This paper argues that ‘leaderism’– as an emerging set of beliefs that frames and justifies certain innovatory changes in contemporary organizational and managerial practice – is a development of managerialism that has been utilized and applied within the policy discourse of public service reform in the UK. The paper suggests that ‘leaderism’ is an evolution of entrepreneurial and cultural management ideologies and practices. An analysis of the articulation of leaderism with public service reform in the UK is presented. The paper problematizes the construals of leadership contained within these texts and reflects on their promotion of leadership as a social and organizational technology. ‘Leaderism’ is argued to be a complementary set of discourses, metaphors and practices to those of managerialism, which is being utilized in support of the evolution of NPM and new public governance approaches in the re‐orientation of the public services towards the consumer‐citizen.  相似文献

Over a number of years in the UK, public service improvement has been at the centre of both Conservative and Labour policy. Keen to make improvements in public services, the current Labour government is pursuing this issue more strongly than any other. This paper examines the concept of improvement and reviews the academic literature which has empirically assessed improvements in a range of public services. Drawn from over 50 studies of improvement, the evidence highlights seven determinants or improvement ‘triggers’ which have been put in place and which have had a positive effect on a public service. These include quality frameworks and public participation forums. The paper reviews the evidence and evaluates the strengths and weaknesses of the studies themselves. The findings of the paper indicate that, despite a political drive to improve public services, there is insufficient evidence available on ‘what works’ in bringing about improvement. The need for sustained research in this area is emphasized and conclusions are drawn on a way forward.  相似文献

The proper role of civil servants in the development of public policy has been the subject of continuous commentary and debate. In the advanced industrial democracies the operation of increasingly complex programs in government has led many commentators to warn of the danger of “technocracy”-- a condition wherein professional career administrators more fully control the direction of public policy than do elected representatives of the people. Likewise, in less developed nations there is concern over the role of public administrators in the development of policy. The charge of indifference to and disregard for public involvement and sentiment is frequently heard. Using data from a survey conducted in the U.S., Korea and Brazil, this paper examines the extent to which civil servants in each country adhere to a technocratic outlook. We find that although societies that are more economically advanced are less likely to adhere to a technocratic view, there is considerable variation within each research setting. Specifically, we find that technocratic orientations are more likely to be held by men, those who hold more materialist value orientations and those holding managerial occupations.  相似文献

This symposium illustrates a serious problem. There has been a great deal of fragmentation in the field of public administration in the last two decades. For three decades, from the 40's through some of the 70's, public administration was able to encompass many diverse approaches within its boundaries. However, dissatisfaction with traditional public administration content, methodology, incrementalism, and administrative management led to divisions in the field of public policy and public management that have separated themselves from public administration. The desire for separateness is seen in changed names of academic programs and degrees, different course content and separate professional associations. The symposium was designed to try to stimulate debate and discussion of the ties rather than differences in the field.

This article discusses the differences from the standpoint of the students, the practitioners of public administration, the faculty and the public. The conclusion is that there is much more which should join these programs than separate them and that the need to produce leaders for the public service requires strong places in the academic world for these programs. The field would be stronger if those who argue for public policy, public management and public affairs separate and unequal from public administration would engage in dialogue to take the best of all these approaches and merge into a stronger whole. The common concern with the public nature of the profession and the need to educate public leaders overrides most of the perceived differences. The weakness in the perception of the field generally and in the academic world caused by these splits will continue until more common efforts are undertaken.

Public policy has contributed a great deal to improving methodological rigor in the field. Public management has been important in making the leap from policy to implementation. These differences have changed public administration considerably. But the parts of the field are not sufficiently aware of each other. Analysis of all the programs finds more in common than is acknowledged and finds that these differences do not make a real difference.

It is time to begin discussion of how to make all parts of this field stronger, to improve the academic training, to increase the link between theory and practice, and to work together to improve the public image of public service. To do this, these divisions must be acknowledged and brought together into a stronger professional program for the public service.  相似文献

Since the 1990s there has been a long-standing concern in government towards public sector accountability, management, efficiency and service delivery. A number of studies have attempted to analyse the multitude of individual changes and their manifestations through analyses based on a variety of institutional, policy and governmental distinctions. This paper attempts to specify the changes with particular reference to planning, and to consider the evolution of the public service ethic in planning towards more openness, scrutiny, transparency and efficiency with particular reference to the changing ethos of the professional employee. We first explore the  main impacts upon local government, the public service ethic and professional planning as a consequence of the Modernization agenda and freedoms and flexibilities initiative. We then look at how such changes have impacted upon the ethos and values in public service and planning. We draw on some evidence of Ombudsman cases to highlight issues of professional values in planning practice over the past decade before finally drawing these strands together in some conclusions. Our principal findings indicate that the much-trumpeted decline of services and standards may not have been as apparent as is sometimes portrayed and that internal professional attitudes and values towards the external changes may not have significantly altered over the same period.  相似文献

This article analyses the implementation of managerial ideas in Kazakhstan using the case of a combined public service delivery called “One Stop Shops”. Several public services are provided in a single building rather than different government offices in a business-like style of service delivery and in a modern physical environment. The service integration policy is an attempt of Kazakhstani government to improve the quality of public services and reduce corruption. Some positive progress in improving the accessibility of public services has been noted. However, as this article argues, the country-specific model of “alternative-access” service delivery was not able to implement in-depth changes in the work of the public sector and improve service quality. Implementation of the managerial ideas has been limited and constrained by the institutional framework and culture prevailing in the Kazakhstani bureaucracy. The main conclusion is that the governments of transitional countries need to critically analyze the pros and cons of the new policies and reflect on their cultures before making further steps to adopt Western managerial initiatives.  相似文献

This paper explores the dialogue about innovation in public services currently found within public policy and creates an interaction between research and practice about its strengths and limitations. It argues that this dialogue is a flawed one, often both at odds with the existing evidence and lacking a holistic understanding of the nature of innovation and its distinctive policy and managerial challenges. It therefore synthesizes existing research to challenge current public policy thinking about the role and determinants of innovation in public services. It concludes by offering five lessons towards effective policy‐making and implementation that would provide a more sophisticated and evidence‐based approach to the encouragement and sustenance of public service innovation – and four key areas for further research.  相似文献

The purpose of this research is to identify and examine linkages that exist between public policy and quality of life in American cities. A review and analysis of public policy research and social indicators research over the past twenty years is included. Social indicators are further defined into both objective and subjective indicators. The developing confluence of the two areas of research constitutes the basis for the remainder of the paper.

The data for this study are derived from a nationwide survey conducted by Louis Harris and Associates, Inc., in late December, 1977 and early January, 1978, for the U.S. Department of Housing and Urban Development (HUD). Interviews were conducted for a sample of 7,074 adults, asking them about their perceptions on the quality of community life, government services, social problems, and future possibilities. The findings are analyzed through use of a frequency distribution of the quality of life measures and the quality of public service variables.

The pattern of statistical relationships indicates that the nine public service variables are sharply divided into two groups. One, seven variables (police, garbage, street lighting, fire, public schools, parks and playgrounds, and road and street maintenance) are all highly inter-correlated. The correlation coefficients among them range from a high of .411 (police and fire) to a low of .218 (garbage and public schools). The other, public transportation and public health service are also closely inter-correlated, but their relationships with the other seven are all uniformly weak.

These two groups of public services have distinct political and policy implications. The first group of services tends to represent those traditionally well-established public services that are considered “vitally important” for the well-being of the general public. The second group, in contrast, tends to represent those public services that are relatively new and serving primarily the needs of low income or minority groups in the community whose political influence is most likely to be marginal.

A few generalizations may be drawn from the statistical relationships. First, the general indicators of community life quality such as feelings about the overall community and neighborhood are more strongly correlated with the quality ratings of public services than the quality indicators of specific life domains. Second, some of the strongest relationships are found between specific public services and specific domains of life quality that might be expected logically to have close association such as police and safety (r=.317) and public schools and child raising (r=.427). Third, those public services that are considered part of mainstream local services and important for the daily life of the general public (such as police, fire, public schools, parks and playgrounds, etc.) tend to be very strongly correlated with the measures of community life quality. Fourth, in contrast, those services that are primarily affecting underprivileged groups in the community and not considered part of the mainstream of local services are poorly or insignificantly correlated with the measures of community life quality.  相似文献

Award schemes have proliferated in the public sector worldwide – yet there is little analysis of their role in improving public services through celebrating performance and sharing good practice. This paper theorizes this development, establishing a research agenda to examine the functioning, attractiveness and effectiveness of award schemes, which may be classified as being threshold or competitive schemes. The paper examines a major English competitive award, the Beacon Scheme, and focuses initially on its attractiveness to applicants. The research constructed a database of applications and awards of all English local authorities over six years as well as using interviews and observation. The analysis examined trends over a changing policy context, along with differences in application rates across eligible authorities and perceptions of the scheme. The analysis is used inductively to construct criteria by which the attractiveness of award schemes and their effectiveness in service improvement can be conceptualized.  相似文献

As a recent member of the European Union (EU), Romania aligned its public policies to Westernized models of civil service reform. This article critically analyzes the impact of Human Resource Management (HRM) models as compared to a Weberian Easternized public administration culture, which continues to display strong hierarchical relationships, rather than the “networked” governance favored by some Western European countries.

The focus will be on the development of HRM policies and practices, taking as a set of case studies Romanian central government organizations. The key problem to be addressed is to understand why such organizations remain locked in ineffective systems of personnel administration. Yet, Romania, along with other Eastern European states, has been exposed to international reform movements in public management through policy transfer. The article will look for evidence of New Public Management (NPM)-type practices, in addition to HRM.

Moreover, the countries of Eastern Europe are far from homogeneous, and so an understanding of both the institutional and cultural context is crucial to ascertain the acceptability of NPM. In the case of Romania, this article considers HRM developments in a multi-culturally influenced state, which has also experienced Socialist regimes. However, policy innovations have started to appear, not only as a consequence of the international diffusion of “good practice” and “policy learning, ” but also stemming from the demands of European directives. Thus, the aim of this article will be to assess the role of policy learning in relation to HR reform in the public service.  相似文献

Since devolution in 1999, the Welsh Government has developed a distinctive approach to the management of local government policy. Alongside an emphasis on welfarism and partnership, local authorities have been exhorted to put the citizen at the centre of public service delivery. Drawing on the notion of assemblage, developed in the governmentality literature, this paper identifies two different rationalities running through Welsh Government policy documents. On the basis of a series of interviews with government officials and their counterparts in the Welsh Local Government Association we find evidence of important tensions in the Welsh approach. While the emphasis on the citizen has worked in building a ‘political rationality’, the evidence from our interviews suggests that it works less well as a ‘government technology’.  相似文献

In emerging structures of local governance the institutions of elected local government have the potential to fulfil three complementary roles: those of local democracy, public policy making and direct service delivery. Although ICTs (information and communication technologies) could effectively develop all three roles there is a systemic bias which favours service delivery applications and ignores others. This bias can be explained by reference to a network of actors who determine ICT policy in relative isolation from the other policy networks active at the local level. The ways in which this bias is perpetuated are explored through a case study of ICT policy making in UK local government. The implications of the systemic bias for the long-term future of local government, and indeed public administration, are both severe and profound. They suggest an over-emphasis upon performance measurement, a decline in democratic activity and a diminishing capacity among elected bodies to effect broad public policy initiatives.  相似文献

Government contracting with private service organizations has grown rapidly in the United States in the last 25 years. Advocates of contracting hope that it will spur competition among service agencies, lowering costs and improving service quality. In practice, however, contracting departs significantly from this competitive model. Instead, government and private agencies develop long-term relationships which can be considered regimes governed by specific norms and expectations. These regimes profoundly influence the delivery of services and the politics of contracting. This article analyses these regimes in the context of the contested nature of public authority. The article concludes with suggestions for reforming public policy to improve the performance and effectiveness of contracted services.  相似文献

Despite the consensus on volunteering as a behavioral consequence of public service motivation (PSM), research has not yet empirically examined how various PSM constructs relate to an individual’s volunteering, and the underlying mechanism between PSM and volunteering remains a mystery. This study identifies common motivational grounds between PSM and volunteering and examines how the four PSM types—rational, normative, affective, and self-sacrifice—predict public service employees’ volunteering. The findings from the survey of employees in the Korean National Government suggest a connection between public employees’ volunteering and the rational dimension of PSM, i.e., their desire to influence public policy process.  相似文献

In 1996, the government of Sri Lanka enlisted the help of international consultants to address significant weaknesses in the countr's public administration. Their study focused on reorganization of public administration structures, rationalization of public sector cadres and introduction of results-based management systems and procedures. The analysis focused on five main topics: consolidation of core strategic functions in the President's office; improvement of the policy coordination process at cabinet and ministerial levels; separation of policy-making, service delivery and regulatory functions of public administration; enhancing the effectiveness of line ministries through realigning tasks; and introduction of a results-based management system that links resource inputs with well-defined outputs of departments and offices. The urgency of public service reform has been an issue on the national agenda for some time. Until the institutional capacity and effectiveness of the public administration system is upgraded, the credibility of government efforts to bring about a more liberal and competitive market environment will be seriously in doubt. The recommendations in this article can be extended beyond Sri Lanka, serving as a general model of civil service reform for other South Asian nations.  相似文献

Governments have been encouraging public service organizations to innovate. However, little is known about the extent of innovation in public service organizations. A private sector approach to the measurement of innovation - the literature-based innovation output indicator (LBIOI) - is applied to public service organizations to address this significant information gap. The method is described and then explored in one public service sector, English housing associations. A sample of 257 innovations is constructed and then subject to analysis. This initial testing of the LBIOI indicates that the approach can be applied across public services to create longitudinal data sets, which will enhance the communication of good practice and the use of evidence in public policy, management and research. This methodology is demonstrated to offer initial insights to public service innovation and would allow relationships to be explored notably innovation and performance, a relationship central to government's promotion of innovation.  相似文献

Comparatively speaking, the birth and the growth of public administration programmes, at both undergraduate and postgraduate levels, in Hong Kong and Macao have been a response to the increasing need for the training of students and civil servants in the discipline of public administration. Since the 1990s, the proliferation of Master of Public Administration (MPA) programmes in both the Hong Kong and Macao Special Administrative Regions can be explained by the demand for local people to govern the two places in accordance with the principle of ‘one country, two systems’. The content of various MPA programmes also reflects the changing political and administrative circumstances; its public administration focus has been accompanied by core courses training students from a variety of disciplines, ranging from public finance to economics, from public policy analyses to globalization, and from regional planning to a deeper understanding of mainland Chinese government and politics. In both Hong Kong and Macao, some graduates from both the Bachelor and Master programmes have joined the civil service or enhanced their skills in public sector management and governance. Although the medium of instruction varies from one university to another, their programme objective shares one thing in common: the imperative of training existing civil servants and students to join the governments of Hong Kong and Macao. This paper compares and contrasts the development of public administration programmes in Hong Kong and Macao and examines its theoretical implications for the changing relations between politics and public administration.  相似文献

While the foundational claim that PSM attracts individuals to the public sector is well established in the research literature, much uncertainty still exists about its influence on the choice between the public versus the nonprofit sector, which also frequently exhibits a strong public service mission. Little is known also about how discrete dimensions of PSM differ in their effects on such job preferences. This article addresses these shortcomings by drawing on a study that combines the measurement of separate dimensions of PSM with a policy‐capturing design that allows disentangling the effects of sector from those of other job attributes that usually correlate with it: the service orientation of the job and job security. Results show that dimensions of PSM display relevant differences in their effects on preferences across job attributes. These findings have important implications for the choice of PSM measurements in scholarly research and job selection.  相似文献

Ambiguities often weave through policies, leading to conflict and confusion over the intents and purpose of said policy and how it may manifest in any specific instance. Given that policy management is a core function for most public service agencies, the challenges here are almost universally experienced as public servants balance the political, legal, and technical requirements of policies against their functionality in practice. To this end, the authors use a grounded theory approach to identify themes in how practitioners cope with policy ambiguities. Relying on data from program evaluation reports and interviews with practitioners, the authors triangulate five themes: interpretation as a collaborative endeavor, teach people how to think, processes simplify and guide, consistency comes from horizontal communication, and policy interpretation evolve. Conclusions argue that ambiguity is a key theoretical and practical challenge that impacts the quality and character of democratic governance.  相似文献
