Abstract

This article identifies and describes the utilisation of performance measurement in Florida local governments. Two research questions are considered here: which factors influence Florida city governments to use performance measurement? And how do the factors associated with cities that are city-wide users differ from cities that are selective users? The paper develops a framework constructed from literatures in performance measurement and management innovation to develop hypotheses that are tested with 2005 Florida local government data. This study finds strong support for the role of community attributes, form of government and internal capacity as contributors to the use of performance measurement. The study also finds the factors that influence city-wide users are different from factors that influence selective users, especially with regard to revenue size and the reward/incentive system.  相似文献

China, in its efforts to effect economic modernization, has come to recognize the need for labor mobility to promote the development of small towns, to develop frontier agriculture, and to provide a tertiary sector in the cities and towns. Of China's 1 billion people (3rd census, 1982), 206 million or 20% of the population lived in 236 cities and 2664 towns. 50% of the urban dwellers were concentrated in the 3 metropolises of Shanghai, Beijing, and Tianjin. On the other hand 30% lived in the 2664 towns, which China wishes to develop. In the past large numbers of people have migrated to the large cities because there they were assured the life-long security of employment in state-owned industries -- the "iron rice bowl." However, China's present policy is to limit the size of big cities, develop medium-sized cities (between 200,000 and 500,000 people), and encourage the growth of small cities. China's 7th Five-Year Plan (1986-1990) calls for a massive movement of the agricultural labor force, not to the cities, but to the towns. To control population movement China instituted the Household Registration System in accordance with which a household must obtain permission to move permanently beyond the local area. Migration from the populous East Coast areas to the underdeveloped Northwest and to the rural impoverished areas of Gansu, Ningxia, and Qinghai is encouraged. But controlled migration has become more difficult since the decentralization which has accompanied the new economic policies, and the urban population has grown except for the 3 major cities. Moreover, as a result of the new "economic responsibility system" introduced in 1979, many surplus agricultural workers have been absorbed into nonagricultural activities in villages and townships. By the end of 1985, 67 million workers had moved from agriculture to industries, and peasants may now be granted temporary residence permits in towns. The total number of towns increased to 7280 by 1985; however, the new towns are concentrated in the more productive agricultural areas, which can support them. In addition to these more or less permanent migrants, large numbers of temporary migrants have come to the cities as representatives of local businesses, as construction workers, to operate urban outlets for agricultural and industrial products, to provide various services including domestic service, and as itinerant workers. 1986 statistics indicated that 3.21 million people were living as temporary residents of China's top 10 cities. The new economic policy has encouraged the resurgence of private plots and free markets and hence has stimulated the increased movement of peasants to rural markets and to free markets in cities.  相似文献

The efficiency of municipal government is defined as a function of two factors: financial indicators such as per capita spending and taxation, and quality of life. If the financial indicators differ between cities without a corresponding change in quality of life, then the city with the lower value can be said to be better managed. An analysis of data from the County and City Data Book and the Places Rated Almanac found that large cities managed by city managers are more efficient than those managed by mayors. There was no significant difference in efficiency between mayors and managers of small cities; theoretically, mayors of small cities are unable to tax, spend, and borrow in relative anonymity. A cluster analysis of 114 large U.S. cities suggested that they may be classified into one of four categories: (1) Drunken Sailors; (2) High rollers; (3) Prudent Big Boys; and (4) Solvent Citizens.  相似文献

Much has been written about state rescaling, politics of scale and the rise of cities and regions in Europe. Little is known, however, about the impact of the financial crisis on these processes. By taking the view of city mayors, this paper presents a comprehensive and timely re-evaluation of central tenets of this literature in the turbulent aftermath of the financial crisis. The analysis shows the variegated pathways of state rescaling before and after the financial crisis, the multifaceted scalar strategies with which mayors have responded in different countries and cities, and the impact of such strategies on their perception of a centralisation towards the national state. The paper concludes by emphasising the continued dominance of the central state, whereas potentials for the rise of cities are rather to be sought at subnational than at European or global scales.  相似文献

The 2007–08 financial crisis exposed and exacerbated the debt pathologies of the West. This paper examines whether the new global debt relations that have been generated by this crisis have transformed global power politics, changing the way in which the global South and the global North interrelate and interact. To do so the paper analyses the G20 advanced and emerging economies, examining a number of key indicators related to debt, indebtedness and financial leverage. This research leads to two main findings. First, the crisis has indeed given rise to new global debt relations. As a result, any reforms in the post-crisis global political economy will take place in an environment that favours the rising powers. Second, the USA maintains its capacity to control the parameters of this new global debt politics and economics, but cannot directly impose the terms of a solution to the existing ‘global/hegemonic imbalances’ on the rising powers.  相似文献

This study examines the effect of fiscal decentralization between states and their local governments on the financial condition of municipal governments. There are strong theoretical arguments on both sides of the federalism debate about the benefits for and against decentralization. Most of the research in this area investigates economic and social welfare consequences of fiscal decentralization. There is limited research, however, on the effects of fiscal decentralization on the financial health of local governments. Using data from the nation’s 150 largest cities, this study finds that intrastate fiscal decentralization results in weaker financial condition for municipalities in those states.  相似文献

This paper investigates the relationship between tax and expenditure limits (TELs) and local government deficit financing decisions following the recent recession. Cities under the resource constraints are hypothesised to practise conservatism in financial management decisions and thus less likely to deficit finance during difficult times. Using data from 2005 to 2012 Comprehensive Annual Financial Reports of the 50 largest US cities, this paper finds that cities subject to a binding TEL are more likely to control expenditure growth from pre-crisis years to years following the recession; these cities are also less likely to increase deficit financing following the recession, as indicated by a relative increase in their net assets. Although continuous deficit erodes fiscal sustainability and is an undesirable management practice, deficit financing during recessions may be needed for smoothing expenditure and sustaining service provision. The management conservatism associated with the fiscal rules may contribute to the cyclicality of local spending.  相似文献

This paper focuses on a public administration issue of continuing significance: the privatization of public services. Specifically, the study compares efficiency indicators across two groups of cities. One of the groups is comprised of cities that make extensive use of privatization while the other provides services through traditional municipal departments staffed with public employees. Most privatization studies focus on specific services and compare the relative efficiency of public and private production. Very little attention has been given to the impact privatization has on the larger functional areas of cities. This paper expands the conventional paradigm by attempting to determine whether the functional areas of contractual cities operate more efficiently than a comparable group of full- service cities.

Efficiency indicators were compared between two groups of cities using a variety of statistical techniques including analysis of the variance (ANOVA) and multiple regression. Six major functional areas were examined. In addition, relative productivity rankings were analyzed. No convincing support was found to indicate that the functional areas of contractual cities were more efficient than their full- service counterparts.  相似文献

This micro-level study combines multivariate and qualitative analyses to highlight the fragmented nature of debt in southern Indian rural households. It finds that debt is socially regulated in the sense that social interactions shape the cost, use and access to debt. Caste, social class and location affect how individuals borrow varying amounts from distinct money providers, for varied purposes and at differing costs. Debt thus is not purely an economic but first and foremost a social transaction which inscribes debtors and creditors into local systems of hierarchies. Furthermore, we find that debt is an illustration and catalyst of broader socio-economic and political trends, namely a lack of social protection, persistent under-employment and rising consumerism. In terms of policy implications, the study highlights the ambiguities and illusions inherent to ‘financial inclusion' policies aiming to eradicate informal debt.  相似文献

As citizens increasingly work to improve transparency and governance, participatory budgeting (PB) has emerged in thousands of cities. Advocates argue that PB can serve to educate citizens, increase transparency, and even improve living standards in the cities and towns that implement this form of public finance. However, we still know very little about how inclusive these processes are. This article asks: first, are participatory budgeting processes engaging women and men equally? Second, if gender exclusion is taking place, why? Finally, what can the development community do to begin to eradicate exclusion? Through the case study of participatory budgeting in Peru, the article documents that participatory budgeting in this country is not inclusive. Economic barriers, combined with the fact that women are expected to take on most domestic duties, make it very hard for women to actually attend meetings, especially in rural areas where poverty and patriarchy are more pronounced. Additionally, the weakness of women’s organizations prevents many organizations from registering to attend these processes. The article concludes with recommendations for advocates who wish to rectify these challenges through concrete interventions.  相似文献

The city region devolution deals have ushered Directly Elected Mayors (DEMs) to the front and centre of the political and governance landscape within English metropolitan regions in the UK. DEMs are invested with high expectations to deliver a range of beneficial urban outcomes. Yet, there is little empirical evidence on the how such Mayoral leadership might act differently to other types of civic leadership to bring about these outcomes. This paper through the deployment of an innovative methodology, a diary analysis, examines how different this leadership model is when compared to its immediate predecessor; the council leader. It finds that the new Mayoral role is less about ‘city management’ and more about ‘city representation’ particularly on the national and international political stage. The paper concludes that this has implications for resourcing this particular leadership model and for the wider research agenda into political and executive leadership of our cities.  相似文献

ABSTRACT

In this article, we estimate the main determinants of local government’s engagement in public-private partnership (PPP) projects using logistic panel regression. We use data from 2478 municipalities and cities in Poland from 2009 to 2016. The results show that municipalities with higher levels of indebtedness have a higher probability of opening PPP tenders while local units that are more dependent on central grants or receive more European grants are less engaged in PPP. We also found that the mayors of municipalities and cities with stronger electoral competition engage in PPP with a higher probability. These results are important for discussions on the efficient use of PPP. They show that local government decisions made in conditions of fiscal constraint and political struggle can blur the PPP’s value-for-money aim.  相似文献

Rapid industrialization in such countries as Korea, Malaysia, and Taiwan suggests that the complex functional structures of cities in the periphery may appear early in development. This paper proposes a 4-stage framework for the dynamics of a system of cities in a developing country undergoing industrialization and encompassing both nonindustrial and industrial development. The synthesis is assessed with evidence from the newly industrializing Asian nations of Korea, Malaysia, and Taiwan. The 4 stages of cities' industrial change include 1) increasing primacy with industrial satellites, 2) increasing primacy with industrial satellites and nodal towns on a transport network, 3) rapidly increasing primacy with rapidly growing industrial satellites and nodal towns on the transport network, and 4) decreasing primacy with slowly growing industrial satellites and rapidly growing peripheral industrial towns. The 4-stage synthesis suggests that economic development in the periphery may occur even while the primate city maintains its hegemony over control and coordination functions. Peripheral industrial growth does not challenge this hegemony. The growth of industrial cities is, instead, part of a process of regional specialization in which the low cost labor in the periphery becomes an attraction for industry. These stages are not inevitable. Government efforts are necessary to develop rural areas in terms of social improvements (education and health), capital infrastructure (transportation and utilities), and fair payments to farmers for their outputs. These seem to be the lessons learned from the industrialization process in Korea, Malaysia, and Taiwan.  相似文献

传统西方分权理论中的“奥茨定理”认为,权力向基层政府下放,有助于改善公共服务。然而在台湾都市化进程中,2010年台湾部分县市合并升格为直辖市,以此同时,原有的乡镇政府改为从属于市(直辖市)的区,基层政府的权力出现向县市一级政府集中的现象。在对台湾基层政府体制沿革历史梳理基础上,作者通过实地调研,对这一基层行政体制调整的动因、特点、内容及影响进行了分析。本研究发现,台湾都市化进程中,基层政府权力向上集中有利于提升行政效率和公共服务规模效益的需求,得到广泛社会认同,但同时,也导致国民党对基层的控制有所减弱,对台湾的政治生态具有深远影响。  相似文献

The financial crisis in East Asia was made more dramatic by the fact that the region's performance in terms of economic growth over the preceding decade had been widely perceived as a 'miracle'. What was it that transformed the region's fortunes, and what are the chances for a speedy economic recovery? Systematic analysis reveals that, while there is no unicausal explanation, and while few if any commentators anticipated the crisis before the event, the fundamental difference from previous international financial crises is the extreme indebtedness of the corporate sector of the crisis countries. Private sector repayment difficulties and the associated banking crises triggered the sudden withdrawal of capital and the collapse of exchange rates. Failure to address the underlying private sector debt overhang, and reliance instead on conventional macroeconomic policy solutions, have led to a decline in output and a depreciation in exchange rates which have been far greater than need have been the case.  相似文献

Since 1991, Russia has become one of the leading immigration destinations in the industrialised world. The inflow has prompted substantial public opposition, as surveys show that half or more of the public want to limit new arrivals. The sources of public disapproval, however, are unclear: while public discourse includes complaints about perceived economic and cultural ills of immigration, research on public opinion finds that neither economic nor cultural concerns have a consistent impact on individual attitudes. This study provides a new analysis, showing that economic vulnerability and cultural orientations (such as social conservatism and low levels of interpersonal trust) play a significant role in shaping anti-immigrant sentiment.  相似文献

This article reviews the tenets of the intellectual consensus on how to organize the international financial system that came to crystallize at the end of the 1990s and the contestation of such a consensus in the aftermath of the global financial crisis of 2007–09. Illustrating the path of ideational transformation from the early 1990s until the present time, the article builds on recent constructivist works in international political economy that take economic ideas held by agents as the principal unit of analysis. In doing so, it brings to the surface both the substantive changes that had taken place in the principles underlying the governance of the international financial system and the dynamics of ideational change. Specifically, the article suggests a shift away from a governance project based on the dispersion of supervisory authority and finds that new policy ideas of regulation and political centralization have all been conceived with negative reference to the past.  相似文献

The distribution of services, personnel, and infrastructure in rural development projects has not usually been subject to a thorough scrutiny. Locational decisions have been arbitrary, without reference to the needs and mobility of the rural population. This study advocates one particular revision of past policies: the incorporation of small towns into programs designed to improve agricultural production and economic opportunity in rural regions. When such towns already function as a center for political activity, marketing, employment, and service provision, a development project can reinforce these linkages in ways that enhance productivity. A case study is used to illustrate the efficacy of this proposal: the town of Panguma, Kenema District, Sierra Leone and its role in development programs. Panguma has several features that make it an ideal focal point, but it has not been incorporated into regional projects in any systematic way. This town and its hinterland provide an illustration of how rural-urban interaction at a local scale can further the achievement of rural development goals. C.A.R.E.  相似文献

This article proposes that managerial time spent dealing with regulations, in addition to being a reflection of regulatory burden, can also be partially accounted by managerial strategy and propensity to “play by the rules” rather than rely on informal corrupt means to solve business problems in Russia. Using top-manager gender as a proxy for such behaviors, the study finds that firms headed by female managers are more likely to devote more time to dealing with regulations, and to protect their interests in courts. Such firms are less likely to be in a situation where corrupt requests are made, and also minimize corruption impact such as relative size of payments, when actually exposed to corruption pressures. It appears that there are non-spurious gender effect persisting after controlling for multiple firm- and region- level variables. With regards to managerial time spent on dealing with regulations in particular, it appears that the gender effects are reflected in differential responses to corrupt pressures (e.g. spending more time dealing with regulations), but increase in time tax by itself does not appear to limit impact of corruption, except waiting times for operating license, which are shortened. ABSTRACT

One purpose of this study is to examine the complex government infrastructure that implements and enforces laws that were created to protect farm workers from environmental hazards. The second purpose is to present a case study on farm workers in South Florida to determine whether the federal and state laws are protecting this occupational group from environmental hazards related to pesticide exposure.

A survey based on questions that pertain to various laws was used to gather data on farm workers in two South Florida counties. Face-to-face interviews were conducted with farm workers at several migrant farm worker day care centers in Palm Beach and Indian River County, Florida. The findings of the study reveal that federal and state laws which are currently in place to protect the workers from pesticide exposure do not adequately protect the workers from exposure to harmful pesticides and farm workers are uninformed of the laws which exist to protect them from possible pesticide exposure.

The study concludes with policy recommendations that will improve the implementation and enforcement of the current laws designed to protect farm workers from pesticide exposure.  相似文献
