Abstract

As Nobel Prize winner Amartya Sen has argued “[Bangladesh’s development achievements have] important lessons for other countries across the globe, [in particular a focus on] reducing gender inequality”. A major avenue through which this emphasis has been manifest lies, according to this narrative, in enhancements to women’s agency for instrumental and intrinsic reasons particularly through innovations in family planning and microfinance. The “Bangladesh paradox” of improved wellbeing despite low economic growth over the last four decades is claimed as a paradigmatic case of the spread of both modern family planning programmes and microfinance leading to women’s empowerment and fertility reduction. In this paper we show that the links between microfinance, empowerment and fertility reduction, are fraught with problems, and far from robust; hence the claimed causal links between microfinance and family planning via women’s empowerment needs to be further reconsidered.  相似文献

Abstract

We examine how the impact on women’s empowerment varies with respect to the location and type of group linkage of the respondent. Using household survey data from five states in India, we correct for selection bias to estimate a structural equation model. Our results reveal that in the southern states of India empowerment of women takes place through economic factors. For the other states, we find a significant correlation between women’s empowerment and autonomy in women’s decision-making and network, communication and political participation respectively. We do not, however, find any differential causal impact of different delivery methods (linkage models).  相似文献

In light of changing global trends that connect women’s empowerment and development, this paper extends debates by exploring how projects aimed at empowering women in the Global South intertwine with diverse women’s lived realities in ways that complicate assessments of “success” or “failure.” The article begins by analyzing the incorporation of the concept of empowerment into mainstream development, demonstrating that the conceptual fuzziness of empowerment has allowed it to be associated with vastly different development strategies: some have interpreted it narrowly to promote self-help strategies whereas others have interpreted it broadly to promote structural change. The former has targeted women with “choice-enhancing” resources that are thought to have spillover effects; the latter tends to adopt a more holistic approach. In order to explore how these contrasting strategies affect women’s empowerment experiences and outcomes on the ground, this article then draws on comparative ethnographies of two microfinance non-governmental organizations (NGOs) that are emblematic of these diverging approaches. It finds that despite their differences, both spillover and holistic approaches lead to diverse and contradictory experiences that defy easy classification as “empowering” or “disempowering.” This finding reveals the advantages and limitations of relying on the concept of empowerment for evaluating development outcomes and raises questions about our ability to generalize about the effects of the varying approaches encompassed under the current feminization of policy. The analysis also suggests that we should adjust our understanding of women’s agency to include the agency women exercise when they transform, challenge, or reject empowerment projects themselves.  相似文献

We use new household and individual level WEAI data from the Tahoua region of Niger and estimate a variable coefficient Cobb-Douglas production function in which traditional inputs interact with two human capital variables – empowerment and formal education. Our estimation results reveal that human capital matters for productivity. So much so that it can be considered as technology-changing, significantly affecting a household’s production technology by enhancing returns to equipment. In fact, differentiating households by their status as dual or primary with only an adult female or male reveals that the productivity elasticity of empowerment is large for dual households in which women are the least empowered. Enhancing the empowerment of women in this group of households, by increasing their leadership skills or tenure security, would yield important productivity gains.  相似文献

Since the 1970s, development experts have increasingly focused on how development policies and strategies affect women in developing countries. In recent years, the emphasis has included empowerment, which increases women's decision-making capability and well-being. This essay is an account of the Self-Employed Women's Association (SEWA) in India, a trade union for self-employed women since 1972. It analyzes the strategies that SEWA has used to mobilize and empower self-employed women in India, using materials and data collected on a field visit in 1998.  相似文献

Abstract

We used a nationwide demographic survey to study the relation between television exposure and women’s empowerment in India. Ordinary least squares (OLS) results suggested that TV exposure improved Indian women’s status. We used the propensity score matching (PSM) method to mitigate the potential threat of endogeneity. The results indicate that TV exposure is correlated with greater awareness of autonomy, greater financial independence, less unwanted pregnancy (birth control), negative attitude toward beating, a lower tendency of giving birth, a smaller family, and a lower preference level for sons.  相似文献

We provide empirical evidence on focusing on women in microfinance and its consequences for microfinance institutions (MFIs). Based on a global dataset, the results indicate that a focus on women is associated with group-lending methods, international orientation, smaller loans, and non-commercial legal status. We find that a focus on women significantly improves repayment but does not enhance overall financial performance because of higher relative costs. Moreover, the higher relative costs do not stem from servicing women per se but from the smaller loans offered to women and the group-lending methodology practised by MFIs focusing on women.  相似文献

Despite having equally vast endowments of natural resources and similar socioeconomic profiles, the Indian states of Bihar and Odisha pursued markedly different development strategies during India’s first decade of economic liberalization. Whereas Bihar turned away from its natural resource sector and adopted policies of social empowerment, Odisha courted private investment in extractive industries and aggressively pursued market reforms. To account for this divergence, we argue that the social composition of political power in each state directly shaped the strategies that leaders embraced towards the natural resource sector and overall development. This paper makes contributions to the writings on natural resources and the political economy of India. We show that the presence of abundant natural resources does not necessarily result in a predictable pathway of sectoral and economic policy outcomes. Instead, social factors can be a powerful determinant of how resource-rich states approach their economies.  相似文献

This article studies the challenges faced by microfinance institutions in Zambia, whose remit it is to provide financial services to the poor. It focuses on loan officers – the agents of delivery on the ground. With reference to loan officers’ experiences and words, the paper examines how gender and education shape and structure their day-to-day encounters. The study finds that different social spaces – ’the office’ and ‘the field’ – and wider context explains the gendered, culturally complex and multidimensional nature of developmental work at grassroots level. Social expectations emerge as major pressure points more for female loan officers than their male counterparts, making them less suitable for microfinance work, which has traditionally targeted poor women.  相似文献

Using a unique sample from an Ecuadorian microfinance institution that has focused on increasing its outreach to disabled clients, we present a comparative analysis of the characteristics of disabled versus non-disabled clients. The study shows that disabled clients are more often male, are less likely to be living with a partner, have fewer children, and are older compared to their non-disabled counterparts. Moreover, we observe differences in repayment statistics between clients with and without disabilities, as well as differences within the disability sample. Our findings illustrate the importance of adapting microloans to the special needs of persons with disabilities.  相似文献

Abstract

This special collection examines the claim that microfinance promotes gender equality. The focus is on three areas of the debate: first, the question of how successful microfinance has been in empowering women; second, whether and how negative gender discrimination operates within the sector; third, how power relations within and beyond the household shape the context and outcomes of microfinance initiatives. The papers in this collection demonstrate the divergence of circumstances and emphasise the need to go beyond the past searches for a simple narrative regarding the impact of microfinance. Rather, as the sector evolves and is incorporated into the mainstream financial system, the challenge ahead for researchers is to marshal the evidence on gendered dynamics to ensure that the gains made are built on through deeper understanding of why impact outcomes and processes differ and use this to inform new initiatives to further gender equality.  相似文献

This paper connects two important development policy issues: women’s empowerment and land certification. We use propensity score matching to study the impact of the Ethiopian joint land registration and certification programme on women’s empowerment. Data are collected using surveys and a field experiment, enabling construction of complementary indices for empowerment. Our main result is that joint land certification has significant effects on women’s empowerment, particularly on dimensions that indicate female participation and roles outside the home. This result is robust to various sensitivity checks and alternative model specifications.  相似文献

NREGA program in India offers a lucrative opportunity for the rural women to participate in job market, earn income, and have control over life events. However women's decision for participation as well as share in NREGA jobs are influenced by various socio-economic factors like education, caste, religion, alternative income, health-related achievements, and fund availability. Variation in some of these variables is often beyond their control. This study examines the impact of loan officer characteristics on repayment rates of microfinance borrowers in Mexico applying multilevel analyses, with special attention to the impact of the gender of the loan officer on default rates. The results strongly suggest that loan officers play a crucial role in improving repayment rates in microfinance and that male loan officers are better able to induce borrowers to repay than female loan officers. This may be because men exert authority over women and face fewer problems working late, travelling through unsafe places, and combining a position as counsellor with enforcing repayment.  相似文献

This article looks into the future of regional cooperation in South Asia in the light of two emerging powers: China and India focussing on how their rise would change the relationship in the region. The paper argues that China and India both are trying to enhance their spheres of influence forcing the states in the region to align with either of them in a binary framework of unstable equilibrium and uneasy coexistence rather than reinforcing the regional solidarity of SAARC. Such a competition between China and India and the putative interventionary efforts of Western powers and their agencies in the region are bound to bring implications of profound value for not just regional cooperation but for the individual destinies of the various states involved in the days ahead.  相似文献

Women’s empowerment discourses in Africa involve contradictory desires from women on one hand and society at large on the other. This article argues that the traditional validation mechanisms for women’s identities are crucial avenues for analysing both the conceptions and experiences of empowerment. Drawing on primary ethnographic data, I analyse paradoxes in women’s empowerment discourses in postcolonial Ghanaian societies, where neoliberal discourses thrive side-by-side with collectivist–socialist cultural ideals. Using an example of social capital, gained largely through mothering, I suggest that, because women’s relationships with capital are structured by local socio-cultural and global economic structures and relations, the theorisation and application of the concept of empowerment need to recognise the complicated relationships (with capital) that women negotiate on a daily basis.  相似文献

In the context of the current global trends such as polarization of social groups and intensified poverty, there is a serious risk that gender gaps in access to shelter widen among the poor to the detriment of women's social, economic, and personal well-being. Paradoxically, these conditions also provide certain opportunities for women, including their greater community-based mobilization and leadership role. This paper examines these risks and the opportunities they bear upon and stresses the need for intervention in four areas of rights, access, security, and empowerment. The paper draws on a participatory research project carried out by the United Nations Gender and Habitat program in 1992 to 1999 in low-income settlements of Africa, South Asia, and Latin America.  相似文献

Terrorism is frequently argued to be the product of poverty and poor levels of economic development in countries. Examining the distribution of terrorist attacks and casualties due to terrorism across the states of India, this article demonstrates that the phenomenon of terrorism is not a clear product of poor economic development but rather exacerbated by unresolved and poorly managed political conflict. Poorer states in India are not necessarily more prone to terrorism, but states that have outstanding and poorly addressed political disputes do experience a disproportionately high level of terrorist activity. This study examines six sources of political conflict that contribute to terrorism in India—separatist movements, ethnic conflict, communal conflict, the presence of scheduled castes and tribes, high population growth, and the phenomenon of stateless areas—and makes several observations on the successes and failures of Indian counterterrorism policy.  相似文献

This article sets out to critically examine whether and how different ideas of (radical and liberal) empowerment are embedded in policy documents and texts pertaining to the introduction programs in Scandinavia. All three countries have several elements in the program that have the potential of being empowering, viewed from both a radical and liberal empowerment ideology. However, the liberal empowerment ideology is more present in the programs, to various degrees, compared to the radical empowerment ideology, which is more difficult, if not impossible, to live up to within the framework of all three programs.  相似文献

This article uses data from Northern Tanzania to analyse how economic empowerment helps women reduce their reproductive health (RH) vulnerability. It analyses the effect of women’s employment and economic contribution to their household on health care use at three phases in the reproductive cycle: before pregnancy, during pregnancy and at child birth. Economic empowerment shows a positive effect on health seeking behaviour during pregnancy and at child birth, which remains robust after controlling for bargaining power and selection bias. This indicates that any policy that increases women’s economic empowerment can have a direct positive impact on women’s RH.  相似文献
