The literature in public administration advances three important values for public administrators. In their roles as technical experts, public administrators are professionals whose decisions are guided by the norms and principles of the public administration profession. In their roles as appointed officials, public administrators are expected to be responsive to their elected superiors. As representatives of the community, they are expected to voice the concerns and demands of citizens. Professionalism, responsiveness, and representation all are considered fundamental values that must be reflected in administrative decisions and actions. Despite the importance of these three values for public administration, insufficient empirical research has been done to examine what these values mean for public administrators. That is, the critical question that remains unanswered is: “What activities of public administrators are associated with these three values?” Based on a nationwide survey of city managers, this article identifies critical activities in which public administrators get involved, then reduces these activities into factors (dimensions), and finally examines the correlation of these factors with attitudes of city managers towards professionalism, responsiveness, and representation. The findings of this research help make these three values more concrete by associating them with major policy and political activities of city managers.  相似文献

Some scholars have assigned the responsibility for ethical conduct in the public sector to individual administrators. Supporters of this perspective contend that individuals are able to introduce ethics into the administrative process by assuming personal responsibility for ethical action. The inference is that organizations cannot be expected to assume responsibility for ethical conduct.

Conversely the contention that individual ethics are inadequate in organizations is posed as a counter argument. Supporters of this contention argue that individual integrity does not mean that organizations will act ethically. They argue that organizational ethics are independent of individual ethics. Hence, they are treated as separate entities that do not compliment each other.

An argument that organizations and individuals engage in complimentary actions which lead to ethical conduct is largely absent in the literature. I argue that there is a reciprocal relationship between individuals and organizations. Thus, individual and organizational ethics are not separate but interactive entities  相似文献

This analysis focuses on the discussion of whether (and how) national security and domestic policy-making processes are similar and/or different. Though many similarities are evident, it is the contention of this article that there are critical differences between national security and domestic policy-making that fundamentally affect the output from each of them. In addition, it is essential that public administrators develop a fuller understanding of national security policy-making processes since these processes do have theoretical, practical, and organizational impacts on institutional effectiveness, democratic processes, and governmental productivity. Let's remember that in the immediate post-Vietnam period many of us in the public management sectors--federal, state, and local-- dreamed of vast amounts of money being mainstreamed into the domestic coffers. Today that expectation is called the “peace dividend”. Little did we understand how much policy-making sophistication was embedded in the DOD. Therefore, as we move into the 1990s, this analysis reminds public administrators of their responsibilities to understand the national security arena in order to detect both the unique features as well as the broader generalizations attending this microcosm of public policy-making. All of us in public administration must make certain that this fertile laboratory of public policy is researched and investigated so as to ensure that the proper policy trade-offs are made in the 1990s.  相似文献

A focus on character ethics has the power to transform public adminstration, and transform governance as we know it. Virtue demands of us many things that professionalism, efficiency, effectiveness, and ordinary bureaucratic practices do not. It requires that we be perceptive and discerning, and that we have a predisposition to make judgments and act with courage. Focusing on character ethics would transform governance because a public service characterized by virtue and the attending fundamental respect for the dignity and worth of others, would not deny the public their rightful role in self-governance. A virtuous public servant will be an enabling and empowering force in our institutions of governance, helping reinvigorate civic virtue among both public administrators and the general citizenry. But if an ethic of character is to take hold in public administration, we need to design organizational environments and management practices more conducive to the development of virtuous habits. Fortunately such changes are also likely to foster productivity, creativity, and effectiveness.  相似文献

Decision-makers and affected parties engaged in solving contemporary governmental problems are recognizing that traditional decision-making strategies are insufficient. A participatory democracy approach to public participation has been offered as a potential solution to these problems; however, a more sophisticated understanding of this approach is needed. This study defines a more substantive brand of public participation, identifies barriers to its implementation, and provides recommendations for implementation. Models of substantive participation should empower and educate all stakeholders, reeducate public administrators, and establish new administrative structures and processes. These objectives as well as a discussion of particular barriers to substantive participation are outlined.  相似文献

From the founding of the Republic to the age of Jackson, Federalist administrators dominated the federal public service, infusing it not only with a high level of ethics, but also with an active religious covenant that gave the new Republic a fundamental political purpose. That convenant was eventually lost, but has been restored a few times in our history. By comparison, the modern respect for the privateness of political power is poorly suited to support an ethical and committed public service.  相似文献

This article presents the author's approach to profes sional ethics as a practitioner of public adrninistra tion. Public administrators are held to be personally responsible for their actions. Therefore, professional ethical standards are both possible and necessary, not only to prevent: wrongdoing but also to guide and promote right behavior. An ideally just regime is first hypothesized, based on the principles of justice developed in John Rawls's A Theory of Justice. A normative ethical standard of neutral competence is then postulated for agents of such a hypothetical regime- The author then addresses the implications of real-world injustice, and discusses the exceptions to neutral competence which are justifiable when confronted by injustice. The suggested approach establishes a high ethical st-andard, providing justification for not only avoiding wrongdoing, but also for doing right. This approach also provides practical and realistic guidance for et.hica1 decision-making. Both justifiability and applicability are held to be necessary if such an ethical. system is to be followed by public administrators.  相似文献

If public administrators are not heavily involved from the beginning in the development of public policy, policy implementation and program evaluation may not be possible. The tasks and people needed for organizing policy change are identified and the roles of the public administrator in these efforts are discussed. This article describes three legislative efforts in which public administrators were heavily involved at the beginning stages of policy development; administrators helped to create programs that were subsequently more amenable to evaluation.  相似文献

This article examines the advancements, barriers, and prospects of the field of public administration as it seeks professionalism through professionalization. Overall, this essay delves into six broad areas of advancement and an equal number of obstacles. The milestones focus on the criteria of a profession and public administration's fulfillment of those standards, far-reaching credentialization, the expanding entry of women and minorities, the development of performance criteria, intergovernmental networking, and an expansion of associations. The impediments to the further evolution of the field toward professional development include the continuing value conflicts over the ultimate purposes of the field; the persistent politicization of the federal workforce; the inability of public servants to affect the uses of privatization; the erosion of national, state, and local governmental human-resource capacity; the confusion over the teaching of ethics and the promulgation of operational codes; and the prevalence of authoritarian administration without significant democratic inroads. The respective enumerations were not intended to suggest an exact symmetry between accomplishments and obstacles in the field--only that progress and deficiencies are prominent and substantial. Nor were these considered lists intended as exhaustive.

The central theme of this article is that, paradoxically, the prospects of this profession are encouraging because of the growing public need for its services despite persistent, widespread unpopularity. This research concludes that public administrators face an ambivalent future in which their emerging profession continues to prosper and expand amidst increasing alienation and frustration from the public whom they serve. This irony may not be alleviated until there is a socially and politically agreed-upon agenda for public servants to execute. If such a consensus is ever forged, then public administrators may become popular as well as professionally effective.  相似文献

Today public administrators, as many others, desire to be known as professionals or those knowledgeable enough to carry out their tasks without outside interference. By examining their claims to have expertise to carry out their public tasks, we provide a critical evaluation of the professionalism of public administrators. Our argument is that public administrators may not have sufficient knowledge to carry out their public tasks without the knowledge (help) of others. Suggesting that public administrators need to have more “public” knowledge of the public interest, we suggest ways that they can become more knowledgeable and more compatible with the tenets of political democracy.  相似文献

Local public service professionals are experts who temper their use of expertise with public service ethics. Public service ethics differ from the ethical codes of most professions in that they stress external accountability. Ethical codes of private sector professions create a sense of responsibility to the profession and help undergird professional autonomy. Public service ethics emphasize public responsibility and help create public accountability. Three societies with similar initiatives for public service re-configuration and reform – the UK, Canada and Australia – are examined to highlight the many-faceted issues of public service ethics and the different approaches these governments have taken to re-building public trust and enhancing public service ethics in times of rapid change. These efforts for re-building an ethical public service are scrutinized according to four criteria for effectively leading change. Changes of public service values are also analysed as well as their implications for public servants.
Effectively, applied leadership is identified as the pillar of ethical practice – emphasizing the need for quality leadership development through on-the-job experience. Although legislation and codification are seen as necessary for building an ethical infrastructure that can help employees out of encountered dilemmas, the way forward is seen as nurturing an environment of trust and vigilance in which ethics are promoted through exemplary behaviour of leaders and employees alike.  相似文献

The proper role of civil servants in the development of public policy has been the subject of continuous commentary and debate. In the advanced industrial democracies the operation of increasingly complex programs in government has led many commentators to warn of the danger of “technocracy”-- a condition wherein professional career administrators more fully control the direction of public policy than do elected representatives of the people. Likewise, in less developed nations there is concern over the role of public administrators in the development of policy. The charge of indifference to and disregard for public involvement and sentiment is frequently heard. Using data from a survey conducted in the U.S., Korea and Brazil, this paper examines the extent to which civil servants in each country adhere to a technocratic outlook. We find that although societies that are more economically advanced are less likely to adhere to a technocratic view, there is considerable variation within each research setting. Specifically, we find that technocratic orientations are more likely to be held by men, those who hold more materialist value orientations and those holding managerial occupations.  相似文献

The politicization of the public service has been the subject of scholarly interest and debate. This article based on a desk study makes a contribution to this debate by examining the constitutional, legal, and political framework and environment within which public administrators operate in Ghana since the return to constitutional rule in 1993. It discusses the participation of public administrators in partisan politics and the challenges faced as well as benchmarking the Ghanaian experience against some countries. The article found that there has been growing politicization of the public service and an increase in the number of public administrators in partisan politics. The Ghanaian case reinforces the highly intense political environment within which public administrators operate and the myth of the politics-administration dichotomy.  相似文献

This article discusses the factors public administration faculty should incorporate into the curriculum in order to equip students to engage in the policy legitimization process. In order to produce leaders, public administration programs should emphasize the nature of the political system, an understanding of the legitimacy of subgovernments, the importance of coalition building and the psychological factors associated with policy choices.

Integration of policy analysis into the public administration curriculum requires that students be equipped with an in-depth understanding of both the political environment and the political process. This is true because public administrators are deeply involved in the stages of policy development, adoption, and implementation; activities which reach beyond the narrow confines of program management and into the realm of politics. Consequently, public administrators serve in a variety of capacities: as policy advocates, program champions, or as defenders of client interests. It is in these roles that public administrators move into the political arena. Policy analysis activities provide the discipline with the opportunity to move beyond an emphasis on a narrow concern with simply “managing” government and into the realm of policy choice, policy advocacy, political power and the exercise of leadership.

Public administration as a discipline, and teaching faculty in particular, face the challenge of increasing the relevance of the master's degree to policy leadership. Astrid Merget, past president of the National Association of Schools of Public Affairs and Administration, expressed this need for increased emphasis on policy leadership training quite eloquently in 1991:

“Our vision of the holder of a master's degree in our field is that of a leader, not merely a manager or an analyst. But we have not been marketing that vision.”(1)

Merget attributes partial responsibility for the low public esteem of government service to the attitudes, teaching, and research activities of public administration faculty who have failed to link the “lofty” activities of government (environmental protection, health care, the promotion of citizen equality) with public administration. Accordingly, the academic standard of “neutrality” governing teaching and research acts as an obstacle to teaching the fundamentals of the goals of public policy. This professional commitment to neutrality places an emphasis on administrative efficiency at the expense of policy advocacy. The need, according to Merget, is to reestablish the linkage between policy formulation and policy management. Such a teaching strategy will enhance the purposefulness of public administration as a career. Failure to do so will relegate public administration programs to the continued production of governmental managers, not administrative leaders.

The integration of policy analysis into the public administration curriculum affords the discipline with the opportunity to focus on policy leadership and escape the limitation associated with an emphasis on program management. Teaching policy analysis skills cannot, and should not, be divorced from the study of politics and the exercise of political power. This is true because politics involves the struggle over the allocation of resources, and public policy is a manifestation of the outcome of that political struggle. Public policy choices reflect, to some degree, the political power of the “winners” and the relative lack of power by “losers.” The study of public policy involves the study of conflict and the exercise of power.

Teaching public administration students about the exercise of power cannot be limited to a discussion of partisan political activities. Public administrators serve in an environment steeped in the exercise of partisan and bureaucratic power.(2) It is practitioners of public administration who formulate, modify and implement public policy choices. Such bureaucratic activity is appropriate, provided that it is legitimated by the political system. Legitimacy can be provided to public administrators only by political institutions through the political process.

Teaching public administration students about policy analysis and policy advocacy necessitates an understanding of the complexities associated with the concepts of policy legitimacy and policy legitimization.  相似文献

Contemporary studies of administrative thought allow only a limited range of viability for medieval and non‐Western thought on the subject of public administration. This tendency belies the wealth of thought embedded within this broad literature. This paper investigates the matter of administrative accountability and responsibility through the lens of a comparative theorist of historical administrative thought. In order to assess the explanatory potential of early and non‐Western administrative studies, two texts have been chosen, both previously unanalysed in conjunction (to the best of my knowledge) from the perspective of the administrative theorist – John of Salisbury’s Policraticus and Abu al‐Hassan Al‐Mawardi’s Al‐Akham al‐Sultaniyya w’al‐Wilayat al Diniyya (The Ordinances of Government). Through an analysis of ideas of delegation and responsibility within these texts, the paper seeks to develop a critique of the place of revealed religious authority in the solution to the questions ‘who are administrators responsible to?’ and ‘what are administrators responsible for?’  相似文献

The ethical norms of senior cadres in the Peoples Republic of China are examined with respect to personal ethics, organizational loyalty and social responsibility. The extent to which one of these sets of norms may take priority over the other is investigated using survey research. The personal ethical values of the 46-50 age group are found to be unusually acute for a group of middle-aged administrators, much closer to those of the younger cadres. Also, they demonstrate exceptional homogeneity in their responses as compared to other age groups. However, they appear to have little independence of conscience when confronted with concrete decision making situations. Loyalty to the organization is found to be particularly dominant over personal ethics and responsibility to the larger society among these 46-50 year-old cadres. Lacking a moral anchor in any foundational philosophy or ideology, these cadres are highly vulnerable to control by the bureaucracies in which they are employed. Further research is suggested to explore the possibility that the Cultural Revolution of 1966-76 may have impacted this particular generation of cadres in ways that severed their ties to Marxism and traditional Chinese values rooted in Confucianism.  相似文献

ABSTRACT

Currently, interactive forms of democracy that bring local politicians into dialogue and collaboration with relevant and affected citizens are mushrooming. While some research has investigated how interactive democracy affects citizens and politicians, we know little about what interactive democracy means for public administrators. This article presents the results of a case study of role perceptions and coping strategies among public administrators assisting a new type of interactive political committee in two Nordic municipalities. Guided by a multi-paradigmatic conceptual framework featuring public administrators’ roles and coping strategies in interactive governance, the study shows that individual public administrators identify with different administrative roles, and that political and administrative leadership sentiments condition their choice of coping strategies. Moreover, the coping strategy that public administrators select to handle intra- and inter-paradigmatic role dilemmas can have dire consequences for the interplay between interactive democracy and local representative government.  相似文献
