In a neo-liberal approach, the need to increase levels of cost saving, effectiveness, and quality in producing local public services is correlated to awareness of the limited resources available and is an economic issue that has been much debated in recent decades. Ways of measuring and evaluating public services have stimulated academic interest for several years now. In this context, evaluating the levels of performance of public services provided by non-profit organizations (NPOs) as a consequence of contracting-out by public administration is an essential variable in rationalizing—both in terms of quantity and quality—public expenditure.

The aim of this article is to measure multi-dimensional aspects of nursery school services offered by Italian municipalities and to verify whether using different management models makes a difference in the results obtained. We examine data contained in final accounts of main Italian municipalities in order to evaluate effectiveness, cost saving, and quality aspects of the nursery school service supplied.

Regarding overall performance, the distinction between direct management and contracting-out has not brought out significant differences in terms of effectiveness and cost saving, even if the direct management solution is better than the externalized one. By contrast, as previous research showed, quality levels for externalized services are on average lower than for directly managed services.  相似文献

Abstract

This article identifies and describes the utilisation of performance measurement in Florida local governments. Two research questions are considered here: which factors influence Florida city governments to use performance measurement? And how do the factors associated with cities that are city-wide users differ from cities that are selective users? The paper develops a framework constructed from literatures in performance measurement and management innovation to develop hypotheses that are tested with 2005 Florida local government data. This study finds strong support for the role of community attributes, form of government and internal capacity as contributors to the use of performance measurement. The study also finds the factors that influence city-wide users are different from factors that influence selective users, especially with regard to revenue size and the reward/incentive system.  相似文献

ABSTRACT

Contemporary government reforms are changing how performance is measured and evaluated, by shifting the focus from inputs and processes to outputs and outcomes. This study uses agency theory, institutional theory, and organizational information processing theory to hypothesize and assess how particular organizational and institutional factors affect the disclosure of outcome information by public organizations, drawing on an empirical analysis of 214 Italian public organizations. Organizational size, mode of service delivery, and the degree of regulation are all strongly associated with the disclosure of outcome indicators in external performance reports.  相似文献

Performance review and assessment (PRA) of public managers has been adopted in several countries, but we still lack detailed knowledge of what affects the effectiveness of PRA systems. Based on interview data and on a survey of Italian public managers, this article aims to investigate this issue by developing and testing a preliminary model of perceived effectiveness of PRA. The results suggest that PRA perceived effectiveness seems related to the clarity of the organizational design, the quality of the PRA process, the involvement of public managers in the PRA process, and the use of PRA results for tightening control.  相似文献

Research investigates the attitude to the information disclosure via website, analysing a sample of 287 Italian and Spanish municipalities. A Tobit regression approach is adopted to explore the main determinants of e-disclosure. The findings show that municipality’s factors like Internet visibility, wealth and leverage play an important role to determine the level of e-disclosure. In addition, a cluster analysis highlights that in Italy there is a greater level of e-disclosure than in Spain, revealing a set of specific elements that characterize municipalities with higher disclosure.  相似文献

ABSTRACT

This study explored the impact of government capacity and e-government performance on the adoption of e-government services by integrating it into the Technology Acceptance Model (TAM). The results showed that both government capacity and government performance were significant determinants of the perceived usefulness of e-government services. Also, government capacity was revealed to positively predict e-government performance. In addition, perceived usefulness of e-government services was found to be a significant predictor of the intention to recommend the adoption of e-government services. The implications of these findings on the implementation of e-government are discussed.  相似文献

ABSTRACT

Psychological empowerment has received a burgeoning attention among scholars and practitioners in the last decades. However, little is known about its antecedents in the public sector, and even more in municipalities. The present study attempts to fill this gap by examining the relationship of leader-member exchange (LMX), role conflict and role ambiguity with employees’ psychological empowerment. Data were collected from 210 administrative employees of nine Greek municipalities. Results supported our hypotheses that these three factors constitute important antecedents of such employees’ psychological empowerment. The search for improvements in the management and quality of public services seems to be a constant in all public administrations, and there is an ever-increasing use of management techniques and models from the business sector. The aim of this paper is to show which management systems are being used by Spanish local governments to improve their management in terms of economy, quality and the environment. Our analysis is based on a questionnaire sent to Spanish local governments about the tools they use and the factors that influence their implementation. The results show that more efforts are necessary to implement performance measurement and total quality management, but they also show some positive aspects, such as the usefulness of performance measurement and its application to decisions in those local governments that have implemented it.  相似文献

The demographic diminution and the special economic situation in the East necessitate flexible strategies that make use of all available on-site resources. This includes taking into account economic concerns in governmental and developmental strategies for the public sector as well as improved integration of ‘active citizens’, for whom the government must provide adequate basic parameters in order to assure lasting and effective participation. In this context, the following article presents the findings of a study on East German municipalities that clarifies the obstacles and specific potentials of a stronger cooperation between the various societal sectors that is characterised by trisectoral governance.  相似文献

ABSTRACT

There is debate in the literature on whether or not general management principles are applicable to the study and practice of public administration. This research responds by exploring how local officials manage the performance of public services with private good characteristics, where general management principles could be embraced for service delivery. The relationship between operational and financial indicators is explored within the functional areas of water and sewer, with the hypothesis that operational outcomes impact financial outcomes similar to private enterprises. Because the findings do not support this hypothesis, the authors conclude that general management principles may not be applicable to all forms of administration given that public cannot be removed from the management of public services even with private good characteristics.  相似文献

Many commentators view the political management reforms of English local government with some scepticism, raising concerns about the desirability of stronger leadership and the efficacy of institutional reform in encouraging stronger leadership. Using data from a five-year evaluation of the impact of the Local Government Act 2000, this paper reports evidence suggesting that institutional variation does influence the way that organisations operate and can have a positive impact on their performance, though the results are mixed with the internal decision-making elements showing most difference, whilst there is less evidence of effects in relation to partnership working and engagement with the public. In hung and balanced authorities an internal focus on managing coalitions and party competitors is judged to impede the role of leaders in partnership working. In the concluding section, the paper develops the concept of facilitative leadership, which will continue to influence reform of local government and the practice of political leadership in local government. Policy-makers, by giving leaders the right mix of resources and incentives, can improve the effectiveness of urban political leadership and encourage the trend towards facilitative leadership.  相似文献

The study examines the predictors of effective performance measurement in the context of Turkish municipalities. Theoretical guidance of context-design-performance model has been utilized to examine the contextual and design factors which have influenced the effective use of performance measurement systems in Turkish municipalities. It is hypothesized in the study that external support and organizational support for the use performance measurement, and technical capacity for the performance measurement are associated with quality of performance measures and effectiveness of performance measurement systems in general. The results of the study supported the hypotheses of the study regarding the relationships among organizational support, technical capacity, quality of performance measures, and effectiveness of performance measurement. Although the results confirmed that external support has an indirect effect on effectiveness of performance measurement via technical capacity and quality of performance measures, the hypothesis regarding the direct effect of it on effectiveness of performance measurement was not supported.  相似文献

This article concentrates on charter school policy that is regarded as the fastest growing innovative policy in America. Its adoption is more impressive than other innovative policies in the public educational area. By 2008, 40 states among 50 American states have passed charter school law since Minnesota became the first pathfinder to create charter school law about two decades ago. However, 10 states have not adopted charter school law. Based on this dichotomous policy phenomenon, the primary research question of the study focuses on clarifying what factors drive American states to adopt charter school policy. To obtain answers for this research question, the study dedicates to analyzing main hypotheses from the regional diffusion model and state characteristics, using event history analysis. The results demonstrate that the three predictor variables—regional diffusion, similar innovation, and gubernatorial political tendency—positively have significant effects in explaining the adoption of American state charter school policy.  相似文献

This article analyzes the effect of new accounting legislation on the disclosure of performance indicators in the financial statements of Spanish local governments. Based on agency and institutional theories, the article also assesses whether the disclosure of performance indicators is used to make the monitoring of local government performance easier for stakeholders or merely to project an image of good management. The results show that the enactment of new legislation has only led to a partial implementation, most local governments disclosing financial and budgetary indicators but very few providing indicators related to the performance of public services. The institutional theory (symbolic value) seems to be the rationale that best explains this pattern of disclosure.  相似文献

Government transparency continues to challenge existing frameworks for understanding organizational performance. Transparency has proven difficult to measure and results assessing its impacts are mixed. This article sets forward a model of performance-based accountability in open government initiatives. Data come from the Open Government Partnership’s (OGP) database of over 1,000 transparency initiatives across 50 countries in 2013. Ordered logistic regression estimates the effect of management practices on three different measures of transparency performance, and the results broadly support the model. Expert interviews from two country cases offer insight into how performance management is used in the context of transparency reforms.  相似文献

This article considers barriers and strategies for implementing performance budgeting in real-time application by a state-level government. The lessons learned from the State of New Jersey’s implementation of the Governor’s Performance Budgeting Initiative offer guidelines for public and nonprofit sector organizations attempting similar efforts. Data was gathered through a series of focus groups with key executive-level administrators. Observations and recommendations for enhancing and reenergizing current performance budgeting strategies for a state or agency are suggested.  相似文献

This study seeks to identify and understand the important factors that influence citizens’ behavioral intention to take up e-government services. We adopted a research model empirically tested in the United States. The model integrates three established constructs—the Technology Acceptance Model (TAM), trust, and computer self-efficacy. We conducted the research in the United Arab Emirates (UAE), a leader in e-government development in the Arab world. Our findings are mostly different from the U.S. study and suggest that behavioral intention may be influenced by citizens’ cultural context. This study contributes to a better understanding of citizens’ behavioral intention and adoption factors in e-government, in particular from a cultural perspective. The findings may help governments formulate effective strategies to improve the level of citizens’ uptake of e-government services. This study paves the way for further research on an e-government adoption model that is robust across cultures.  相似文献

Recent research indicates that many local governments are doing little to provide information and services to their citizens via the Internet, so more needs to be known about the underlying reasons for governments' adoption of web technology. A two-stage research project, statistical analysis followed by qualitative investigation, of a stratified random sample of American counties reveals the importance of advocacy by motivated individuals, both appointed and elected. The findings from both stages of this research underscore the importance of motivated professionals who choose to actively promote web technologies.  相似文献

In the Netherlands, electronic service delivery has become an important issue in many municipalities. Using the Internet for service delivery is seen as an important element of e-government. Based on 2014–2016 panel data for all Dutch municipalities, we show that there is a large variety among the municipalities in the extent to which they offer their service delivery digitally. By exploring the factors that may explain the differences among the municipalities, some trends can be discerned. Most notably is the strong relationship of e-government adoption with demographic characteristics, such as population, population density and both older age and younger age groups. Remarkably, we did not find an influence of education and income. Finally, we did not observe a relation between municipal allocated costs and level of e-maturity, hereby leaving the question open if and how e-government can lead to cost reductions.  相似文献

Internationally, sanitation management has been a critical area of contention, especially in recent years with tightening budgets and resource reductions to public services. Our article reviews the management strategies, actions, and developments that have led to sanitation incidents of piling trash and public health concerns. These incidents will be reviewed from a public management perspective underscoring the role of performance measurement and management. The key influences associated with the varying cases are discussed. Both the negative and positive factors of international cases of sanitation management are reviewed.  相似文献
