New paradigms of public administration have been introduced in government in order to cure administrative ills around the world. Various trajectories of public sector reforms have been actively introduced in many countries and the benefit of shifting to new paradigms of public administration has been well documented. However, the cost or the consequence of public sector reforms remains understudied. Accordingly, the purpose of this article is to deal with the consequences of the paradigm change of public administration and government reform because the author sees that the public capacity has declined or at least not improved in recent years while a wide range of innovations have been carried out by many governments under the New Public Management and governance perspectives. This article first looks at the evolution of public administration and its implication, followed by a discussion on government reform and its unintended consequences, and governance change in South Korea. Then various issues on new challenges such as the lack of the public capacity, and new tasks such as capacity building and calls for curriculum development, will be elaborated, followed by conclusions.  相似文献

Abstract

Concerns for restoring citizens' trust in government are at the core of public sector modernization. Public distrust is often blamed on the bad functioning of public services, and in political discourse well‐functioning public services are said to create trust in government. This is a very rational and mechanistic reasoning, only part of which corresponds to reality. The link between performance and trust can only be made when very specific conditions are present. The core of the discussion deals with causality: it is obvious that performance of the public administration has a certain impact on trust in government, but existing levels of trust in government may also have an impact on perceptions of government performance. In this article, we outline a framework for research on this performance–trust relation.  相似文献

Public value is a concept used to evaluate government acts and social affairs and is especially useful for evaluating ethical issues from a non-economical perspective. This article reviews the public values of China’s public policies related to human organ procurement and distribution, with the assistance of case and survey studies, and summarizes the value hierarchy or value tendency that the Chinese government wants to express through its policy design and practice. The purpose of this article is to understand national ethical policies and to determine what public values deserve to be prioritized in this field.  相似文献

This study examines prevailing characteristics of public attitudes to local government in Turkey based on the findings of a questionnaire based research project. The level of public knowledge of local government, people's satisfaction with local service provision, public views and complaints about local services are analysed. The findings show that the level of public knowledge of local government is low and people do not complain about local government services although the level of satisfaction is low. The belief that complaints would have no effect is the main reason for not complaining. The impact of sex, age, education, income, length of residence in the locality, housing tenure, and political opinion on public attitudes to local government is also assessed. Of these variables, age, education and income levels are found to be significant.  相似文献

Total Place was a policy initiative introduced in the final year of the UK New Labour government to pilot whole area public partnership working. Whilst the title ‘Total Place’ did not survive the change of government in 2010, the underpinning desire to achieve greater efficiency and effectiveness in public spending will remain central to government policy, particularly in a time of economic retrenchment. This paper argues that the success or failure of such policy interventions substantially depends on the way they are understood by local actors. It explores how Total Place was viewed in one of the pilot areas. Utilising Q methodology, four main viewpoints emerge with striking patterns of shared, ambiguous and divergent discourses, particularly about partnership working, financial management and citizen empowerment. The paper concludes that for the successful implementation of a complex policy initiative such as Total Place, it will be as important to surface and discuss issues where people disagree, as to reinforce views which are commonly held and understood.  相似文献

Governments around the world are pressed to develop innovative solutions for the wicked problems they are facing. To develop these solutions, the public innovation capacity—defined as the capacity to develop and realize new ideas for societal problems—is of crucial importance. This article builds a model of the public innovation capacity on the basis of innovation systems theory and the literature on public innovation. Five functions—mobilizing, improvising, vitalizing, balancing, and coordinating—are identified and operationalized to construct a self-assessment survey instrument for governments. This instrument in tested by using it to self-assess the public innovation capacity of a Dutch municipality. This test highlights the validity of the instrument and shows that it helps to identify weaknesses in the public innovation capacity. This measurement can form the basis for a reflection on the government organization’s public innovation capacity as a basis for interventions to improve this capacity.  相似文献

The structure of the British state is growing increasingly complex. This trend raises a number of questions that focus on the forces stimulating this complexity and its implications both for society-state relationships and the design and implementation of public policy. This article focuses on one specific element or strand of these debates: the growth in the number and role of quasi-autonomous public bodies within Britain. It seeks to analyse and reflect upon the distinctive approach taken by the Labour government, since winning office in May 1997, in relation to the sphere of 'distributed public governance' in Britain. Moreover, the article seeks to locate this analysis within broader debates surrounding the future of the British state and the Labour government's approach to statecraft through a thematic framework based around: growth, co-ordination, accountability, depoliticization and power. The central argument of this article is that the Labour government has increased considerably the sphere of distributed public governance in Britain. This process has been largely devoid of an underpinning rationale and this may have significant implications for successful policy delivery, the public's trust in government and the future trajectory of the British state.  相似文献

This article examines the relationship between Marshall Dimock's positive, broad-based concept of public administration and his approach to writing undergraduate textbooks. Analysis shows that both Dimock's American government and public administration textbooks provide a different slant on public agencies than that available in most current introductory volumes. In particular, his American government textbook is more positive in tone about agencies than are its modern counterparts. The public administration textbook has comparative material that rarely appears in introductory-level textbooks.

This article analyzes how Marshall Dimock's conception of public administration as an important area of study with links to policy and leadership anchored his textbook writing. In the 1950s Dimock co-authored two popular textbooks for basic undergraduate courses, one in American government and the other in public administration.(1)

Scholars still debate what textbooks in either field should teach students about public agencies. Cigler and Neiswender argue that current American government textbooks portray administration in a negative light. All authors see bureaucracy as a problem of some sort, few explain the role administrators play in shaping policy and none discuss reasons to enter the public service.(2) Cigler and Neiswender suggest that American government textbooks must change to aid accurate perceptions of the administrative role. In particular, they believe the texts must add material on the public service as a profession and compare American agencies with those in other nations.

Since public administration textbooks are a key way that majors in the field learn material, debate ensues on what material they should contain. Recent articles explore how textbooks define key terms such as policy and how they integrate the work of various theorists.(3)

While all widely-used textbooks deal with both the political environment and internal agency functions (e.g., personnel, finance), no consensus exists on how to allocate space between political and managerial concerns nor on exactly which subtopics should be covered. No consensus exists on how much space should be devoted to policy making and policy analysis with some textbooks covering this topic and others skimming it lightly.

One often cited problem with contemporary texts is the lack of a comparative focus and a concomitant need to internationalize the curriculum.(4) The thrust of current proposals is that students need a more broad-based education to prepare them for global leadership.

Interestingly, Dimock's approach to public administration led him to write textbooks that in some ways surpass what is available today. While the majority of the topics he presents (and their ordering) are similar to current efforts, he offers unique emphases that deal with the above mentioned criticisms. Far from being an exercise in academic nostalgia, examining Dimock's textbooks is a useful way of giving current writers new insights.

To appreciate Dimock's approach to textbook construction we first have to identify the core concepts behind his approach to public administration education. Afterwards, we can analyze the treatment of public agencies in American Government in Action, relating it to Cigler and Neiswender's critique of contemporary textbooks, and -examine how various editions of Public Administration conceptualize the field.  相似文献

What explains preferences for public employment versus private business employment. Much of the extant literature considers this topic within the context of single-nation studies and the work motives of those individuals already employed by government. This study contributes to the public-management literature with a cross-national examination of government employment preferences across 31 national samples using data from the International Social Survey Programme. Results indicate that a desire for more work-life balance is negatively associated with a preference for government employment and that measures of national economic health help explain the variation in preferences for government employment across nations.  相似文献

Regulation is normally thought of as government regulation of the private sector, particularly business. However, there is a developing literature on regulation inside government, exploring the ways in which government regulates itself through a range of bodies which set standards for public sector organizations, monitor them and seek to bring about compliance with those standards. Reading across economic theories of business regulation to regulation inside government, this article suggests that the current wave of reform inside the UK public sector implicitly reflects a public interest view of regulation. However, the analogous public interest justification for the regulation of business has been heavily criticized and regulatory failures have been suggested including regulation in the interest of regulated bodies, regulation in the interest of regulators and the high costs of operating regulatory systems.  相似文献

This essay focuses on the development of public official associations—those organizations that represent the interests of incumbent public officials in public affairs and their sense of the public interest—as a way to illustrate major issues of professionalism and intergovernmental management. Associations are seen as vehicles for linking an otherwise fragmented federal system and profession. Concentrating on the groups representing general government officials, efforts to make public official associations financially secure, intellectually stimulating, and influential in policy formulation will be reviewed from 1891 to 1940. An understanding of the history of Public Administration is incomplete without recognizing that the early development of the field was based on the logic of reform, a central feature of which was an alliance of nongovernmental associations dedicated to the public good.  相似文献

ABSTRACT

Currently, interactive forms of democracy that bring local politicians into dialogue and collaboration with relevant and affected citizens are mushrooming. While some research has investigated how interactive democracy affects citizens and politicians, we know little about what interactive democracy means for public administrators. This article presents the results of a case study of role perceptions and coping strategies among public administrators assisting a new type of interactive political committee in two Nordic municipalities. Guided by a multi-paradigmatic conceptual framework featuring public administrators’ roles and coping strategies in interactive governance, the study shows that individual public administrators identify with different administrative roles, and that political and administrative leadership sentiments condition their choice of coping strategies. Moreover, the coping strategy that public administrators select to handle intra- and inter-paradigmatic role dilemmas can have dire consequences for the interplay between interactive democracy and local representative government.  相似文献

Despite its laudable roles in steering the process of socioeconomic development, government bureaucracy in Malaysia has not escaped public criticisms for its inefficiency, corruption, and failure to guard public interests. The media, civil society groups, intelligentsia, and the political opposition have successfully utilized the major scandals to highlight the growing public concern over the poor performance of the bureaucracy and its lack of accountability and responsiveness. This has provided impetus for the “clean and efficient government” movement initiated in the early 1980s and a series of subsequent efforts aimed at promoting appropriate values and ethics among public officials. Numerous rules and regulations have been framed, major reforms have been introduced in various spheres of administration, and an extensive program of training and bureaucratic reorientation has been undertaken. Despite all this, recent evidence suggests that the public service continues to suffer from problems of corruption and other irregularities. Obviously, the performance of numerous reforms in public service and the institutional mechanisms put in place for tackling ethical problems, though positive in general, has fallen short of expectations. This paper seeks to examine and analyze the present approach to combating corruption and promoting accountability in the Malaysian public service. In particular, it focuses on institutional mechanisms currently available and identifies and analyzes their constraints and limitations in keeping the public bureaucracy under surveillance and control.  相似文献

The functions of the public sector penetrate almost all aspects of social life. Considering the tremendous implications that government employment holds for economic health and other aspects, it is understandable that the processes controlling entry to these jobs are subject to widespread concern. Democratic norms call for a representative bureaucracy. The large size and increasingly mono-ethnic of the Malaysian civil service have caused concern for some time. This study suggests that job characteristics, some background and personal characteristics are significant determinants of graduating students’ job choice. The study also demonstrates how representative bureaucracy would affect performance of the public sector.  相似文献

What determines a government’s level of public goods provision? Most scholarship tends to focus on the “demand side” of public goods provision, highlighting how varying patterns of social preferences shape the provision of public goods. In an analysis of municipal hospitals and infant health clinics in Germany’s 84 largest cities in 1912, this article uses an original dataset to test a variety of hypotheses to introduce an alternative logic centered around the institutional capability of local governments. The findings suggest a supply-side theory of public goods provision in which the fiscal resources of cities and the professionalism of local government officials are important determinants of the level of public goods. The implications of these findings are two-fold: first, in federal political systems, highly capable local governments—with resources, expertise and professionalism—might represent a “decentralized” or “bottom-up” path for achieving higher overall levels of state infrastructural power in a political system. Second, public health threats might serve as a crucial trigger for the development of local capacity and hence state infrastructural power more broadly.  相似文献

Increased public participation in government decisions contributes significantly to the enhancement of grass-roots democracy. This article assesses the level of involvement of local citizens in local government decisions in Malaysia. Public participation was assessed using questionnaires on the range and extent of initiatives used by local government. The questionnaires also probed citizens’ perceptions of these initiatives and expectations for greater citizen empowerment. Data were gathered from 206 local citizens randomly selected from six local authorities in the northern region of Malaysia. The findings reveal a desire on the part of local citizens to participate in their local government decision-making process.  相似文献

How does network analysis fit into the development of public administration as an academic discipline? This article tries to bridge theoretical developments in public administration between the middle of the 1970s and the first half of the 1990s. The benchmarks being used are (1) the now classical account by Vincent Ostrom of The Intellectual Crisis in (American) Public Administration - published 25 years ago this year - and (2) Christopher Hood’s reconstruction of core values in (British) new public management. Rather than representing analytical developments as an endless succession of different or even mutually exclusive approaches, this contribution tries to reconcile different foci for analysing public administration. Administrative theory provides us with a rather stable meta-theoretical framework for studying the meaning of quality in government, governance and public administration at various levels of analysis. By relating the emergence of network analysis in PA to parallel developments such as the resurgence of (neo-)managerial and (neo-)institutional analysis, it also becomes clear that network analysis is useful as an analytical device, but that it needs to be linked to theoretical perspectives that provide us with operational assumptions about ‘networks’. Network analysis in itself only provides split ground for reinventing government and refounding public administration.  相似文献

Abstract

This paper examines the performance of public administrators at the local government level in Nigeria. It traces the development of local governments in Nigeria from 1945 to present times. It argues that the shift in the critical decision‐making powers and functions of local government requires its public administrators to be better‐trained professionals. However, without citizens' participation in governance, public servants' accountability will be low. The study addresses the following questions: How do public sector performance and development of actions by citizens affect accountability in the local governments? How much training do public administrators in Nigeria's local governments have in public management? What is the relationship between performance and citizenship participation in local governments' development process? The question of interests in this study is how public administration at the local government level can better serve Nigeria's communities and in so doing develop authentic relationship with citizen groups, and equitably enhance public trust, legitimacy, and performance of the public sector in the nation.  相似文献

Charitable Choice, a cornerstone of President Bush's domestic policy agenda, provides that faith-based organizations (FBOs) will have an opportunity to compete for government contracts. However, few empirical studies examine the impact of public funding to FBOs on individual charitable giving to FBOs. Using public opinion survey data and multivariate analysis to examine this relationship, we find that most financial supporters of FBOs report that they would not change their giving behavior in the wake of increased government funding to FBOs, contrary to the much- established crowding-out hypothesis. The policy and management implications of these findings are discussed.  相似文献
