The article discusses possible answers on three key questions for attempts at mapping the pattern of state organizations:
  1. What constitutes a state organization?

  2. What constitutes one state organization?

  3. What constitutes different types of state organizations?

The main focus is on structural relations within and between organizational units, but the article also draws upon other classifications of units from the academic literature in organization theory and public administration. As an illustration, the article also outlines how these questions have been handled in the development of the Norwegian State Administration Database.  相似文献

This article analyzes the role of organizational changes and contextual factors in explaining the operating performance of European privatized firms. We find that smaller and non-regulated firms and companies privatized by public offer perform better than bigger, regulated, and privatized by private sale companies. Also, privatized Eastern European companies are less profitable than privatized companies from other European countries. Our findings suggest that organizational changes are more difficult to introduce in privatizations by private sale and in bigger and regulated companies. They also suggest that less developed institutional contexts limit performance improvements after privatizations.  相似文献

China's socioeconomic crisis before 1978 and its success over the past two decades can be viewed as a zigzag process of politicization and depoliticization of the economic state. By summarizing the Chinese experience, this article shows the importance of a specific pattern of general public policy (GPP) in determining the nature of a policy system. China's economic and serialized reforms since 1978 are reviewed in order to illuminate the current situation and future direction of the nation. The changes have undermined the economic state by creating a trend of de-economicization in the Chinese government. If economic reform and social change are to continue smoothly, another transfer of state emphasis to more balanced development is required.  相似文献

Conflicts and politics in organizations are common in both the public and private sectors. However, there are few comprehensive studies regarding the relationship between politics, conflicts, and outcomes in the public sector. Therefore, this study sought to empirically explore the relationships between organizational performance, organizational conflicts, and organizational politics in the public sector. To analyze the effects of organizational politics and conflicts on performance in government organizations, hierarchical multiple regression analyses were performed. The results indicated that organizational politics and relationship conflicts negatively affect organizational performance.  相似文献

ABSTRACT

There appears to be a research gap in terms of examining whether PSM will hold fast even in the midst of a politically charged work environment. This article investigates how highly motivated government employees would react to the potentially adverse effects of political perception (POP) on organizational commitment, job satisfaction and workplace stress. The findings indicated that PSM exists among the respondent municipal social workers in the Philippines and that this motivation directly translates to positive outcomes. However, PSM did not have the expected mediating effect which is a departure from the commonly held view about its buffering power and mitigating role.  相似文献

Although prior research has consistently established a positive relationship between performance appraisal and organizational performance across different research contexts, the mechanisms that underlie this link remain unclear. The present study attempts to fill this void by testing the mediating role of ethical climate in the relationship between performance appraisal and organizational performance across 181 Nigerian public sector agencies. Cross-sectional mediation analyses were performed using partial least squares path modeling approach. Results indicated that performance appraisal was positively and significantly related to organizational performance. Regarding the mediating effect, ethical climate significantly mediated the relationship between performance appraisal and organizational performance. The study made recommendations and drew suggestions for future research to enhance the performance of public sector agencies.  相似文献

Organizational social capital can develop a strong foundation for trusted relationships and committed actions in communities and organizations. This concept was examined in the public organization setting in this study. Organizational social capital is a source for trust-building processes where participative decision-making, feedback on performance, and empowerment are important elements of this phenomenon. Three dimensions of organizational social capital (participation, feedback on performance, and empowerment) and organizational commitment were examined in this study. The influence of organizational social capital on the perceived organizational commitment of the Kyrgyz National Police (KNP) is observed by utilizing structural equation modeling (SEM). The results of this study indicate that the three dimensions of organizational social capital have statistically significant relationships with perceived organizational commitment. Overall, results suggest that organizational social capital, with its dimensions, is a source for the trust-building process which influences perceived organizational commitment. Moreover, by practicing empowerment it is possible to increase the number of committed officers, also an important factor in improving organizational performance.  相似文献

This article analyses how the intensification of centralized monitoring within public organization may impact incentives for efficiency in those divisions of the organization that have different levels of financial autonomy. The efficiency of divisions’ activities was estimated through their procurement effectiveness. All the divisions were classified as non-commercial units (NCU) funded by the government or as income earning units (IEU) operating in the market and having broader financial autonomy. The results show that under standard monitoring, the IEU had more efficient procurements compared to the NCU. After intensification of centralized monitoring, the differences in performance became insignificant. These findings show that stricter monitoring is efficient for organizations with soft budget constraints, while for organizations with hard budget constraints it is preferable to use more flexible regulations.  相似文献

Britain is generally perceived as having a hierarchical and unified political system with power concentrated in the central institutions of the state. This conception has not only influenced analysis but has affected the behaviour of politicians. However, in recent years both conceptions of the state and, how it operates, have been challenged. Conventional approaches concerned with the internal workings of the state have largely taken the nature of power as unproblematic. Consequently they have oversimplified the nature of power relationships within the state. In the last five or ten years the dominant conceptions of the core state have been questioned by theoretical and empirical challenges such as globalization, the core executive, the reform of government, bureau-shaping and new approaches to power. The article analyses how these challenges require a reconceptualization of the central British state.  相似文献

It is argued that past approaches to the research of housing policy and housing organizations are now inadequate and unable to provide a clear explanation of modernization and change. The modernization of social housing is associated with changing core organizational competencies and the movement towards a variety of partnership approaches. In response we develop a tripartite theoretical framework based around new institutional economics, strategic management and institutional theory. An exploratory review of the evidence at a sectoral level (examining social housing as a field, regulation and the profession) and the organizational level (focusing upon changing organization behaviour) is used to illustrate the legitimacy of this approach. The history of the Islamic movement in Jordan displays glaring contrasts with its counterparts in other Islamic countries such as Egypt, pre-Revolutionary Iran, and Syria. In a marked departure from a history of violence that characterized the relationship between the state and the Islamic opposition in these countries, the Jordanian Muslim Brothers was not only a peaceful movement but also often defended the state against the challenges of radical ideologies. Following the democratization process launched by the late King Hussein, the Muslim Brothers participated in electoral politics. To adapt itself to the new pluralistic environment, the movement displayed a move toward secularization. This process was reflected in an organizational differentiation and the rationalization of religious discourse. This paper attempts to explain this remarkable phenomenon by first considering the effects of the structure, ideology, and cultural policies of the state and of the development of social classes on the Islamic movement. It then considers the way in which the legal framework and political pluralism in the 1990s contributed to the secularization of the movement.  相似文献

State governments face massive retirements over the next few years. Since internships have been a significant source of bright new blood, we examine what all fifty states are doing with internships. Some exemplary programs were found, but the typical state intern program serves only a few unpaid students, supervisors receive no special training, and no tracking is done to see whether interns stay in state service or what their contributions are. While many states blame stringencies, the budgets involved are comparatively modest and potential benefits significant. We propose an action agenda for state governments and the public administration community.  相似文献

The information technology, or “IT,” functional area has been examined in some detail. This article summarizes the manpower reductions that have occurred in IT and displays the demographic impact (experience, age, educational level, race and gender mix) of these reductions. The author suggests that similar changes may be anticipated, or may have already occurred, in other functional areas that experience personnel reductions. Abstract

This article deals with initiating and implementing change in a Romanian university and the problems with attempting to sustain and maintain the change initiatives. An American university received funding by the US government to assist with developing an industrial business management program at a Romanian university during the 1990s. Nine important program initiatives were proposed and attempted, resulting in changes to the established way of doing things in the Romanian university. Five of the nine initiatives were not sustained. The explanation presented in this article emphasizes that the change leadership must be sensitive and aware of the cultural and psychological factors. The explanation for the success and failures of the change initiatives is developed by examining the American partner understanding of leadership to promote participation and involvement with the Romanian partner. Many of the change initiatives were pushed on the Romanian partner, thus failing to gain commitment and acceptance of the change initiatives. When the American support ceased to support the change efforts, the Romanian partner continued the change efforts, but within the old cultural values system that they understood and could operate with. The conclusion explains the failures in that the Americans pushed too fast without the participation and involvement of the Romanians, thus not gaining any commitment and acceptance for the new change initiatives.  相似文献

The human rights agenda of the United Nations has faltered over recent years. An examination of conditions in a country such as the Philippines highlights some of the reasons. The appallingly high number of political killings in that country was investigated by Philip Alston, UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions, early in 2007. Following a well-defined process of review, he spent a short but difficult time examining the situation. His report condemned repressive elements of the Philippine state and directed specific criticisms at the armed forces, noting the omnipresent role of counter-insurgency. He found that a culture of impunity prevailed within the military and that the Arroyo administration had not done enough to address the problem or to protect the rights of its citizens. Alston's visit provided an insight into both the Philippine government's inadequate human rights record and the failure of UN mechanisms established to redress such poor performance.  相似文献

This article considers barriers and strategies for implementing performance budgeting in real-time application by a state-level government. The lessons learned from the State of New Jersey’s implementation of the Governor’s Performance Budgeting Initiative offer guidelines for public and nonprofit sector organizations attempting similar efforts. Data was gathered through a series of focus groups with key executive-level administrators. Observations and recommendations for enhancing and reenergizing current performance budgeting strategies for a state or agency are suggested.  相似文献

Cornwall Council is a new ‘unitary’ local authority which was created following the merger of six district councils and one county council on 1 April 2009. A questionnaire survey based on specific ‘dimensions’ of organisational culture was circulated to staff prior to the merger date. Overall, the results indicated a generally congruent culture characterised by a strong team spirit and commitment to the workplace. A number of differences were observed between the cultural orientations of the seven councils, but there was only weak evidence of differences between tiers of management or professional groupings. The study suggests that the new organisation will have to find ways of ‘unfreezing’ staff from their established ways of thinking and working before changes can be properly embedded. It is recommended that the organisational change process shifts from a top-down ‘planned’ approach to a more ‘emergent’ approach to facilitate learning and organisational development.  相似文献

After apartheid, local government in Durban, South Africa, attempted to break down the barriers of the apartheid city through a massive program of public investment, intended to close the economic and infrastructure gaps between race groups. The results of this program varied widely. In core areas, growth coalitions were able to influence state infrastructure development, limiting its transformative impact. In peripheral areas, wide ranging infrastructural needs, coupled with pressure on the state to deliver services quickly, resulted in rushed, substandard construction. In buffer zones, previously undeveloped areas between the core and the periphery that under apartheid had separated race groups, the state was able to construct public housing for poor Africans near both economic activity and white and Indian residential areas, an outcome previously unseen in Durban’s history. I argue that the state’s infrastructural power, varying in different parts of the city relative to the power of other actors in society, explains these results. Geocoded census and municipal infrastructure data from 1996 and 2001, together with qualitative data from key informant interviews and workshops, form the empirical basis of this article.  相似文献

This essay presents an overview of women's coalitions during economic and political crises. Evidence suggests that success can be explained by opportunities opened by crises, international funding and agendas, and threats to previously won rights. The paper considers the decline of women's organizing in the late 1980s and early 1990s; the shift from civil society initiatives to greater involvement by politicians and femocrats; the emergence of short-term, more focused coalitions; and a rhetoric that became more clearly feminist throughout the 1990s and into the new millennium.  相似文献
