This article uses a modelling approach to project the effects of a public sector urban import-substitution program called Buy Chicago. The City of Chicago would redirect its non-local procurement back to Chicago firms to reach a 90 percent local-buying goal with the intention of creating jobs, revenue and economic growth. The employment generated from Buy Chicago was projected by a computer-driven simulation and forecasting model developed by Regional Economic Models Incorporated which simulates the structural and behavioral characteristics of the Chicago region. Six alternative behavioral scenarios for Buy Chicago were developed, and employment projections were developed for each. Under the worst case scenario, the program would create substantial numbers of jobs, be substantially self-financing, and increase imports as a function of induced economic growth.  相似文献

Power asymmetries between farmers and slaughterhouses have led the Swiss government to install an independent agency that evaluates the quality of pig and cattle carcasses. This case is used to explore public interventions to mitigate power asymmetries. The independent classification is described and its economic rationale explored. The positions of the most important stakeholders in the system are depicted and the counter-arguments analyzed by objective hermeneutics. It is concluded that public interventions against power asymmetries are no panacea but can be useful to create a just and effective system.  相似文献

The public service orientation sets service for the public as the key organizational value, providing motivation and purposes both for the local authority and its staff. This article describes the public service orientation before focusing on the major issues which this orientation raises. In particular, it examines service for, not to, the public; the ways in which the public service Orientation differs from consumerism; and the relationship to the political process. Public administration's early identification with the concept of a strong executive has resulted in an emphasis on staff functions in its graduate education programs. In the practicing world, staff functions are viewed as tools employed in the actual practice of public administrators, namely the delivery of substantive public services. Although public administration is characterized as an applied field, it does not focus its theory building and educative efforts on that which practicing public administrators actually do. The field necessarily imports other disciplines, but it does not provide the unique focus that would justify this borrowing; its current research agenda and training curricula are available in other disciplines. Public administration graduate students should concentrate in individual substantive policy areas, and the field should focus on optimizing organizational arrangments for delivering societal knowledge as public services. Interorganizational theory can provide the common theoretical framework necessary to mitigate the centrifugal effects of a variety of “administrations” within the field. The approach developed by J. Kenneth Benson is outlined; it provides a unique theoretical niche for public administration, yields a framework for comparative analysis, and defines the field's relationship to political science.  相似文献

The wider use of new information and communications technologies (ICTs) is central to the current drive to promote public service improvement in the UK. This paper describes the policy context within which 'e-government' is being developed by local authorities in the UK and evaluates the strategies developed by a sample of local councils against the key components of an ideal model of the electronic local government organisation. It suggests that many authorities have made significant progress in providing information 'on-line'. However, additional funding and staff development, combined with more fundamental changes to internal business processes and inter-organisational working, are needed if councils are to harness the full potential of new ICTs to transform their transactions with service users and citizens.  相似文献

Public sector pay, as a key component of public expenditure, has been a major issue for government since the mid-1970s. This article analyses public services pay bargaining since 1979 and examines the continuing tension between the control of public sector pay levels on the one hand and the wish to make pay levels more responsive to external market forces on the other.
The article concentrates on the changes in pay bargaining in the public services. It does not purport to provide a detailed economic analysis of the outcomes of the various phases in public sector pay policy, but does attempt to explain the process implications of the political contingencies and rationale driving government policy on pay determination. In particular it notes the resilience of national pay-setting arrangements and pay comparability throughout most of the period under review, despite the political rhetoric, emphasizing the pragmatism of government policy. The latter section of the article reviews the current policy, with its emphasis on decentralized pay determination, and considers these new developments within the context of private sector collective bargaining theory.
The evidence from the private sector suggests that pay determination in the private sector is complex and that levels of bargaining relate to various factors. Decentralization is neither a panacea for poor performance nor necessarily problem free. Devolved pay determination can lead to problems of control over costs and, in the context of high levels of trade union organization, to pay'leapfrogging'. The article concludes that there is a continuing contradiction between the role of the government as an employer, keen to devolve pay decisions to local level, and that of economic regulator with responsibility for the wider economy. This continuing tension indicates that decentralized pay bargaining in the public sector will be limited in its scope by some form of central government control.  相似文献

While the Internet of Things (IoT) is not new, its key components are becoming increasingly affordable now, which makes the technology extremely attractive for the Global South. By collecting data from various IoT sources, combining them with data from other sources and using big data analytics, decisions can be made and actions can be taken that can have important economic, social, ecological and environmental implications in these countries. The most visible impacts of the IoT in these countries include improvements in agricultural and food systems, enhancement of environmental security and resource conservation, achievement of better healthcare, public health and medicine, and enhancement of the efficiency of key industries. This paper provides an overview of how the IoT is currently being used in the Global South. It also discusses the opportunities and challenges that IoT initiatives present there. The analysis indicates that the IoT may address some of the institutional bottlenecks, technological challenges and key sources of high transaction costs. On the other hand, various sources of underdevelopment may act as barriers to full utilisation of the IoT.  相似文献

An analysis of rural development programmes in pre‐ and post‐1975 Ethiopia demonstrates the importance of international donor agencies in rural development activities. Since pre‐1975 Development Plans largely neglected agriculture, current and capital expenditure budgets allocated few financial resources to agriculture. While acknowledging the importance of agriculture in promoting economic growth in its Third Five Year Plan, the Imperial Government recognised its lack of resources and absence of an articulated rural development plan and turned to donor agencies for both programme formulation and financing. The post‐1975 government, while continuing to utilise donor agency assistance, is not only allocating a greater proportion of capital expenditure to agriculture, but has also articulated specific rural development objectives within which it has outlined the role of donor agency assistance.  相似文献

In many European countries, municipalities are becoming increasingly important as providers of electronic public services to their citizens. One of the horizons for further expansion is the delivery of personalised electronic services. In this article we describe the diffusion of personalised services in the Netherlands over the period 2006–2009 and investigate how and why various municipalities adopted personalised electronic services. In achieving this, we analyse data that were gathered during interviews with key stakeholders in 10 selected Dutch municipalities. We synthesise the findings in an explanatory model of personalised electronic service delivery diffusion. The model emphasises persuasive pressures that are channelled to potential adopters of personalised services. Furthermore, the model shows how persuasive pressure (as perceived by adopters) is followed-up by organisational search activities, and how, in various circumstances, the idea of personalised services is ‘framed’ by innovation champions, knowledge brokers and new members of staff as to appeal to specific organisational priorities and ambitions. In doing so, this article contributes to an institutional view on adoption and diffusion of innovations, in which (1) horizontal and vertical channels of persuasion and (2) human agency, rather than technological opportunity and rational cost-benefit considerations, account for actual diffusion of innovations.  相似文献

Political parties can be vehicles for economic and social development in poor countries. They can also serve as rent seeking instruments. Uncovering how parties function is therefore key to establishing the preconditions for good governance. The article discusses when and why clientelism on the basis of party affiliation may arise. Operationally, party-based clientelism is defined as a bias of public policy in favour of members of the governing political party. In a sample of local governments in India, party-based clientelism is shown to exist in two out of four states and to be strongly affected by economic inequality.  相似文献

The current UK government emphasizes the importance of mechanisms of accountability that involve the planning and public reporting of performance. One example of this is the Best Value performance plan. However, there has been little evaluation of the quality of the information provided in this type of document. This paper draws on literature on stakeholding and user needs to identify the data required for accountability. It then assesses whether the plans produced by Best Value pilot authorities in Wales provide appropriate information. The analysis shows that very few of the plans contained the relevant material. Interviews in the pilot authorities highlighted two key reasons for the poor level of data: a lack of performance indicators prior to Best Value and limited staff expertise in performance measurement. The evidence suggests that documents such as performance plans currently make little contribution to the accountability of public organizations.  相似文献

What does globalization mean for societies dependent on natural resource extraction? Synthesizing comparative evidence with empirical analysis from Venezuela, I show how the “growth pole” model for economic growth translated to an applied model for the spatial transformation of Latin America’s resource frontier, and the contradictions this development model engendered. Specifically, I weigh, local versus national consequences of Venezuela’s variation of the growth pole concept, Ciudad Guayana. Despite unimaginable natural resources and staggering public investments, this forty-year-old frontier metropolis is Latin America’s most successful experiment with the model, yet it remains constrained by its status as a source of raw materials.  相似文献

Attempts to measure psychological agency have drawn on social psychology scholarship. Nonetheless, it is well documented that the Euro/American psychology paradigm is challenged by its tendency to universalise its theories. This raises a challenge for development scholars trying to measure the psychological domain; especially regarding understanding what the psychological domain may mean to people outside the Western liberal tradition. We examine the use of theoretical measures of psychological agency against local concepts of psychological agency from a neighbourhood on the urban fringe of Bamako. We conclude that there is no clear association between local and theoretical measures of psychological agency and therefore there is a need to include local and theoretical measures in the study of agency.  相似文献

This article challenges the thesis that local‐level bureaucrats need be part of any ‘dominant coalition’ at the village level. Based on a case study of Egyptian agricultural officials, the paper argues that local bureaucrats may well be more useless than dominant in any political or economic sense. In rural areas in which local officials lack the resources (supplies, funds) to do their jobs, they may well be quite inconsequential. In such situations their position as ‘public servants’ may be appropriated by members of the rich peasantry, who have no particular need to work closely with resource‐poor local government staff.  相似文献

Public sector management in Hong Kong was initially designed to rule the territory as a British colony. A number of changes took place in the last quarter century before Hong Kong's reintegration with China and the nature of public sector management has transformed over this period. An overview of administrative principles and practices and an analysis of changes reveal trends that were influenced by both local and international factors. The framework of traditional public administration in the territory adapted effectively to embrace the principles of new public management without much difficulty. The global economic crisis compelled the government to revise its strategies to expand public spending and adopt a further reduced role in the provision of public services. New social, economic and political challenges are driving Hong Kong to adjust to the changing circumstances and trends, and four noticeable shifts can be identified. They include shifts from an administrative to a political executive, from job cuts to job creation, from financial restraint to increased spending, and from public to private sector provision of public services. The trends are driven by local and international forces as well as the progress of democratization and political awareness in Hong Kong.  相似文献

The attention of scholars and policy-makers is shifting from full privatisation to alternative measures as a means to improve the efficiency of public services. This article focuses on three restructuring measures adopted by local governments: partial privatisation (without transfer of control rights), inter-municipal joint ventures, and the presence of outside directors on the Board. Divergent hypotheses on these measures have emerged from two economic theories, namely public choice and the agency perspective. An empirical analysis investigates the effects of restructuring processes on a sample of Italian municipal utilities. Partial privatisation has been shown to play a significant and positive role, while Board independence from management has a less significant influence. Multi-government utilities have been found to suffer from severe coordination costs, which are not outweighed by scale benefits. Our findings reveal that management discretion is a significant source of inefficiency in municipal enterprises.  相似文献

Using data on 75 big Italian municipalities between 2010 and 2015, this paper looks at the extent to which citizens’ evaluations of mayors are responsive to changes in local performance indicators. While local economic and crime measures are found not be associated with mayoral approval ratings, there is a correlation between mayors’ popularity and indicators for local public transportation and air quality. Mayors of municipalities where more individuals use public transport and where there is less polluted air enjoy higher approval ratings. Additional analysis shows that this result is driven by very big municipalities (with a population over 500,000) that are more likely to be exposed to high levels of traffic congestion and pollution.  相似文献

In recent times, the UK has witnessed a steady growth in the use of agency workers to fill core professional roles in public sector organizations. Similar trends have been noted elsewhere, particularly in Australia and the US. In this paper our objective is to explore some of the consequences of this growth, drawing on case study research on social services. We point to a number of problems associated with the management of agency workers and to the potentially negative consequences for the quality of services. These problems, in turn, may impact on key aspects of a (largely functional) public service employment model founded on strong internal labour markets, employment stability and collegial ethos. We also note that while there are ways in which public organizations can manage this situation, certain constraints may prevent them from doing so.  相似文献

While models of organizational strategy saturate private sector research, public sector research lags behind. The model created by Boyne and Walker (2004) is an exception. The main objective of this study is to operationalize this model using a unique data set from the US transit industry. Through a survey of 103 local transit agencies, we developed separate strategy profiles for each agency that help us answer important questions about organizational strategy. We find that not only do the organizations adopt a mix of strategic stances through the action areas; they also have distinct profiles, which vary greatly between agencies.  相似文献

There is a long tradition of companies that provide local public services, such as energy distribution or solid waste collection, being strategically important for the promotion of the development of areas where they are present and having a great influence on citizens’ quality of life. This article examines the determinants of the choice of ownership structure for Italian companies that provide local public services, and the effects that this choice has on their performance. Economic and financial data at company level was merged with economic, political, financial and territorial data on the municipality with the majority of shares in it. A two-stage multinomial selection model was employed, in order to carry out the analysis with more than two alternative ownership structures and to control for endogeneity. The empirical evidence indicates that the municipality’s political and budgetary conditions matter in the choice of ownership structure. Although the computed Average Treatment Effects seem to indicate that mixed ownership increases operating efficiency, the profitability indicators provide evidence to the contrary.  相似文献
