SUMMARY

The most recent UNAIDS report (December 2003) estimates that approximately 5 million persons became infected with the HIV virus globally in 2003 alone, while 3 million persons died as a result of HIV/AIDS. What do these staggering numbers mean for the Caribbean population? Is the impact of HIV/AIDS the same among Caribbean immigrants in the United States as among the Caribbean population in the countries of origin? If so, what are the factors that promote the spread of HIV/AIDS among this population regardless of their geographic location? Finally, what can be done to reverse the growing infection rate that has made the Caribbean the second largest population to suffer from HIV/AIDS globally? In this paper the authors explore sociocultural, attitudinal and gender-specific factors that place the Caribbean population at risk of the ongoing spread of HIV/AIDS. The authors make recommendations for a community involvement response to the HIV/AIDS epidemic that targets the individual, family and community to address the problem of HIV/AIDS in the Caribbean population. A community involvement model with its potential to reduce the negative impact of socio-structural factors, and attitudes towards victims of HIV/AIDS is recommended as a meaningful response to HIV/AIDS among the Caribbean population.  相似文献

Abstract

First, the importance of understanding what the key differences are between individuals in any ethnic population is highlighted. Next, the concept of assimilation is introduced as a construct by which these differences may be accounted for. Following this, the literature on the measurement of differences within ethnic markets is surveyed and classified in light of the assimilation construct and a set of conclusions based on this survey are drawn up. Finally, based on these conclusions, a set of recommendations is developed to guide researchers in the future who might wish to rigorously measure the major differences within any ethnic population group.  相似文献

The dissolution of the Soviet Union led to the establishment of several non-recognised statelets, three of which—Abkhazia, South Ossetia and Nagorno-Karabakh—are located in the South Caucasus. This article sets aside the question of whether these quasi-states ought to be internationally recognised, and focuses on whether they exist as functioning state entities. To what extent are the authorities in these would-be states able to provide the populace with the services expected of contemporary states—like internal and external security, basic infrastructure and welfare? All three insist that they are not only functioning states, but also nation-states that command the allegiance of their population. We thus also discuss their claim to embody real nationhood.  相似文献

When disaster strikes and people are away from home, how do they respond? Based on interviews with 827 transients, lodging firm executives, and community officials following five major disasters, this article provides answers to three questions: 1) how did the modal evacuation patterns among these transients differ from those documented for residential populations?; 2) what were the major pattern differences among four types of transients (i.e., tourists, business travelers, migrant workers and homeless persons)?; and 3) what key policy issues were perceived by this transient population as the most important matters to which lodging firm executives and local government officials should seek solutions?  相似文献

This article argues that ethnicity has become increasingly salient in Afghan politics and society during the years of war, and discusses how the country's new institutions can be designed in a way that will contribute towards a reversal of this trend. The article examines a series of policy issues with a bearing on inclusion vs exclusion in inter‐ethnic relations: political institution building (institutions of government, electoral system, and centre–region relations), land rights, state religion, the census and the new identity document. For each of these the article discusses what outcome would best contribute to longer‐term stability and integration by stimulating inclusive, integrative identities—and what the problems and prospects are for these outcomes to be realised. The article specifically discusses warlords' role as spoilers, and the potential and limitations to the leverage on Afghan politics that is held by international actors, above all the USA.  相似文献

In this paper we present a secondary analysis of a survey of Alabama residents. The focus of that survey was individual attitudes toward a variety of policy areas, five of which could reasonably be administered at either the state or national level. Rather than simply asking what level of government should have responsibility, we asked respondents to construct national and state budgets which might, or might not, include appropriations for these and other policy areas. In general, individuals allocated funds to each policy area at both the state and national level. This means either that most citizens favor cooperative federalism, or more likely, people are primarily interested in seeing that certain programs are funded and do not much care what level of government administers a policy area. This latter interpretation is supported by the fact that no theory taken from the current fed-eralism literature is able to explain individual attitudes toward federalism as measured by these budget allocations. Most people simply do not have very strong feelings about which level of government should be responsible for any given program.  相似文献

This article concerns how the municipal organisation and its leaders respond to challenges posed by the post-industrial era, in the form of shrinking employment opportunities and population decline. By developing distinct policies of supporting cultural and new economic initiatives, they depart from traditional steering modes and engage in ‘networked governance’ to safeguard community viability. This extends the scope of what we normally expect of local government, as it implies practices and de facto decision making outside the public realm. With these strategies, municipal leaders show that they are eager to do something for the people in the municipality. Their relative success in the use of governance methods might be regarded as new ways of legitimising the politicians' and the municipalities' role. In this respect, creating policies that relate to the formation of community identity may be an important asset.  相似文献

In response to a crisis of representative democracy in many Western countries, (local) governments have introduced instruments to circumvent political parties in order to establish more direct links between citizens and governments. One of these instruments is rendering electoral systems more personal, that is by giving more weight to preferential voting. Preferential voting is important since it constitutes a major element of the personal vote and it determines whether parties or voters are the main decision-makers in designating representatives. We have investigated, in relation to the local elections in Flanders (Belgium), in what kind of municipalities voters are most likely to cast a preferential vote, whether the electoral reform granting voters more power has had an effect, and if it has had an effect, in what kind of municipalities. We have put forward five groups of explanatory variables: socio-demographic, political, social capital, geographic and ballot form variables. Our analysis shows that variables from each group correlate significantly with the percentage of preferential votes, with population density and electronic voting as most important variables. A comparison between the 1994 and 2006 elections often yields the reverse picture: characteristics of municipalities that have a positive effect on the percentage of preferential votes cast have a negative impact on the evolution of preferential voting and vice versa (electronic voting being an exception). This results in the only obvious effects of the electoral reform being seen in urban municipalities, because elsewhere local politics was already to a large extent personalised by politicians being locally known. We could conclude that in these rural municipalities the electoral reform was superfluous.  相似文献

Globalisation is bringing about changes in social hierarchies in the world capitalist system which traditional categories and frameworks in development studies and macro-sociologies are unable to capture. Under globalisation processes of uneven accumulation are unfolding in accordance with a social and not a national logic. The increasing subordination of the logic of geography to that of production and the rising disjuncture between the fortunes of social groups and of nation-states, among other processes, demand that we rethink development. The social configuration of space can no longer be conceived in the nation-state terms that development theories posit but rather as processes of uneven development denoted primarily by social group rather than territorial differentiation. Social polarisation, the fragmentation of national economies, and the select integration of social groups into transnational networks, suggest that development may be reconceived not as a national process, in which what 'develops' is a nation, but in terms of developed, underdeveloped and intermediate population groups occupying contradictory or unstable locations in a transnational environment. The shift to flexible accumulation worldwide and from an international to a global division of labour result in an increasing heterogeneity of labour markets in each locale. Labour market participation becomes a key determinant of new social hierarchies and of development conceived in social groups terms. Local and national labour markets are themselves increasingly transnationalised, part of a global labour market, in which differentiated participation determines social development. This article applies these propositions to a case study of Central America, examining the changing fortunes of one particular region under global capitalism and the lessons it offers for changing social hierarchies in the world capitalist system and for a renewal of the sociology of development.  相似文献

The purpose of this paper is to identify ‘participative politics' and what is here called ‘self‐service politics' as distinct political themes in many advanced democracies, in order to investigate their main elements and chart their interrelationships. These two themes are examined from the viewpoint of politicization and depoliticization tendencies. Participative politics consists of three main forms, defined as active citizenship, citizen networks and co‐production. Self‐service politics, in turn, connects each of these forms to a larger political transformation by pitting themes of activating politics, social governance and accountability against them. The paper investigates what bearing participative politics, and self‐service politics as its inevitable attendant, have on the sphere of democratic deliberation.  相似文献

This paper is a review of the interdisciplinary literature examining ideological influences which have helped to shape population control policy in recent decades. A powerful critique of what has become a top-down, ethnocentric approach towards a narrowly focused policy has emerged both from scholars within the Third World itself and from those in the more developed regions. Concerns with issues such as outside intervention in national sovereignty, ethical aspects associated with the implementation of fertility control programmes, the exclusion of Third World scholars from research programmes within their own countries, and the unwillingness of programmes to consider complex social and cultural dimensions of high fertility, are among those which this literature has raised. The role of professional demographers, as part of the population establishment network within the USA, in providing respectable justification for questionable policy intervention, is also examined.  相似文献

The purpose of the present study was to compare county council politicians' attitudes toward suicide and suicide prevention in five European countries. A questionnaire was distributed and here the responses to the open-ended questions are analyzed qualitatively. Considerable differences were found in what the politicians in the five countries believed to be the most important causes of suicide and how suicide can be prevented. There were also differences in to what degree the politicians revealed a judgmental attitude toward suicide, which seemed to be related to the magnitude of the problem in the respective countries. A certain implicit inconsistency in the logic directing the politicians' responses was found when their views on causes to suicide and suicide prevention strategies were compared. The responses indicate a need for increased consciousness and knowledge about suicide and suicide prevention among politicians in all the five countries. This is important since they are responsible for initiating and funding suicide preventive efforts.  相似文献

Increasingly, what was formerly known as public administration is turning itself into management, while management itself is fast becoming synonymous with the management of change. These two directions meet in government calls to change the culture of the civil service, and are to be found most clearly in the Financial Management Initiative (1982), and its successor, the Next Steps (1988). While each stresses a different aspect, the core policy idea which runs through them is one of improving performance by delegating power and responsibility down the hierarchy closer to the point of delivery. In this way the bureaucratic giants which comprise the various central government departments are transformed into more adroit organizations, to the extent that it becomes appropriate to talk of giants learning to dance (Kanter 1989). This article, through a discussion of 'experiments in change' conducted in one of the largest central government giants, HM Customs and Excise, argues that teaching giants to learn to dance is easier said than done. The main focus of the article is on what giants may need to learn in order that they can become more attuned to change and it concludes with the proposition that change in central government cannot be understood or be properly managed without an appreciation of the changing context of change itself.  相似文献

This study examines to what extent armed conflict affects education accumulation and enrolment rates, and whether this effect differs by gender. It uses the 2007 Iraq Household Socio-Economic Survey data in conjunction with data on civilian deaths recorded by the Iraq Body Count database. Conflict exposure is measured by the number of deaths as a percentage of the population and number of conflict incidents. Results are robust to different identification strategies, dependent variables and conflict measures. The findings suggest an increase in conflict is associated with a decrease in education for both genders, though more pronounced for boys.  相似文献

The author examines some of the ideological influences which have shaped population control policy in recent decades and considers the growing critique of what is now regarded as a narrowly focused policy, one which is based upon a simplistic definition and analysis of population growth in the less developed world. Focus is given to the important role of professional demographers in the US, who tailored their theories to provide a respectable justification for questionable policy intervention. The emergence of a population establishment in the US, based upon interconnected networks of foundations, private population organizations, and university population centers is outlined. These institutions provide a willing conduit for US government funding through the US Agency for International Development. Relevant interdisciplinary literature has raised concerns over issues such as the outside intervention in national sovereignty, ethical aspects associated with the implementation of fertility control programs, the exclusion of Third World scholars from research programs conducted in their own countries, and the unwillingness of programs to consider complex social and cultural dimensions of high fertility.  相似文献
