Decision-makers and affected parties engaged in solving contemporary governmental problems are recognizing that traditional decision-making strategies are insufficient. A participatory democracy approach to public participation has been offered as a potential solution to these problems; however, a more sophisticated understanding of this approach is needed. This study defines a more substantive brand of public participation, identifies barriers to its implementation, and provides recommendations for implementation. Models of substantive participation should empower and educate all stakeholders, reeducate public administrators, and establish new administrative structures and processes. These objectives as well as a discussion of particular barriers to substantive participation are outlined.  相似文献

Citizen participation is usually seen as a vital aspect of democracy. Many theorists claim that citizen participation has positive effects on the quality of democracy. This article examines the probability of these claims for local participatory policymaking projects in two municipalities in the Netherlands. The article focuses on the relations between citizens and government from a citizens' perspective. The findings show that the role of citizens in these projects is limited, serving mainly to provide information on the basis of which the government then makes decisions. Nevertheless, the article argues that citizen involvement has a number of positive effects on democracy: not only do people consequently feel more responsibility for public matters, it increases public engagement, encourages people to listen to a diversity of opinions, and contributes to a higher degree of legitimacy of decisions. One negative effect is that not all relevant groups and interests are represented. The article concludes that for a healthy democracy at the local level, aspects of democratic citizenship are more important than having a direct say in decision-making.  相似文献

Governance theory shows that governments no longer operate as actors that take unilateral decisions but instead have to share power and influence with various other actors. There is also a large body of literature that shows a growing discontent with (local) democracy. These two trends lead various local governments to either reaffirm representative democracy, or to introduce elements of direct participatory democracy. In practice the combination of the two – representative and direct participatory democracy – can be problematic. This paper describes the experiences of Hoogeveen, a medium-sized municipality in the Netherlands with a far-reaching programme of direct participatory democracy. In Hoogeveen, local residents can decide on yearly budgets for their neighbourhood and become involved in the long-term planning of its development. The Hoogeveen case shows that direct participatory and representative democracy can be balanced with the help of (1) connecting arrangements, (2) professional connectors and (3) steady political support.  相似文献

Theories of deliberative and stealth democracy offer different predictions on the relationship between trust in government and citizen participation. To help resolve the contradictory predictions, this study used the World Values Survey to examine the influence of trust in government on citizen participation. Regression analyses yielded mixed results. As deliberative democracy theory predicts, the findings showed that people who trust governmental institutions are more likely to vote and sign a petition. However, the data provided limited support for stealth democracy in that trust in government negatively affects the frequency of attending a demonstration.  相似文献

From the late 1990s the New Labour government implemented changes to local government and, within the context of a discourse of ‘democratic renewal’, also introduced neighbourhood-based participatory Forums. In this paper, a framework is set out for analysing the democratic effectiveness of Area Forums. This framework sees Area Forums as novel social practice entailing interaction and assesses them against normative characteristics for an effective democratic public sphere; the analysis is applied to a case study of Area Forums in a small English city and finds them lacking in this respect. Aspects of Area Forums may even present barriers to effective participation.  相似文献

The well-established importance of citizen participation in local and community governance raises a number of problems, foremost of which has been the reduced level of citizens’ involvement and engagement in developing countries. Our study aims at exploring the factors that impact citizen participation in two local government units (LGUs) in the Philippines. We propose the models of LGU participation and regular attendance in meetings based on the regression results of our study and present policy implications and insights essential in designing strategies for a higher level of LGU constituents’ attendance in meetings and participation in local governance matters.  相似文献

Embedding democratic innovations that increase and deepen citizen participation in decision making has become a common policy of local governments in many countries. This article focuses on the role of the design of these innovations and seeks to establish the effects of their design on democracy. The article evaluates 20 cases of participatory governance and 19 deliberative forums. The findings show that different designs produce different democratic effects, but also that the suitability of a particular design depends on the type of policy issue. Tensions between representative and direct democracy are more likely to exist for participatory governance than for deliberative forums.  相似文献

In the United States participatory budgeting (PB) is a relatively new and innovative approach to municipal budgeting that has implications for improving the role of citizen participation in the budgetary process. The research is based on personal interviews with local community leaders involved in the PB process in the 49th Ward of Chicago, Illinois; the 6th Ward of St. Louis, Missouri; and the City of Boston, Massachusetts. Highlights are provided of the specific experiences and perceptions of these community leaders with a particular emphasis on the use of social media platforms in engaging citizens in the PB process. This article concludes with recommendations for creating a PB infrastructure, for increasing citizen participation in the PB process, and for assessing and increasing the impact of PB in cities within the United States.  相似文献

The 21st century has witnessed increasing dissatisfaction with existing democratic institutions and processes and the growth of alternatives to representative democracy. At the same time arguments are emerging that conventional standards for evaluating democracy are ‘out of touch’ with current realities; in particular, with popular understandings, experiences and aspirations of what democracy should look like. This paper draws on empirical research in Caracas, Venezuela into how Venezuelan people understand democracy, in order to build a case that current evaluatory benchmarks are inadequate for understanding complex processes of social change based on more direct and participatory forms of democratic engagement.  相似文献

Over the past 15 years there has been an increase in the use of local direct democracy in the Czech Republic. The analysis shows that the primary cause has been the regulation of development projects. Using transaction costs economics (TCE) approach it is shown how the regulation related to the siting of development projects leads to a not-in-my-backyard (NIMBY) response resulting in political activism that uses institutions of local direct democracy. Drawing from the TCE perspective, in this article it is argued that the key sources of this political mobilisation have been the existence of contractual hazards related to development projects and an inability to form credible commitments between developers and communities. The article highlights a previously neglected explanation for the increased use of direct democracy because sources outside the political system often go unnoticed and contributes to the research on NIMBY disputes and on the expansion of direct democracy.  相似文献

Deliberative democracy is expected to increase legitimacy and effectiveness of democratic governance. In recent years, a growing body of research has reported on different instances of participatory innovations across the globe. Nevertheless, quantitative evidence on the determinants of legitimate and effective deliberative procedures is still scarce. Examining parents’ participation in school governance in Switzerland, this article explores the effect of the design of deliberative institutions on perceptions of legitimacy and effectiveness. Based on an original survey of 312 parent councils of public primary schools in Switzerland, the results of our analysis corroborate theoretical expectations about the impact of institutional design on legitimacy and effectiveness of deliberative procedures: More authority granted to parent councils clearly enhances the output-legitimacy of these bodies.  相似文献

This article examines citizen participation in Lebanon. Specifically, we apply the International Association for Public Participation Spectrum of Public Participation (2007) and use survey, interview, and archival data to understand how and why Lebanese government agencies use citizen participation. In addition to reviewing survey data, we present short cases about citizen participation in the three Lebanese agencies. Our findings indicate that the majority of public agencies in Lebanon use basic forms of citizen participation that span the inform-consult categories on the IAP2 spectrum. The article concludes with a discussion about the challenges of and prospects for citizen participation in the Lebanese public sector.  相似文献

This article examines the relationship between the trust in leadership of political leaders and citizen participation by analysing data on Tokyo residents. Among the four variables we used to designate types of, or attitudes towards, public participation, only actual participation has a positive influence on trust. The normative recognition of participation is associated with a critical attitude towards the government. As the unclear needs of citizens have the greatest impact on trust, citizens’ trust is built through relationships between citizens and not between citizens and their government. The importance of positive actions from the local government such as public officials and political leaders that stimulate citizen awareness to the point where citizens take interest in public administration, practice participation, and enlarge participation opportunities, is increasing. We also need to consider the limitations of citizen ability to understand public issues and reflection of their needs, and the limitations of participatory governance on the decision-making process.  相似文献

This article seeks to discuss who the policy entrepreneurs are and who participates in the policy-making process of public management reforms at the local level. In order to answer the research questions, a multi-unit and multi-case research study was carried out in three municipal governments: Barcelona, Boston and Turin. The subjects of the study were 15 innovations in management implemented between 1992 and 2007. The first conclusion is that politicians predominantly take the entrepreneurial role in introducing innovations in public management, regardless of the technicality of the innovation. As far as political participation is concerned, public management reforms are still dealt with as in-house matters, even when public managers want to be recognised as promoting the positive values of political participation.  相似文献

Increased public participation in government decisions contributes significantly to the enhancement of grass-roots democracy. This article assesses the level of involvement of local citizens in local government decisions in Malaysia. Public participation was assessed using questionnaires on the range and extent of initiatives used by local government. The questionnaires also probed citizens’ perceptions of these initiatives and expectations for greater citizen empowerment. Data were gathered from 206 local citizens randomly selected from six local authorities in the northern region of Malaysia. The findings reveal a desire on the part of local citizens to participate in their local government decision-making process.  相似文献

This article discusses empirical findings on issues affecting women's effective participation in politics and the public sector of Ghana. It argues that women's involvement in public life and politics has steadily declined contrary to hopeful reportage that global empowerment campaigns have increased women's political participation across Africa. The article suggests that given the deep-rooted socio-cultural hindrances women face, affirmative action policies need to be revisited to complement women's agency in contesting for, winning, and participating in politics and public service more effectively.  相似文献

This article offers an argument of almost primitive simplicity: politics tends to promise too much and deliver too little. In order to substantiate this argument this article presents the results of the first attempt to analyse an experiment with participatory democracy through the lens of ‘gap analysis’. This approach focuses attention on the creation, management and fulfilment of public expectations vis-à-vis products, services or experiences. In a historical period in which the fiscal and social resources of democratic politics are severely limited the argument and empirical research set out in this article offer valuable insights for scholars and practitioners of politics and public policy. Central amongst these is the suggestion that responding to unprecedented levels of anti-political sentiment is likely to demand that politicians pay more attention to the management of public expectations (i.e. demand) and less on how to maximise political outputs in terms of public services (i.e. supply).  相似文献

Abstract

This article is designed to examine the roles of Non‐governmental organizations (NGOs) in South Korea as an incubator of participative democracy and to review the evolution of their relationship with governments. The study is comprised of four parts. First, related literature on NGOs will be examined from three different perspectives: state‐civil society perspective, voluntary social service perspective, and policy perspective. Second, this essay will survey emerging roles of NGOs in promoting organized citizen participation in the three areas: political participation, voluntary social service participation, and policy participation. Third, recent governments' institutional efforts to support NGOs will be reviewed briefly. Abstract

Community has long been identified as the key third party in restorative justice processes. However, when it comes to both theorizing community in restorative justice and the actual practice of community participation, conceptual clarity is lacking. A careful reading of the sociological literature on restorative justice and community point to two main reasons why we want to encourage community participation: the creation of effective ritual and offender reintegration. In this article, we present findings from an empirical study of conferencing. We explore varieties of community participation and discuss the benefits and tensions that arise when community participation becomes a formalized element of a mainstream restorative justice practice.  相似文献

The present study, using household level data of East Midnapore district of West Bengal, India, examines the role of people’s participation in public service delivery. It considers four dimensions of participation namely attending meetings, raising voice, lodging complaints, and making contributions. The study confirms the role of participation in public service delivery. Apart from participation, households’ socioeconomic and political positions also exert significant impacts. There is, however, likelihood of “elite capture” and “clientelism” in the delivery of public services. Effective service delivery presupposes that while attending meetings, people must raise their voice and make contributions.  相似文献
