Data on contemporary global inequality are dramatic, widely known and a new conventional backdrop. In research and policy economists lead the way and the emphasis is on global poverty rather than inequality. Within nations poverty is a challenge, while inequality is not; on a world scale, arguably it is the other way round. The international policy focus on poverty alleviation coexists with neoliberal policies that widen inequality domestically and internationally. A strategic question is where the data depart from the conventional wisdom. Thus a general assumption is that inequality within countries is largest in poor countries; the widest inequality, however, is found within the USA and UK. The conventional assumption is that neoliberal policies and free trade lift all tides; those countries and periods, however, where this policy has been most consistently implemented show the steepest increase in inequality. Global inequality helps sustain domestic privilege. The belief that the risks that global inequality poses can be contained in the global margins is contradicted by the cross-border effects of environmental degradation, migration, transnational crime and terrorism. In explaining global inequality, economic accounts ignore inequal relations of power. The combined policies of developmental discipline, global integration, and marginalisation and containment may be viewed as part of a single process of hierarchical integration, which has turbulence built in.  相似文献

The paper examines Newport City Council’s Fairness Commission’s (NFC) understanding of fairness, alongside a survey of Newport citizens’ views on fairness. These views focus on two parameters of debate identified by the NFC – equality versus differential treatment, and the accountability and transparency of decision-making – reflecting competing interpretations of the political concept of fairness, and as explored by W.B. Gallie. Moreover, these contested interpretations also have a profound bearing on post-1945 debates about citizenship instigated by T.H. Marshall. While many contemporary policy-recommenders and politicians reject Marshallesque social rights to citizenship, dismissing these rights as encouraging so-called passive conceptions of citizenship emphasising unconditional individual entitlements to local services, the views of Newport citizens tend to broadly support these rights. These rights are distinct from ‘active’ conceptions, emphasising the values of interdependency and reciprocity, and citizens’ obligations to positively participate in community life which then underpin conditions for receiving entitlements.  相似文献

The reform of the British system of welfare undertaken by the Labour government places a great emphasis on paid work, which is seen as the main route to escape poverty and the natural way to fulfil citizen obligations. Lone parents are a target group for welfare to work policies and, if they are on benefits, they are strongly encouraged to get a job. This article explores the main policies designed to promote employment among them—the New Deal for Lone Parents being the most significant—and the issues they raise. It is argued that the success of the welfare to work strategy for lone parents could be severely compromised without the consideration of at least two sensitive issues: the potential dangers of a compulsory scheme and the recognition of the relevance of caring activities and their integration into a more comprehensive concept of citizenship.  相似文献

Through their ambitious devolution programme, the Conservatives show a new assertiveness in relation to restructuring the local state, in contrast to the laissez-faire approach of the previous Coalition government. Although the Coalition piloted devolution, its signature policies of ‘localism’ and the ‘Big Society’ focused on non-state actors, providing rights and opportunities for communities to challenge local government and establish their own services. The Conservatives are promoting devolution as a strategy to stimulate economic growth based on greater sub-regional autonomy and increased competitiveness across and between English localities. ‘Combined authorities’ have the opportunity to champion local identities and acquire new economic development powers from Whitehall. But devolution could be a strategy to decentralise austerity, shifting responsibility to the local level for deeper cuts (56% by 2020) and inevitable service reductions. Local government confronts ‘super-austerity’, where new cuts come on top of previous ones, compounding original impacts and creating dangerous (and unevenly spread) multiplier effects. The Conservatives’ ‘smarter state’ policies, aimed at delivering ‘more for less’, amount to little more than a recycling of new public management diktats. The emerging patchwork of ‘devolution deals’ challenges the redistributive assumptions of the grant regime and could leave disadvantaged areas at particular risk of failure. ‘Metro mayors’ are intended to provide visible and accountable leadership; but roles for locally elected councillors, and prospects for community and citizen engagement, remain unclear. The public has yet to be adequately engaged in what is in danger of becoming a technocratic transfer of power.  相似文献

One of the main issues for Latin America now that it is entering a new period of economic growth is the process of speeding up social development to catch up with economic trends. This may be seen by some as a highly profitable investment, but by most as a moral obligation. A long history of exploitation and the most recent decades of misgovernment have provoked a legacy of social injustice and disparities incompatible with the region's economic potential.

Structural adjustment policies impose a significant reduction in the size of governments which have shown an unequivocal tendency to retreat from their responsibilities regarding the social sector. Current trends of the new world order raise many concerns regarding the social perspectives of the less privileged layers of the population.

Besides the new economic opportunities, redemocratization of the region has led to a new socio-political environment in which paternalistic patterns have given way to a more participatory and mature relationship between government, civil society and business.

The so-called third sector has become of increasing importance and is growing rapidly in most countries. Business is also assuming new roles in terms of its responsibility towards social development. There is a change in culture and there are new opportunities to develop innovative forms of participation. The retreat of the State is opening up a new niche for the third sector and business to establish partnerships that can speed up social development without the risks of the heavy paternalistic and patronizing influence of governmental branches. Overall, one can observe a shift in responsibilities. Partnerships will involve the three actors, with government participating heavily in financing the operations of the third sector, while business lends its’ efficiency as well as material resources.

The business sector in Latin America is rapidly learning the social responsibility of participating in community initiatives and the benefits that such an approach can bring. Foreign companies have played an important role in bringing new values, strategies and experience of this participation. Local businessmen are adopting these values and adjusting them to their realities. The new economic and political environments have created a new sense of citizenship and there is an observable advance in the approach that business is taking in relation to the potential of its participation and of its responsibilities regarding social growth and development.

Corporate philanthropy -- or community relations, or corporate citizenship, as the local culture prefers to call it -- assumes several forms. Grantmaking is still the least frequent as companies prefer to maintain tighter control over the use of resources, either by operating their own projects in a joint effort with target communities, or by establishing partnerships with small organizations of the third sector. Stimulating volunteer work of their employees is also a form of participation.

More recently, in countries like Argentina, Brazil, Colombia and Mexico we have witnessed the emergence of associations of grantmakers and philanthropists, similar to those of the United States. Through these organizations, corporations, corporate foundations and independent foundations can share their experiences and values, coordinate their efforts and exert influence in the social and political environment.  相似文献

‘Public interest' (synonymous here with ‘common good’ and ‘public good’) is a central concept in public administration. In an important, basic sense, we evaluate the effectiveness of governments in terms of whether their policies are detrimental to, or benefit, public interest. However there are problems operationalizing public interest: it seems a concept that is simultaneously indispensable yet vague. While difficulties operationalizing public interest are widely understood, a further problem is insufficiently acknowledged. This is that many features underpinning public interest (a tradition of citizenship, stable government, a rule of law, basic infrastructures) are taken for granted in established democracies. However, in other contexts we cannot assume these. Examining what public interest means in developing countries can be useful to identify these taken for granted assumptions, and to re‐examine this ubiquitous and enduring concept. We do this through a case study of land rights reform in post conflict Nicaragua.  相似文献

Abstract

This paper sets out to explore economic pathways to women’s empowerment and active citizenship in Bangladesh, a country where the denial of economic resources to women, and their resulting status as lifelong dependents on men, has long been seen as foundational to their subordinate status. While empowerment entails change in the lives of individual women and their interpersonal relations, the concept of active citizenship draws attention to women’s capacity to participate in the public life of their community. The paper draws on the existing literature on women’s access to various forms of paid work both to assess their impact in terms of empowerment and citizenship and to understand better the processes by which these changes might occur.  相似文献

The unsustainable aid dependency of war-torn countries – most of which are rich in natural resources – makes it imperative to start gradually replacing aid with foreign direct investment (fdi) and exports. This article identifies ways in which stakeholders – governments, the international community, including the UN development system, foreign investors, and local communities – could work together in a ‘win-win’ situation. Most crucial is avoiding conflict-insensitive policies that fuel discord by putting governments and foreign companies, often from emerging markets, in direct confrontation with local communities. The control of natural resources is often a root cause of conflict, and the latter’s exploitation can become a major challenge as wars end. The peculiarities of war-torn countries are discussed along with the specific impediments to attracting fdi into the exploitation of natural resources. An effective and fair legal framework is necessary to ensure that investors do not operate as ‘enclaves’, creating new conflicts.  相似文献

What, if anything, is actually new about political and economic transformation in twenty-first century Latin America? Here we explore how ostensibly ‘new’ policies are being built on two ‘old’ foundations that may be mutually exclusive. These are ‘extractivism’ and ‘developmentalism’, concepts that have been used rather loosely to describe current economic policies. The new developmentalism, however, may not only be contradicted by extractivism; it may be more constrained than its predecessor by fortified capitalist class interests and new global conditions. Moreover, it pays little attention to the employment-generating potential of rural areas or to the agricultural sector.  相似文献

This article analyses the impact of European Union (EU) policies in the field of fisheries on development in Africa. It contests the premise that the EU promotes local economies, and argues that it often contributes to depleting fish stocks, distorting African economic policies and harming fishers’ communities. In so doing, the EU is violating its basic duty to avoid harm to other states. However, it is now committed to sustainable development. This article offers suggestions on policies which would enable the EU to take on both its negative and positive duties.  相似文献

Resource nationalism is on the rise around the globe. During the recent global resource boom, many governments have adopted nationalistic policies to maximise the political and economic benefits from their mining and energy sectors. Existing theories of resource nationalism rely upon economistic bargaining models, which fail to interrogate how political processes shape governments’ resource policy strategies. This article extends and develops these bargaining models by theorising the role of political institutions – specifically those found in rentier, developing and liberal market economies – in determining patterns of resource nationalism. A survey of 12 major resource-producing countries reveals that contemporary resource nationalism takes a range of distinct forms, which are connected to differences in political institutions that structure the objectives and policies of governments. It is therefore argued that while economic dynamics function as an enabling factor, political institutions are an equally important conditioning factor shaping the distinctive forms of resource nationalism observed today.  相似文献

Multiple and dual citizenship in the past decades have become widely accepted worldwide. Leading scholars in citizenship studies claim that the growing tolerance of dual citizenship signals the weakening of state sovereignty and the emergence of transnational, post-national or cosmopolitan norms. This paper argues that multiple citizenship standards are neither universally accepted, nor normatively compelling. The cases referred to are intended to demonstrate that contrary to the above assessments, dual citizenship is also used by states to increase their sovereignty, for example promoting national interest abroad through expatriates and trans-border minorities. It is also argued that, in addition to the classical territorial sovereignty- and security-related dilemmas, dual-citizenship policies may violate the norms of democratic equality and popular sovereignty. The paper concludes that the inevitably growing toleration of non-monogamous state-citizen relationships should not be interpreted as a normative justification of promiscuous citizenship policies.  相似文献

The rise of new economic powers has seen increasing attention focused on the international role of the BRICS countries. Importantly, a common feature uniting the BRICS is that they are all resource-rich, and many analysts (and some BRICS governments) have argued that natural resources are one of the key factors propelling the rise of the group. This article explores the BRICS’ emerging status as ‘resource powers’, examining how resource wealth underpins their economic development and foreign policy strategies, and thus contributes to their growing influence in international affairs. It is argued that through the use of nationalistic mining and energy policies, the BRICS governments have exploited natural resources for both domestic economic and international diplomatic objectives. However, there are several challenges and emerging risks facing the BRICS’ resource strategies, which mean that resource wealth is making a positive – though inherently limited – contribution to the growing international status of the group.  相似文献

The consistent failure to match EU market integration with social policies provoked the development of new modes of European governance for welfare provision in the early 1990s. Based on policy co-ordination rather than integration, these new governance modes were consolidated as the 'Open Method of Co-ordination' (OMC) at the Lisbon Summit in 2000. This article analyses the scope and limits of the OMC, locating it in the context of broader trends and tendencies in governance and social provision. Indeed, the perceived 'success' of the OMC may reflect a deeper trend in social policy across western Europe and beyond, towards 'active' welfare policies. In many ways the OMC is consistent with the influential 'regulatory state' vision of the EU. Yet by 'activating' welfare the OMC may challenge market liberal theories of European economic regulation. The first seeks to integrate economic and social policies while the latter is premised on their separation.  相似文献

The recent trend of bilateral free trade agreements (FTAs) has pressured the governments of many countries to make such arrangements with their trade partners. Since its foundation in 1998, the Democratic Party of Japan (DPJ) has advocated free trade policies, partly because the party was an urban-based party. Thus, many expected that, when the DPJ assumed power in 2009, it would implement free trade policies as it had promised in the past. However, the DPJ government failed to deliver on its promise after spending three and a half years in office. It contrasts sharply with the Korean government under the leadership of Lee Myung-bak, which managed to conclude FTAs with its major trade partners, including the United States and the European Union. Both governments' free trade policies faced strong opposition from the agricultural industry, as farmers in Japan and Korea lacked international competitiveness. What explains the reasons why the Japanese government has been struggling to implement its free trade policies, while its Korean counterpart succeeded in signing a number of FTAs? Focusing primarily on the case of Japan and using the Korean case as reference, this study tries to provide an explanation for this puzzle by analyzing the impact of rural votes in the policy-making process.  相似文献

This paper argues for an approach to researching citizenship and democracy that begins not from normative convictions but from everyday experiences in particular social, cultural and historical contexts. The paper starts with a consideration of the ways in which the terms ‘democracy’ and ‘citizenship’ have been used in the discourses and approaches taken within mainstream studies of citizenship and democracy, drawing attention to some of the conceptual blind spots that arise. We call for more attention to be paid to contextual understandings of the politics of everyday life, and to locating state, ngo and donor rhetorics and programmes promoting ‘active citizenship’ and ‘participatory governance’ within that politics. It is this kind of understanding, we suggest, that, by revealing the limits of the normativities embedded in these discourses, can provide a more substantive basis for rethinking citizenship from the perspectives of citizens themselves.  相似文献

Inflation induced by an increase in the money supply may be conducive to economic growth, because it can be positively related to the savings ratio. This relationship is, however, limited by a certain rate of money supply which is associated with the maximum overall savings ratio. Treating money as a consumers’ good based upon Levhari‐Patinkin [1968], this study estimates a quadratic‐form savings function using international cross‐section data. It shows that the optimal rates of money supply are 11–12 per cent and 6–8 per cent in underdeveloped and developed countries respectively.  相似文献

ABSTRACT

This paper examines whether economic or socio-psychological concerns determine anti-immigration attitudes in South Korea, in an effort to address regional asymmetries in existing immigration studies. An analysis reveals that labour market competition and fiscal burden concerns do not affect anti-immigration attitudes, but xenophobia, the conceptual views of citizenship, and the expectation of the impact of immigration on the national economy determine anti-immigration attitudes, a result in keeping with existing studies of anti-immigration attitudes in European or North American countries. However, when policies have humanitarian dimensions, the ethno-cultural views of Korean identity tend to reduce anti-immigration attitudes, a finding that runs counter to the empirical results from studies in the Western context. In addition, multiculturalism appears to affect anti-immigration attitudes when measured in terms of general immigration policies, but not when specific immigration groups are referenced. I conclude by discussing the implications of these new findings.  相似文献

This article examines some of the implications of Japan's postwar development for contemporary developing countries. Whilst acknowledging the qualitative differences in economic structure between Japan in 1945 and today's developing countries it argues that many of Japan's decisions on economic strategy throw light on current debates regarding the merits of free trade or protectionism as strategies for developing countries. It stresses however the key role played in Japan by the highly competitive nature of the internal market and stresses the need to consider policies to stimulate a more competitive internal structure within developing country markets.  相似文献

Abstract

The globalization of international labor migration is manifest in all countries now engaging in migration systems that are growing in size and complexity and producing an increasing diversity of flows. Furthermore, many of the processes that create and drive these systems operate on a worldwide basis, the consequence of economic globalization, capital mobility and widespread realization by governments that human resources can be traded for profit like any other resource.

This paper looks at Ghana's immigration policy in the light of its economic situation. It characterizes Ghana's immigration policy as geared towards using immigration to attract critical foreign investment, transfer of technology and human resource capital/skills for socio-economic development. Running concurrently is the policy to prevent illegal immigration, transnational crime, economic exploitation, social corruption and human trafficking.

The paper concludes that when the economic situation of Ghana was buoyant in the 1960s it attracted many immigrants especially from neighboring West African countries, however when the country's economy saw a down turn, immigrants were used as a convenient scapegoat and many were expelled. The irony though is that while the current poor economic situation of Ghana has made Ghanaians to immigrate to other countries, the political stability of the country does attract other West Africans and non-Africans and it is affording the country the opportunity to streamline its immigration and citizenship laws.  相似文献
