The findings of this study make a timely contribution to the development of public services. Based on the institutional analysis and development (IAD) framework, this study analyzes under which institutional settings state-owned enterprises (SOEs) can be social and financial options for public service provision in Brazil. Applying a multi-case research design, this study’s findings show that SOEs can be a suitable option for Brazilian social and financial development when: markets are weak or noncompetitive; if few decisional players act; if political interference is minimized regarding operational decisions; and if corporate control is effective to avoid mismanagement and corruption. Brazilian SOEs are effective economic and social tools, but they need to peroxide value improve their corporate control (in the case of Petrobras) and strategic centralization decisions (in the case of Eletrobrás) .  相似文献

This article uses a panel data set of public listing companies in China empirically to explore the relationship between banks' lending behaviour and non-performing loans. Our results show that state-owned enterprises (SOEs) got more loans than other firms, other things being equal, and SOEs with high default risks were able to borrow more than the low-risk SOEs and non-SOEs. This suggests that Chinese banks had a systemic lending bias in favour of SOEs, particularly those with high default risks, during the period under investigation. The causes and implications of this behaviour are discussed.  相似文献

This study reviewed the performance of state-owned enterprises (SOEs) in Taiwan. Focusing on the relationship between SOEs and national economic activities and private enterprises, the study revealed some mixed findings regarding the SOEs’ performance. On the one hand, Taiwan's SOEs have contributed to the state's management of economic activities, including assisting in the continuous economic growth, in the transformation and upgrading of the economic structure, and in the stabilization of the economy during the hard economic times. On the other hand, Taiwan's SOEs are found to be less efficient and less profitable than the similar private enterprises. The Taiwan experience, both positive and negative, provides information to SOEs’ researchers and practitioners to understand the overall phenomenon of SOEs and to consider the future development of them.  相似文献

The aim of this study is to systematize the heterogeneous field of stated-owned enterprises (SOEs) especially for steering and monitoring purposes. Based on the existent literature and the heterogeneous field of the Finnish state’s share portfolio, we create a model for steering and monitoring purposes. In our model, the SOEs are grouped into categories according to how much the state as an owner is concerned with the social service assignment principle, strategic interests, or purely shareholder value interests. Consistency in the basis, extent, and listing status of SOEs for steering and reporting creates good preconditions for ownership policy decision-making and ultimately improves the outcomes of ownership policy and steering.  相似文献

Financial sector liberalisation has led to market failure on a massive scale. In industrial countries market failure led to the Great Financial Crisis that erupted in 2007 and continues into its fifth year. In developing countries liberalised financial markets have failed to provide access to financial services for the vast majority of households and firms. Small and medium-sized enterprises (smes), which are critical for employment, income creation and economic development, are particularly excluded by liberalised private financial markets. Market failure necessitates government intervention. To enhance smes' financial access requires an activist role by governments—not only by ensuring an enabling policy framework and financial infrastructure for smes, but also by supporting direct provision of financial services through national development banks and directed credit programmes. More broadly the crisis also provides an opening for a neo-structuralist development paradigm to replace the failed Washington Consensus. In this context activist financial sector policies should be integrated with industrial sector strategies.  相似文献

This paper examines the performance of state owned enterprises (SOEs) in Ireland over the period 1988-92. However, unlike previous studies the performance of Irish public enterprise is examined in terms of the performance of other firms operating in the same sectors albeit based in the UK. While Irish SOEs exhibit lower rates of return on capital employed, it is found that there were significant improvements in labour productivity, relative to UK counterparts. This is attributable to the substantial increase in capital utilisation by Irish public enterprises. Given that average employment was maintained the net effect is a substantial increase in the capital-labour ratio of the sector.  相似文献

An ethical justification of the market system is that while generating inequality of income distribution it nevertheless provides an equal opportunity for people to improve their material well‐being (1, p. 169). It is argued that the market system creates a society of unequals, but that it is a fluid society in which, though all may not improve absolutely and relatively, the opportunity to do so is randomly distributed through the population. In terms of economic development, this implies that within a free market framework, the distribution of the gains from growth need not be biased towards any economic class. To use a cliche, one of the justifications of a competitive market system is that there is nothing inherent in its operation which makes ‘the rich get richer and the poor get poorer’. The main barriers to economic and social mobility are thus treated as imperfections in the market—racial and ethnic discrimination, differential access to capital markets, traditional constraints on job choice, and so on.

Recently Michael Lipton has suggested an analytical framework for explaining the optimizing behaviour of peasant cultivators which challenges this sanguine view (2). His ‘survival algorithm’ implies that inherent in the market organization of economic society is a tendency for the benefits from economic development to be distributed systematically in favour of the wealthier groups in the society.

In the following section I shall summarize Lipton's hypothesis and demonstrate its implications for the distribution of wealth and income over time in the agricultural sector of developing countries. In Section III policy conclusions of the analysis are presented.  相似文献

A set of implementation criteria drawn from the United States experience provide a framework for examining pay reform in the Swedish public sector. The study finds that the Swedish approach is quite distinct and this may be attributable to unique features in the Swedish labor market. The reform toward flexible or individualized pay in government agencies appears to be based on an assumption of greater cost efficiency in human resource management and a broad unwillingness to employ objective measures of individual or organizational productivity. Consequently the study calls into question the utility of an analytical framework based on the Anglo-American experience for examining the Swedish case.  相似文献

Many of the case studies on collaboration tout the success of collaborative efforts, and theory building efforts focus almost exclusively on conditions for successful collaboration. Notably missing from the literature are efforts to comprehend why collaborations fail. Given that participants in a collaboration are invested in the collaborative effort, why does a collaboration fail? In addition, does the membership of the collaborative effort impact the factors for success or failure? By examining extant literature on both collaboration success and collaboration failure, we seek to identify a set of factors common across the literature that are foundational to a framework of collaboration failure.  相似文献

Abstract

The great migration from Chinese farms to cities during the past several decades ranks among the most economically consequential of modern population movements. We use a national sample of rice-producing Chinese households to examine the effects of that migration on agricultural production. Our assessment involves evaluating four alternative theories of labour market equilibrium in the framework of an expanded agricultural household model. Migration’s farm production impacts appear to be slight, not on account of farm labour market perfections or remittance-financed technological improvements, but by substituting a reduction in leisure and other low-return activities for lost labour.  相似文献

The article considers the impact of the Health Action Zone (HAZ) in Plymouth through a theory-based evaluation that combines theories of change and realistic evaluation. The study assesses the impact of 37 projects sponsored by this HAZ. The extent to which these projects used a realistic evaluation/theories of change framework and achieved their objectives are evaluated. The impact of these projects on the three main objectives of Plymouth HAZ – developing partnership working; modernising the care system; and tackling health inequalities – is assessed and explanations for the success or failure of specific projects are identified.  相似文献

This paper takes stock of our understanding of the 'architecture' of public sector resource allocation mechanisms. It is a speculative venture and provides a framework for thinking about issues rather than a completed theoretical model. The concept of architecture is borrowed from the design sciences and is used to explore the conditions of performativity within networks of relational contracts. The age-old question of markets versus hierarchy is too simplistic. Instead, the search is for optimal complex network relationships that are based upon co-operation and participation rather than competition and control. Within these networks the public sector, it is argued, has a new role of acting as a broker in the creation of value. Judging the public sector's relative effectiveness in the creation of value also requires closer attention to be given to the context within which public sector managers take decisions. In particular it is necessary to acknowledge that they confront the 'wicked' problems of society that the electorate demand to be solved. This gives renewed interest in the notion of market failure.  相似文献

Much of the rhetoric in the debate over health care reform suggests reconfiguring the health care system so that the free market forces can work efficiently. This paper will show that hopes for a free market solution to the maldistribution of health care are false. The free market system cannot work at the same level of efficiency for health care as it does in the distribution of other goods and services. Health care presents an anomaly to the free market system, making optimal and efficient distribution virtually impossible. That failure of the market system has led to a crisis of disparity in health care access and delivery in the United States.  相似文献

The rare but important phenomenon of business protest has not been adequately addressed in either literature on contentious politics or literature on business politics. Using Argentina’s 2008 agricultural producers’ protests as an illustration, this paper develops the concept of business protest and situates it within the classic framework of business’ instrumental power, exercised through political actions, and structural power, arising from individual profit-maximizing behavior. Business protest entails public and/or disruptive collective action in either the economic arena or the societal arena. Business actors are most likely to consider protest in order to defend their core interests when their structural power is weak and when they lack sources of instrumental power that enhance the effectiveness of ordinary political actions like lobbying. I apply the business power and protest framework to explain the Argentine producers’ failure to influence export tax policy from 2002 through early 2008 and the emergence of protest against a 2008 tax increase. I then examine how the producers’ protests contributed to the reform’s repeal. The producers’ protests are an exceptional example of business protest in which the participants lacked key organizational resources that facilitate collective action.  相似文献

Using a transactions costs framework, we examine the impact of information and communication technologies (mobile phones and radios) use on market participation in developing country agricultural markets using a novel transaction-level data set of Ghanaian farmers. Our analysis of the choice of markets by farmers suggests that market information from a broader range of markets may not always induce farmers to sell in more distant markets; instead farmers may use broader market information to enhance their bargaining power in closer markets. Finally, we find weak evidence on the impact of using mobile phones in attracting farm gate buyers.  相似文献

Sample survey data show few Bolivian small‐farm households using credit, but most would like to borrow from formal market institutions. A theoretical framework is developed to formulate testable hypotheses to identify factors that inhibit credit use. Major impediments to borrowing are scale of operations, as measured by amount of useable land, and borrower's transactions costs that arise from loan paperwork, use of Indian language, remoteness from market, little education and low degree of market integration. When farmers with these characteristics borrow they tend to use informal market sources because of the lower transactions costs compared to those of formal market lenders. The policy implication is if formal market lenders are to reach more farmers they must lower transactions costs.  相似文献

This study approaches the Chinese reform process from a political-economic point of view, focusing primarily on institutional changes. Besides revealing the main factors behind the different phases of the reforms, it argues that in the framework of the current authoritarian regime, vested interests work against the continuation of the reforms, making it impossible to fully establish the institutional framework of a market economy. Current rents and privileges also deter the elite from implementing serious political reforms, leading to a trap that prevents the completion of the transition process.  相似文献
