The purpose of this article is to provide an example of recent public administration reform in Afghanistan. In 2003, the Afghan Ministry of Public Health (MoPH) established the Basic Package of Health Services (BPHS) and other health services. To date, service delivery has been conducted largely by NGOs, funded by the main international donors, and managed by the Grant and Contracts Management Unit (GCMU) of the MoPH. Despite these advancements, Afghanistan continues to face significant challenges in health service provision and policy. In 2009, the GCMU was restructured into the Health Economics and Financing Directorate (HEFD), which broadened the scope of the Unit to conduct important economic analyses. This article examines the MoPH's role in health financing as a developing institution engaged in applied health economics and policy analysis. This development will allow the MoPH to build evidence for policy-making and further establish its stewardship role in the health sector.  相似文献

This article aims to move beyond the public-private dichotomy in studying public service motivation (PSM) by showing how organizational logics matter for the type of PSM (instrumental, normative, or affective) that employees express. Using data from 50 interviews in police stations, prisons, hospitals, municipalities, and schools, we show that differences in service logic (the user's feeling of the desirability of a service) and user logic (people-changing or people-processing services) matter for employees’ expressions of PSM in that this results in different emphases within public service motivation. We conclude that institutions such as organizational logics matter for PSM expressions and that research on PSM should account for differences between public service-providing organizations.  相似文献

We focus on discovering, describing, and understanding prison recidivism; secondly, we intend to know if the prison policy contributes to deterrence of crime; thirdly, we want to know if prison labor and vocational education and training influence the rate of prison recidivism by increasing social reintegration or decreasing prison recidivism. We use a sample of n = 1643 prisoners, multivariate clustering methods, focusing on latent class models, to trace the profile of prisoners, and we use the chi-square test to test dependence/independence of some variable pairs. Data support the heterogeneity of inmates, resulting in two clusters, recidivists (50%), and nonrecidivists.  相似文献

The article questions the logic of the new pay systems introduced in the public sector in many countries. The pay systems and their goals are consistent when looked upon through the lens of standard economic theory. In addition, we find no contradictions between the goals of the pay systems. However, if findings of experimental economics and behavioral economics are included in the analysis of the pay systems, this is not necessarily the case. Experimental economics and behavioral economics contribute with knowledge which must be taken into account when pay systems are designed.  相似文献

China's transition economy experiment continues to rely heavily on state‐driven industrial policy to structure the economy. In 2016, five‐year plans on strategic emerging industries were formed by State Council ministries and transmitted to lower levels of government bureaucracy. Building on existing industrial geographic complementarities and technology clusters, developments were expected to dovetail with broader 13th Five‐Year Plan and Made in China 2025 industrial policy trajectories. This article explores the policy program of industrial upgrading and innovation in national strategic emerging industries, regional innovation and industrial cluster plans, space and ocean industrial strategies and places China's policy trajectories for industrial development, technology innovation and upgrading in context of institutional economic analysis.  相似文献

The French General Law of Finances of 2001 introduced a set of accounting standards including an explicit conceptual framework reconciling accrual basis accounting with the specific aspects of accounting for central government activities. This article analyzes this French set of accounting standards from a dualistic perspective that compares both business and non-business accounting. Three different views of accounting for business enterprises are addressed: the wealth-basis (static), the cash-basis, and the accrual-basis (dynamic). A dynamic view of the accrual basis is adapted to the specificities of non-business entities, including governments. The accounting representation is used here to explore further the nature and role of public sector activities within the economic system and their economic and monetary significance.  相似文献

Southeast Asian governments have maintained “energy self‐reliance” and “energy security” as essential rationales of their macroeconomic policy. Since the availability of energy remains necessary for unabated domestic growth and development, the pursuit for “alternative” sources of energy and the resolve to build sustainable energy systems are constant priorities. Informed by the literature on policy discourse, this article draws attention to the analytical use and significance of policy discourse as a means to examine sustainable energy policies in Southeast Asia, which dominantly adopted an economic lens for “energy supply security.” Policy documents were examined to show the congruence and variation of policy discourses that prompted the governments of Indonesia, the Philippines, and Singapore to institutionalize sustainable energy development from 2000 to 2016—a critical period for the institutionalization of sustainable energy in the region, when domestic renewable energy sectors and systems were simultaneously being established by these governments.  相似文献

Abstract

Using a variety of public opinion sources, this article explores American attitudes during the two Reagan administrations toward terrorism. It establishes the salience of terrorism in the public's mind, the perceived causes of terrorism, opinion about preventing future terrorist incidents, and attitudes on negotiating with terrorists. The paper also examines sentiments about military retaliation options and reviews beliefs about media coverage of terrorism. In this overall attitudinal context, the study touches on the theoretical relationship between public opinion and foreign policymaking, contending that the American public is responsible and sensible enough to comprehend the general nuances and basic complexities of an issue such as terrorism. Public opinion is judged to be a capable and logical determinant in foreign policy formation. The paper also concludes that there must be some symmetry between U.S. policy and public opinion on the issue for the policy to be effective.  相似文献

This article assesses the role of mass media markets in the diffusion of antismoking legislation in the state of Missouri in the US. Testing multiple diffusion theories, this study finds that media markets can facilitate the diffusion of policies among local jurisdictions by exacerbating intercounty competition. More attention should be given to media markets when assessing policy diffusion mechanisms at the local level. Media markets can be an important source for policy information conveyance among counties over a large geographic area. Furthermore, traditional diffusion studies that rely on geographical contiguity measures may not be completely capturing the existence of diffusion by excluding media markets.  相似文献

Based on Kingdon’s model and the punctuated equilibrium theory, this article analyzes the process of four Chilean public policies from 1990 to 2013. Evidence was collected from 205 interviews, official documents, 3,905 press clippings, and academic literature. Grounded theory was employed to analyze interviews. The analysis shows a tacit alliance between power and expert knowledge, that presidential motivation seems to be a key factor for an idea to be included in government agenda, that Chile’s policy-making process is rather elitist, and that its characteristics coincide with the “inside access model of agenda building.”  相似文献

New public management (NPM) provides an opportunity to analyze a reform trajectory that is influenced by country-specific institutional and social traditions. France adopted its own version of NPM, embracing some of its “traditional” elements such as quasi-markets and performance evaluation and rejecting others. NPM reforms in France pursued a re-centralization agenda rather than a disaggregation of public agencies. Outcomes were below expectations in core areas such as citizen participation and physician professional satisfaction. Subsequent health reforms indicate convergence toward a hybrid system rather than toward a post-NPM paradigm.  相似文献

Currently, there is an intense debate on the pressures facing public professionals in service delivery. Several studies show increasing discontent among professionals toward policies they have to implement. In this article, we aim to contribute to this topic by analyzing this discontent of public professionals in terms of “policy alienation.” The policy alienation concept is used to frame the experiences of professionals in a coherent theoretical framework. We have used a qualitative comparative case study of Dutch insurance physicians and secondary school teachers to study the factors that influence the degree of policy alienation across different domains. Our article shows that facets of New Public Management are important in explaining the pressures on public professionals implementing public policies. However, others factors are also prominent, and the degree of the implementers' professionalism seems especially important. These insights help in understanding why public professionals embrace or resist the implementation of public policies.  相似文献

ABSTRACT

Using public procurement to foster innovation is a widespread practice worldwide. However, in Russia public procurement has had no significant impact on developing innovation. Empirical research with expert interviews and qualitative and quantitative data analysis has revealed the reasons for poor performance to promote innovation, including tough anti-trust and anti-corruption rules, limited use of tenders as well as “life-cycle cost” criteria, and poor management by the procuring agencies. The analysis revealed the contradiction between the rules designed for fighting corruption and monopolies and the need to stimulate innovation through procurement.  相似文献

Abstract

Iran and Turkey have competed for regional power projection in Syria and sought through cooperation to find a peaceful end to the conflict in the Astana talks, while also at the same time confronting each other in Idlib province via proxies. This simultaneity of competition, cooperation and confrontation in the Syrian Crisis presents a picture of a relationship that is riddled with contradictions and is in effect a paradox. The question that must be asked is, how can we understand this puzzle of competition, cooperation and confrontation in Turkish–Iranian relations in the Syrian Crisis? International historical sociology (IHS) research brings in discussions on the longue durée, narratives, domestic constraints and, most important, the international which can help decipher this intellectual puzzle. Moreover, the ‘relationality’ of each country’s policies in Syria combined with IHS can help unlock the puzzle of the Turkish–Iranian relationship in the Syrian Crisis and provide insight into the debate surrounding the outbreak of war.  相似文献

New public management requires modernization processes, including modern human resource practices, to enhance public sector performance. According to human capital theory, well-qualified and highly motivated public sector employees improve institutional performance; this study investigates the extent to which employee training as human resource practice can enhance one component of employees’ public service motivation (PSM), namely public interest, and their competencies as employee outcome. We examine public interest as a mediator or a moderator of the relationship between satisfaction with employee training and the resulting competence gain. The findings indicate a positive direct effect of satisfaction with employee training on competence gains and a mediating effect of public interest.  相似文献

This article provides a critical overview of Public-Private Partnerships (PPPs) in Russia and Kazakhstan and examines the rationale underpinning such partnerships. The analysis discusses the reasons why governments in Russia and Kazakhstan focus principally on concessions as a form of PPP and goes on to provide a critical assessment of the key approaches and situational factors relating to concessions in these two countries.

The article finds that external globalization impulses pressed Russia and Kazakhstan to align their policies and institutions with western orthodoxy and perceived international best practice. An ever-increasing emphasis on use of PPPs has been a key feature of this alignment. However, the governments of Russia and Kazakhstan have increasingly resorted to concessions as progress with the development and implementation of Western style PPP models has stalled. This article concludes that the governments of Russia and Kazakhstan have demonstrated an overly optimistic approach to PPP and as a result may have substantially understated their overall concessional risks and costs. Features of Russian and Kazakhstani PPP arrangements such as ambiguity in output specification and extensive reliance on government subsidies, combined with lack of expertise of private partners, may significantly decrease concession benefits.  相似文献

That public officials influence public policy is generally agreed upon, but the issue of how individual officials gain this influence is less developed in the literature. Here, the stories and experiences of 10 officials, active in local environmental governing in Sweden, are used to identify, describe, and discuss key strategies for gaining policy influence. The result shows the importance of accessing key politicians; avoiding isolation within the administration; developing long-term strategies; and being skilled in communication, networking, and generating external resources. The way these officials act and think challenges some well-established theoretical notions and adds empirical insights to the democratic dilemma of bureaucratic power.  相似文献

ABSTRACT

The use of accounting information in the public sector is gaining more attention in recent years, both in literature and among politicians. In particular, it is still necessary to shed light looking at those that have responsibility to make the final decision: politicians. This article attempts to help understand the role of accounting information in decisions made by mayors by analyzing the results of a national survey to which Italian mayors responded. The survey questioned mayors about their use of accounting information during the policy cycle. The use of accounting information by mayors is quite varied, especially if we consider the different phases of the political cycle. The clustering of the results led to the identification of three different groups of mayors with respect to different ways of using accounting information.  相似文献
