Interest in work engagement research has increased significantly due to its positive influence on both employee and organizational performance. Studies show how engagement is explained through job characteristics in the Job Demands-Resource model, yet a more nuanced approach has been proposed. In this qualitative study, home caregivers’ perceptions of job characteristics are investigated. Semi-structured interviews and observations reveal three main themes: Optimization, helping others, and emotional work. These show a dual perception of job characteristics consequently influencing the experienced engagement. Using Public Service Motivation literature, these dual perceptions are discussed.  相似文献

This article analyses the effect of governance in the delivery of public services, and the advantages of collaboration with the private sector in the provision of these public services. The article is not intended to be the conclusions drawn from an empirical study, but rather is based on the experience of a practitioner who has worked as a civil servant in the public sector and as a manager in the private sector. The advantages of private participation are listed, without prejudicing the role of regulator which must be exercised by the public sector.  相似文献

The politicization of the public service has been the subject of scholarly interest and debate. This article based on a desk study makes a contribution to this debate by examining the constitutional, legal, and political framework and environment within which public administrators operate in Ghana since the return to constitutional rule in 1993. It discusses the participation of public administrators in partisan politics and the challenges faced as well as benchmarking the Ghanaian experience against some countries. The article found that there has been growing politicization of the public service and an increase in the number of public administrators in partisan politics. The Ghanaian case reinforces the highly intense political environment within which public administrators operate and the myth of the politics-administration dichotomy.  相似文献

This article offers an argument of almost primitive simplicity: politics tends to promise too much and deliver too little. In order to substantiate this argument this article presents the results of the first attempt to analyse an experiment with participatory democracy through the lens of ‘gap analysis’. This approach focuses attention on the creation, management and fulfilment of public expectations vis-à-vis products, services or experiences. In a historical period in which the fiscal and social resources of democratic politics are severely limited the argument and empirical research set out in this article offer valuable insights for scholars and practitioners of politics and public policy. Central amongst these is the suggestion that responding to unprecedented levels of anti-political sentiment is likely to demand that politicians pay more attention to the management of public expectations (i.e. demand) and less on how to maximise political outputs in terms of public services (i.e. supply).  相似文献

ABSTRACT

Public innovation is increasingly strived for by involving non-state agents in policy implementation. Public governance theory has assumed the public administration better govern the activity hands-off by providing incentives and pressure. The theory-driven research agenda has, however, not sufficiently put the assumption to test. This paper compares two similar public innovation projects in employment management of which one was governed hands-off and the other hands-on. The cases reveal several problems with hands-off governance eventually risking innovation while hands-on governance consistently support innovation. Contrary to previous assumptions hands-off governance through competition in a complex environment confound the objective of the project. Hands-on governance, meanwhile, provide information and support that help the project to experiment and learn. The public governance theory should recognize the innovation potential of hands-on governance in the often complex public sector and be wary of mixing hands-off and hands-on governing techniques.  相似文献

ABSTRACT

As government and public administration lag behind the rapid development of AI in their efforts to provide adequate governance, they need respective concepts to keep pace with this dynamic progress. The literature provides few answers to the question of how government and public administration should respond to the great challenges associated with AI and use regulation to prevent harm. This study analyzes AI challenges and former AI regulation approaches. Based on this analysis and regulation theory, an integrated AI governance framework is developed that compiles key aspects of AI governance and provides a guide for the regulatory process of AI and its application. The article concludes with theoretical implications and recommendations for public officers.  相似文献

In the current era of public demand for increased accountability from government, stakeholders expect their government and its agencies to consult constituents and provide them with an opportunity to have a say in strategic direction. Indeed, stakeholder engagement is very prevalent and is viewed as a vital component of accountability. Consequently, there is an increasing trend for governments and their agencies to consult stakeholders on issues ranging from budgets to strategic plans of departments and agencies.

This article argues that consultation extends beyond the dissemination of information and participation in surveys and focus groups in order to ensure that public sector agencies have sufficiently demonstrated accountability through consultation. Rather, the true substance of consultation is providing an opportunity for stakeholders to have a say in the organization by advancing their own proposals regarding its strategic direction.  相似文献

Stemming from different theoretical perspectives the article examines the conflicts of interest arising among the actors (citizens, local governments, private shareholders, service providers) that at various levels are involved in local public utilities governance systems. The main results of a multiple case study analysis on 10 Italian listed local public utilities are summarized. Different and coexisting situations of conflicts of interest among multiple principals and agents are identified. In this context, governance mechanisms (e.g., the board of directors) have different roles and functions and may prevent and mitigate such conflicts. However, our findings suggest that the ownership structure influences board composition and functioning and that higher numbers of independent directors do not necessarily mean “actual” board independence. The article contributes to the debate on conflicts of interest and governance mechanisms in local public utilities.  相似文献

The Scandinavian countries have a long tradition for networked or partnership-based policy making at the local level. The tradition involves co-operation between local authorities and market actors as well as actors representing civil society. Despite this long-standing tradition, the emerging diversity and complexity of the co-operative relationships challenge the established systems and structures in these countries as well as in countries where such traditions are less developed. The municipalities have been used to the role as the authority in these relations, an authority that is now destabilised and which led to a situation that calls for flexibility. This paper discusses whether the municipalities possess the flexibility that is often an implicit expectation when entering co-operative relations with the multitude of organisational structures represented in the diversity of Norwegian community councils.  相似文献

The article is based on data from the Knowledge Production and Educational Leadership Project (funded by the UK Economic and Social Research Council RES‐000-23-1192) where we investigated the relationship between the state and public policy and knowledge in England during the New Labor governments from 1997. The relationship between the state and civil society is one of institutionalized governance where the public institution in the form of the national ministry and the establishment of Non-Departmental Public Bodies remain important in policymaking but is increasingly inter dependent with networks of advisors and private consultants who “enter” government as policy designers and deliverers. We intend to develop this through using the National College for School Leadership as a case study based on primary documentation and interview data.  相似文献

Public input into decision-making through participatory and deliberative democratic practices has become a widely accepted and legislated responsibility of Australian local governments. At any one time, councils are leading submission processes, workshops and online surveys on a multitude of projects, ranging from long-term community strategic plans to public art projects. The increase in these practices has been exponential, leaving little time for critical reflection. The lack of empirical data to illustrate how community engagement is understood and practised in different councils has hindered sector-wide reflection. This paper presents the findings of the ‘Local Government Community Engagement Census’, a survey of 175 councils – approximately half – from 4 of Australia’s eastern states. This sectoral snapshot provides a picture of how councils understand, prioritise and practise community engagement, allowing critical reflection, an interpretation of implications and suggesting areas for future research.  相似文献

Using a two-level structural equation approach, this article investigates the links between organizational climate and work engagement in a sample of public hospitals in Italy. Drawing from the Job Demands-Resources model, the model posits a positive association between work engagement and a climate promoting worker’s autonomy, empowerment, and well-being, whereas it suggests that a climate based on efficiency and goal attainment is not favorable for engagement. Results support the hypotheses and suggest that performance based models implemented in recent years as part of public sector reforms are not conducive to engaged workers. Implications for research on work engagement in the public sector and for public management are drawn.  相似文献

The demographic diminution and the special economic situation in the East necessitate flexible strategies that make use of all available on-site resources. This includes taking into account economic concerns in governmental and developmental strategies for the public sector as well as improved integration of ‘active citizens’, for whom the government must provide adequate basic parameters in order to assure lasting and effective participation. In this context, the following article presents the findings of a study on East German municipalities that clarifies the obstacles and specific potentials of a stronger cooperation between the various societal sectors that is characterised by trisectoral governance.  相似文献

The alleged increase in new governance arrangements is often understood as a challenge, since public leaders are considered to be less able to influence and govern when government is only one out of several stakeholders. Some scholars argue that steering in such settings is fundamentally different from steering in a hierarchical context. This article aims to assess how a classic and generic analytical framework to tools of government, the NATO-scheme developed by Christopher Hood, fits in a setting where local governments attempt to influence networks. Based on in-depth studies of nine urban networks in Norway, we have assessed the toolbox and the use of different tools. The article demonstrates that the suggested generic framework makes sense in a network context. Thus, to bridge the classic literature on policy instruments and the growing discourse on meta-governance would probably be beneficial.  相似文献

The study investigates the nature of public service motivation’s (PSM) relationship to employee work engagement. Using the Job Demands-Resource Model, the authors compare whether PSM as a resource is an antecedent to employee work engagement or has a buffering effect on job hindrances of perceived red tape in explaining employee work engagement. They surveyed 388 supervisors and managers in a public-sector organization in the United States. The findings support PSM as an antecedent along with perceived job influence and perceived procurement red tape to employee work engagement.  相似文献

Migration has emerged as a key issue for governments in the 21st century. While multiple disciplines address migration, the study of public administration has been slow to do so. Given the complexities of migration policy implementation, and the multiple levels of government involved, public administration can add significantly to the current understandings of the phenomenon. This article examines key governing issues related to Los Angeles transit operations. The study uses empirical data from the National Transit Database and personal interviews conducted with transit agency officials. Based on technical analysis and evaluation, the authors call for empowering council of governments and small cities to address interagency/intersector coordination and political equity issues, downsizing the Los Angeles County Metropolitan Transportation Authority Headquarters and strengthening autonomy of the “Service Sectors” to better streamline transit operation issues, abolishing small municipal transit operators to refine bus fleet size distribution, and enhancing transit service privatization to yield a better cost efficiency.  相似文献

In its Better, Stronger Local Government, the Independent Local Government Review Panel (2012a, 2012b) advanced several claims regarding the performance of New South Wales (NSW) local government, including the supposed need for additional “sub-council” governance structures. This article argues that there is no need to “reinvent the wheel” in NSW local government by introducing additional “sub-council” structures since existing regulation already enables local authorities to engage in local co-governance. Using the example of the Lake Macquarie City Council (“LakeMac”) “delegation model,” the article shows that LakeMac has been successful in its endeavors to engage widespread community participation in co-governance to manage council facilities.  相似文献

Legitimacy is a central factor in democratic administrative systems, as it determines the success-or failure-of governance structures. In this article, we search for the sources of legitimacy in metropolitan governance by focusing on governance tiers and mechanisms. Auckland, Dublin, Oslo, and Montreal serve as empirical examples. We highlight the strengths and limitations of different types of metropolitan governance structures, and identify factors that may help to establish long-lasting governance structures. To be legitimate, metropolitan governance must take place at a contextually legitimate administrative level, and the governance mechanisms must be in harmony with a legitimate administrative actor.  相似文献

Public accountability is a fundamental element of good governance. All countries all over the world strive to ensure the accountability of public officials by adopting different kinds of mechanisms. Following the liberal democratic tradition, most countries in the world have relied on the legislative instruments, executive means, judicial and quasi-judicial processes, official rules, codes of conducts, official hierarchies, public hearings, interest groups, media scrutiny and so forth for ensuring public accountability. However, in recent years, the new mode of public governance has brought new dimensions to the discourse on public accountability. This new mode focuses largely on the market- and society-centered mechanisms. This article is an attempt to assess the effectiveness of these market- and society-centered mechanisms in ensuring public accountability in Bangladesh. The article has the following objectives:

(a) to explore contemporary debates on the market- and society-centered mechanisms of public accountability;

(b) to sketch the state of public accountability in Bangladesh; and

(c) to analyze the effectiveness of the market- and society-centered mechanisms in view of the contemporary socio-economic and political dynamics of Bangladesh.  相似文献
