Recent trends in state tax revenue reveal that overall reliance of states on taxes have been declining for the last 43 years. Faced with reduction in tax revenues, states have restructured their tax systems to meet public demand for more services. State income taxes are the one type of tax that has risen consistently. What causes state policy makers to rely on this type of tax? This research addresses this question.  相似文献

This article is an attempt to review the state of the art in state exective reorganization in three areas: (1) the value orientations emphasized in state reorganization, (2) the forms/ structures state reorganizations take, (3) the research approaches applied to state reorganiztion. After summarizing trends and patterns in each earea, projections of future developments are made. My review and speculation are based in part on a comprehensive study of 151 state executive branch reorganizations or attempts to reorganize in 48 states from 1914-1975.  相似文献

A disturbing feature of demographic trends in India is the sharp decline in the proportion of girls to boys. Most existing analyses of the Indian child sex ratio present a country wide picture and focus on trends across states. Such state level analyses may hide intra state variation. This paper uses district and village data on sex ratio at birth and infant mortality to examine the extent, geographical spread and nature (before or after birth) of daughter deficit within the South Indian state of Tamil Nadu. Our analysis shows that (i) daughter deficit in Tamil Nadu occurs in nearly half the state's districts; (ii) a large proportion of daughter deficit occurs before birth; (iii) daughter deficit rises with birth order and (iv) daughter elimination is not confined to particular socio-economic groups.  相似文献

Before America began creating a federally based welfare state in the 1930s, most publicly funded responses to social problems had an institutional bias. The ways in which the welfare programs initiated 50 years ago have helped to influence institutional trends, and are likely to continue doing so in the future, constitute the major focus of this analysis. Four special problem groups are assessed from a historical perspective: (1) the dependent aged and the movement from local almshouses and state insane asylums to nursing homes; (2) the mentally ill and the movement from state hospitals to a variety of local medical and nonmedical residences; (3) the developmentally disabled--formerly the mentally retarded--and the movement from state schools to private community residential facilities; and (4) the dependent/neglected and delinquent youth and the movement away from orphan asylums and training schools to group homes, treatment centers, adolescent psychiatric units, halfway houses, and outdoor camps. Recent trends and projections, as well as present and future policy issues, are assessed.  相似文献

A recent literature highlights the uncertainty concerning whether economic growth has any causal protective effect on health and survival. But equal rates of growth often deliver unequal rates of poverty reduction and absolute deprivation is more clearly relevant. Using state-level panel data for India, we contribute the first estimates of the impact of changes in poverty on infant survival. We identify a significant within-state relationship which persists conditional upon state income, indicating the size of survival gains from redistribution in favour of households below the poverty line. The poverty elasticity declines over time after 1981. It is invariant to controlling for income inequality but diminished upon controlling for education, fertility and state health expenditure, and eliminated once we introduce controls for omitted trends.  相似文献

The way how Russia ignores the EU’s quest for liberalization and sustains a control over markets and supplies is directly related to her use of gas as leverage. Russia’s strategy affects many European and non-European countries during all stages: demand, supply and transit. It is not, however, possible to generalize a common statement that the EU’s position is based on a policy of market liberalization while Russia pursues an opposing strategy of increased state control. Russian energy strategy leads markets in Europe; sets tone for energy supplies at homeland and abroad, benefiting from a variety of means. This article shows how a symbiotic relationship between the Russian state and Russian energy companies emerge from a structure in which trade, markets and international politics have been embedded within the state interests and firm behavior. It identifies the economic and geopolitical trends with regard to recent developments of Russia’s strategy.  相似文献

In terms of regionalisation the Middle East appears to exemplify the region's status of being the 'exceptional' case, eternally out of step with history and immune to the trends affecting other parts of the world. This article will analyse whether recent trends of economic liberalisation might give an impulse to regionalisation. This is done by focusing on the 'double assignment' of the bourgeoisie: curbing state autonomy and acting as the 'championing social class' whose specific interests coincide with the prospect of a larger unified market. The article concludes that we can not expect Arab regional economic integration to be spurred on.  相似文献

The role of the state is changing under the impact of, for example, globalization. The changes have been variously understood as the new public management (NPM), the hollowing–out of the state and the new governance. This special issue of Public Administration explores the changing role of the state in advanced industrial democracies. It focuses on the puzzle of why states respond differently to common trends.
This introductory article has three aims. First, we provide a brief review of the existing literature on public sector reform to show that our approach is distinctive. We argue that the existing literature does not explore the ways in which governmental traditions shape reform. Second, we outline an interpretive approach to the analysis of public sector reform built on the notions of beliefs, traditions, dilemmas and narratives. We provide brief illustrations of these ideas drawn from the individual country articles. Finally, we outline the ground covered by all the chapters but we do not summarize and compare their experiences of reform. That task is reserved for the concluding article.  相似文献

This article looks at Mark Bevir's ideas on the changing nature of the modern state, as expressed in his book, ‘Democratic Governance’. In the book, the author argues that recent developments in the theory and practice of politics have their intellectual roots in wider trends in the academic study of society and politics. In particular, he argues, the rise in what he and others have called ‘the new governance’ – that is, the shift in Britain and elsewhere away from centralised policy making and implementation by state institutions toward policy networks in which the state is merely one actor among many – has emerged as a direct consequence of the rise of ahistorical, universalist social science methodologies.  相似文献

There has been a paradigmatic shift in the mode of governance in capitalist nations, developing countries, and postcommunist states. Under the newly emerging neoliberal state, which has largely replaced other state formations, public governance has undergone significant transformation. In comparison with the earlier mode, the new mode of governance has the objective of narrow economic growth rather than overall development, the role to support rather than lead service delivery, the structure of managerial autonomy rather than accountability, and the standards based on business norms rather than public ethics. This mode of governance, which emerged in advanced industrial nations, has been extended to most developing countries, including those in South Asia. This paper explores the origins and trends of recent changes in governance in South Asian countries, and evaluates the critical implications of such changes for various dimensions of society in these countries.  相似文献

The article assesses the state of political participation in Central and East European post-communist democracies. Incorporating the most recent data, it compares the emerging trends in political participation to those observed in the established democracies of Western Europe. The findings reveal that post-communist citizens participate substantially less than their Western counterparts, and, contrary to some expectations, no convergence has been taking place. This is due to a host of factors, the importance of which seems to vary according to the type of political activity. It is subsequently shown that while political participation is lower than in Western Europe, it is not markedly more biased. The poor state of political participation therefore does not appear to seriously undermine the quality of the post-communist democratic process.  相似文献

This article emphasizes the key role of labor in shaping trends and patterns of pica change. The first section of the article argues that during the interwar period, continental Latin America experienced common trends in several areas, including a general upsurge in labor unrest, deepening conflicts among elites, the implementation of new modes of state regulation, and a disruption of prevailing trade arrangements within the world economy, all of which were accompanied by a brief but significant wave of democratization in the 1920s. Noting that these general trends were unevenly distributed through the region (particularly after the 1930s), the second section of the article proceeds to abstract four patterns of political arrangements (repressive dictatorships, party competition, corporatist nationalism, and unstable labor politics). The article uses two principal variables (the relative weight of the middle and working classes and the degree of cohesion/fragmentation among elites) to explain these patterns of political change. Overall, the article suggests that the relative strength of labor and subordinate groups was key to shifts away from repressive dictatorship, while the degree of convergence among elites was significant in shaping political outcomes, but not in promoting democratic outcomes. Part I of this paper (autumn issue) explained the need to improve existing research into the British central state, outlined the bureau-shaping model, and tackled a number of methodological issues involved in applying this framework. Part II demonstrates that the bureau-shaping model is highly effective in systematizing and extending our knowledge of how Whitehall and directly attached agencies are structured. The main types of organizations identified share many similarities, so that the model's categories have a clear intuitive meaning. As a result the bureau-shaping model can effectively cope with analytic problems that have constrained previous 'bureaumetric' research, such as the extreme variations in the size of central state agencies. The model also illuminates both the distribution of bureau-types across policy sectors, and the effects of different patterns of administration on public expenditure trends under the Thatcher government.  相似文献

Three major cycles of reform in public mental health care in the United States--the moral treatment, mental hygiene, and community mental health movements--are described as a basis for assessing the shifting boundaries between the mental health, social welfare, and criminal justice systems. Historical forces that led to the transinstitutionalization of the mentally ill from almshouses to the state mental hospitals in the nineteenth and twentieth centuries have now been reversed in the aftermath of recent deinstitutionalization policies. Evidence is suggestive that the mentally ill are also being caught up in the criminal justice system, a circumstance reminiscent of pre-asylum conditions in the early nineteenth century. These trends shape the current mental health service delivery system and the agenda for policy-relevant research on issues involving the legal and mental health fields.  相似文献

This paper revisits Bangladesh’s ‘double paradox’ – sustained macroeconomic growth despite the poor state of governance and a high level of corruption – by critically reviewing trends in governance and corruption indicators during 1990–2017 vis-à-vis other South Asian countries. In addition, we draw upon data from a purposefully designed survey of manufacturing firms to assess the state of economic governance in the export-oriented ready-made garments (RMG) sector, the country’s main source of foreign exchange and driver of economic growth. Consistent with the country’s poor ranking in a host of indicators of investment climate and corruption perception, in-depth interviews of RMG factory owners confirm the high cost of doing business in various forms. We also find no evidence of growth-mediated improvements in indicators of governance. On the contrary, our review of print media reports suggests a growing governance deficit in the country’s financial sector. We conclude by discussing the implications of our findings for the country’s future growth as well as performance of the RMG sector.  相似文献

This paper advances the proposition that post-Arab Spring politics are a product of globalisation’s economic and social liberalisation. The global market and privatisation have fundamentally deconstructed centralised autocratic rule over state and society, while facilitating corruption and selective development, culminating in public outrage. The political order of the Middle East and North Africa since the Arab Spring synthesises globalisation’s dialectic duality, in which economic integration has contributed to the demise of national authoritarianism, inciting communalism and political fragmentation. This paper analyses emerging political trends and challenges based on a comparative analysis of Egypt and Tunisia.  相似文献

ABSTRACT

In comparisons of the internal governmental arrangements within states, the United Kingdom (UK) is ordinarily categorised as a unitary state conforming to the ‘Westminster model’. However, this article contends that the changing nature of British governance over the last two decades means that the UK is better viewed as a ‘union state’ that conforms more readily to a ‘differentiated polity model’. Nowhere is the reality of differentiation more clearly exemplif ied than in respect of the British civil service. To illustrate the extent of differentiation, the article presents a case study of the characteristics and trends in the civil service of Northern Ireland for, while the politics of the Province have received great attention, its system of public administr ation has been chronically under-reported. The article considers the changing structures, policy process and impact of public management reforms as well as the restoration of devolved government. Finally, it summarises how the evidence from Northern Ireland informs theoretical understanding as well as its implications for the rest of the UK and beyond.  相似文献

Budgeting is a form of financial reporting using accounting information. This paper reviews current research and trends in governmental accounting and reporting for state and local governments in the United States. In the first section, the contributions of the Governmental Accounting Standards Board are reviewed, including the conceptual framework now guiding the evolution of accounting standards. Also reviewed are developments that are expected to have a significant impact on budgeting in the future, including service efforts and accomplishments reporting, financial condition, and budget reporting. The second section reviews accounting research in four distinct areas: capital markets; financial reporting; behavioral experiments; and, public choice. The future of governmental accounting and reporting will reflect changes in the standards of practice and the use of theory to direct research.  相似文献

We explore agencification and corporatization in the Norwegian central government. While these types of organizational change have often been linked to the NPM and post-NPM doctrines of recent decades, we will extend our analysis back to the post-World War II period. The empirical data are drawn from the Norwegian State Administration Database. The main focus will be on changes along the vertical dimension, i.e., conversions of ministerial units into state agencies and from state agencies to state-owned companies, or in the other direction. A main question is the organizational dynamics of agencification and corporatization. Why have the structure and organization of government changed, how and to what degree do the pattern of change reflect global trends in NPM and post-NPM reforms, and is the central government subject to the politics of structural choice. Moreover, what is the importance of national administrative doctrines, party constellations in government, and deliberate actions of administrative policy-makers?  相似文献
