In the process of Indonesia's administrative reform and conduct of its planned development efforts, several innovative measures evolved in its executive structure. One of these was the use of temporary organizational entities to expedite the achievement of development goals where sectors/programs of the national development plan encompass two or more executive agencies and/or levels of governments. In organizational design, the executive problem is the reconciliation between responsibility and authority with the purpose of achieving maximum technical efficiency in the execution of priority development programs. As an organizational device to deal with this problem, the offices of six junior ministers were established. By employing the technique of executive authority in rank, these ministers, heading temporary agencies organized in terms of program responsibility as specified in the development plan and as approved by the cabinet, have become the organizational means by which to integrate all of the disparate project activities vested in the executive line agencies in productive organizational cores. Should this organizational innovation prove successful, it will be one of the more important organizational contributions in recent years to the execution of centrally planned development programs in a developing society.  相似文献

Inter-organizational frameworks of intervention dominate the resolution of complex societal problems facing the UK and many other countries. Strategic alliances, joint working arrangements, networks, partnerships and many other forms of collaboration across sectoral and organizational boundaries currently proliferate across the policy landscape. However, the discourse is positioned at an institutional and organizational level, and comparatively little attention is accorded to the pivotal role of individual actors in the management of inter-organizational relationships. This paper attempts to redress this balance by focusing on the skills, competencies and behaviour of boundary spanners. A critical review of the relevant literature, both from an institutional and relational perspective, is undertaken. This is complemented by some new empirical research that involves an engagement with groups of particular types of boundary spanner using a combination of surveys and in-depth interviews. Finally, a discussion makes connections between the existing literature and the research findings and offers suggestions for future areas of enquiry.  相似文献

Approaching the Madrid train bombings of 11 March 2004 from a security perspective, the occurrence of these highly lethal blasts made it evident not only a major intelligence failure, but also serious problems in the coordination between law enforcement agencies and deficiencies in international cooperation to prevent such deadly manifestations of global terrorism. As a result, governmental measures adopted in Spain immediately afterwards to reform the internal security structures and thus more adequately face the persisting risks and threats associated with that phenomenon, paid particular attention to increasing intelligence capabilities, advancing antiterrorist coordination and strengthening collaboration with relevant nations, alongside other initiatives aimed at preventing and countering al-Qaeda related terrorist activities. Overall, those measures enjoyed a high degree of legitimation among citizens.  相似文献

The European Union (EU) inherited ‘indirect administration’ from classical international organizations: policies adopted by the international organization are subsequently to be implemented nationally by member states themselves, and not by bodies owned by the international organization. This arrangement has often led to legislation being incorporated and applied rather differently across countries. In order to harmonize implementation practices within the EU, we have witnessed a development from ‘indirect administration’ to more ‘direct administration’ in the sense that national agencies work closely with the European Commission, EU agencies and sister agencies in other member states, partly bypassing national ministries. Thus, stronger coordination across levels may counteract strong coordination at the national level. This ‘coordination dilemma’ seems to have been largely ignored in the literatures on EU network governance and national ‘joined‐up government’, respectively. The ambition of this article is twofold: first, the coordination dilemma is theoretically and empirically illustrated by the seeming incompatibility between a more direct implementation structure in the multilevel EU administrative system and trends towards strengthening coordination and control within nation states. Second, the article discusses organizational arrangements that may enable systems to live with the coordination dilemma in practice.  相似文献

Despite the pressure on politicians to show leadership in times of disaster, many struggle with the extreme leadership challenges imposed by a calamity that is quickly consuming life and property. Drawing on data from elite interviews with senior personnel from disaster agencies in eight countries, we find that emergency managers want to engage with political actors well before a disaster strikes. This is critical to educate the political actor about disaster management, leadership, and communication, and to generate support for resources and funding. The challenge is to place disasters on the agenda of political actors ahead of all-consuming, day-to-day issues.  相似文献

Scholars have examined organizational effectiveness in state and federal government agencies to determine which factors matter. Their findings revealed that public organizational effectiveness is affected by environmental, human resource management, organizational, and individual-level factors. However, what is conspicuously absent is the impact funding has on organizational effectiveness. To further previous literature, this article examined agency funding levels as well as management and individual-level factors to determine the relationship these factors had on organizational effectiveness. In doing so, a model was developed to predict perceived organizational effectiveness, and it was tested on 330 United States government workers in the state of New York. The findings from the analysis were clear: perceived organizational effectiveness was impacted by employee perceptions regarding the level of funding the agencies were allocated. Additionally, the level of role ambiguity and employee participation in decision-making as well as employee job performance and public service motivation levels were also found to matter. The implications and limitations of these findings are discussed in the article.  相似文献

Agencies are key organizations for implementing and studying performance measurement and management (PMM). This article explores the implementation and effect of PMM in Japanese agencies. In Japan, design of the agency system included New Public Management elements, such as independence and delegation of powers, but also traditional ones, with a strong system of controls. The discourse about the soundness and ambitions of the PMM system permeated the agencies but not so much their effort toward PMM. The performance improvement attained by agencies depends on their agency characteristics, organizational culture, and organizational factors, with a remarkable influence of the organizational culture.  相似文献

In this article the problem of legitimacy is discussed in the context of pay-for-performance in government agencies. The doctrine of a new public management implies a direct single track between individual performance and organizational result. In practice, however, this seems to be much more complex. It will be argued on theoretical and empirical grounds that public agencies will be hard-pressed to resolve the tension between quality and efficiency imposed by the new pay system. An examination of four empirical cases in different national agencies reveals that the bonus system creates a delicate management problem and poses a risk for the perceived legitimacy of public sector pay.  相似文献

Persistent efforts to meet the demand for cross-organizational collaboration and trust-based management have been halted by a mixture of bureaucratic inertia and entrenched New Public Management thinking. This article explores whether the COVID-crisis has broken the reform deadlock. Based on a handful of recent surveys and interviews conducted by Danish public sector organizations, we look at the crisis-induced transformations in local public administration. The main finding is that the pandemic has forced administrative agencies to collaborate with each other to solve new and pressing problems in a turbulent environment. Similarly, it has urged public managers to trust the skills and motivation of their employees, who must solve administrative tasks in innovative ways and with limited managerial support, supervision and monitoring. While changes may amount to little more than a temporary departure from normalcy, lesson-drawing, learning retention and proactive leadership may help to produce a sustainable transformation.  相似文献

This study presents state police agencies’ perceptions about three significant terrorism issues on which there is little empirical research. All three issues have significant implications for understanding the role of state police agencies in responding to terrorism threats. First, the authors investigated whether the respondents believed that supporters of specified extremist movements tended to commit crimes as lone wolves, with others, or both alone and with others. Second, they were asked to provide data to gauge how often far-right extremists committed 13 crime types that varied in magnitude and motivation. Third, they were asked if they had knowledge about whether far-right extremists and Islamic jihadists had cooperated to commit crimes. These data were collected by surveying the 50 state police agencies in the United States. The results indicate that state police officials are concerned with both group and lone-wolf activities. Importantly, there was variation in the potential for lone-wolf crimes when comparing different types of extremist movements. The results indicate that far-right extremists are involved in a range of terrorist, preparatory, and routine criminal activities, but this involvement varies by region. Two state police agencies also indicated that they knew of Islamic and far-right collaboration. The study identified two other instances of direct collaboration and a number of other interesting cases through open source searches. The article concludes with a discussion of the policy implications of the findings and outlines directions for future research.  相似文献

Abstract

This paper examines the importance of grass-root emergency response groups in emergency preparedness. Consistent with the Institutional Collective Action framework, we highlight key constraints associated with local government strategies of mutual resource exchange and barriers to intergovernmental collaboration. We examine local governments’ emergency preparedness using survey data collected in the North Central Texas region. We employed a simple OLS analysis to determine mutual exchange and Poisson estimations on the likelihood of local governments receiving and providing external assistance. Findings showed that the presence of grass-root organisations in a jurisdiction is associated with emergency preparedness, highlighting the importance of norms of volunteerism. Local political institutions and participation in federally funded programmes also have an effect on local government decisions.  相似文献

Multi-organizational partnerships are now an important means of governing and managing public programmes. They typically involve business, community and not-for-profit agencies alongside government bodies. Partnerships are frequently contrasted with competitive markets and bureaucratic hierarchies. A more complex reality is revealed once partnerships as an organizational form are distinguished from networks as a mode of social co-ordination or governance. Data from studies of UK urban regeneration partnerships are used to develop a four-stage partnership life cycle: pre-partnership collaboration; partnership creation; partnership programme delivery; and partnership termination. A different mode of governance - network, market or hierarchy - predominates at each stage. Separating organizational form from mode of governance enables a richer understanding of multi-organizational activity and provides the basis from which theory and practice can be developed. The key challenge for partnerships lies in managing the interaction of different modes of governance, which at some points will generate competition and at other points collaboration.  相似文献

Academics, policy‐makers and practitioners are increasingly interested in the contribution that effective management of knowledge across organizational and professional boundaries can make to improved public services. Examining knowledge sharing within the context of the UK NHS, we ground our investigation in neo‐institutional organizational sociology. We highlight the influence of regulatory, normative and cultural‐cognitive aspects of institutions operating in the health care field on the boundaries that impede knowledge sharing. We illustrate how institutional isomorphic processes facilitate convergence within groups of organizations and occupations subject to the same institutional pressures, but, by the same token, inhibit convergence across different organizational and occupational groupings. In short, the development of a learning organization, where knowledge is shared freely across boundaries, will be difficult to realize.  相似文献

Research on changes in public administration associated with the adoption and use of information and communication technologies (‘informatization’), almost univocally supports the conclusion that shop floor discretion disappears under their influence. We, however, are ill at ease with this direction in thought about discretion. Our unease is based on the scholarly work about practices, organizational learning and responsiveness. In this article, we test the thesis on the relation between informatization and operational discretion in an empirical research of operational discretion and informatization in two Dutch public agencies, both large and both automated. Our findings show that informatization does not destroy operational discretion, but rather obscures discretion. Based on the work of Argyris, we show that the phenomenon at work is ‘participatory boundary practices’, the direct personal ties that keep an organization together. ICTs destroy such links and thereby affect organizational learning.  相似文献

Top-down methods of interagency coordination are inadequate in contemporary public administration, where multiple departments and agencies interact across loosely coupled networks to solve complex problems. The concept of metagovernance suggests governments can employ combinations of coordination instruments to steer dispersed actors toward common goals. This article asks how officials in Australian and British statistical administration addressed problems with traditional coordination methods. Interviews with senior official statisticians show a transition from traditional interagency coordination to metagovernance, driven by failures and learning. Metagovernance captures how interagency coordination is increasingly practiced, though existing theories should give more attention to learning and adaptation.  相似文献

In 2004 Norway implemented a food safety reform programme aimed at enhancing inter‐organizational coordination processes and outcomes. Has this programme affected inter‐organizational coordination processes and outcomes, both vertically and horizontally – and if so how? This article employs the concept of inter‐organizational coordination as an analytical tool, examining it in the light of two theoretical perspectives and coupling it with the empirical findings. The argument presented is that the chances of strong coordination outcomes may increase if inter‐organizational processes feature a clear division of labour, arenas for coordination, active leadership, a lack of major conflicting goals, and shared obligations.  相似文献

This article explores how a sample of public agencies in Kuwait respond to ethics failure. The learning response is examined in detail, in order to understand how these agencies attempt to inquire into the organizational causes of ethics failures and implement organizational changes in response to the inquiry. This study builds upon a previous methodology for measuring the strength of the organizational learning response. The data from Kuwait is compared to an earlier, similar study of organizational ethics learning conducted in the United States. The sampled agencies devote only moderate efforts to learning from ethics failure.  相似文献

This article presents the findings of a study examining the roles and behaviours of boundary‐spanning managers during the establishment of voluntary public‐private partnerships (PPPs). It responds to recent calls in the literature to pursue research that incorporates the pivotal contribution of individual actors in the collaborative process, and to set this research within the stage specific context of partnerships. The analysis is located within the theoretical framework of organizational sensemaking. Using a grounded methodology of data collection, coding and analysis within ten Australian and UK PPPs, the study demarcates a four‐stage evolutionary establishment process of PPPs. Within each stage there exists a specific managerial focus in conjunction with one or two main managerial challenges. Boundary‐spanning managers employ various strategies to overcome such challenges within each specific stage, thus ensuring the progressive evolution of the PPP. These foci, challenges and strategies are identified and analysed in the article.  相似文献

This article seeks to understand the problem of building cooperation among public and nonprofit organizations to achieve public service goals in emergencies. It also examines the factors that contribute to successful public‐nonprofit partnerships (PNP) and what factors inhibit their development. The theoretical framework draws upon the literature on social capital, network theory and organizational collaboration. The article uses the network analysis perspective to assess the relationships among organizations in terms of their strength, direction and density in the rapid evolution of emergency response operations. The theoretical framework is applied to analyse the interorganizational responses to the 11 September 2001 World Trade Center (WTC) terrorist attacks in New York City. Emergency response operations required coordinated action among many actors across multiple jurisdictions under conditions of urgent stress, high demand and tight time constraints. This type of network analysis can constitute a field of substantial interest and importance to democratic societies that are seeking to manage problems of public service delivery in emergencies using innovative means.  相似文献

Diversity management has received considerable attention in public management research. Most existing research, however, analyses the effects rather than the determinants of diversity management. Using panel data on American hospitals from 2008 to 2011, we probe how market competition, inter‐organizational collaboration and clientele diversity affect diversity management adoption. We find that all three environmental factors increase diversity management adoption. Hospitals in competitive markets are more likely to adopt diversity management strategies when they engage in extensive service collaboration and serve a diverse population. Monopolies in less collaborative environments lag behind in adopting diversity management, especially when they serve ethnically homogenous populations. Our findings broaden understandings about what drives diversity management practices and add to the literature on the external contingency of managerial practice.  相似文献
