Asia's economic development successes will create new policy areas to address, as the advances made through globalisation create greater climate change challenges, particularly the impact on urban health. Poverty eradication and higher standards of living both increase demand on resources. Globalisation increases inequalities and those who are currently the losers will carry the greatest burden of the costs in the form of the negative effects of climate change and the humanitarian crises that will ensue. Of four major climate change challenges affecting the environment and health, two—urban air pollution and waste management—can be mitigated by policy change and technological innovation if sufficient resources are allocated. Because of the urban bias in the development process, these challenges will probably register on policy makers' agenda. The second two major challenges—floods and drought—are less amenable to policy and technological solutions: many humanitarian emergency challenges lie ahead. This article describes the widely varying impact of both globalisation and climate change across Asia. The greatest losers are those who flee one marginal location, the arid inland areas, only to settle in another marginal location in the flood prone coastal slums. Effective preparation is required, and an effective response when subsequent humanitarian crises occur. 相似文献

Rehabilitation to restore and maintain functioning in older people is relatively new. Traditionally, ageist prejudices and the medical preoccupation with cure have led to neglect of chronic disabilities in older people. With a focus on an aging population, however, a new approach to rehabilitation is taking shape at the confluence of geriatric and psychosocial approaches. Significant components of this emerging approach are: setting small goals as incentives for motivating the patient, the timing of the disability within the individual's life course, coping behavior and the way the disability is defined, the importance of social support to the recovery potential, and the incorporation of sustained interventions into daily routines and life-styles. This article illustrates this approach with examples from common disabling conditions, proposing that the quality of aging can be markedly enhanced for older people suffering from functional disability. 相似文献

Most managers charged with implementing projects in a complex, public/private partnership setting can cite cases of drastically changed, delayed, or thwarted community projects that at the outset seemed likely to proceed without a hitch. Although the specific context and project affect outcomes, the management approach toproject implementation also influences the degree of implementation difficulty and success. Implementation problems are likely to be compounded if the management approach is based upon a “traditional” hierarchical, stable organizational model. If, however, the arena is seen as the open, dynamic, amorphous, complex, “metaorganization” that it is, and management strategies appropriate to this arena are adopted, success is more likely. From the findings of a case study of project implementation in such a setting and interviews with more than forty community leaders emerged a conceptual model for this situation. This model, called the “Open Focus” model, is characterized by openness to the metaorganization, linking cormnunication, evocative leadership, and collaborative vision. 相似文献

Reformers had high hopes that the end of communism in Eastern Europe and the former Soviet Union would lead to significant improvements in legal institutions and the role of law in public administration. However, the cumulative experience of 25 years of legal change since communism has been mixed, marked by achievements and failures, advances and moves backward. This special issue of the journal Communist and Post-Communist Studies documents the nuances of this process and starts the process of explaining them. This introductory essay draws on the findings of the articles in this issue to explore the impact of three potential explanatory factors: regime type, international influences, and legal (or political) culture. Regime type matters, but allows for considerable variation within authoritarian and democratic states alike and the possibility of reversals. The influence of international organizations (like the European Union) is also far from predictable, especially once states have joined the organization. Finally, legal cultures and political traditions play a large role in explaining developments in individual countries, but there is nothing inevitable about their impact. 相似文献

Expanding our OD horizons to the global level means not only carrying abroad what we know, but also being sensitive to diverse clients who may operate from cultural assumptions very different from our own. Both formal and informal change is possible at international gatherings if practitioners follow a few key guidelines. Seven such observations are discussed by the author, who includes a discussion of “expert” and “process” consultation methods. The article concludes that OD skills are needed in the international arena, but are often unappreciated or unknown. Hence, OD professionals must be educators in addition to their interpersonal practice of superior communication skills. OD is only beginning to stretch its full imaginative power and practice to the international arena, as is reflected in my experiences at a conference of 122 countries held at the United Nations in Vienna, Austria. The conference was the first convening of nations to discuss the topic of old age in light of the policy and organizational implications of global demographic change. 相似文献

This article discusses the endemic nature of violence in South Africa. The authors hypothesize that the culture in South Africa is autocratic in nature. They compare the socialization that occurs between democratic and autocratic families and the relationship this has to later problem-solving and conflict resolution behavior. People raised in an authoritarian culture need to develop skills that will enable them to learn an alternative to violence in conflict and problem-solving situations. The authors describe two educational interventions that followed this model. Available results are presented. Both historically and today, violence in South Africa is endemic. Examples of South Africans committing violent acts because they feel justified fill today's media. Despite hopes and visions for a new South Africa and examples of goodwill and peaceful common ground between the different political positions, these violent acts emanate from all points of the political compass. Historically, we find examples such as the black tribal wars -- the African/Zulu wars, the Zulu/British wars, and the Anglo/Boer Wars.(1),(2) Although some positive processes of change occur in the country, a violent approach to problem-solving still remains. It is evident, both through research and perception, that all major population clusters (including whites, Africans, and other populations in South Africa) are predominantly authoritarian by virtue of their origin, their education, and their creed. This authoritarian culture may contribute toward the resistance against democratic processes and possibly heighten the opportunity for violence. The birth of liberation amplifies this dynamic situation. For all parties involved, liberation heightens the “fear for loss”(3) and creates a non-productive power struggle. In this paper, we first explore why we believe that violence is endemic in this country, showing how an authoritarian culture may contribute to this problem. The association between the portrayal of suicide in fictional media and actual suicide has been debated since 1774, when it was asserted that Goethe's The Sorrows of Young Werther had led people to take their own lives. Since that time, a plethora of studies considering the association has been conducted. This review considered 34 studies examining the impact of fictional portrayal of suicide (in film and television, music, and plays) on actual suicidal behavior. It asked the question: "Is there any association, and if so, can it be considered causal?" Using strict criteria to establish causality, we found that the evidence was more equivocal than was the case for nonfictional reporting. 相似文献

Using a multiple case study research technique, this study investigates the hypothesis that Total Quality Management (TQM) teams that function within the Office of Administrative Services, U.S. Department of the Interior in Washington, D.C., successfully achieve their goals when either one of two conditions exist: a team has effective leadership and/or team members are motivated. Using an explanatory case study approach, four TQM teams were used as case studies to examine the various facets of causal arguments. The case study projects include: recognizing and rewarding TQM achievers; conference rooms and auditoriums scheduling/setup; improving Contracting Officer's Technical Representative understanding of the procurement process; and improving workplace services. Based on the findings and the analyses of the case studies, evidence generally supports the original hypothesis with the difference between the original hypothesis and findings being that the conditions of leadership and motivation are both required to successfully complete projects. 相似文献

National agricultural policies intended to stabilize farm price and income may have different impacts on different agricultural sector of a state or a region. A policy which influences a region's agriculture also may affect the general economy of that region, depending on the degree to which agriculture is linked to the general economy. This study evaluates the economywide impact of the Flexible Planting Program (FPP) -- a recent policy designed to encourage farmers to respond more to market than to the government incentives. The study employs an integrated modeling framework which links the national and state farm sectors to the region's non-farm sectors. Because of reductions in real U.S. market prices and, in turn, Tennessee market prices of some farm commodities under FPP, production of most agricultural outputs are expected to decline in Tennessee by 1995. Study results indicate that as a result of price reductions, the agricultural sector will lose about 15 percent of output, income, and employment. These losses cause significant negative impacts on the business-related service sector. The service sector suffers a loss of 31 million dollars in total output and 523 jobs. The total income lost by the service sector (18 million dollars) will be much higher than agriculture sector (11.99 million dollars). Thus, though the FPP may deliver its intended good at the national level, the policy has the potential to cause undesirable impacts on certain regions. 相似文献

The central concern in this paper is with the way we think about economic development at the local level. I turn first to a look at the local context of economic development policymaking, then to the strategy derived from this context and the resultant “politics of growth”. Finally, I focus on the need for a theoretically grounded model to evalate the economic development efforts of local public officials. Mayors and scholars alike must begin the task of building such a model by first recognizing the importance of conducting their work within a theoretical framework which places the city within the larger political, social, and economic context which defines it. Standard models and theories of internal migration and urban growth in Estonia have been developed. However, there remained a lack of statistical wherewithal to conduct the required kind of analysis. For instance, certain categories of migration are likely to have been underreported and it is clear that existing rules and regulations on how to report those moves that were registered were not always observed. This could be attributed to the fact that existing statistics may fail to account for the process they purposely capture. To illustrate, the authors report the results of a study of migration patterns in post-Soviet Estonia with a view of identifying the consequences of a change in reporting regulations and practices. To this end, a survey of individual migration histories was conducted in 1997. Overall, findings suggest that post-Soviet migration data are slightly improved in comparison with their Soviet-era predecessors: different but still deficient. It turns out that net domestic migratory flows are the reverse of what official statistics on registered residents suggest. The contrasts between the survey returns and the officially reported statistics are outlined, including resources of divergence. As the findings indicate that something is distinct from that suggested by the compilations of the Estonian Statistical Office is indeed taking place, this study provide some inputs for a more thorough understanding of how migratory flows and urbanization processes are transformed during the transition period itself. 相似文献

A two‐sector numerical general equilibrium model calibrated on Kenyan data is used to consider second‐best tariff policy in an economy with a distorted market for urban‐industrial labour and urban unemployment. The results illustrate the sensitivity of second‐best policy to the way the administered urban wage is determined (whether it is fixed primarily in terms of food or the manufactured good), and to the degree of inter‐sectoral mobility of capital. Efficiency gains from moving to a second‐best policy are shown to be small in comparison with the gains from eliminating the wage distortion in the first place. 相似文献

Structural adjustment policies (SAPs) facilitate the hollowing out of the traditional roles performed by states. As a consequence, private entities (some perverse) offer services the state is incapable of or unwilling to provide. Beginning in the 1980s, SAPs plunged neighbourhoods in Latin America and the Caribbean into socioeconomic, and political disorder. This paper assesses the relationship between neoliberal reforms to the Jamaican state and the metamorphosis of violence since the mid-1980s. Neoliberalism transformed violence in Jamaica by increasing inter-gang conflicts, shootings and gang-related murders in Kingston’s garrisons. It also transformed political enforcers into community dons who use violence as a tool for business transactions in the international drug trade, and as a method of gaining local respect and authority. 相似文献
