or both alone and with others. Second, they were asked to provide data to gauge how often far-right extremists committed 13 crime types that varied in magnitude and motivation. Third, they were asked if they had knowledge about whether far-right extremists and Islamic jihadists had cooperated to commit crimes. These data were collected by surveying the 50 state police agencies in the United States. The results indicate that state police officials are concerned with both group and lone-wolf activities. Importantly, there was variation in the potential for lone-wolf crimes when comparing different types of extremist movements. The results indicate that far-right extremists are involved in a range of terrorist, preparatory, and routine criminal activities, but this involvement varies by region. Two state police agencies also indicated that they knew of Islamic and far-right collaboration. The study identified two other instances of direct collaboration and a number of other interesting cases through open source searches. The article concludes with a discussion of the policy implications of the findings and outlines directions for future research.  相似文献

Data from police records on 320 domestic violence calls for assistance collected during a four-month period from five jurisdictions operating under a pro-arrest statute in a Northeastern state were examined to determine the distribution of incidents by victim-suspect household relationship. It was hypothesized that, despite the lack of any statutory distinction, police compliance with the requirements of a pro-arrest statute—and mandatory arrest policies—would be higher in incidents involving a parent complainant than in incidents between other household members. Logistic and ordinary least-squares regression indicated that the odds of arrest for cases of child to parent and sibling assault were significantly higher than for other kinds of relationships, especially adult partner cases. Analyses also revealed that police compliance with victim assistance actions was significantly less likely for victims of parent to child and sibling violence relative to other victim-suspect relationships. The police were also more legalistic in the application of the statute to both female victims and female suspects. The implications of the increased role of extra-legal variables in the arrest decision (i.e. age, gender and relationship status) and the police support of parental authority are examined.  相似文献

This paper examines two interrelated issues: the role of police as an institution of Russian society and their role during the past 25 years. This research is based on a series of in-depth interviews conducted by the author in 2014–2016 with former and current police officers in three Russian cities. The paper traces changes in the perceived institutional roles of the Russian police by comparing police officers' views during three periods: early through mid-1990s, late-1990s through mid-2000s, and mid-2000s through 2010s. The study reports that, during the early period, Russian police were disfranchised from the state and this abandonment was a source of institutional identity crisis for law enforcement officers who remained on the job. This process was coupled with high levels of job dissatisfaction and the overall feeling of “abandonment” of police by the state.At the same time, it was during this post-Soviet period, when ideas of policing as a service to the society were introduced and sometimes entertained among the professional circles of police officers and other government officials. Furthermore, this period was marked by continuous, though often sporadic, institutional reforms and anti-corruption measures.In the second period, the Russian police were slowly engaging back into the state-building process, which caused increased job satisfaction and better retention rates. At the same time, the second period signified a decline of the “police as service” ideology and the comeback of paternalistic views on policing. During this time, the government's efforts to reform police and anti-corruption measures became systemic and better organized. Also, in the second period, members of the civil society became more active in demanding public accountability and transparency from the Russian police.Finally, the modern period of police development presents a case in which the institutional identity of the Russian police has been clearly connected to the state's capacity. This process is coupled with increased paternalistic views among police officers and a failure of “police as a service” doctrine. In such an environment, the efforts by a maturing civil society to demand public transparency and accountability of the police are often met with hostility and anger. The paper concludes that further development of the Russian police depends on the role that they will play within the modern Russian state.  相似文献

According to Tyler’s theoretical framework, police officers can motivate cooperation among citizens during direct interactions by using fair procedures and by showing how the police perform their job in combating crime. By conducting a systematic literature review, prior research was examined to see whether perceptions of procedural justice and police performance result in higher levels of perceived legitimacy of the police institution, and in turn whether this perceived legitimacy stimulates cooperative behavior among crime victims specifically. Results of the 15 included studies indicate that partial support for the applicability of this framework on crime victims was found. However, none of the included studies tested all relationships within the framework simultaneously among crime victims; they typically focused only on one of the interrelationships between the frameworks’ key concepts. Implications for future research and police practice are discussed.  相似文献

Its command structure notwithstanding, police forces are composed of men whose actions and reactions are influenced by prevailing circumstances. Even when their responses could negate the norms and mores of the organisation, the management of such responses is essential to the protection and promotion of the corporate integrity of the police force, on the one hand, and social wellbeing, on the other. Given the centrality and the continued relevance of the economy to tenure, productivity and welfare of workers – including policemen – this article discusses grievance management strategies employed by the police high command in the case of the Lagos Colony Police mutiny of 1933. The article situates the mutiny in the context of the economic depression of the 1920s and 1930s and assesses the effectiveness of the measures adopted to control it vis-à-vis the nature of the police grievances, the nature of the police force and the prevailing economic situation. The study concludes that its grave dangers to the police force and the country notwithstanding, a mutiny in the police force, like any other segment of the armed forces, could not really be stopped (as seen in contemporary Nigeria) but the manner of its management could make a significant difference (hence the need for the force to be more proactive, responsible and responsive).  相似文献

Like all public sector agencies police forces are under constant pressure to improve their performance through better management of existing resources. However, little research has been done that explains how officers' organizational commitment, an essential requirement for above average employee productivity, can be improved. Using a whole population survey of a county police force in the UK, managerial, job, and demographic variables are analysed that influence officers' organizational commitment. Experiences of the way officers are managed were found to have the strongest influence on their organizational commitment while job related variables were found to have a lesser influence. The decline in organizational commitment found in the early years of officers' careers should be a cause for concern for senior managers in the police. The paper concludes that much need to be done to make police policies more effective in achieving promotion of officers who have the managerial competences needed to engender higher levels of organizational commitment.  相似文献

Fragmented jurisdictional settings, particularly in the provision of local police services, characterize many metropolitan areas in this country. An im portant issue is whether differences in the social and economic makeup of local jurisdictions constitute barriers to the cooperation that is necessary to control urban crime. In this article, social, economic, and racial differences between suburban municipalities are examined to determine their effects on measures of cooperation between local police departments.

Social distance and differences in racial mix between jurisdictions are more strongly and more consistently associated with levels of cooperation between suburban police departments than is economic distance. Greater social distance appears to enhance cooperation. The study indicates that greater differences in the proportions of nonwhite residents between suburban municipalities are linked to lower levels of cooperative agreements between police departments. Finally, the findings from this study indicate that greater economic distance is not associated consistently with lower levels of cooperation.  相似文献

Modern policing in the United States is best conceived as a joint undertaking between public and private sectors. Over the last several decades there has been a gradual movement away from monopolistic state provision of police services toward a greater reliance on the private sector for protection and security. While the current activities of public and private police are well chronicled in the research literature, little is actually known about the coordination of policing activities across sectors. The purpose of this article is to describe the range of public-private police partnerships that have developed recently in the United States.  相似文献

Abstract

After the deluge of archival declassification that took place following the collapse of the Soviet Union, historians of Soviet society, and of the political police in particular, are still denied access to the FSB archives in Russia. However, a combination of political turmoil and military conflict has led to the opening of the entire archives of other Soviet-era political police services. This article will discuss why research into the Soviet political police remains critically important, examine the opening of the archives in Georgia and Ukraine, and explain what these archives contain and how to use them. Finally, possibilities for new areas of research are explored.  相似文献

ABSTRACT

We studied a representative sample of male and female inmates (N = 266) in two prisons (remand and sentenced) in Western Canada. Our research asks: what are the self-reported victimization histories of currently incarcerated men and women prior to first charge (i.e., before becoming known offenders) and during their life-course? As a second objective, we discuss how we sought to mobilize our findings to change relevant policy and police practice. We found that the overwhelming majority of our female participants had experienced violent, sexual, or property victimization throughout their life course; the majority had experienced victimization prior to first charge. Based on our findings, the local police service introduced victim services for the incarcerated population as well as made changes to their recruit training program to make new police officers aware of the victim–offender overlap and its effects. If replicated, the introduction of victim services for inmates in other jurisdictions and the education of police officers on the victim–offender overlap would emphasize the humanitarian recognition of supporting victims who need help, while also having a series of subsidiary benefits with respect to re-offending, resiliency, and police legitimacy.  相似文献

Crime victim–police interface and registration of crime are the early and fundamental interactions in the criminal justice system. The process of lodging a complaint is marked by the pain of victimization, sharing of information, and expectation of quick remedial action from the police. The nature and quality of experience of the victim and outcomes impact the level of satisfaction with services of police. Through a survey of victims of property crimes, in different areas of a state in India, the author examines the impact of procedural justice and outcomes on victim satisfaction. The study illuminates the outcome oriented expectations of the victim, and the unique dynamics of victim–police interaction, which strains the legal ethical framework of the criminal justice system.  相似文献

Abstract

This article deals with the quality of the Dutch police and its relationship with the authority of the police. During the previous decade, the concept of community policing was introduced as a quality impulse for the Dutch police. The implementation of community policing was assumed to have far‐reaching consequences for the relationship between police and citizens and with that for the authority of the police. However, this article illustrates that community policing did not fully reach its goals, as, despite the fact that community policing may have contributed to the actual safety in neighborhoods, citizens remain dissatisfied with the most important ground of police authority: the effectiveness of the police.  相似文献

Does economic deterioration in a developed country such as Great Britain inevitably mean increasing disorder and lawlessness? How would the forces of law and order react to authoritarian governments of the political left and right? These two questions and the likely answers form the first part of this essay. The Royal Commission on the Police (1962) faced the question of either retaining a police system based on local government or recommending its replacement by a national police force under the Home Secretary. With one powerful dissension they chose the former. They claimed to have solved the problem of democratic accountability of the police, but in recent years cracks have begun to appear in the system. The vexed question of the prospects of schism between a chief constable and his police authority committee is examined. Finally, it is suggested the British governmental institutions, including Parliament itself, are insufficiently democratic, and that a Bill of Rights protecting civil liberties is long overdue.  相似文献

This article describes a model of street-level leadership t the authors developed in over 800 hours of observational research with two police departments. The model is applied to the concept of community-based policing in order to illustrate its usefulness in shaping and judging community-based police reforms. The street-level leadership model is shown to provide both explanatory and evaluative criteria through which both police departments and the communities they serve can understand and create effective community-based police programs.  相似文献

One of the basic rights of crime victims granted under victim-orientated legislation introduced during the last 20 years in more than 100 countries worldwide is the right to be referred to victim support by the police. The under-utilization of psychological services by crime victims who are objectively in need of external support is substantial. Current legal procedures tend to perpetuate this unwanted condition. Programs aimed at the early detection and prevention of persistent postvictimization distress are more in line with the ideals of therapeutic jurisprudence. The RISK (10) screening instrument, which was specifically developed to be administered by police officers, may provide a basis for early detection. RISK (10) consists of a selection of 10 Risk factors with prior empirical evidence and theoretical significance. The focus of the present study was to examine the predictive and diagnostic power of RISK (10) components to detect persistent future psychological distress, among other things, in terms of Adjustment Disorder. Analyses were based on a sample of 93 crime victims who participated in the police and (3 months) follow-up parts of the study. Findings provided initial validation for the predictive accuracy of most RISK (10) components, and confirm the diagnostic value (in terms of specificity, sensitivity, positive and negative predictive power) of risk factors, such as engaging in character attributions, upward comparison processes, fatalistic appraisals of the episode, and the initial reporting of expected deficiencies in social support. The clinical utility of RISK (10) for early detection in police stations is confirmed.  相似文献
