1990年10月德国统一,东西柏林也随之合二而一。1991年德国议会决定迁都柏林。1994年通过法律,决定迁都与新建工作从1998年至2000年分阶段完成。1999年9月德国联邦议院在柏林开始工作,标志着柏林重新成为统一后德国的政治中心。     

The forgotten worker: Neglected aspects of public service in an information age

One of the most consistent themes among contemporary administrative theorists is that the workplace of the future will be a more hospitable environment for public workers than is currently the case. Decentralization, participative management, and intrinsically satisfying work are commonly forecast. Using survey data from state employees, this study identifies a large class of civil servants that has not yet, and probably will not, enjoy the enriched jobs that are so often predicted. The discussion identifies a number of factors in the work environment of these workers that are likely to frustrate attempts to make their jobs more meaningful and pleasant. Having acknowledged their existence and assessed their plight, the study concludes with a summary of measures that can be taken to address the needs of these “forgotten workers.”     

Transactional telematics in the city

Barriers to women's progress in senior management are often referred to as ‘the glass ceiling ‘. This research investigated these barriers in one local authority where an equal opportunities policy was well established. Interviews with employees in six departments focused on perceptions of and experiences of women in senior management. This study provides some evidence that change has taken place and staff in some departments suggest that a new climate of working relations has been fostered through policies and training. This change continues to be mainly limited to non‐management grades. This research questions why there are so few women in senior management in the local authority and raises issues about their experiences.     

Inflation in China: Old Versus New Phillips Curves

Among the few papers that have examined the determinants of inflation dynamics in mainland China, the majority of those that have investigated this matter argue that the traditional Phillips curve does not fit China's data. Some authors, however, conclude that the New Keynesian Phillips Curve does a better job of describing Chinese inflation behaviour in recent decades. This paper conducts an analysis of China's inflation behaviour from the late 1980s onwards by estimating both traditional and new Phillips curves using improved econometric techniques. We find that the New Keynesian Phillips Curve performs poorly in explaining China's inflation behaviour, whereas the traditional ‘old’ Phillips curve does significantly better.     

North Korea’s parallel economies: Systemic disaggregation following the Soviet collapse

This article aims to introduce the concept of parallel economies to explain the transformation of North Korea’s command economy during the 1990s. The article summarises North Korea’s pre-1991 command economy, before identifying the collapse of the Soviet Union and the great famine (1994-1998) as causes for the splintering of the old command system into parallel economies—the official, military, illicit, court and entrepreneurial economies—separated from the central planning matrix. It concludes that the existence of parallel economies makes system-wide economic reform unlikely and increases the importance of foreign aid in maintaining the viability of the regime’s political architecture.

Caught between a rising China and an America in relative decline, the new leadership in Japan is recalibrating its post-World War II relationships. The G-20 has usurped the role once played by the G-8 as the governing committee of globalization. And the symbiotic coupling of "Chimerica", born out of the credit bubble built up over the past two decades, is being put to the test.
In this section, the new prime minister of Japan, the president of the European Union, the president of Brazil and a leading economic historian assess these shifts.     

论十八周岁前后年龄阶段犯罪的量刑———以相关司法解释为视角

跨年龄阶段未成年人犯罪的量刑问题早已有相关的论述,但是十八周岁前后年龄阶段犯罪的量刑问题仍值得关注,最高人民法院于2006年1月11日出台了<关于审理未成年人刑事案件具体应用法律若干问题的解释>,规定了与未成年人犯罪量刑有关的原则和要求以及相应的量刑制度,但是量刑制度与量刑的原则和要求存在不协调的地方,对十八周岁以前实施的同种犯罪行为和不同种犯罪行为,分别规定了不同的量刑标准,有不合理之处,有必要完善相关法律规定.
