In this paper, we develop a simple model to show that consumption of PDS food grains is significantly different between rich and poor households in states in which the PDS functions relatively well; in states in which the PDS is non-functional, the difference is not significant. Using household-level data from three recent thick rounds of the consumption expenditure survey (2004–2005, 2009–2010, and 2011–2012), we find evidence in support of the predictions from the model. This suggests that one way to make the PDS functional is to make it more accessible to poor and underprivileged households.  相似文献

Poverty reduction is the overarching goal of most development interventions in the developing world. From 2004, Ghana has been implementing a land reform policy/programme that seeks to improve tenure security and reduce poverty. The present study uses qualitative methods to analyse the extent to which land reforms are enabling or inhibiting poor land users in Ghana to exit poverty and improve their living standards. The study finds that Ghana’s land reform system redefines customary land governance resulting in a breakdown of the trusteeship ethos of the chieftaincy institution, increasing land sales, insecurity of land tenure for the poor and disappearing commons. These factors subsequently have adverse impacts on the ability of poor people to meet their livelihood needs. The study concludes that, for land reforms to work proactively for the poor, they must be pursued as part of broader, holistic and integrated development initiatives.  相似文献

This article examines the phenomenon of the second election after democratization in developing countries. Unlike the euphoria that often accompanies the immediate post-democratization election, the second election gives clear evidence of the progress of democratic consolidation or whether the new regime has incorporated authoritarian elements and become a hybrid. To measure the democratic gains or losses that are seen in the second election, an analytical framework has been adopted comprised of three dimensions: regularity, openness and acceptability. This framework is applied to Bhutan where the second election took place in 2013. The findings are that progress was made on all three dimensions of democratization in the election although some democratic shortfalls were still evident. For Bhutan, the overarching concern for political stability is seen to have greatly affected the design and implementation of its electoral system.  相似文献

This study purports to examine whether governance networks influence cities’ use of local economic development policies, specifically business incentives, and if the role of networks changed during the Great Recession. Using American cities that responded to the International City/County Management Association’s Economic Development Survey in 2004 and 2009, hierarchical cluster analysis was employed to identify groups of cities with similar network membership patterns. The results of negative binomial regression models indicate that before the recession, the total number of actors participating in the network played a larger role in the total number of incentives provided by cities as well as the use of tax incentives. This changed in 2009 when network type emerged as the important governance-based determinant of the same variables. The results also suggest that traditional theories of economic development do not hold during times of economic and fail to explain the use of planning and labour incentives.  相似文献

Sustainability standards are gaining in importance in global markets for high-value foods. While previous research has shown that participating farmers in developing countries may benefit through income gains, nutrition impacts have hardly been analysed. We use survey data from smallholder coffee farmers in Uganda – certified under Fairtrade, Organic, and UTZ – to analyse impacts on food security and dietary quality. Estimates of instrumental variable models and simultaneous equation systems show that certification increases calorie and micronutrient consumption, mainly through higher incomes and improved gender equity. In certified households, women have greater control of coffee production and monetary revenues from sales.  相似文献

This study examines the effect of prices on inequality in rural India during the period of economic reforms and beyond (1999/2000–2009/2010). It proposes a framework for calculating ‘exact’ price indices, based on the ‘Exact Affine Stone Index’ (EASI) demand system, and shows its usefulness by calculating spatial prices and regionally varying temporal prices that allow for both differences in preferences between states and over time. The study finds that the nature of inflation has been regressive during (1999/2000–2004/2005) and progressive during (2004/2005–2009/2010) and that the effects of temporal price inflation and spatial prices on inequality are qualitatively different.  相似文献

In an increasing n umber of developing countries, as in virtually all of the major industrial countries, one or other form of sales taxation has taken root as an important provider of revenue, though in spite of much recent debate—much of it concerning the value added tax—no single form of sales taxation has emerged as being the most efficacious. This article does not discuss the merits of sales taxation, nor its effects or, development, but rather focuses on the question of which form of sales tax should be adopted assuming that one is to be.  相似文献

Abstract

This study examines the smuggling of Indian citizens to other countries and aims at gaining an insight into the modus operandi of the smugglers. It is based on an empirical study of deportation cases of Indian citizens from other countries.

About three-quarters of the deportees who accessed the services of smugglers belonged to the State of Punjab. Almost 80 per cent of the deportees were young and in the age group of 18-30. About 28 per cent of the deportees succeeded in reaching their countries of destination with the help of smugglers. Thus, the success rate of illegal migration with the help of smugglers is higher by more than quarter than without them.

Individual deportees had paid sums varying from US$ 2000 to US$ 10,000 to smugglers. No correlations have been observed between the countries of destination and the amounts paid to smugglers.

The study has shown that smuggling of aliens is carried out by professional organizations with links in the countries of source, transition, and destination. The study concludes that so long as opportunities for legal migration are limited there will always be a demand for smugglers. In order to prevent and control smuggling an international co-operation among countries of source, transition, and destination would be imperative. It would also be desirable to widen the ambit of legal migration for low-skill jobs like in agriculture, construction works, and service sectors for limited periods through country-specific bilateral agreements.  相似文献

This essay uses time‐series data on cocoa plantings in Western Nigeria to re‐examine some popular conclusions about the price responsiveness of farmers in underdeveloped economies. Annual variations in the rate of planting were found to be more closely related to farmers’ income from cocoa sales than to current price. Qualitative evidence suggests that longer‐term trends in cocoa plantings were also influenced by changing opportunity costs and by the institutional structure of rural factor markets. These results cast some doubt on commonly accepted capital stock adjustment models of investment in tree crops, which assume that farmers rely heavily on forecasting future price trends when deciding how much to plant. Given the uncertainty of future crop prices, it seems more likely that farmers plant more trees when they can afford to do so, so long as opportunity costs are not prohibitive.  相似文献

This article presents a critical assessment of the post-development critique of poverty, distinguishing between claims made about how poverty is represented in ‘modern’ poverty analysis (the ‘representations critique’) and claims about trends in, and causal analysis of, consumption poverty (the ‘marginalisation thesis’). In general empirical evidence does not support ‘headline’ claims concerning the lack of correspondence of consumption poverty to local needs and the worsening of consumption poverty. There is support for other positions concerning the relativity of nutritional adequacy norms and the limits of ‘standard’ causal analysis of poverty. These latter elements, however, add little to existing critiques which are well known in the poverty literature.  相似文献

Measuring the shadow economy is inherently difficult, but critical for understanding economic development. Using census data on formal and informal sectors in Cambodia, we document that 96.6 per cent of non-farm establishments do not formally register with the government, and their sales accounted for 76.6 per cent of total sales in 2011. Estimating their past sales from changes in nighttime light for 1993–2010, we find that both formal and informal firms increased their estimated sales. The share of informal sales increased from 68.8 per cent in 1993 to 76.6 per cent in 2011, suggesting that the informal sector increased quantitatively in both absolute and relative terms over time.  相似文献

The European Parliament (EP) adopted, between 2004 and 2009, a series of resolutions calling for recognition of Communist crimes and commemoration of their victims. This article focuses on an overlooked aspect of anti-Communist activism, the awareness-raising activities carried out by some Central European Members of the European Parliament (MEPs) to perpetuate the cause through networks that enable them to exchange institutional credibility, scientific legitimacy, and policy-oriented knowledge with Institutes of National Memory, parts of academia, and victims associations. Although they use the techniques of expertise and scandalization that are often effective in European institutions, these memory entrepreneurs have largely failed to further their claims in the European Union (EU) after 2009. In line with the turn toward “practice” in EU studies and the increased attention paid to agency in memory politics, this article contends that the conditions of production of their narrative of indictment of Communism accounts for this relative lack of success. Because their demands produced a strong polarization inside the EP while colliding with established Western patterns of remembrance, these MEPs’ reach remains limited to their Conservative peers from the former Eastern bloc. This weak national and ideological representativeness hinders their capacity to impose their vision of the socialist period in the European political space.  相似文献

The Ukrainian opposition faced one of the greatest degrees of state-backed violence in the second wave of democratization of post-communist states with only Serbia experiencing similar cases of assassinations and repression of the youth Otpor NGO. In the 2004 Ukrainian elections the opposition maintained a strategy of non-violence over the longest protest period of 17 days but was prepared to use force if it had been attacked. The regime attempted to suppress the Orange Revolution using security forces. Covert and overt Russian external support was extensive and in the case of Ukraine and Georgia the European Union (EU) did not intervene with a membership offer that had the effect of emboldening the opposition in Central-Eastern Europe. This article surveys five state-backed violent strategies used in Ukraine’s 2004 elections: inciting regional and inter-ethnic conflict, assassinations, violence against the opposition, counter-revolution and use of the security forces. The article does not cover external Russian-backed violence in the 2004 elections unique to Ukraine that the author has covered elsewhere.  相似文献

Public administrators and policy analysts routinely face the task of assessing goods whose social values are not revealed in markets. Often “structured conversations” with citizens provide the only source of information for valuing of such goods. The problem of valuation is particularly great in the case of environmental amenities that may have value to people beyond their direct consumption. In response, environmental economists have developed a methodology, contingent valuation (CV), for estimating the social value of policy changes using data from questions posed to samples of survey respondents. Although contingent valuation is beginning to be applied to other policy areas, it has not yet seen general widespread use. This article provides an overview of the CV methodology and speculates on its future use by public administrators.  相似文献

Panel data on 788 modern sector Indian firms during 1965–78 are used to analyse the link between the size of a firm and its financial environment. Exogeneity tests reveal that large firms with improved investment prospects could obtain external finance at the margin, but that small firms could not. The policy of directing bank credit accordingly relaxed a binding constraint on small firms, raising investment. Assuming that all of the rise in the credit‐sales ratio in small firms was policy‐induced then so was about one third of the 170 per cent rise during 1965—78 in their investment—sales ratio.  相似文献

This paper explores linkages between the demand for health care providers and the consumption of food, non-food goods, and leisure in Vietnam, using a mixed continuous/discrete dependent variable model. Cross-price elasticities calculated from the model suggest there are strong substitution effects between health care, leisure, and certain commodities. The model allows us to explore the implications of replacing user fees with alternative forms of health care finance, such as commodity taxes. In particular, the results suggest financing public health care services with a non-food sales tax rather than user fees would be more progressive and would improve access to care.  相似文献

Illicit trafficking networks in West Africa are a major funding source for violent extremist groups in the region. Although the United States has formed interagency constructs in the Caribbean and in Europe to counter illicit trafficking, there is a gap in West Africa. The corridor of smuggling routes from the shores of West Africa into North Africa provides extremist groups with the financing they need to continue their activities. By forming a third interagency organization in West Africa, the United States and its partners could strike a significant blow to violent extremist groups, which continue to threaten U.S. interests in the region.  相似文献

While Fairtrade sales have exhibited two-digit growth rates over recent decades, their capacity to become large enough to generate substantial gains for producers is still uncertain. Estimating Fairtrade Engel curves based on real purchases, this article describes how Fairtrade consumption varies with consumer characteristics and total income. Results show high expenditure elasticities for Fairtrade demand, and suggest that market expansion lies in the growth of income per capita in import countries and in an increase in the diversity, availability, and quality of products. Implications for producers are drawn from the results.  相似文献

Abstract

It is posited here that the coalition imperative of holding the alliances together just to keep in office leads to behavior that is not altogether ethically acceptable. This is not to say that all coalitions are bad by definition; they are not. The issue is: how many partners and what the minimum understanding among them are ideal to run the government? It is suggested that a large and unprincipled coalition on the one hand would debilitate a government, and on the other lead to political corruption and even blackmail. Contrarily, a smaller number of parties with some affinity in ideology and a common purpose would be beneficial for a stable democracy. To glean some insights, the United Progressive Alliance coalitions cobbled together by the Congress Party Prime Minister Manmohan Singh in 2004, and consequent to the 2009 elections, are studied here.  相似文献

Focusing on the development of travel between the borderlands of Ukraine and Soviet satellite states in Eastern Europe, this article explores what it meant to be Soviet outside the Russian core of the USSR between the mid-1950s and the mid-1980s. The cautious opening of the Soviet border was part of a larger attempt to find fresh sources of popular support and enthusiasm for the regime's “communist” project. Before the Prague Spring of 1968 in particular, official policies and narratives of travel thus praised local inhabitants who crossed the Soviet border for supposedly overcoming age-old hatreds to build a brighter future in Eastern Europe. By the 1970s, however, smuggling and cultural consumption discredited the idea of “internationalist friendship.” This encouraged residents of Ukraine to speak and write about the continuing importance of the Soviet border. The very idea of Sovietness was defined in national terms, as narratives of travel emphasized that Soviet citizens were inherently different from ethno-national groups in the people's democracies. Eastern Europe thus emerged as an “other” that highlighted the Soviet character of territories incorporated into the USSR after 1939, helping to obscure western Ukraine's troubled past and leading to the emergence of new social hierarchies in the region.  相似文献
