This paper, which is based on recent field research, suggests an interpretative model of territorial government in France. Relations between national and local authorities as well as policy- making processes suggest that the centralized state has faced a major decline of its hegemony and that decentralization reforms have induced a polycentric dynamic. Seven basic characteristics and three key properties of the model are discussed. The emerging model fits neither a new localism nor a new centralist pattern. It is the product of ongoing and incremental trade-offs between centrifugal and centripetal rationales. This complexity reflects a situation that is under the rather conservative, as well as tight, control of national politicians who hold multiple local elected mandates.  相似文献

ABSTRACT

The relationships between economic growth and planning strategies have been debated in different disciplines of social science. However, the emphasis has been more on structural and theoretical assumptions of planning and economics at the expense of other important non-economic and institutional factors that include social, cultural, political, and administrative dimensions. To explain the different approaches and outcomes of development planning, one needs to examine other factors that influence the nature of these plans and why they have been adopted. Using rigorous systematic and thematic review of government reports, academic publications and data from international organizations, this comparative study reveal the unique role non-economic factors play in countries’ development. It has been revealed that these factors not only influence the nature of planning strategies adopted by governments but also affect how these plans are implemented. Since South Korea and Turkey have achieved impressive economic growth over the last half a century, they have been selected as a case study to examine the role non-economic factors in their respective developments.  相似文献

Income portfolios in rural Ethiopia and Tanzania: Choices and constraints   总被引:1,自引:0,他引:1  
The article analyses the different income portfolios of households using survey data from rural Ethiopia and rural Tanzania. It suggests that the different portfolios held by households cannot be explained by their behaviour towards risk as is usually suggested. It is better explained by differences in ability, location, and in access to credit. A logit analysis of households with different income portfolios, controlling for the effects of location, suggests that entry into high‐return activities is determined by investment in particular skills or by access to capital.  相似文献

Local Government Ordinance, 2001 aimed to create a service-orientated local government by devolving many public services from the provincial to local levels. However, in many cases, local governments either did not have the capacity to manage them or the services extended across different geographic jurisdictions. The new system also restructured the three sub-national levels but without any vertical hierarchical linkages between them, and asked them to coordinate public service provision between them. This article suggests different remedies, including developing vertical administrative linkages and the reconstitution of Zila Mushawarat Committee to undertake coordination functions at intra-district level.  相似文献

How realistic are democratic-governance strategies that emphasize local governance as a key component? Using Nigeria’s experience in local government and primary health care in the 1980s and 1990s as a case example, the article finds there were substantial shortfalls in local participation and program performance. These were caused by problems in the local political environment and local institutional design, in the national policy environment (particularly in the funding system), and by the stresses of structural adjustment, resource shortfalls, the natural physical environment, and weak leadership. These combined to create poor and inappropriate reward structures and lack of accountability. However, even though the Nigerian case was not successful, most of the specific problems that hurt it are remediable through policy changes at the national level. This article discusses empirical findings on issues affecting women's effective participation in politics and the public sector of Ghana. It argues that women's involvement in public life and politics has steadily declined contrary to hopeful reportage that global empowerment campaigns have increased women's political participation across Africa. The article suggests that given the deep-rooted socio-cultural hindrances women face, affirmative action policies need to be revisited to complement women's agency in contesting for, winning, and participating in politics and public service more effectively.  相似文献

There has been increased emphasis in the last three decades on the decentralization of natural resource governance decisions to local government in developing countries as a means of improving environmental quality, public service delivery, and the accountability of local officials. We examine the performance of decentralization of natural resource management services in a large sample of municipal governments in four Latin American countries. Our analysis includes a variety of factors discussed in the literature as important in influencing the responsiveness of government officials to local needs. We provide a nested institutional model in which local officials respond to incentives created by the structure of formal political institutions at both the local and national level. The results provide support for the importance of considering local and national institutional arrangements as these co-determine the political incentives within decentralized systems.

Current work focuses on property right arrangements, sustainability and science and technology policy within federal systems. He holds a M.S. in International Development from UC Davis and a Ph.D. in Public Policy from Indiana University at Bloomington. Krister Andersson   is an assistant professor in environmental policy at the University of Colorado at Boulder. His research focuses on issues related to public policy reforms and their mixed effects on rural development and natural resource governance in Latin America. His work has appeared in journals such as World Development, Comparative Political Studies, and the Journal of Policy Analysis, and Management, among others. Customary land tenure rules in Tanzania are incompatible with conditions of land shortage arising from agricultural development within an individual and incipiently capitalist framework. They are not equipped to deal with market land values, nor with individual demands which do not rest on a wider set of social obligations. Gross inequalities in land ownership are growing without controls because government policy has caused customary law to be retained for most rural land. In Ismani where agriculture is relatively developed, commercial land transactions are carried out secretly, and are consequently subject to cheating and insecurity. The only (still inadequate) means of securing title is by taking a dispute to court.  相似文献

In recent decades, citizens have become more and more disenchanted with the traditional institutions of representative government, detached from political parties, and disillusioned with old forms of civic engagement and participation. This has favored a renewed interest in citizen engagement and citizen participation and a growing re-emergence in academic and political discourse of ideas and values of community, localism, and citizen participation. This article analyzes the main objectives and the actual implementation of citizen participation initiatives in the local governments of two European Continental countries, Germany and Spain. The aim is to find out the factors that affect the possible decoupling between the objectives and the “real” uses of citizen participation. Our results show that most local governments in these two countries are using citizen participation only to increase the level of perceived legitimacy or to comply minimally with legal requirements, without really taking advantage of citizen participation to enhance decision-making processes. These findings confirm that institutional theory becomes the rationale to explain the implementation of citizen participation in these two European Continental countries.  相似文献

The Village Administrations (VAs) created by the Tanzanian state in the 1970s have been regarded as new state apparatuses intended to facilitate control over a recalcitrant peasantry. Field research in Dodoma revealed two kinds of factions competing for their control: Christians, who co‐operated with higher level state apparatuses in establishing working institutional structures, and Traditionalists, who sought to reconstruct the VA as an entity performing predominantly ritual functions and, by tactful non‐compliance, to insulate households from the demands of the state. If the VA is to be regarded as a state apparatus then it must be recognised that it has substantial autonomy, conditioned by its internal constitution as a political field.  相似文献

This article reviews sixty cases from prosecutor's files in two New Jersey counties. These cases are used to examine and help better define the phenomena of stalking. Selected sample case examples are presented and described in regard to the typology of stalking behavior originally proposed by Dziegielewski and Roberts (1995). Based on these cases, application, modification and refinement of the typology criteria are suggested. The critical need for crisis intervention protocols and specialized anti-stalking units and training are emphasized. It is hoped that this information will help the criminal justice and forensic professional to better understand, assess the dangerousness of, and intervene rapidly and effectively in the phenomena of stalking, and to provide technology to protect victims.  相似文献

This paper provides a case study regarding an innovative model of grass-roots democracy, called democratic confederalism, which is currently being implemented in Northern Syria. The difference between democratic confederalism and previous experiments with grass-roots democracy is that its evolutionary pattern aims to include heterogeneous local communities living in the same territories, with the objective of becoming an administrative model for the whole Syrian country, without shattering its national constitution. In fact, the evolution of the political and administrative system and the introduction of the Democratic Federation of Northern Syria were specifically aimed at including all ethnicities and not focusing on the Kurdish population only. Following a literature review aimed at defining the theoretical background of democratic confederalism, the case study is presented. Data collection occurred through semi-structured interviews and informal talks with key stakeholders in the Kurdish movement; the findings and main implications of the model are described and analysed.  相似文献

Across the developing world, many governments have implemented political reforms—heavily promoted by international donors—designed to transfer greater power to subnational levels of government and to provide a more substantial policymaking and oversight role to citizens. Although economic analyses have frequently argued that such decentralization programs improve the efficiency of public expenditures, far less is known about their political impact. Based on an analysis of two large national public-opinion surveys from Bolivia, a country that has recently implemented one of the most comprehensive decentralization reforms yet attempted in Latin America, we analyze the role decentralized local institutions are playing in shaping citizen attitudes toward their political system. Our findings support the contention that decentralization can bolster citizen levels of system support at the national level. Equally important, however, we also demonstrate that the renewed emphasis on local government can have the opposite effect of producingmore negative views of the political system when the performance of local institutions falters. The recent establishment of fourth-tier system as a distinct, but coordinating level of government in Imo State came with the expectation that it would facilitate community development. However, the underdevelopment situation of most communities dashed this expectation. Thus, this recent study adopted theory of postcolonial state as our analytical framework to interrogate the development utility of the fourth-tier system using mixed research methods for evidence gathering and analysis. The analysis revealed that the system grossly underperformed its development functions resulting from lack of stakeholders’ supports, which should be the basis for determination and implementation of fourth-tier system in Imo State.  相似文献

The need for nonprofits to foster legitimacy within their communities has led to growing calls for mechanisms of sound governance based on the engagement of stakeholders in organizational activities. Previous studies have investigated the mix of governance mechanisms used by nonprofits to manage legitimacy, without paying attention to the different challenges of legitimacy these organizations face. Aiming to fill this gap, this article employs a multiple case study methodology to explore how mechanisms for engaging stakeholders in governance can be shaped by the need to gain, maintain, or repair legitimacy. The findings show that formal mechanisms based on the direct designation of board members by local stakeholders play a pivotal role in repairing legitimacy. Gaining legitimacy requires actual participation of stakeholders, while maintaining legitimacy calls for formal mechanisms that balance representativeness and competencies of the leadership.  相似文献

Abstract

The characterization of Hong Kong's political culture as one of indifference deserves further examination as the inquiries conducted by proponents of the indifference framework have all used a narrow definition of political participation. This paper begins with a critique of the inherent narrowness of orthodox definitions of political participation: political participation as acts making demands on a government; as lawful activities; and as activities vis‐a‐vis one government. Contrast these assumptions, the author contends that political participation needs to be understood as activities that include both making demands on and showing support for a government, as well as both lawful and unlawful activities. Furthermore, the author refutes the one‐government‐locus theme of the orthodox concept and proposes a three‐government‐loci theme that is more relevant to the historical experience of the colonial Hong Kong. The political relevance of the social domain and its implications on broadening the definition of political participation are discussed. Finally, the author argues for the importance of considering discursive participation as a form of political participation in Hong Kong.  相似文献

This article analyzes perceptions of inter-governmental fiscal relations as held by local officials of the Czech Republic. The field study probes local perceptions of progress toward fiscal decentralization in the Czech Republic. A statistical analysis is based on a scaling of cities according to size and according to a generalized, multi-part measure of fiscal autonomy. This measure is effective in discriminating high and low autonomy cities by size, types of expenditures, and funding sources. Cities of diverse sizes are divided into groups reflecting perceptions of greater or lesser autonomy. The implications of the findings are discussed.  相似文献
