The Asian economic crisis of 1997 highlighted the inherent instability of the new worldwide economic order being created by highly mobile capital, and also its destabilizing social and political effects, especially in the transitional societies which had proved so hospitable to the champions of globalization and to proffered capital inputs. Whether these societies are destined to be subsumed and captured by globalization processes, or whether they and their citizens have any possibility of capturing some genuine benefits from advancing globalization, may rest on whether these transitional states and societies can assert, or at least influence, the terms of their engagement with those processes. This will not be possible, however, if people, societies and states capitulate in advance to the forces and processes of globalization as irresistible. This issue is explored through the grounded investigation of four key questions: do globalization processes serve any ends beyond themselves? How might one grasp the best, and make the most, of globalization? Is the logic of the market immutable and inflexible transculturally, or is it amenable to varying forms of cultural inflection and political supervision? Can what globalization delivers be drawn upon selectively, or is it instead a 'package-deal'?  相似文献

Given the lack of empirical research investigating citizens’ use of open government, this study examines the antecedents of citizens’ use of open government data. Based on technology acceptance and motivation theory, this article proposes and empirically tests a research model, applying structural equation modeling to survey data collected from 210 citizens. The findings show that ease of use, usefulness, intrinsic motivation, and Internet competence significantly determine citizens’ intention to use open government data. Overall, this study contributes to the understanding of citizens’ attitudes and behavior in the context of open government and offers implications for research and practice.  相似文献

The realization that a multitude of case studies indicate a set of unique public-sector constraints that do, generally speaking, work against OD interventions need not defeat continued efforts in urban governments and agencies. A first indication that these constraints are not all-powerful is the growing number and range of OD applications in the public sector. Further, the success ratio takes on significance when the difficulty of task and hard - to - achieve goals are considered. Approximately 90 percent of the 44 case reports studied here show atleast a definite balance of positive effects. Despite this cause for some optimism, OD intervenors must anticipate numerous and real constraints, e.g., the relatively shorttime-frame and political nature of efforts in the public sector. Certainly, these constraints often redefine the intervenor's role and measures of success, and advise against direct and unreflective adaptation of private - sector intervention design stopublic agencies.  相似文献

This paper describes the field prefect component of a program evaluation course. Small groups of students conduct evaluative studies for public agencies. Tech group selects a project, defines the research question, designs and executes a research proposal, gives an oral presentation of its findings to the agency, and writes a final report. The students learn how to cope with limited time and money and to conduct quantitative research that provides an agency with needed information. ABSTRACT

What determines the failure of local government amalgamation referenda? Existing research suggests that functional pressures act as a push factor towards local territorial reform, whereas considerations of political self-determination exert a pull effect. However, we know little about the respective importance of these countervailing forces. In this paper, I analyze popular vote decisions on mergers of 541 municipalities involved in 166 different merger projects in three Swiss cantons since the new millennium. The results show that both functional pressures and concerns for self-determination are linked to popular vote outcomes: small municipalities are less likely to reject a merger. Concerns for self-determination matter, but only when the pressures of smallness are not overwhelming: a higher vote share of right-wing parties and a preponderance of other municipalities in the merger coalition increase the probability that voters reject a merger project. This has implications for policy-makers’ strategies when drafting and promoting voluntary local amalgamation reforms.  相似文献

This article discusses the endemic nature of violence in South Africa. The authors hypothesize that the culture in South Africa is autocratic in nature. They compare the socialization that occurs between democratic and autocratic families and the relationship this has to later problem-solving and conflict resolution behavior. People raised in an authoritarian culture need to develop skills that will enable them to learn an alternative to violence in conflict and problem-solving situations. The authors describe two educational interventions that followed this model. Available results are presented.

Both historically and today, violence in South Africa is endemic. Examples of South Africans committing violent acts because they feel justified fill today's media. Despite hopes and visions for a new South Africa and examples of goodwill and peaceful common ground between the different political positions, these violent acts emanate from all points of the political compass. Historically, we find examples such as the black tribal wars -- the African/Zulu wars, the Zulu/British wars, and the Anglo/Boer Wars.(1),(2)

Although some positive processes of change occur in the country, a violent approach to problem-solving still remains. It is evident, both through research and perception, that all major population clusters (including whites, Africans, and other populations in South Africa) are predominantly authoritarian by virtue of their origin, their education, and their creed. This authoritarian culture may contribute toward the resistance against democratic processes and possibly heighten the opportunity for violence. The birth of liberation amplifies this dynamic situation. For all parties involved, liberation heightens the “fear for loss”(3) and creates a non-productive power struggle. In this paper, we first explore why we believe that violence is endemic in this country, showing how an authoritarian culture may contribute to this problem. Second, we will describe two OD interventions presented in separate educational settings that were designed to reduce violence.  相似文献

The world's population is increasing by 90-100 million every year, and it may double during the next half-century, with most of the added population coming from developing countries. 700 million people are malnourished and 40,000 die of hunger and hunger-related diseases each day. Most of the developing countries are extremely dependent on their renewable resource base to sustain their economic activities. Therefore, environmental changes and the loss of resources has dire implications for developing countries. This includes loss of arable land and lack of water, which lead to decreased food production. An area of about 1.2 billion hectares (almost the size of China and India taken together) has endured modest to severe soil degradation since World War II because of human activity. Air pollution can also directly affect crop production, lowering crop, wheat, soybean, and peanut harvests in the US. Rapid climate change triggered by the greenhouse effect would also inflict disproportionately more suffering on developing countries. The rise in sea levels caused by climatic change may severely affect densely populated coastal areas in China, Egypt, and Bangladesh. The loss of living space and livelihood could lead to the migration of people as it has happened throughout human history. The definition of environmental migrants is controversial and the other terms used include environmental refugees, ecological refugees, and resource refugees. Economic migrants are those who move to economically affluent regions responding to both the push and pull factors. In contrast, environmental migrants are forced to move--as a result of the loss of livelihood and space--to the nearest possible location. The scarcity induced by environmental migration may lead to acute conflict at three levels in the developing society: state vs. state (large-scale trans-border migration may trigger armed conflicts); state vs. group (rapid urbanization); and group vs. group (nativism).  相似文献

In the last forty years, peace education has broadened its focus from primarily international peace and the prevention of war to an approach that encompasses social justice, environmental education, critical theory, and multicultural education. While this is a positive evolution in many respects, there is a danger in de-emphasizing the actual critique of war and militarism. This article looks at the reasons why peace education should revive its strong historical focus on problematizing war. There is a strong emphasis on how educators can implement this in the classroom by fostering an environment where students can critique both past and contemporary conflicts. This renewed focus is of special importance in our modern globalized world, especially in militarily powerful nations such as the United States.  相似文献

This paper provides an overview of Bulgaria’s policy on open data by using the framework of a novel Open Data stage model, showing that the country is still at the first stage of opening data. We also present a detailed overview of the data landscape of the public sector in the country and outline the first milestones and successes in its efforts to publish some of that data for reuse. A complete data audit reveals persistent technological and cultural barriers to publishing public sector information but also outlines the potential of doing so. The paper summarizes the limited knowledge about the actual benefits of open data and proposes moving beyond anecdotal evidence and usage metrics toward a more complete impact evaluation.  相似文献

Drawing on evidence from Ukraine and other post-Soviet states, this article analyses the use of a tool of political coercion known in the post-communist world as adminresurs, or administrative resource. Administrative resource is characterized by the pre-election capture of bureaucratic hierarchies by an incumbent regime in order to secure electoral success at the margins. In contrast to other forms of political corruption, administrative resource fundamentally rewrites existing social contracts. It redefines access to settled entitlements—public infrastructure, social services, and labor compensation—as rewards for political support. It is thus explicitly negative for publics, who stand to lose access to existing entitlements if they do not support incumbents. The geography of its success in post-communist states suggests that this tool of authoritarian capacity building could be deployed anywhere two conditions are present: where there are economically vulnerable populations, and where economic and political spheres of life overlap.  相似文献

This article is based on the assumption that norms can help better understand one of the expressivist aims of transitional justice, that of building a new narrative about the past. The main argument is that focus groups, as an interactive method of inquiry, are well suited to investigating how this “judicial” narrative interacts with the official and dominant war narrative in Croatia. Focus groups are more adept at this than other methodological approaches since they can effectively reflect independence of opinion; they lead to more truthful answers through spontaneity; they effectively probe taken-for-granted concepts; and they can more easily overcome distrust in post-conflict societies, especially with ex-combatants. The approach faces new challenges in such a situation since recruitment problems, insider/outsider status, and post-traumatic stress disorder, among other ethical concerns, present problems that often arise due to the group process. The powerful and unpredictable effect of the group dynamic can, therefore, provide a deep exploration of social norms, but it can also cause significant upset among participants. In this instance the methodology explores how widely accepted the war narrative is, how it is constructed, and how important the public believes it is not to question it.  相似文献

ABSTRACT

Governments have sought to respond to increasing pressures to accomplish aims with efficiency and at low cost. A perception of the potential for corruption and waste of public resources has been met with calls for transparency and accountability. Competition is believed to lead to impartial, optimal outcomes, but attention paid to competition in the literature suggests that the benefits are not universally clear. This paper considers ‘full and open competition’ as a policy promise, ethical obligation, and a matter of justice, drawing upon work of John Rawls and others, in the United States case. The research question is: What do Federal procurement data tell us about the nature of full and open competition in practice? This study draws upon contract data available from the U.S. Federal government, for fiscal years from 2015 to 2018. Through an ordinal regression, it is suggested that variation in the extent of competition results in part from size of project, size of the business (or potential business) receiving the project, and the industry classification, particularly in cases centering on commercial acquisitions. While ‘full and open competition’ is frequently employed, the difference between the normative value of the concept in statute, and practical outcomes in implementation, is clear. This difference has consequences for both vendors and the government.  相似文献

The implementation in China of the Regulations of the People's Republic of China on Open Government Information, on May 1, 2008, is considered a potential turning point, a shift from traditional public administration characterized by an entrenched culture of secrecy toward more transparent and accountable administration practices. This article shows, however, that due to a variety of institutional constraints, the implementation of the Regulations is still lacking. Although the success of an open government information (OGI) regime in China ultimately relies on thorough political and administrative reforms, this article presents the argument that short of drastic political system change, the implementation of the Regulations could be improved by adopting innovations at the management level. This article suggests that the Chinese government adopt new human resource management strategies in leadership, training, and performance management that are compatible with OGI in order to significantly improve the implementation of the Regulations. An incremental approach to improving OGI implementation in China will finally pave the way for future political reform.  相似文献

As political liberalization expands across the globe, a growing array of Western donor and exchange organizations are seeking to bolster fledgling democracies or to nudge authoritarian regimes toward greater openness. These efforts coincide with intensified academic scrutiny of transitions to democracy. Yet, scholars have paid surprisingly little attention to assessing the impact of these organizations' democratization projects, and development practitioners have had little success in formulating useful criteria and approaches for assessment. Better understanding of how to evaluate these activities could enhance their impact as well as inform political development theory. This article places the assessment problem in context by acknowledging a few of the key debates pertaining to political development and by summarizing the range of foreign assistance organizations and efforts aiming to promote democratization. It then describes why evaluation of these efforts is generally inadequate. Finally, the article presents some initial ideas on how this difficult problem can be addressed. Stephen Golub is an attorney and consultant who has been involved with democratic development work since 1985. The term “open government” is frequently used in practice and science. Since President Obama’s Memorandum for the Heads of Executive Departments and Agencies in March 2009, open government has attracted an enormous amount of public attention. It is applied by authors from diverse areas, leading to a very heterogeneous comprehension of the concept. Against this background, this article screens the current open government literature to deduce an integrative definition of open government. Furthermore, this article analyzes the empirical and conceptual literature of open government to deduce an open government framework.
