It is widely accepted in the management literature that Information Technology can greatly contribute to the administrative modernization and especially to the improvement of organizational productivity. This is of great interest for the Greek Public Administration, which faces long term problems of low productivity. The main objective of this work is to analyse the impact of Information Technology on the organizational structure of Greek Public Administration, that is one of the main determinants of its productivity. Initially the theoretical background is presented on which the present work is based. Using data compiled from the whole Central Government, firstly the study is focused on the hardware and software technologies which are employed. At a second stage the impact of the use of Information Technology on a set of dimensions of the organizational structure,which are of critical importance for the productivity of the Greek Public Administration, is examined. The conclusions of the study provide the basis for the development of strategic guidelines for maximizing the benefits from using Information Technology in Greek Public Administration.  相似文献

The twin processes of Europeanization and Transition provide significant opportunities for the development of Public Administration education in Europe and provide a possibility to further the 'emancipation' of the discipline. In terms of Europeanization, the increasing challenges of politico-administrative interaction between national administrations and the institutions of the European Union illustrate that it is essential for Public Administration graduates to acquire an informed understanding of both the European context of policy-making and of the administrative organization and culture of other member states and countries associated with the EU. As a second element, the transition process in Central and Eastern European states could provide the discipline with further impetus to search for its own identity and approach in a European context. This article reviews the key findings of the results of the comprehensive inventories undertaken by the SOCRATES Thematic Network in Public Administration with regard to the current direction in which Public Administration education in Europe is moving. It addresses whether attention to European issues is reflected in the curriculum as well as links with the profession and whether cross-fertilization between the development of new programmes in the transition states and PA academic programmes in the EU member states has actually occurred.  相似文献

The “New Public Administration” advocated the infusion of value preferences into areas of administrative practice. In assessing the historical legacy and contemporary applicability of the movement, the authors examine its objectives in view of changing political and administrative commitments. As the world becomes increasingly interdependent, Americans interested in public administration will begin to realize that it is a universal phenomenon and field of inquiry that attracts the attention of researchers and teachers in all countries of the world. This will lead them to stop equating American governance with Public Administration. They will come to see that, in a comparative frame of reference, American bureaucracy, its administrative practices and political functions are quite unique. Comparative Public Administration as a special focus of study will disappear because all administrative studies must be comparative, and “American Public Administration” will gain recognition as one of many parochial foci for research as a country-specific emphasis.

Before this shift in perspective can gain widespread acceptance in America, however, the relevant work of non-American scholars will have to become more generally read in America, and the distinctively American conditions that led to the origin of this field and its subsequent dissemination on a global basis must be recognized.

Among the specific points that this paradigmatic shift will highlight are the following: the reasons why bureauphilia and bureauphobia persist in a context marked by pressure to make administrative studies and performance non-political and to divorce “politics” from “public administration;” the vain effort to gain recognition for Public Administration as either a profession or a discipline; the institutional implications of this false dilemma; the effects of focusing on career civil servants while paying scant attention to other bureaucrats, namely military officers, partisan appointees, retainers and consultants; and the causes and consequences of the American bureaucracy's semi-powered status.  相似文献

The New Public Administration sought a public service whose legitimacy would be based, in part, on its promotion of “social equity.” Since 1968, several personnel changes congruent with the New Public Administration have occurred: traditional managerial authority over public employees has been reduced through collective bargaining and changes in constitutional doctrines; the public service has become more socially representative; establishing a representative bureaucracy has become an important policy goal; more emphasis is now placed on employee participation in the work place; and legal changes regarding public administrators’ liability have promoted an “inner check” on their behavior. At the same time, however, broad systemic changes involving decentralization and the relationship between political officials and career civil servants have tended to undercut the impact of those changes in personnel. The theories of Minnowbrook I, therefore, have proven insufficient as a foundation for a new public service. Grounding the public service's legitimacy in the U.S. Constitution is a more promising alternative and is strongly recommended.

The New Public Administration, like other historical calls for drastic administrative change in the United States, sought to develop a new basis for public administrative legitimacy. Earlier successful movements grounded the legitimacy of the public service in high social standing and leadership, representativeness and close relationship to political parties, or in putative political neutrality and scientific managerial and technical expertise. To these bases, the New Public Administration sought to add “social equity.” As George Frederickson explained, “Administrators are not neutral. They should be committed to both good management and social equity as values, things to be achieved, or rationales. “(1) Social equity was defined as “includ[ing] activities designed to enhance the political power and economic well being of … [disadvantaged] minorities.” It was necessary because “the procedures of representative democracy presently operate in a way that either fails or only very gradually attempts to reverse systematic discrimination against” these groups.(2)

Like the Federalists, the Jacksonians, and the civil service reformers and progressives before it, the New Public Administration focused upon administrative reform as a means of redistributing political power.(3) Also, like these earlier movements, the New Public Administration included a model of a new type of public servant. This article sets forth that new model and considers the extent to which the major changes that have actually taken place in public personnel administration since 1968 are congruent with it. We find that while contemporary public personnel reflects many of the values and concerns advanced by the New Public Administration, substantial changes in the political environment of public administration have frustrated the development of a new public service that would encompass the larger goals and ideals expressed at Minnowbrook I. Building on the trends of the past two decades, this article also speculates about the future. Our conclusion is that ultimately the public service's legitimacy must be grounded in the Constitution. Although its focus is on macro-level political and administrative developments, the broad changes it discusses provide the framework from which many contemporary personnel work-life issues, such as pay equity and flexitime, have emerged.  相似文献

This preliminary study seeks to identify some of the factors responsible for the hitherto limited success of the National School of Public Administration in Greece, which became operational in 1985. The School, modeled after the National School of Public Administration (ENA) in France, annually accepts into its four specialized tracks with their common core curriculum both civil servants and private citizens who succeed in its rigorous entrance competitions. The School represents an effort to identify administrative talent and offer specialized training in public administration toward upgrading the administrative capabilities of the Greek civil service. Some tentative conclusions point out that the limited success of the School is associated with its brief life span, its only partial acceptance by the unions of higher civil servants, its relatively legalistic program orientation, its inadequate emphasis on internships or learning by doing, the non-strategic placement of graduates, and the absence of an identifiable corps of administrative generalists readily transferable from department to department. Perhaps, the foremost constraining factors are to be found in the areas of limited resources, brief periods of experimentation, and limited adaptation of a French prototype to the current realities of the Greek civil service.  相似文献

For the past seven years, the governing council of the American Society for Public Administration and its subcommittee on Professional Standards and Ethics have tried to write a code of ethics. This paper suggests that when one explores the overlapping domains: professional ethics, which includes dilemmas of choice--social justice and administrative discretion with the merit system, larger questions should be raised. That is, is becoming a profession ethical? Will existing inequities be magnified? Can questions of political philosophy be ignored?  相似文献

Consistent with the notion of tradition, public administration scholars usually interpret and compare administrative developments in the US, France, and Germany as inheritance, assuming continuity. However, administrative traditions have thus far not been an object of systematic research. The present research agenda aims to address this research gap by introducing the transfer‐of‐ideas approach as a means to examine the empirical substance of national traditions. We claim that for current research, the benefits of this approach are twofold. First, the transfer‐of‐ideas approach contributes to comparative public administration since it reveals in how far intellectual traditions are hybrid instead of distinctively American, French or German developments. Second, the approach may help to address the polysemous meanings of and terminological difficulties within administrative concepts that prevail in Public Administration on both sides of the Atlantic.  相似文献

In the post-Watergate era, many observers saw the renewed interest in administrative ethics as a passing fad. Now, over a decade later, the continued interest in this area belies this judgment. Indeed, this increased concern with administrative ethics is rooted in the realization that administration is as much an ethica, as technical pursuit. One cannot read John Rohr's "Ethics in Public Administration: A State of the Discipline Report," delivered at the 1986 ASPA Conference, without receiving the distinct impression that administrative ethics is an area of practice and study that is experiencing a profound upheaval. Views are diverse and often inchoate. Assumptions behind ethical prescr- ptions are still frequently unstated and unexamined. In addition, we still continue to seek techniques that will ensure administrative ethicality without understanding the nature of the ethical problems confronted in public administration and the reasons they are confronted. In short, there exists a need for theoretical clarification and classification in the area of ethics and public administration.  相似文献

The forthcoming centennial of American Public Administration falls in the same year as the bicentennial of the Constitution. This co-incidence suggests the propriety of examining the constitutional origins of the profession of Public Administration. This article notes the clash between the “two cultures” of administration and constitutionalism, proposes reasons for serious research into the constitutional foundations of contemporary administration, and provides several examples of suitable questions for this research.  相似文献

A very limited system of local government has been one of the main characteristics of public administration in Northern Ireland for the past 35 years. Yet in the recently completed Review of Public Administration changes in local government occupied a very dominant position. This article gives an account of the reasons for this, analyses the processes which led to what may be viewed as an enhancement of local government but argues that the principles adopted by the UK Government to guide the reforms, of subsidiarity, strong local government, coterminosity and good relations have not been met. The lack of an analysis in the Review of the implications of devolution for local government reform and the distribution of functions is highlighted including the relevance of the distinction between administrative and political devolution. How the proposed reforms relate to the UK-wide local government modernisation agenda is also discussed.  相似文献

ABSTRACT

The environmental justice movement challenges public administrators to develop appropriate administrative and policy responses to environmental racism claims. Public administration scholarship has focused little attention on claims of environmental racism and the environmental justice movement, in part as a result of a too narrow conceptualization of racism. The theoretical and empirical literature on racism would be useful in guiding research on environmental racism and contribute to developing effective administrative responses by local, state and federal government.  相似文献

Curriculum mapping (CM) is an assessment tool used to articulate and revise an academic curriculum. Network of Schools of Public Policy, Affairs and Administration (NASPAA) accredited graduate programs in public policy, public affairs, and public administration are required to demonstrate a competency-based curriculum development and assessment methods. This article provides the rationale and approach used to generate a competency-based Master of Public Administration (MPA) curriculum and describes a systematic approach to incorporating program learning objectives, stakeholder engagement, competency development or revisions by faculty, into competency-based CM. The competency-based curriculum is relatively new for MPA programs. While there are many potential benefits and challenges, this article focuses on the utility of flexible mission-oriented curriculum design and its ability to link competencies to assessment strategies for MPA programs.  相似文献
