This paper explores the motivations behind the outward foreign direct investment (ofdi) decisions in the past decade of an East Asian government-linked corporation (glc), the largest company of its kind in the world in terms of sectoral specialisation. This glc has travelled far from its origins as an agent of European imperialism to its current controversial role spearheading postcolonial extra-territorialisation strategies. I argue that financial predation is the synechdoche for territorialisation in the new imperialism. Consequently emerging economies pre-empt the financial siege by embarking on ofdi strategies themselves to create economic buffer territory. I construct a psychoanalytical framework for examining how anxiety is acted out in the global economy. I apply concepts of the traumatic moment, anxiety and the defence mechanisms of disavowal, splitting, introjection and projection to analyse the glc’s investments as territorial displacements of the libidinal economy.  相似文献

Recent geopolitical and economic changes have altered global social policy formation. The Bretton Woods multilateral development agencies (MDAs) have selectively incorporated ideas emerging from developing country states and decision makers, with a recent increased acceptance of social transfers as part of renewed efforts at poverty alleviation based on social risk management. There has been an instance in the use and promotion of conditional cash transfer (CCT) policies by MDAs. CCTs were a product of the emergence of a neo-structuralist welfare regime (understood as an ideal type) in Latin America – an attempt to reconcile neoliberal strategies of development with aspirations for guaranteed minimum incomes. The Bretton Woods and regional development bank MDAs have facilitated the adoption of CCTs in other developing countries, including the Phillipines. Here, a combination of actions by national political actors and MDAs has resulted in the implementation of a securitised and compliance-focused version of CCTs derived from the Colombian security state. Although poor Philippine households welcome income assistance, CCTs have acted to enforce further state monitoring without altering the national-based political and economic processes that replicate poverty.  相似文献

Using a multiple case study research technique, this study investigates the hypothesis that Total Quality Management (TQM) teams that function within the Office of Administrative Services, U.S. Department of the Interior in Washington, D.C., successfully achieve their goals when either one of two conditions exist: a team has effective leadership and/or team members are motivated. Using an explanatory case study approach, four TQM teams were used as case studies to examine the various facets of causal arguments. The case study projects include: recognizing and rewarding TQM achievers; conference rooms and auditoriums scheduling/setup; improving Contracting Officer's Technical Representative understanding of the procurement process; and improving workplace services. Based on the findings and the analyses of the case studies, evidence generally supports the original hypothesis with the difference between the original hypothesis and findings being that the conditions of leadership and motivation are both required to successfully complete projects.  相似文献

This article examines Estonia's economic institutions, performance and vulnerability to the global economic crisis in the context of the varieties of capitalism framework. It shows that Estonia shares many characteristics of a liberal market economy, but that there are also some features which do not fit the classical model, notably its corporate governance institutions. It also suggests that the varieties of capitalism framework can account for key features of Estonia's economic performance, including its growth trajectory and adjustment to the global financial crisis. The article also reflects on the broader significance of these findings for understanding post-communist capitalism.  相似文献

This research explores the differential impact of unanticipated and anticipated foreign capital flows on Mexico's economy for the period 1965–85. If unanticipated flows cause appreciation of the real exchange rate and do not affect domestic expenditure, one can assume that the country's foreign exchange constraint is not binding. Based on empirical evidence, this hypothesis can be rejected. The implication is that Mexico's problems probably do not stem from overborrowing. Anticipated capital flows do affect private spending, but a negative coefficient suggests that the private sector has borne the brunt of post‐crisis adjustment. The results show that the Mexican government has dominated the expenditure of foreign loans throughout the period.  相似文献

Housing and living environment options are both one of the most pressing problem are as for the elderly and an unavoidable policy subject for public administrators. This article analyzes the topic of housing and the elderly so as to high light selected dimensions that might have implications for decision - makers in resource considerations and allocations. An opening section gives the status of how and where the elderly are now living. Six events, or environmental and policy changes, that affect the housing options of the elderly are analyzed. These events are: high mortgage rates; rent controls; condominium conversions; tax relief measures; weatherization programs; and reverse annuity mortgages. The two dominant trends that appear to shape the future housing options of the elderly are examined. The first trend is the provision of a range of alternatives in living arrangements. The creation of alternatives, also known as a continuum of living environments, includes congregate housing, share - a - home, life care or continuing care, geriatric foster care, and single room occupancy hotels. The second major trend is the increasing provision of services in the home setting. The final portion draws together the evident implications about the housing problems of the elderly for policy makers in the public management field. Implications that have community-wide ramifications are clustered as they relate to: increasing the housing supply; regulatory mechanisms; and budgetary references.  相似文献

What light can foreign policy analysis (FPA) shed on how and when the balance of power between domestic coalitions in foreign nuclear policymaking changes and how these different balances directly affect policy outcomes? Drawing on interviews with scientists, technologists and career diplomats, this comprehensive examination of Argentine nuclear exports policy as public policy aims to depict when and how policies varied between 1976 and 2004, due to shifts in the balance amongst advocacy coalitions, albeit of incentives and constraints placed by international and institutional nuclear environments. The article provides a better account of how Argentine nuclear foreign policy changed under the influence of four competitive and contrasting advocacy coalitions: the pro-import substitution and protectionist coalition, the pro-technological autonomy and South-South trade coalition, the pro-business and commercial openness coalition and the antinuclear and pro-environment coalition.  相似文献

The Department of State's counterterrorism coordinator discusses current patterns in international terrorism and cites three areas of growing concern: radical Palestinian terrorist groups, Libyan supported terrorism, and narcoterrorism in the Andean nations. He explains U.S. Government counterterrorism policy and assesses its effectiveness. The recent trend toward treating terrorists as criminals and applying the rule of law against them is examined. Survey data show managerial motivations and behaviors are statistically linked to numerous aspects of computer use in public agencies. Motivations to enhance service quality and work environments seem to be particularly influential in using technology to enhance productivity. Empirical research in public administration should be attentive to individuals’ perceptions regarding the impacts of computers. One often comes upon cases where, even allowing for long lags, policy-makers do not utilize readily available policy research. The gap between policy research and practice has important consequences, both for researchers and for practitioners. In an effort to clarify the causes of the phenomenon, this paper discusses a specific experience: social benefit-cost analysis for investment choice in the World Bank. The analysis may be useful both to the social scientists who do policy research and to the practitioners who might make more use of it.  相似文献

Using a political economy approach, this article examines the factors that cause high-profile political leaders on the African continent to champion particular regional infrastructure projects within the framework of the Presidential Infrastructure Champion Initiative (PICI). It also analyses the extent to which the presence of high-stature political champions enhances the prospects for project implementation. The paper argues that the economic and integrative potential of regional infrastructure projects, alongside the presence of high-stature political champions, do not necessarily guarantee implementation. Rather, it is the interplay of diverse economic, institutional and political factors and interests that determines the successful implementation, or otherwise, of the various championed infrastructure projects.  相似文献

Timber access in Himachal Pradesh (India) is formally regulated by state policy. However, actual access is determined through a complex network of informal social relations developed and maintained over time, which form a critical resource that allows particular forms of capital accumulation. This essay shows that the nature of policy execution in India necessitates the development and use of this type of social capital. However, existing social hierarchies compartmentalise social space and create differential opportunities for social agents to establish and nurture such networks. While supporting critiques of currently popular understandings of social capital that draw on Putnam and Coleman, this essay makes a case for the relevance of Bourdieu's conception of social capital in understanding the process of social differentiation.  相似文献

The emerging principles of performance reporting are explored in the context of urban policy and inner city regeneration programmes in the UK, upon which a great deal of evaluative research has been carried out in the last decade. The paper questions the extent that performance management principles as embodied by the FMI are necessary for public accountability. It illustrates that implementation of performance reporting in the urban regeneration programme has had a symbolic role in generating myths and images about practice which imply that the “rational model” of decision making is in operation. The imposition of performance reporting cannot per se guarantee improvements, in the sense of learning, in the organising approaches adopted by public sector organisations.  相似文献

This article examines an enduring context of 'passive revolution' in the making of modern Mexico by developing an account of the rise of neoliberalism during a period of structural change since the 1970s. It does so by analysing and understanding both the unfolding accumulation strategy and the hegemonic project of neoliberalism in Mexico since the 1970s as emblematic of the survival and reorganisation of capitalism through a period of state crisis. This is recognised as a strategy of 'passive revolution', the effects of which still leave an imprint on present development initiatives in Mexico. Therefore, through the notion of 'passive revolution', the article not only focuses on the recent past circumstances, but also on the present unfolding consequences, of neoliberal capitalist development in Mexico. This approach also leaves open the question of 'anti-passive revolution' strategies of resistance to neoliberalism.  相似文献
