This paper examines two common objects in humanitarian assistance: a therapeutic food called Plumpy’nut, and a tape for measuring malnutrition known as the muac band. It argues that humanitarian relief has become a standardised package reliant on such objects, which receive excessive commitment from aid workers and are ascribed with almost magical powers. Drawing on the Marxist notion of commodity fetishism, the paper proposes a three-part model for examining this phenomenon, in which humanitarian objects are bound up in processes of concealment, transformation and mystification. First, these objects are perceived as rootless, recent discoveries, allowing the complex history and ambivalent results of technology to be concealed. Second, they facilitate a single-minded attention to efficiency and aggregate survival, which transforms the way humanitarian action is understood. Third, these objects are imbued with a mystical and autonomous spirit, redefined as irreplaceable elements of aid. This ‘fetishism of humanitarian objects’, the paper concludes, prevents a more flexible and people-centred approach to relief.  相似文献

Abstract

In recent years, what has been called citizen initiatives for global solidarity (CIGS) have grown considerably in numbers across Europe and beyond. Lately, CIGS have also received attention as they are responding to humanitarian crisis across the world. In Europe during 2015, citizens were heavily involved in catering for incoming refugees, putting up loosely organised voluntary-based initiatives. CIGS popped up in places such as Lesvos, which is the focus of our research. Humanitarian CIGS are quick in their response to needs on the ground, are quickly governed by rules and regulations as well as overall ideas about crisis management, and come to work either with or in opposition to other actors. We examine two examples of CIGS positioned at the margins of the humanitarian aid machinery in Lesvos. Through a lens of power and resistance, we discuss how they resisted paradigmatic ideas of crisis management and instead called for a different interpretation of how to think about and do crisis management.  相似文献

The ability to assess the impact of humanitarian interventions is key both for priority-setting and for maximising the quality of projects. Humanitarian mine action (hma) is a young sector, where the application of impact assessment is still in its infancy. In this article we will briefly revisit the history of impact assessment in hma, before reviewing the strengths and weaknesses of three different impact-assessment approaches: 1) the Landmine Impact Survey; 2) economic analysis; and 3) community studies. Each of the approaches has its own merits as well as its own shortcomings and the selection of one approach, or several approaches combined, needs to be informed by the particular conditions in a given setting. We argue that hma should always be based on sound impact-assessment practices, but also that it is important to encourage a general understanding of broader impact issues—as opposed to narrow output definitions—among all relevant stakeholders. In spite of considerable progress over the past few years on this issue, impact in mine action is still largely perceived as an event rather than an integral part of the process and specialised units responsible for impact assessment isolate this activity from day-to-day field management.  相似文献

This article develops a strategic agenda concerning regulatory agencies' strategic communication in light of the reputation literature. It highlights the main strands in this literature, presents the fundamental findings discovered so far, responds to the critiques that have recently surfaced, and offers guidance about where scholarship on strategic communication might most profitably head. The critiques discussed here centre on two aspects: (i) the claim that an agency's communication choices are to some extent driven by the distinctive logic of the media rather than by reputational concerns, and (ii) the argument that strategic communication provides only short-term solutions to emerging threats and is therefore overemphasized in the literature. Future agendas include, for example, the selection of audience segmentation strategies, and the management of competing and even contradictory communication for segmented audiences when agencies enjoy exclusive jurisdiction, as opposed to cases in which other agencies share the same stage.  相似文献

In this essay, I intend to argue that in Mexico public administration as a discipline has not achieved the necessary theoretical cohesion, because rather than understanding and explaining the state, the government and the administrative structure, it has devoted itself to justifying the proposals made from the heights of power. The challenge facing public administration in countries such as Mexico is that of seeking a more specific space for study and creation. I believe this space should result from a deep analysis of the institutional capabilities that must be generated, and from the design and implementation of public, non-governmental policies, with the participation of different, so to make real the transit to democracy. From a brief review of some decisions derived from the political project of the Salinas Administration, I argue that public administration's concerns are absorbed by the issues that are set over them from the summit of power, thereby impeding the necessary distance that scientific proposals should take. This paper includes, therefore, a brief analysis of the issues that, since the governmental relay in December of 1988, have hold the attention of Mexican scholars in this field. The aim is to show that public administration's theoretic-methodological development cannot be solid and long-term as long as public administration studies are forced to justify or do justify the governmental proposals. Finding in public administration a true social science, with the complete theoretic structure social sciences must have, is a concern shared in many academic fields around the world. However, the problem facing the discipline in Mexico might be set forth as that of the “object” of public administration, which makes the concern for the requirement of a scientific character secondary. This does not hide public administration's limitations and conditioning factors, even as a not “heavily” scientific discipline.  相似文献

This article reviews patterns of peacekeeping and military intervention in the post-9/11 world. It argues that while Western states have become increasingly reluctant to engage in the types of humanitarian interventions they undertook in the 1990s, a new model of peace operations is emerging that lies in the middle ground between traditional United Nations peacekeeping and classical humanitarian intervention and combines elements of both. The emergence of this new generation of peace operations indicates that, despite the post-9/11 reluctance of Western states to intervene militarily for humanitarian purposes, there is continued momentum behind the normative shift away from an absolutist conception of state sovereignty and towards the view that the international community has a right and a duty to intervene in internal conflicts and crises.  相似文献

Abstract

This article addresses an important empirical puzzle: why has the United States, without exception, chosen not to intervene in the six humanitarian catastrophes in post-war Asia, namely in Indonesia, East Pakistan/Bangladesh, Cambodia, East Timor, Sri Lanka and Myanmar? We use an eclectic approach that blends arguments about the international normative structure and geostrategic interests to examine what has made the absence of humanitarian intervention in Asia by the US possible and legitimate. Specifically, we focus on the paradox between calls for humanitarian intervention and the historically and geographically contingent social construction of the norms of humanity, national sovereignty and United Nations-backed multilateralism in conjunction with US and Chinese concerns over their regional geostrategic interests. The normative narratives about race, ‘communists’, ‘terrorists’, international order and inclusive multilateral processes, and the geostrategic interests of the US and China, combine to make non-intervention possible and legitimate.  相似文献

Employee empowerment involves the delegation of decision-making to employees, while holding them accountable for outcomes. Survey data show that while sixty-two percent of state agencies in correction, transportation, health, education and welfare use empowerment in at least one service function, only six percent of agencies use empowerment throughout more than 75 percent of the agency. Empowerment is frequently implemented through coordination across units and through mid-level management teams. Training is also widely used. Agency directors report that employee empowerment has a positive impact on group decision-making ability, communication throughout units and commitment to stakeholders, as well as quality and productivity improvement.  相似文献

The impact of the International Criminal Court (ICC) on peace processes has received much scholarly attention. We argue, based on the ICC arrest warrant against Sudanese President Omar al-Bashir, that ICC indictments against government officials not only can be detrimental to the prospects for peace, but can also negatively affect everyday practices of peacekeepers and humanitarian workers. We draw on a combination of quantitative and qualitative data in order to develop our argument. We interrogate some measurable consequences of the indictment in relation to the work of the United Nations – African Union Mission in Darfur (UNAMID) as well as humanitarian actors in Darfur. We do so using a data set compiled to support the work of UNAMID. We also draw on interviews with UN and UNAMID staff, aid workers, and representatives of the conflict parties. Our analysis shows that the indictment of President al-Bashir was perceived by the Sudanese government as the continuation of a confrontational approach pursued by the international community. We further show that the indictment accelerated patterns of obstruction and intimidation of peacekeeping actors, other third-party actors, and local staff associated with these. This complicated the everyday activities of peacekeepers and humanitarian efforts.  相似文献

The abilities of national administrative agencies in Sweden and the United States to function effectively are influenced by their responses to three major phenomena: 1) growth in the responsibilities of government; 2) decentralization; and, 3) privatization. This paper delineates how these phenomena have affected the development of national administrative organizations in these two countries. This article discusses the attempt undertaken by several development aid agencies since the turn of the century to integrate political economy assessments into their decision making on development assistance. The article discusses three such attempts: the Drivers of Change adopted by the UK's Department for International Development, the Strategic Governance and Corruption Analysis (sgaca) developed by the Dutch Directorate General for International Cooperation and the new thinking on political economy analysis, policy reform and political risk advanced by the World Bank. On the basis of a political-economic interpretation of development agencies, two main factors are found to hinder the successful application of political economy assessment. In the first place, the agencies' professional outlook leads them to see development in primarily technical terms. In the second place, the nature of incentives for development professionals leads them to resist the implementation of political economy analyses.  相似文献

This article examines the reform of the Serbian intelligence agencies since the fall of Slobodan Milo?evi? and argues that they are important actors in democratisation, with a powerful capacity to influence and frustrate the reform process. However, the Serbian experience demonstrates that the role of intelligence agencies in democratisation is complex. In Serbia, governance of the intelligence sector has been characterised neither by a simple maximisation of civil power over the agencies themselves, nor by outright resistance to change by inherently compromised, authoritarian-era structures. Instead, the role and reform of Serbia's intelligence agencies since 2000 has been closely integrated with developments in the political sphere, and has exhibited considerable continuity with past practice.  相似文献

The predictive ability of scholars of politics has long been a subject of theoretical debate and methodological development. In theoretical debate, prediction represents a central issue regarding the extent to which the study of politics is scientific. In methodological development, much effort and resource have been devoted to a diverse range of predictive approaches, with varying degrees of success. Expectations that scholars forecast accurately come as much from the policy and media worlds as from the academy. Since the end of the Cold War, scenario development has become prevalent in future-oriented research by area studies scholars. This approach is long due critical re-assessment. For all its strengths as a policy tool, scenario development tends towards a bounded methodology, driving the process of anticipating futures along predetermined paths into a standardised range of options, and paying insufficient attention to theoretical and contextual understandings available within the relevant scholarly disciplines.  相似文献

The “free-market” policies and neoliberal restructuring widely experienced by Latin American in recent years have contended with a wide array of economic problems, and the results have been somewhat problematic. The consequences for the process of democratic consolidation have become the subject of increasing theorizing. At the same time, certain generalizations can be advanced. These are enriched by examination of the diverse paths to neoliberal restructuring followed by different countries. This leads to elaboration of several alternative scenarios that may eventually prevail, including consideration of variations in posttransition democratic regimes in the 1990s. The policies and developments schematically discussed here support the contention that Latin America is following a developmental trajectory distinct from anything known in its past.  相似文献

The training needs of staff working in mainstream (i.e., noncrisis) health settings with client groups that have moderate levels of suicide risk have not been extensively addressed. An initiative to train rehabilitation and disability staff working in the field of traumatic brain injury (TBI) is described. A program was adapted from a generic state health department training program, and disseminated by means of established training networks within the brain injury field. Program efficacy was evaluated as the training was provided across the state of Victoria in a series of 1-day workshops. Participants (n = 86) completed two evaluation measures designed for this purpose (objective knowledge test, self-rating of knowledge and skills) on three occasions (pre- and postworkshop, 6-month follow-up). Compared to a control group of rehabilitation and disability workers who did not receive the training (n = 27), the workshop participants made significant gains in objective knowledge and reported skills, and maintained these gains at the 6-month follow-up. The Suicide Interview Response Inventory-2 (Neimeyer & Pfeiffer, 1994) was administered to a subgroup of participants as a validating measure, and correlated significantly with scores from the objective knowledge test. This process may provide a template for developing more fine-grained suicide prevention strategies among other health-related at-risk groups.  相似文献

The regulatory regionalism approach has increasingly claimed that a new mode of regional governance is emerging globally. Regional policy regimes, developed in broad social and economic territorial areas, affect the internal transformation of the state. The authors plan to provide comprehensive empirical evidence about the emergence of worldwide regulatory regionalism by identifying how regulatory agencies have diffused very successfully within the regional level in recent decades. The paper aims to identify, using an original methodological design, the ways in which such diffusion of agencies occurred, as this may have theoretical relevance for the study of regulatory regionalism. The authors' hypothesis suggests that transnational political interactions in each regional cluster triggered agency diffusion, contributing to the development of the regulatory state within the countries of each region. To test this hypothesis, the authors employed a data set of regulatory agencies including the OECD (Organisation for Economic Co-operation and Development), and most Asian and Latin American countries (+59) from 1950 to 2007, for 15 sectors related to finance, risks, utility and competition. Bayesian data analysis was used to estimate the parameters of interest.  相似文献

The Chief Financial Officer Act of 1990 requires the preparation and audit of financial statements for many federal government programs and agencies. The first comprehensive set of financial statements prepared to meet the provisions of the CFO Act were for the fiscal year ended September 30, 1991 and were published in CFO Annual Reports due in August of 1992. This paper presents the results of a study of performance measurement in the fiscal year 1991 financial statements of the sixty-three reporting entities filed as part of the 1992 CFO Annual Reports. The purpose of the analysis of performance measures included in the fiscal year 1991 financial statements was to determine to what extent the financial statements of each of the reporting entities included the various types of performance measures identified in the framework developed for this project. The paper also includes an in-depth analysis of the performance measures reprted by the Social Security Administration and the Department of Labor.  相似文献

This paper explores barriers to information sharing and how they might be overcome. Through a case study of the Texas General Land Office, computer-based information sharing is explored in the organizational setting. In particular, the State Real Property Inventory information system is examined in terms of utilization of hardware, software, and local area networks. In addition, managerial and user attitudes towards computer use are explored. We find a number of technological and organizational factors that need to be addressed in order to improve computer- based information sharing. These technological and organizational barriers combine to create an inefficient environment for adoption and use. Finally, we suggest some improvements on how management and users can utilize information sharing technologies in more effective ways in the context of structural integration of information technology.  相似文献

In this get-tough-on-crime era there is an emphasis on arresting, prosecuting, and sentencing people who engage in illegal behavior. But a large percent of those arrested are never brought to trial because they have not been served with warrants commanding them to appear for trial. This is a classic case of implementation failure. It is a structural rather than a bureaucratic problem that cannot be resolved because of the way American county government and politics are structured. This study describes the situation in Maricopa County, Arizona, discusses recommendations for alleviating it and the implications for implementation theory.  相似文献
