Government transparency continues to challenge existing frameworks for understanding organizational performance. Transparency has proven difficult to measure and results assessing its impacts are mixed. This article sets forward a model of performance-based accountability in open government initiatives. Data come from the Open Government Partnership’s (OGP) database of over 1,000 transparency initiatives across 50 countries in 2013. Ordered logistic regression estimates the effect of management practices on three different measures of transparency performance, and the results broadly support the model. Expert interviews from two country cases offer insight into how performance management is used in the context of transparency reforms.  相似文献

The implementation in China of the Regulations of the People's Republic of China on Open Government Information, on May 1, 2008, is considered a potential turning point, a shift from traditional public administration characterized by an entrenched culture of secrecy toward more transparent and accountable administration practices. This article shows, however, that due to a variety of institutional constraints, the implementation of the Regulations is still lacking. Although the success of an open government information (OGI) regime in China ultimately relies on thorough political and administrative reforms, this article presents the argument that short of drastic political system change, the implementation of the Regulations could be improved by adopting innovations at the management level. This article suggests that the Chinese government adopt new human resource management strategies in leadership, training, and performance management that are compatible with OGI in order to significantly improve the implementation of the Regulations. An incremental approach to improving OGI implementation in China will finally pave the way for future political reform.  相似文献

Given the lack of empirical research investigating citizens’ use of open government, this study examines the antecedents of citizens’ use of open government data. Based on technology acceptance and motivation theory, this article proposes and empirically tests a research model, applying structural equation modeling to survey data collected from 210 citizens. The findings show that ease of use, usefulness, intrinsic motivation, and Internet competence significantly determine citizens’ intention to use open government data. Overall, this study contributes to the understanding of citizens’ attitudes and behavior in the context of open government and offers implications for research and practice.  相似文献

Freedom of information (FOI) laws aim to improve the public’s opportunities to access official information from public authorities and hence to increase the level of transparency. Thus, it is important to know whether and to what degree the effects intended by establishing FOI laws are achieved and how their implementation could be improved. In order to answer these questions, FOI laws have to be evaluated. Unfortunately, attempts to evaluate FOI laws are still in their infancy. To promote sound evaluation, this article aims to provide guidance on how comprehensive FOI law evaluations might be designed and conducted.  相似文献

Social media are regarded to be a cornerstone for addressing the open government challenge that public administration faces. However, scientific knowledge about how social media can leverage open government is limited. Therefore, this study applies a mixed-methods research proceeding to develop a conceptual framework for the strategic use of social media concerning open government initiatives. The study concludes that social media applications can be strategically applied to foster open government and to improve citizen–government interaction. From the findings, strategic recommendations for open government-related social media adoption are developed and practical advice for responsible public managers is given.  相似文献

The study finds that open government does not only have effect on economic prosperity, but on social capital and environment through the mechanisms of Rule of Law and Control of Corruption. The role of Rule of Law and Control of Corruption are emphasized in this study, because of their significance in mediating open government and prosperity. Unless mechanisms like regulation formulation, law enforcement and control of corruption are not put into practice; open government itself will not be a driving force to a prosperous society.  相似文献

There is great value in international partnerships when developing leadership potential in local government. This article focuses on the lessons-learned from three innovative annual joint collaboration efforts under the auspices of the Institute of Public Administration (IPA) in Ireland and DePaul University (Chicago). The purpose was to provide an “outside in” perspective of how local government works in different countries. This was illustrated by a recent series of collaborative programs to develop 59 senior individuals in local authorities throughout Ireland. Approaches used included shadowing local government officials, collaborations with community partners, and benchmarking meetings with officials to learn about innovative projects.  相似文献

Transparency policies and initiatives at the local level have expanded around the world but our academic understanding is still limited. Few studies have systematically analysed transparency practices at the local government level. This paper develops an analytical framework to examine local government transparency practices based on the literature. The framework is used to analyse the English Local Government Transparency Code 2015. The study shows that the Code delivers openness to a partial extent but has not yet met all criteria for transparent practices. The findings could contribute to the development and improvement of transparency practices at local governments.  相似文献

This article presents an analysis of the history of government transparency over the past 250 years. While this analysis is to a certain extent specific to The Netherlands, the analysis will also identify more general patterns that are arguably relevant to the development of transparency in other Western countries. The overview highlights how, when, and why transparency was conceived as a cornerstone of representative democracy to allow the people to monitor their representatives and evolved into a fundament of participatory democracy that allows people to participate in the public domain.  相似文献

To explain the positive reciprocal relationship found between e-Government Development and Government Effectiveness, a five-level model is constructed to track the paths that must be taken for public servants to be trusted to enact e-Government Development. A combination of reform, discretionary and adaptive contributions by public servants can lead to the establishment of public service bargains at the third level. ‘Post-New Public Management’ reforms and exceptional adaptive leadership are, however, required to move countries to the fourth level where public servants are trusted to act across the range of role identities required to enact e-Government.  相似文献

This study examines the determinants of state adoption of local government investment pools (LGIPs) for commingling public funds for investment. It uses aggregate local government panel data from 41 states over a 40-year period and conditional fixed-effects logistic regression. The study finds that opportunities for collaboration, the extent of interlocal collaboration, local financial/economic conditions in a state, and proximate coterminous neighbors increase the likelihood that a state will adopt an LGIP. The finding that opportunities for collaboration contribute to the likelihood of LGIP adoption is an important evidence in support of the collaboration idea and extends the theory to interlocal cash management.  相似文献

This study investigates the factors that impact the quality of government internal audit workpaper review. Numerous concerns have been expressed about the quality of government audits in recent years. The audit workpaper review helps to ensure public officials rely on accurate audit reports and recommendations. A survey was sent to local government chief auditors in the United States to learn about their audit and audit review processes. Survey analysis reveals the quality of audit workpaper review is a function of auditor training, audit client cooperation, audit departments’ budget size, auditor consulting engagements with the clients, etc.  相似文献

This article explores the validity of the view that collaboration contributes to public value. The analysis is conceptual and uses graphs to develop a formal statement of public value, collaboration, and government dynamics. The concept of the reason-able person is introduced. The ideal state, the ideal partnership, and conditions for collaboration to contribute to public value are derived. Benefit, support, and acceptability are shown to be necessary conditions for public value to be generated by collaboration. These conditions are shown to link to concepts of management, politics, and public administration.  相似文献

In selecting the United Kingdom/England, Germany, Sweden, France, Italy, Spain and Hungary as comparative cases, and in focusing on three institutional tracks (local leadership, internal administration and external operation), this article first discusses, on the one hand, whether local government has been institutionally strengthened, and on the other, whether governance-type actor networks have expanded in the countries under consideration and whether, across-countries, this developments has shown convergence or divergence. Civic-republican theories suggest that an active citizenry is associated with community cohesion, better political institutions and inclusive democratic decision making. The influence of these arguments on the UK Labour government has led policy makers to focus attention on strategies to promote citizenship at a local level. In particular, English local authorities are expected to provide ‘support for citizenship’ as part of their wider duty to promote ‘effective community engagement’. The ways in which they can do this are various, ranging from the simple provision of information to direct support for community networks and groups. This article reports the findings of an extensive study of English councils' efforts to engage, educate and empower local citizens. The paper concludes that although local authorities have made significant progress in recent years in widening the structures for communicating with, and engaging citizens, there remains considerable scope for improving activities that address the learning implications of effective citizenship.  相似文献

Abstract

The role of local government has recently come under debate, in the context of state retrenchment, public sector cuts and the marketisation of welfare. Recent discussions have centred on local authorities as leaders, on enterprise and on democracy, but there has been little discussion of local authorities in relation to equalities issues and minority groups. This article examines the role of local government in relation to one minority grouping, Lesbian, Gay and Bisexual (LGB) people, drawing on empirical material gathered from 2007 to 2010 as part of a large Economic and Social Research Council research project. It describes the importance of equalities legislation and related implementation mechanisms in driving forward the LGB equalities agenda, explores aspects of welfare delivery to LGB people and addresses democratic processes. The article suggests that a collision of different forces is currently taking place: the legislation supports the protection of the LGB communities, but this support is undermined by the recession-related and ideologically driven public sector cuts. In addition, aggregate approaches to local democracy may override the interests of minority groups such as LGB people.  相似文献

Public organisations are often described as being subject to types of complexity that result from the interorganisational structure of governance networks. Transparency programmes add another level of complexity due to increased information openness. However, neither the nature of this complexity nor the network management approaches needed for transparency programmes has been conceptually developed. To address this gap, this article brings together governance complexity theory and knowledge management theory. An empirical model is tested using the case of police open data with regression analysis and 22 expert interviews. The results show that institutional and environmental complexity such as budget pressures, legal-normative constraints, and task complexity exert a negative influence on police information openness. However, network knowledge management practices including developing mission focus on people and communication and overcoming organisational boundaries through interorganisational collaboration can counteract these problems of complexity.  相似文献

The search for improvements in the management and quality of public services seems to be a constant in all public administrations, and there is an ever-increasing use of management techniques and models from the business sector. The aim of this paper is to show which management systems are being used by Spanish local governments to improve their management in terms of economy, quality and the environment. Our analysis is based on a questionnaire sent to Spanish local governments about the tools they use and the factors that influence their implementation. The results show that more efforts are necessary to implement performance measurement and total quality management, but they also show some positive aspects, such as the usefulness of performance measurement and its application to decisions in those local governments that have implemented it.  相似文献

This article is about the persistence and resilience of the form of local government that emerged in England in the nineteenth century and took shape in the twentieth century. English local government has adapted to successive reorganisations and changes to its functions; it has survived centralisation, privatisation, the imposition of quangos, regional governance, elected mayors, performance management and latterly fiscal austerity by responding to opportunities and meeting the continual need for administrative tasks at the local level. The centralised structure to political management in English local government has generated a high level of organisational capacity and a pragmatic sensibility that ensures the institution remains in place even in unpropitious circumstances. Other local organisations, such as voluntary sector bodies and quangos, have less capacity to compete and work to shorter timescales. Such resilience has come to the fore in the period of fiscal austerity since 2009 when local authorities have had to manage severe declines in their budgets whilst taking on additional functions, such as council tax benefit. The organisational capacity and pragmatism of English local government create path dependence as its very efficiency at managing services may have shut off options for democratic renewal and participation.  相似文献

The present study investigates the direct and indirect relationships among job satisfaction, organizational commitment, and attitudes toward organizational change and their dimensions. Results indicated that employees in the investigated departments are highly satisfied with supervision and coworkers, whereas they are slightly satisfied with work conditions and job security, but they have low satisfaction with pay and promotion facets of the job. Results further demonstrated that employees in the investigated departments are remaining with their current departments either because they want to do so, or because they have to do so, but not because they feel they ought to do so.  相似文献
