This study employs the dataset collected for the assessment of a post-harvest technology project in rural Cambodia and focuses on the heterogeneous preferences of project implementers, frequently overlooked in the literature on programme evaluation studies. We focus on the ‘implementer effect’ on the programme participation of the treated farmers. We demonstrate that the heterogeneous programme participation of ordinary farmers could be induced due to heterogeneity in the characteristics of the project staff. In particular, we indicate that the baseline altruism of the project staff, measured by the dictator game, consistently increases the participation rate and the number of participations in the training sessions of beneficiaries. This type of heterogeneity in project staffs’ preferences across treatment sites could be a source of treatment heterogeneity for programmes conducted at a certain cluster level. While few studies have focused on the heterogeneity of programme implementers, our empirical results indicate that the preference of implementers could be a source of treatment heterogeneity and imply the importance of implementation of an actual project.  相似文献

The essential argument advanced in this paper is that to effectively reform organisation culture one needs to understand its interactive nature. The psychodynamics involved are highlighted through a discussion of a recent study and it is argued that these psychodynamics within the organisation produce a psychological fingerprint of the culture. Drawing on postcolonial literature and theories of farmer resistance, this article provides an empirically based alternative explanation of African farmer behaviours to narratives that blame them for their lack of technology adoption. Based on six months of ethnographic immersion in one district in the Northern Region of Ghanaa, we identify the ways that farmers defy commercial agriculture investment, government services and non-governmental organisation (NGO) project interventions aimed at intensification, and describe their reasons for doing so. This study interprets farmers’ acts of defiance, such as side-selling or falsely weighting their products, as insights into everyday acts of resistance. We find that throughout Ghana’s postcolonial period, agriculture intensification policy and practice have produced an environment where various development actors and farmers have both a sense of entitlement and mistrust of each other. Farmers’ acts of sabotage may be spaces where they make rational choices based on experiences of historical antecedence, including decades of failed development projects, elite corruption and mismanagement, degrading ecologies and donor hegemony.  相似文献

There is a vigorous debate on the liberalisation of heavily regulated agricultural markets in India. A crucial institutional characteristic is the role of state regulated brokers in wholesale markets. Relying on data from a unique survey in Uttarakhand, a state in North India, we find that regulations on margins are ineffective as most brokers charge rates that significantly exceed the regulated ones. We also find that a majority of farmers self-select into long-term relationships with brokers. These relationships allow some of the farmers to interlink credit and insurance markets to the agricultural output market. This interlinkage does however not appear to be an instrument for farmer exploitation (as it does not lead to worse inputs, high interest rates, or lower implicit output prices), but is seemingly an extra service by brokers as to establish farmer loyalty to them and thus to ensure future supplies.  相似文献

Though largely neglected by researchers and planners, intercropping is a key element of traditional farming systems. Its superiority over sole cropping in several respects has been indicated by different studies. The present paper, based on farm level data for three years collected under ongoing village level studies programmes of ICRISAT, clearly reveals the following: (1) Intercropping is essentially a system of small and dry land farmers. Hence research resource allocation favouring intercropping can help serve equity goals. (2) Traditional intercropping is highly complex and diverse. It is designed to meet the farmer's multiple objectives simultaneously. Scientists cannot and need not generate equally complex systems. They can help by generating more and better options regarding various components of intercropping systems and leaving their selection to the farmer.  相似文献

A “health promoting polyclinic” based on the “health promoting setting concept” has been developed in Tirana, the capital of Albania. This paper discusses the implementation and intervention of the project, whereas the final evaluation results will be presented in another article. An important aspect of the whole program is the training of the administrators and staff members in the necessary skills relating to their allocated roles, such as creating a healthy environment, health education, outreach activities and total quality management. In this approach the International Relief Organization (IRO) acting as an external agent took the initiative of enabling, mediating and advocating, as well as providing support for the polyclinic's staff and its clients. The model appears to be effective in promoting health at the secondary health care level (the polyclinic). This may encourage health planners to adopt a similar concept at other settings i.e. general or specialized hospitals.  相似文献

This article analyses the impact of agricultural liberalisation on different farming classes in the region of Telangana in South India. The region has been witnessing significant growth in real agricultural output over the last 15 years. At the same time, as NSS (National Sample Survey) household survey data indicate, there have been significant welfare declines not only for marginal farmers and landless labour, but for other groups as well. There have also been more than a thousand farmer suicides between 1998 and 2002. I argue in this article that during the liberalisation period, that is, post 1990, agricultural growth and increased distress have become mutually intertwined. I use the terms, growth-inducing distress and distress-inducing growth to explain this apparent paradox.  相似文献

This paper investigates the proliferation of parallel structures – also known as project implementation units (PIUs) and technical offices (TOs) – within the Egyptian public administration system and the pressures since the 1990s that have led to their increasing numbers, including the current political turmoil. To determine whether these structures are a viable tool for the implementation of reform in Egypt, the paper examines international experience, analyses the literature, and assesses the results of a brief survey of staff working in the traditional bureaucracy and those in parallel structures. The paper concludes that while PIUs may sometimes be necessary for initiating reform in the short term, long term sustainable reform requires genuine commitment of both donor and recipient governments to improve governance, build capacity within the traditional national institutions, apply performance management with a focus on policy impacts, and adopt alternative mechanisms in implementing development projects such as general budget support.  相似文献

Administered commodity price schemes in developing countries have proved ineffective in raising farmers' incomes, and price stabilisation through futures markets is increasingly advocated as the alternative policy objective. A potential difficulty is that farmers tend not to hedge extensively, even in developed countries where access to futures markets is long established. Explanations for this reluctance are examined here with context provided by the Mexican hedging programme, which incorporates financial incentives to spur adoption. Applying representative data for corn to a well-known analysis of the hedging decision suggests that limited participation may reflect rational calculation rather than farmer ‘inertia’. A policy implication is that permanent access subsidies are difficult to justify from the national perspective.  相似文献

This article compares the Europeanization of central government in four Central and Eastern European countries (CEECs): Estonia, Latvia, Poland, and Slovakia. Using a large N survey of ministerial civil servants, it finds that the Europeanization of central government is characterized by partial convergence. The scope of Europeanization is large and similar among CEECs, reaching widely and deeply into government ministries. Moreover, patterns of Europeanization are similar among CEECs: the same ministries form the ‘inner core’ and ‘outer circle’ of Europeanized ministries; only a small proportion of civil servants work full‐time on EU issues and routinely engage in activities that ‘project’ national policies at EU level. Compared to old member states, patterns of Europeanization show signs of convergence, while the scope of Europeanization is larger in CEECs.  相似文献

This article explores the World Bank’s project of ‘returning agriculture to the market’ through land titling reforms. It describes how World Bank and national government strategy papers distinguish between a ‘commercial’ or ‘entrepreneurial’ sector of farming and a ‘subsistence’ agricultural sector in post-communist Eurasia. The extension and growth of the former represents the desired goal of policies since the 1990s, while the latter’s numerical prominence in many countries constitutes a source of concern for authorities. The article argues that ‘subsistence’ represents a misreading of the rural population that confounds self-sufficiency with the size of farms, and casts millions of smallholders as non-economic and alien to markets. It focuses on two post-communist countries (Romania and Ukraine, extremes in terms of the introduction of property rights over agricultural land) to argue that efforts to reduce ‘subsistence’ translate into measures that increase the households’ monetary needs and are therefore going to be resisted. The article relies on analyses of World Bank and national government’s strategy papers as well as ethnographic data collected in 2013–2017 in the Ukrainian-Romanian border region.  相似文献

The training needs of staff working in mainstream (i.e., noncrisis) health settings with client groups that have moderate levels of suicide risk have not been extensively addressed. An initiative to train rehabilitation and disability staff working in the field of traumatic brain injury (TBI) is described. A program was adapted from a generic state health department training program, and disseminated by means of established training networks within the brain injury field. Program efficacy was evaluated as the training was provided across the state of Victoria in a series of 1-day workshops. Participants (n = 86) completed two evaluation measures designed for this purpose (objective knowledge test, self-rating of knowledge and skills) on three occasions (pre- and postworkshop, 6-month follow-up). Compared to a control group of rehabilitation and disability workers who did not receive the training (n = 27), the workshop participants made significant gains in objective knowledge and reported skills, and maintained these gains at the 6-month follow-up. The Suicide Interview Response Inventory-2 (Neimeyer & Pfeiffer, 1994) was administered to a subgroup of participants as a validating measure, and correlated significantly with scores from the objective knowledge test. This process may provide a template for developing more fine-grained suicide prevention strategies among other health-related at-risk groups.  相似文献

Resource poor smallholders in developing countries often lack access to capital goods such as farm machinery. Enabling adequate access through machinery services can thereby significantly contribute to food security and farm incomes. At the core of the service provision model is the lead farmer, who makes the initial investment in agricultural machinery, and provides services to others on a fee-for-service basis. Profiling the lead farmers can thereby provide important lessons and scaling implications. The present paper provides a case study of Bangladesh, using primary data to characterise the lead farmers. General education, credit availability and risk taking attitude play significant roles in whether or not a farm household will be a lead farmer in Bangladesh.  相似文献

This article examines the impact and magnitude of underinvestment in the public infrastructure of the economy of the United States, and points to its implications for deficit reduction and economic growth. It becomes evident that the lack of both a complete inventory of infrastructure investment needs and a coherent future investment strategy at the federal level have led to a situation where the volume of public works investment in the United States has fallen critically short of what may be considered an optimum level. Recognizing the limitations of capital budgeting, a management perspective is taken in which increased planning and policy development at the national level emerge as necessities in achieving the type of results required to enhance economic growth and responsibly reduce the national deficit.  相似文献

The global counterinsurgency strategy to combat terrorism emphasizes responding to the social and economic needs of communities where terrorists may find support. Public opinion data can help in that strategy, as shown by a 2006 survey of 1,200 young males from three provinces in Russia's North Caucasus. Conventional wisdom notwithstanding, the survey shows few signs of burgeoning radical Islam or ethnic animosity. Instead, economic conditions and poor governance are primary concerns. The region provides both an opportunity and threat: policymakers can and should address the region's needs; if not, radical Islamist groups can turn it into a flashpoint for terrorism.  相似文献

The impact of the introduction of EU Single Area Payments (SAPs) on farm expansion strategy in Lithuania is investigated, utilising farm accounting and survey data. The introduction of the SAP has a positive influence on farmers' intentions to expand their area compared to a baseline scenario of the hypothetical continuation of pre-accession policy. The switch in policy has a more pronounced effect on farms that were previously credit constrained. While the SAP has been presented as a support that is decoupled from production, its introduction may have ex post coupled effects, through an income multiplier effect on credit constrained farmers.  相似文献

A World Neighbors Programme in Kenya suggests more general conclusions about how NGOs can help to promote strong, inclusive membership organisations. A capacity to recognise the potential and limitations of existing institutions is found to be critical. It is important to address perceived needs, start with something simple to build confidence, and diversify in order to meet the requirements of different constituencies. A clear strategy is necessary to reconcile these sometimes conflicting demands. Success demands a heavy initial geographical concentration of resources, a substantial training input to provide staff with specialist facilitation skills, and an NGO structure which can access a wide range of external resources.  相似文献

Household‐level interview data from a probability sample survey conducted in the northeastern Ecuadorian Amazon in 1990 are used to examine the determinants of income and assets among migrant farmers in the agricultural frontier. Multivariate analysis indicates that size of plot owned, proximity to markets, duration of residence, quality of soil, receipt of technical assistance, off‐farm employment and initial wealth positively influence current household income and wealth. More land in cattle pasture is also associated with higher status. Some settlers are prospering relative to others despite variable soil quality, unsustainable land uses, geographic isolation, apparent scarcity of labor, and lack of supportive infrastructure. The article closes with a discussion of implications for policies to assist small farmers, with some consideration of the potential ecological consequences of farmers’ activities.  相似文献

This article focuses on how domestic and EU‐level political factors affect the functional aspect of the national coordination of EU affairs. Due to the idiosyncrasies of the post‐communist countries which have joined the EU since 2004, an analysis of dynamic changes in the national systems of coordination needs to focus on three factors: (a) functional pressures from the EU; (b) the consolidation of the national party system; and (c) existing traditions of politico‐administrative relations. The international economic and financial crisis is considered as a fourth factor that has affected the first three factors through the increase in the EU's 'informal intergovernmentalism', which adds to the politicization of EU matters. The Slovenian case points to an increased, though selective, politicization of EU business due to both national‐ and EU‐level factors.  相似文献

Single Outcome Agreements (SOAs) are a mechanism that it is argued will deliver key national and local priorities based on a new relationship between central and local government in Scotland. SOAs are to be developed and implemented through partnership working exercised by Community Planning Partnerships (CPPs). A survey of the first (2008) SOA participants from local authorities and their Community Planning partners was conducted in 2008, with a particular focus on the interrelationships between the 2008 SOA development process and partnership working at the local level. Findings of this study suggest that there was a positive link between the strength of existing CPPs and partner engagement in the 2008 SOA development. However, partner engagement in the 2008 SOA development process did not affect survey respondents' confidence that the ongoing SOA development and implementation will strengthen partnership working in the long -term. This study also suggests that in addition to the practical difficulties such as limited time and staff resources, mistrust between local partners, and local players' scepticism about the central government's intention to free up local government may be barriers to the success of the SOA. Overall, respondents in this study showed realistic but hopeful attitudes to what the SOA was about and what could be achieved through it over time. The information gathered through this study should be merited as baseline data which captured the SOA participants' early experience and expectations.  相似文献
