Current studies on Hong Kong public administration have overlooked three emerging crises of the administrative system -- the crises of mediocrity, the public service, and the metapolicy -- which may result in a complete collapse of the colonial regime. The analysis reveals the following. Firstly, operating within a paradoxical context, civil servants find it difficult to maximize their contribution. Hard pressed by the delimma of “to strive for excellence or to observe medicoirty,” many choose the latter. Thus, the overall performance of many Hong Kong public agencies and civil servants is unacceptable. Secondly, at the absence of a political theory which redefines the relationship between the political system and socio-economic system and thus the mission of the public service, many civil servants lack commitment to the public service and therefore the norm of medicority is reinforced. And thirdly, the government has reformulated its metapolicy in a way that system overloading is likely, thus making Citizen insubordination probable. It is conclusded that the future of Hong Kong is bleak and that remedial actions are awaiting: the first task is the quest for a new set of political ideology and public philosohgy; the next is reformulation of a new metapolicy, followed by forceful pulbic sector management reform.  相似文献

One of the main issues for Latin America now that it is entering a new period of economic growth is the process of speeding up social development to catch up with economic trends. This may be seen by some as a highly profitable investment, but by most as a moral obligation. A long history of exploitation and the most recent decades of misgovernment have provoked a legacy of social injustice and disparities incompatible with the region's economic potential.

Structural adjustment policies impose a significant reduction in the size of governments which have shown an unequivocal tendency to retreat from their responsibilities regarding the social sector. Current trends of the new world order raise many concerns regarding the social perspectives of the less privileged layers of the population.

Besides the new economic opportunities, redemocratization of the region has led to a new socio-political environment in which paternalistic patterns have given way to a more participatory and mature relationship between government, civil society and business.

The so-called third sector has become of increasing importance and is growing rapidly in most countries. Business is also assuming new roles in terms of its responsibility towards social development. There is a change in culture and there are new opportunities to develop innovative forms of participation. The retreat of the State is opening up a new niche for the third sector and business to establish partnerships that can speed up social development without the risks of the heavy paternalistic and patronizing influence of governmental branches. Overall, one can observe a shift in responsibilities. Partnerships will involve the three actors, with government participating heavily in financing the operations of the third sector, while business lends its’ efficiency as well as material resources.

The business sector in Latin America is rapidly learning the social responsibility of participating in community initiatives and the benefits that such an approach can bring. Foreign companies have played an important role in bringing new values, strategies and experience of this participation. Local businessmen are adopting these values and adjusting them to their realities. The new economic and political environments have created a new sense of citizenship and there is an observable advance in the approach that business is taking in relation to the potential of its participation and of its responsibilities regarding social growth and development.

Corporate philanthropy -- or community relations, or corporate citizenship, as the local culture prefers to call it -- assumes several forms. Grantmaking is still the least frequent as companies prefer to maintain tighter control over the use of resources, either by operating their own projects in a joint effort with target communities, or by establishing partnerships with small organizations of the third sector. Stimulating volunteer work of their employees is also a form of participation.

More recently, in countries like Argentina, Brazil, Colombia and Mexico we have witnessed the emergence of associations of grantmakers and philanthropists, similar to those of the United States. Through these organizations, corporations, corporate foundations and independent foundations can share their experiences and values, coordinate their efforts and exert influence in the social and political environment.  相似文献

Abstract

The relationship between openness and growth remains a controversial issue in development economics with many studies focusing on the export–growth relationship. This paper examines whether the relationship between exports and growth found in large cross-section studies also holds in the context of African economies. The paper employs threshold regression techniques to examine whether African countries benefit more from exports when they reach a certain level of development or openness. Our results suggest that there is indeed a positive relationship between exports and growth in Africa. The threshold regression analysis also suggests that it is not necessary for a country to reach a certain level of development or to have an existing export base for this relationship to hold, though it is found that the relationship is stronger for countries that experience higher rates of export growth.  相似文献

This article examines the contemporary agricultural policy-making environment in Britain and suggests that the growing complexity of interest articulation and policy making has eroded NFU dominance as a peak association. We would suggest that it is this clientelistic attitude to agriculture rather than a specific relationship with one interest group (however influential) that shapes the agricultural agenda. This article rejects a version of events which sees policy outputs as being the result of exclusive MAFF/NFU interactions as exaggerating policy-making closure, and the exclusion of environmental and other externality interests. It portrays the policy sector as fragmented and competitive, with a wide cast list of pressure participants all vying for policy influence. It identifies flexible policy communities operating at the sub-sectoral level, and within such arrangements the NFU often has to defer to the specialist or niche expertise of single commodity groups or agricultural processing companies.  相似文献

This study examines the issue of whether the relationship of fertility to measures of economic resources is different at lower income levels than at higher levels. Testing was done in a rural Philippine setting in 1978-79. 3 measures of economic resources were utilized -- income, quality of housing, and provision of schooling for children. The data were drawn from a survey of rural families residing in 5 muncipalities of Iloilo province, on Panay Island in the central Philippines. In the study design, villages (or barangays) were selected from the 5 municipalities to obtain equal numbers of 3 agricultural types -- upland, rainfed lowland, and irrigated lowland farms. Interviews were conducted during a 4-month period in late 1978 and early 1979. Completed interviews of 1077 married women were obtained from 1066 households in 46 villages. These women were under age 50. The number of children ever born was used as the measure of fertility. To derive household income for the families in the survey both farm production and nonfarm income were converted into Philippine pesos. For a measure of housing quality, an index was formed based on 7 household items which could be considered amenities for the family and on the reported construction materials for 5 parts of the dwelling. This sample of households in the rural villages of Iloilo Province exhibited evidence of a threshold in the relationship between housing quality and fertility and between per capita income and fertility. For those families with per capita income less than 200 pesos per year, there was a strong positive relationship between 2 of the economic resource measures and fertility. This threshold for families of very low income showed support for the presence of limiting factors other than contraception. When the contracepting women of low income were removed from the analysis, the slope below the threshold became steeper. The poor nutrition and poor health that are associated with very low income can result in lower fecundity, thus biologically or nonvolitionally limiting fertility from what it could be with conditions of good health and nutrition. Among the families with higher per capita income, there was a negative relationship between per capita income and fertility. Housing quality yielded the strongest evidence of the threshold effect. Education of the children was not related to fertility in this model. Study findings indicate that for about 1/3 of this rural population initial increases in their economic level or living standard could result in increasing fertility up to a threshold level.  相似文献

Health policy at national level is the product of a series of continuous and complex interactions between interest groups operating both inside and outside government. It is generally thought that these consultative processes are closed, elitist and dominated by the prestigious medical specialties. Yet there has been a rapid growth in the number of groups representing various interests, professions and care groups. Drawing on recent examples from the national health service, the paper explores the extent to which consultative processes in health policy have remained closed or have been opened up to new influences. The analysis suggests that consultation within the health department is more pluralistic than is usually appreciated. Also, while the closed, elitist mode of consultation with external interests has been eroded marginally, it remains more or less intact. Nevertheless, the ability of powerful medical interests to get their own way to the exclusion of other interests depends on the resources and sanctions available to other groups and on the particular policy issue. Australian Meals on Wheels (MoWs) is a well-known, traditional nonprofit organization operating for over 60 years in a mixed economy of welfare, where it is positioned between the increasingly complex demands of state regulation and market efficiency. These contextual challenges cause critical tensions to an organization reliant on humanitarian principles and a large volunteer workforce. Findings show that this organization is experiencing conflicting and multiple identities which are having a significant impact on volunteer recruitment and retention. Specifically, data highlight the external challenges that threaten volunteers relating to regulation and funding, and internal challenges that tend to ignore volunteer value and instead picture volunteers as ageing and resistant to change. Findings suggest that the organization needs to work with all stakeholders to develop a shared organizational identity that blends humanitarianism with managerialism. New inclusive processes can enable better recruitment and retention practices, enabling the organization to “unfreeze” its traditional ways of operating to build a sustainable future for this much-needed organization.  相似文献

Data from police records on 320 domestic violence calls for assistance collected during a four-month period from five jurisdictions operating under a pro-arrest statute in a Northeastern state were examined to determine the distribution of incidents by victim-suspect household relationship. It was hypothesized that, despite the lack of any statutory distinction, police compliance with the requirements of a pro-arrest statute—and mandatory arrest policies—would be higher in incidents involving a parent complainant than in incidents between other household members. Logistic and ordinary least-squares regression indicated that the odds of arrest for cases of child to parent and sibling assault were significantly higher than for other kinds of relationships, especially adult partner cases. Analyses also revealed that police compliance with victim assistance actions was significantly less likely for victims of parent to child and sibling violence relative to other victim-suspect relationships. The police were also more legalistic in the application of the statute to both female victims and female suspects. The implications of the increased role of extra-legal variables in the arrest decision (i.e. age, gender and relationship status) and the police support of parental authority are examined.  相似文献

A mode of operation defines a pattern of policy-making or approach to policy. This paper attempts to deconstruct the relationship between certain modes of operation, political ideology and specific techniques, using the main example of targeting. Targeting is commonly related to a number of other concepts, including selectivity, means-testing, conditionality, residual welfare, and rationing. The inter-connectedness of the issues is often taken for granted: residualism implies selectivity, selectivity is undertaken by means-testing, selectivity and means-testing are a form of targeting, targeting and conditionality substantially overlap, and all of them have played an important role in the development of arguments for the limitations on expenditure and the restriction of welfare provision. But the methods can be used in different systems, for different purposes. Means-testing is not the same thing as selectivity; selectivity is not the same thing as conditionality or targeting; rationing can take place in any kind of service; and none of these options is necessarily residualist. Modes of operation are often compounded with political aims, the structural context of policy, discussions of implementation and the application of specific policies. When the concepts are unravelled, it becomes possible to think of the methods and approaches involved in different ways.  相似文献

Inter-agency collaboration – or partnership as it now commonly termed – is central to New Labour's agenda, but the general support for a partnership approach conceals disputes about definitions and approaches. This article begins by examining the shift to more complex and ambitious partnerships in health, social care and regeneration, which require new modes of governance. The three main modes – market, hierarchy and network – are briefly described and contrasted, and located within the recent history of public service development. It is argued that they are best seen as overlain and co-existing, resulting in a hybrid mode of governance which is characterised by tension and contradiction. The article goes on to discuss the issues this raises for real partnerships in trying to understand the collaborative imperative and the barriers to its effective achievement. Although the network mode has its attractions, there are complex issues of membership, management and culture which need to be addressed. It is concluded that hierarchy, markets and networks will co-exist better where each acknowledges its own limits and the strengths of others.  相似文献

This note examines the existence of a long‐run, cointegrating relationship between population and per capita GDP in India for 1950–93. Unit root tests show that per capita GDP is integrated of order one while population is integrated of order zero; further, estimation of the bi‐variate relationship using the cointegration procedure of Johansen shows that no long‐run relationship exists. Thus, population growth neither causes per capita income growth nor is caused by it. A corollary is that population growth neither stimulates per capita income growth nor detracts from it.  相似文献

This paper offers a critique of the concept of governance as networks. Using the complementary concept of regime governance, it argues that networks are not the primary mode of governance in the politics of urban regeneration in the UK. Drawing on primary and secondary material, it is argued that Central Government is becoming more influential in the local policy arena. In the 'mix' of market, hierarchy and network, hierarchy is more pervasive than network. It is therefore argued that partnerships should be treated as a distinct mode of governance. These conclusions demonstrate that despite the fashion for copying urban policies from the USA, local politics in the UK remain very different. Ironically, the transfer of policies developed in the USA has tended to entrench divergent practices and outcomes. The UK does not, therefore, appear to be moving toward the US model of regime politics. It is concluded that the partnership and network/regime models of governance should be subjected to rigorous comparative studies.  相似文献

Women and girls are currently positioned as highly visible subjects of global governance and development, from the agendas of the United Nations and the World Bank to the corporate social responsibility campaigns of Nike, Goldman Sachs and Coca Cola. This paper examines the representations of empowerment in visual (image and video) material from the Nike Foundation’s ‘Girl Effect’ campaign. Drawing on the works of Angela McRobbie and Lilie Chouliaraki, I suggest that this campaign is reflective of a mode of ‘post-feminist spectatorship’ that is now common to corporatised development discourses; it is manifested both in terms of the conservative mode of neoliberal empowerment proposed for distant others and the mode of ironic spectatorship imagined for the viewer. I conclude that the relations constructed in the ‘Girl Effect’ campaign between the (empowered) Western spectator and the (yet-to-be-empowered) Third World Girl work to erode bonds of solidarity and entrench structural inequalities by positioning economically empowered girls as the key to global poverty eradication.  相似文献

It has become common place for governments to initiate electronic-government projects in order to reform public administration. This paper seeks to explore the ways in which an e-government project, as a potential mode of reformation, is established and made to work, and then, further, to account for some of its consequences for conventional public administration. To do so we draw upon a detailed empirical study of a Greek e-government initiative, the establishment of Citizen Service Centres (CSCs). CSCs represent a significant part of Greece's e-government strategy, which has sought to modernize public administration and make the provision of public services more efficient, accessible and responsive to citizens. Drawing upon Foucault's work on power/knowledge we show that the e-government initiative is established through various technologies of power that intend to discipline public sector staff towards a particular mode of working. We also illustrate that the establishment of these modernization practices is the outcome of considerable negotiation, improvisation and enactment as different occupational groups seek to collaborate (or not) across professional and institutional boundaries. Finally, we show and argue that rather than reforming the provision of public services, such e-government based modernization projects are more likely to reproduce, in more complex ways, the long established public sector practices it sought to change.  相似文献

This article analyses how the intensification of centralized monitoring within public organization may impact incentives for efficiency in those divisions of the organization that have different levels of financial autonomy. The efficiency of divisions’ activities was estimated through their procurement effectiveness. All the divisions were classified as non-commercial units (NCU) funded by the government or as income earning units (IEU) operating in the market and having broader financial autonomy. The results show that under standard monitoring, the IEU had more efficient procurements compared to the NCU. After intensification of centralized monitoring, the differences in performance became insignificant. These findings show that stricter monitoring is efficient for organizations with soft budget constraints, while for organizations with hard budget constraints it is preferable to use more flexible regulations.  相似文献

This paper challenges a common understanding, implicit in many governance studies, that once policy networks are in place, the form of governing that follows is network governing. It is argued that policy networks may be understood as a way of organizing stakeholders and only under specific conditions may the governing mode in which the networks operate be termed network governing. Consequently, policy networks may subsist under other governing modes, for example, under a hierarchical mode. The present study uses actor‐centred case studies in the area of Danish employment policy. Employment policy in Denmark is municipally implemented and the study found that the local governing mode was determined mainly by the municipality’s approach to local co‐governing. Less important, but nevertheless significant, is the capacity and interest of key private actors. Thus it is argued that nationally mandated local policy networks are insufficient in themselves to assure network governing in all settings. The reasons hierarchical governing modes prevail over those of network governing are identified and discussed in terms of agency and structure.  相似文献

This is an empirical and theoretical examination of high reliability organizations. The empirical referents are the U.S. Navy's nuclear aircraft carriers and the air traffic control system of the U.S. Federal Aviation Administration. Three modes of organizational behavior are observed ranging from routine or bureaucratic to high-tempo to emergency. Each mode has distinctive authority patterns, communications pathways and leadership perspectives.

Since 1984, an interdisciplinary group of scholars at Berkeley has been involved in making observations of and theorizing about “high reliability organizations” (HROs), which operate technical systems that are very beneficial, costly, and hazardous. Major operational errors in these organizations are likely to produce catastrophic consequences; therefore, HROs take on the dual goals of sustaining delivery at maximum capacity and operating in nearly error-free fashion. They are so effective that the probability of serious error is very low.

Other kinds of organizations systematically use trial-and-error learning. HROs, however, have less confidence in this process for conducting hazardous operations, because their next error may be their last trial.

This paper draws on experience with two of the Navy's nuclear aircraft carriers and the Federal Aviation Administration's air-traffic control system. Current theories derive primarily from studies of “failure-tolerant,” trial-and-error operating bureaucracies. Is this literature a sure guide to HROs? Do the phenomena challenge contemporary thinking about complex organizations? “High-reliability” operations reveal a range of theoretical (and operational) surprises. The remainder of this discussion explores a single dimension of this theoretical arena.  相似文献

This study analyses the relationship between provincial election outcomes and campaign spending. This study is novel as it utilizes only those expenses that should have a causal link with election success. OLS regression controlled for candidate quality, incumbency, and economic conditions reveals a positive (negative) relationship between campaign (challenger) spending and election succession, while logistic regression results in a 93% correct prediction rate. Two-staged least-square regression corroborates the findings. The results suggest that although campaign spending is useful, incumbency status and experience are more important. Additionally, campaign spending is less important during close elections and has a diminishing marginal return.  相似文献

This paper examines the performance of state owned enterprises (SOEs) in Ireland over the period 1988-92. However, unlike previous studies the performance of Irish public enterprise is examined in terms of the performance of other firms operating in the same sectors albeit based in the UK. While Irish SOEs exhibit lower rates of return on capital employed, it is found that there were significant improvements in labour productivity, relative to UK counterparts. This is attributable to the substantial increase in capital utilisation by Irish public enterprises. Given that average employment was maintained the net effect is a substantial increase in the capital-labour ratio of the sector.  相似文献

Elite formation in state socialism is a key issue in both comparative mobility research and political sociology. Several perspectives have been proposed to explain the relative role of political loyalty and education in political mobility: a dual career path model, a party-sponsored mobility hypothesis, and a technocracy thesis. I propose an alternative approach, emphasizing the role of functional differentiation and its effect on elite recruitment in China. Using a data set on top Chinese leaders (n = 1588), I find that effects of political loyalty and technical training on elite recruitment are patterned by institutional arrangements. Data analysis supports my explanation of elite selection in China.  相似文献
