The well-established importance of citizen participation in local and community governance raises a number of problems, foremost of which has been the reduced level of citizens’ involvement and engagement in developing countries. Our study aims at exploring the factors that impact citizen participation in two local government units (LGUs) in the Philippines. We propose the models of LGU participation and regular attendance in meetings based on the regression results of our study and present policy implications and insights essential in designing strategies for a higher level of LGU constituents’ attendance in meetings and participation in local governance matters.  相似文献

This article discusses empirical findings on issues affecting women's effective participation in politics and the public sector of Ghana. It argues that women's involvement in public life and politics has steadily declined contrary to hopeful reportage that global empowerment campaigns have increased women's political participation across Africa. The article suggests that given the deep-rooted socio-cultural hindrances women face, affirmative action policies need to be revisited to complement women's agency in contesting for, winning, and participating in politics and public service more effectively.  相似文献

This article exemplifies the importance of viable coalitions in processes of neighbourhood development and local governance. Elaborating on the notion of the ‘everyday maker’, discovered in Danish local politics by Bang and Sörensen, this article further explores the characteristics and conditions of organising capacity, using the case of the Neighbourhood Development Corporation in the Dutch city of The Hague as a paradigmatic case. This case shows that individual actors, ‘everyday fixers’ or ‘local heroes’, can make a real difference in local politics if they are well connected to a supportive structure and if they are sensitive to the logic of the situation at hand. Context matters, sometimes impedes, but smart individuals can also make it work.  相似文献

The politicization of the public service has been the subject of scholarly interest and debate. This article based on a desk study makes a contribution to this debate by examining the constitutional, legal, and political framework and environment within which public administrators operate in Ghana since the return to constitutional rule in 1993. It discusses the participation of public administrators in partisan politics and the challenges faced as well as benchmarking the Ghanaian experience against some countries. The article found that there has been growing politicization of the public service and an increase in the number of public administrators in partisan politics. The Ghanaian case reinforces the highly intense political environment within which public administrators operate and the myth of the politics-administration dichotomy.  相似文献

In governance structure legitimacy is required not only of the governing system, local authorities or public organisations but also of other participants, including citizens. The legitimacy cannot be judged either by traditions of representative democracy or by innovative theories of deliberative or participatory democracy. The article analyses scientific publications on citizen participation in local governance. It asks how empirical studies on local sustainable development planning (SDP) and New Public Management (NPM) practices construct legitimate citizen participation. In general, studies on citizen participation have not conceptualised the relations between citizens and power holders as questions of legitimacy. However, the studies approaching citizen participation in the local processes of SDP and NPM include various empirical, theoretical and normative arguments for citizen participation. These arguments recognise, accept and support particular activities, arguments and outcomes of citizen participation, and include and exclude agents and issues. They construct and reflect the definition of legitimacy in the local governance. As constructed by scientific texts, justifications for citizen participation reproduce a discursive structure in which citizen participation becomes marginalised and citizens’ views excluded. The results illustrate that discursive structures of legitimate citizen participation support conventional governing practices and hinder innovative practices in local governance.  相似文献

This article examines how the historical context of poor central-local relations and inefficient service delivery structure is used by the current military-led government in Fiji as a ploy for its local government reform agenda. Based on an analysis of secondary information on local government structure and a review of the reforms undertaken by the Review/Reform Committee, this article identifies the concentration of economic and political power at the central level as one of the major obstacles towards empowering local governance in Fiji. The article emphasizes the need for effective institutional reforms to devolve governance and resources from the centre to the grassroots.  相似文献

In this article, we investigate the main features of the governance model in two developing democracies, Sri Lanka and South Africa. We believe that these two countries are interesting test cases for a comparative study. Both countries are former British colonies and have inherited a similar administrative system heavily influenced by the British colonial model and have experienced an ethnic conflict to different extents in the past.

This comparison allows us to examine the determining factors for and against the level of effectiveness of governance in both countries. The findings suggest that the socio-political system within which they operate is dynamic and is an important influence for integrated governance. The study concludes that the outcomes of governance in both countries are better explained by taking into account the features described in an integrated governance model. This provides a better understanding of the dynamics of governance in developing countries.  相似文献

The purpose of this research is to state that ethical governance is important, because it concerns the right thoughts (values) and elements (mechanisms) needed for a successful anti-corruption crusade. Trust is strongly linked to performance; ethical governance can help in actualizing anti-corruption agencies’ expected or desired performance. The subjects of the comparative research are the anti-corruption agencies of Cameroon, Ghana, and Nigeria. A qualitative analysis of documents and interviews and a triangulation approach are used in arriving at research results, because policies and procedures are studied through anti-corruption agencies documents and public trust is investigated through expert interview. Ghana represents the strong case and best practices, because it has anti-corruption policies and procedures that agree more with ethical governance, followed by Nigeria, which is the moderate case, before Cameroon, which is the weak case. “Independence” as an ethical mechanism occupies the strongest position to achieving result in anti-corruption related crusade.  相似文献

Legitimacy is a central factor in democratic administrative systems, as it determines the success-or failure-of governance structures. In this article, we search for the sources of legitimacy in metropolitan governance by focusing on governance tiers and mechanisms. Auckland, Dublin, Oslo, and Montreal serve as empirical examples. We highlight the strengths and limitations of different types of metropolitan governance structures, and identify factors that may help to establish long-lasting governance structures. To be legitimate, metropolitan governance must take place at a contextually legitimate administrative level, and the governance mechanisms must be in harmony with a legitimate administrative actor.  相似文献

The high distrust in political institutions and a growing sense of powerlessness among many citizens suggest that prevailing democratic governance systems lack a capability for collective dialogue and learning. The key thesis here is that public governance systems can benefit from organizational arrangements informed by circular design. A case study conducted at a Dutch municipality illustrates how principles of circular design served to enhance the city council’s role of orchestrator of civil participation. This case also illustrates how a local democracy, which has long suffered from majority–minority ploys and voting schemes, can be transformed into a consent-based culture of collaboration.  相似文献

This article focuses on the identification of three types of citizens' participation in local governance: 1) Primary participation (by paying taxes and other contributions), 2) secondary participation (at the level of being informed about the actions of local government) and 3) tertiary participation (at the level of local interest decision-making). Various inquiries carried out within a number of rural communities in Romania are presented in order to highlight certain psycho-sociological barriers that prevent participation. These barriers can range from citizens' simple indifference all the way to the fear inculcated during the communist regime. However, one might assume that such barriers would disappear in the context of Romania's genuine integration into European development projects.  相似文献

An urge to reform local government in Portugal requires a sensitive approach to the role of social capital and, particularly, to the consequences of local governance arrangements in its formation. This research agenda, greatly influenced by the identification of positive externalities of social capital, has generated several claims regarding the need for proactive and objective top-down initiatives. Though assuming that institutions and public policies can have positive effects on social capital building, this article tries to contribute to the debate, focusing on the challenges met by local administration reform, arguing that it requires a four-fold approach: the identification of local government functions and the role of the State; a close look at institutional design and citizen engagement mechanisms; correct tools for allowing civil society reinforcement and social capital building; and recognizing political leadership as a fundamental aspect of a governance arrangement.  相似文献

Public sector organizations, including local government (LG) entities, continue to resort to value for money (VFM) audit to enhance performance and accountability. Based on the analysis of the consolidated reports on the annual performance-based Functional Organizational Assessment Tool (FOAT)—VFM audit—in Ghana to determine the efficacy of VFM on performance, this article argues that VFM audits constitute a significant public management tool that could enhance LG performance. However, the FOAT reports, like most VFM audits, only provide quantitative evidence, which fails to capture the qualitative or other relevant explanatory factors behind the recorded performance improvement.  相似文献

Abstract

The dynamic economic power of Ghanaian women as traders in cloth and foodstuffs is well documented in the humanities and social sciences. This paper focuses on an emergent category of Ghanaian traders, women who are educated abroad and travel the globe to purchase consumer items, art, and cloth to sell on the Ghanaian market. The narratives of these women highlight numerous sociohistorical moments relevant to the global economy. As first- and second-generation immigrants in North America, these young traders are the children of the first-wave highly skilled African immigrants who sought educational opportunities in North America and Europe in the 1960s–1970s. The offspring of these educational elite now often speak of and act on a different set of desires and experience, to earn degrees in North America and Europe but return to Ghana in order to start entrepreneurial endeavors in art, fashion, and music. This new Ghanaian market woman earns a lucrative income using their cultural capital garnered through highly prized Western diplomas, the social history of women as formidable traders in Ghana, and the economic start-up funds garnered from transnational job opportunities and global family networks. In this paper, I examine the ways in which young women take advantage of global capital in order to achieve economic success in ways that question as well as challenge public policy and development programs in Ghana. Using a qualitative analysis based on ethnographic research conducted during 2009–2011 during which I interviewed 16 women ages 23–36, this paper examines how elite women progressively participate in and benefit from globalization in the ballooning informal economy of Ghana.  相似文献

In recent decades, citizens have become more and more disenchanted with the traditional institutions of representative government, detached from political parties, and disillusioned with old forms of civic engagement and participation. This has favored a renewed interest in citizen engagement and citizen participation and a growing re-emergence in academic and political discourse of ideas and values of community, localism, and citizen participation. This article analyzes the main objectives and the actual implementation of citizen participation initiatives in the local governments of two European Continental countries, Germany and Spain. The aim is to find out the factors that affect the possible decoupling between the objectives and the “real” uses of citizen participation. Our results show that most local governments in these two countries are using citizen participation only to increase the level of perceived legitimacy or to comply minimally with legal requirements, without really taking advantage of citizen participation to enhance decision-making processes. These findings confirm that institutional theory becomes the rationale to explain the implementation of citizen participation in these two European Continental countries.  相似文献

Good governance is essential for sustaining economic transformation in developing countries. However, many developing countries currently lack the capacity, as opposed to the will, to both achieve and sustain a climate of good governance. This article addresses, from a practitioner's field perspective, the fundamental objectives, principles, and key areas that need to be addressed for developing capacity for good governance. These frameworks are now beginning to be recognized as both governments and donor institutions attempt to take advantage of the current demand and opportunities for addressing governance deficits. In pursuing capacity development for good governance, developing countries must ensure that such initiatives are comprehensively designed to be simultaneously related to change and transformation at the individual, institutional, and societal levels and be owned and controlled locally.  相似文献

In selecting the United Kingdom/England, Germany, Sweden, France, Italy, Spain and Hungary as comparative cases, and in focusing on three institutional tracks (local leadership, internal administration and external operation), this article first discusses, on the one hand, whether local government has been institutionally strengthened, and on the other, whether governance-type actor networks have expanded in the countries under consideration and whether, across-countries, this developments has shown convergence or divergence. Secondly, it addresses the question of whether the two currents (strengthening of traditional local government and expansion of local governance networks) are conflicting or complementary.  相似文献

Contracting out is generally justified on the principle that as governments contract out part of their responsibilities in service provision to private agents, they harness the power of market competition which leads to efficiency in service provision. In working with private contractors, local governments (LGs) face problems related to agent opportunism, while agents also face risks such as dereliction of payment responsibility by LGs for services delivered. The literature shows that these problems are addressed through a web of contractual arrangements. Using agency theory, this study investigates the relationship between contract design and quality of services delivery in three Ghanaian cities (Accra, Kumasi and Tema). The study found a surprising negative correlation between contract document and agents' performance. The paper concludes that effectiveness of contracting out documents depends on contract management capacity of government administrators. In its absence, LGs that contract out are exposed to risks. The paper uses the findings to reflect on the inherent deficiencies in agency theory and Africanist literature on patronage.  相似文献

The Lyons Inquiry into local government in Britain represented a significant contribution to the debate on local government reform, with policy ramifications well beyond contemporary Britain. This article considers the Inquiry's concept of “place-shaping” as a mode of local government reform which captures the experience of a number of developing countries in recent years. By way of illustrative examples, we examine these processes in the specific contexts of South Africa and Indonesia. In particular, we consider whether the devolution of functions to municipalities in developmental settings constitutes place-shaping, and how this bears on processes of local government reform in developed nations.  相似文献

Stemming from different theoretical perspectives the article examines the conflicts of interest arising among the actors (citizens, local governments, private shareholders, service providers) that at various levels are involved in local public utilities governance systems. The main results of a multiple case study analysis on 10 Italian listed local public utilities are summarized. Different and coexisting situations of conflicts of interest among multiple principals and agents are identified. In this context, governance mechanisms (e.g., the board of directors) have different roles and functions and may prevent and mitigate such conflicts. However, our findings suggest that the ownership structure influences board composition and functioning and that higher numbers of independent directors do not necessarily mean “actual” board independence. The article contributes to the debate on conflicts of interest and governance mechanisms in local public utilities.  相似文献
