While the notion of governance has received considerable scholarly attention, much less is known about change, and its sources, across modes of governance within respective policy domains. This article explores these neglected issues in two policy domains characterized by multi-level governance characteristics: Land (state)-local relationships in the domain of building administration and relationships governing the prisons domain in Germany. It does so in three steps. First, the article explores governance and considers endogenous and exogenous sources of change. Second, it discusses the institutional arrangements in the two domains and analyses modes of governance and their change. Third, the article compares the different dynamics of change and links these findings to wider debates regarding change across and within modes of governance. The analysis of the two domains suggests that 'hunting around' effects (i.e. permanent instability) are less prominent than suggested by cultural theory, while external pressures for change are filtered by the preferences of the actors within the respective domains.  相似文献

  3. What constitutes different types of state organizations?

The main focus is on structural relations within and between organizational units, but the article also draws upon other classifications of units from the academic literature in organization theory and public administration. The inter‐war period saw a flowering of comparative research on emergency administration in response to the Great Depression. This article argues that Weimar and Nazi Germany was an important point of reference for scholars comparing different policy responses to the Great Depression. Centralization and administrative discretion were considered pivotal for effective crisis governance, irrespective of the political context. The resulting administrative ideology was ignorant of the polycratic realities of the Nazi state and frequently lauded its hierarchical features while condemning the Weimar Republic as anarchic. Faced with the challenge presented by Nazism, of squaring efficiency and accountability in the context of New Deal America, scholars of public administration developed ideas for training a new type of civil servant who was capable of acting beyond the control of legislative institutions. By exploring the ambiguous relationship between public administration and Nazism, this article highlights the complex issues confronting scholars of public administration in times of crisis.  相似文献

Policy tools are chosen and deployed in the expectation that they will continue to work effectively over extended periods of time. This is a tall expectation to meet, given that the nature of policy problems and their contexts change constantly. To continue to operate effectively in the face of these changes and respond to policy feedback from policy actors and outputs, policy mixes must be robust. This robustness is of two types: static robustness in which policy means adapt while policy goals remain unchanged, and dynamic robustness in which both goals and tools change. The first equates robustness with resilience—that is, the ability to bounce back to a previous state and attain original goals in altered contexts caused by some change in internal or external conditions. The second, however, is more complex as it can involve changes in aspects of policy goals as well as means in order to allow policies to adapt more broadly by altering their form in response to changing circumstances. This second type of “dynamic robustness” focuses attention on the need for agility and upon the requisites for the creation of policy designs which allow for substantive changes in form as well as state. The article lays out these concepts and their interrelationships and the kinds of procedural and other tools involved in achieving either. It illustrates their features and differences using examples from different sectoral cases.  相似文献

The article explores the evolution of competing views on state, administration and governance in Germany from an historical perspective, with an emphasis on the last five decades. To understand the governance discourse in Germany one has to start from different notions of the state. The first part therefore offers a brief, somewhat polemic, overview about different state traditions in Germany in the twentieth and twenty–first centuries. The second part looks at how discourses about the proper role, the appropriate structures and processes of the public sector and its interactions with its environment have changed during the history of the Federal Republic. The analytic focus is on the different narratives about administrative policies, understood as the various scenarios, assumptions and arguments on which competing policy–suggestions for the public sector have been based. The article argues that it is not sufficient to interpret the ups and downs of different discourses and Leitbilder as more or less erratic, post–modern fashions and fads. Instead, the line up of the central catch–phrases, from democratic via active and lean to the activating state, reflect learning processes, driven above all by the political competition creating a continuous demand for 'better', more appropriate narratives to guide and explain current policies.  相似文献

This article gives a broad overview of Norwegian research on public administration over the past 40 years. The main picture that emerges is that a Norwegian public administration built primarily on Webernian principles has lost some but not all these original properties. It describes a research tradition based on organizational theory and democratic theory. It also paints a picture of public administration as integrated into a complex network of domestic political institutions, public agencies, organized interests and clients, as well as extensive European and international networks. It shows how a strong theoretical tradition, based on bounded rationality, is supplemented by different types of institutional theories and increased theoretical pluralism. Finally, the paper underlines the importance of considering public administration not simply from an internal technical viewpoint, but of placing the discipline in a wider political and democratic context.  相似文献

Global processes of policy diffusion result in different types of state development. A broad view of environmentalist reform in Latin America easily reads as top-down diffusion of blueprints and institutional convergence. But such a thesis is reductionist and ultimately misleading, case studies demonstrate. First, diffusion mechanisms matter for divergence: when normative and mimetic mechanisms are relatively strong vis-à-vis coercive forces, formal state change is followed by more meaningful real state change; when the coercive mechanism rules unmatched, green state change ends up being formal for the most part. Secondly, institutional entrepreneurs face shifting opportunity structures for political change; because these opportunities are never uniform, national experiences will differ. Thirdly, national institutional environments provide contrasting domestic resources and cultures for the building of green states; legacy, in short, will condition translation by entrepreneurs. A bridging institutionalist framework helps us make sense of “converging divergence”.  相似文献

In this conceptual article we use the experience of the longstanding Milwaukee private school voucher program to categorize different failure types within the hollow state. Specifically, we argue that the overall performance of the hollow state is dependent on the performance of organizations operating within the hollow state, that organizational failures are inevitable in hollow state activities, and that such failures can be categorized as marketplace failures, service failures, institutional failures, or customer service failures. We conclude that policy makers must plan for the reality of organizational failures in the hollow state if such arrangements are to be effective.  相似文献

This article proposes a conceptual framework explaining the phenomenon of local governance learning. The framework is grounded in organisational learning, institutional theory and in a case study of local governance practices undertaken in the process of public dispute resolution. Our analysis offers an advancement in the knowledge on governance learning by (1) specifying different types of governance learning, which are linked to the structure of learning not to its motivation, (2) linking the micro level of local governance practices with the mezzo level of organisational structures, and with the institutions regulating governance on the macro level and (3) explicating the difference between learning and institutional change. We introduce the category of astonishment, which we treat as a prerequisite of governance learning. It is defined as a cognitive state caused by a disruption of institutionalised patterns of thinking and behaviour deployed by a (public) organisation to deal with a specific (social) problem.  相似文献

This article offers an introduction to Niklas Luhmann's theory of social systems as it pertains to public administration and policy, as a first step towards both a critique and its empirical application to empirical reality. It reconstructs Luhmann's early writings on bureaucracy and policy-making and shows how this early, more empirical work grounded his abstract theory of social systems in general and the political system in particular. The article also introduces some central concepts of Luhmann's more recent work on the autopoietic nature of social systems and considers the latter's consequences for bureaucratic adaptiveness and governmental steering in the welfare state. One of the main benefits of applying Luhmann's theory to public administration, the article concludes, is that it conceptualizes the central concerns of public administration within a complex picture of society as a whole, in which both the agency that issues decisions and the realm affected by these decisions are included.  相似文献

Strategic change in public sector organizations has been well documented. This article suggests that public management research would benefit from a greater appreciation of how calculative practices are deeply imbricated with, and constitutive of, organizational life. In turn, the article argues that the field of interdisciplinary accounting has much to learn from public administration, especially in terms of leadership. The overarching argument is that understanding strategic change in public organizations can be enhanced by bringing together insights from the academic fields of public administration and interdisciplinary accounting. In this respect, organizational reform can be understood as a triptych, involving strategic change, leadership and accounting practices. We illustrate this thesis through a case study of strategic change in the world's largest public service broadcaster—the British Broadcasting Corporation (BBC). It is shown how, during the tenure of one organizational leader—John Birt—accounting became pivotal to his leadership.  相似文献

Part I of this paper (autumn issue) explained the need to improve existing research into the British central state, outlined the bureau-shaping model, and tackled a number of methodological issues involved in applying this framework. Part II demonstrates that the bureau-shaping model is highly effective in systematizing and extending our knowledge of how Whitehall and directly attached agencies are structured. The main types of organizations identified share many similarities, so that the model's categories have a clear intuitive meaning. As a result the bureau-shaping model can effectively cope with analytic problems that have constrained previous 'bureaumetric' research, such as the extreme variations in the size of central state agencies. The model also illuminates both the distribution of bureau-types across policy sectors, and the effects of different patterns of administration on public expenditure trends under the Thatcher government.  相似文献

This article analyzes concept formation and its empirical and theoretical implications for the study of subnational undemocratic regimes. The paper argues that extant conceptualizations of subnational political regimes, which generally draw on a strategy of “conceptual expansion” have important drawbacks for the study of subnational undemocratic regimes (SURs). To overcome these shortcomings, the article claims for a strategy of “conceptual separation” that disaggregates political regimes into two orthogonal dimensions, i.e., the access to and the exercise of state power. Drawing on original evidence from Argentina and Mexico, the article demonstrates that the strategy of conceptual separation helps researchers to (1) avoid truncation of the universe of cases for analysis, (2) obtain new and more precise information about the actual magnitude of the uneven territorialization of democracy, (3) recognize the existence of two ideal type domains of SURs: patrimonial and bureaucratic, and (4) gain more analytic leverage to identify the causal mechanisms that explain regime continuity within and across SUR types. In-depth case studies of the state of Puebla (Mexico) and the province of San Luis (Argentina) demonstrate empirically the workings of the mechanisms that account for regime continuity in bureaucratic-like SURs. The article also demonstrates the potential of distinguishing between SUR types for the study of SUR origins and SUR change.  相似文献

This article focuses upon the territorial challenges to the French state. There is a genuine policy puzzle in terms of how to join up separate agencies of the state that is far from unique to France. Introducing new evidence based on interviews with high ranking officials, politicians and representatives of territorial policy communities in 2010, the main body of the article focuses upon the two main territorial reforms of the Sarkozy presidency, the reform of the territorial state, and the local government reform. These cases reveal an original attempt to craft a political discourse based on public sector productivity and state puissance. The article explores the tension between synoptic models of reform, focused on the expectation of rapid and quantifiable macro‐level change that suits the short‐term returns of the political cycle; and institutionalized processes of meso‐level implementation, with different timescales, logics of appropriateness and configurations of actors.  相似文献

This article examines coercive capacity and its impact on autocratic regime stability in the context of post-Soviet Armenia, Belarus, Georgia, and Ukraine. In the post-Cold War era, different types of coercive acts require different types of state power. First, high intensity and risky measures – such as firing on large crowds or stealing elections – necessitate high degrees of cohesion or compliance within the state apparatus. Second, effective low intensity measures – including the surveillance and infiltration of opposition, and various forms of less visible police harassment – require extensive state scope or a well-trained state apparatus that penetrates large parts of society.Coercive state capacity, rooted in cohesion and scope, has often been more important than opposition strength in determining whether autocrats fall or remain in power. Thus, the regime in Armenia that was backed by a highly cohesive state with extensive scope was able to maintain power in the face of highly mobilized opposition challenges. By contrast, regimes in Georgia where the state lacked cohesion and scope fell in the face of even weakly mobilized opposition. Relatively high scope but only moderate cohesion in Belarus and Ukraine has made autocratic regimes in these countries generally more effective at low intensity coercion to prevent the emergence of opposition than at high intensity coercion necessary to face down serious opposition challenges.  相似文献

Public administration scholarship has to a significant degree neglected technological change. The age of the algorithm and ‘big data’ is throwing up new challenges for public leadership, which are already being confronted by public leaders in different jurisdictions. Algorithms may be perceived as presenting new kinds of ‘wicked problems’ for public authorities. The article offers a tentative overview of the kind of algorithmic challenges facing public leaders in an environment where the discursive context is shaped by corporate technology companies. Public value theory is assessed as an analytical framework to examine how public leaders are seeking to address the ethical and public value issues affecting governance and regulation, drawing on recent UK experience in particular. The article suggests that this is a fruitful area for future research.  相似文献

New paradigms of public administration have been introduced in government in order to cure administrative ills around the world. Various trajectories of public sector reforms have been actively introduced in many countries and the benefit of shifting to new paradigms of public administration has been well documented. However, the cost or the consequence of public sector reforms remains understudied. Accordingly, the purpose of this article is to deal with the consequences of the paradigm change of public administration and government reform because the author sees that the public capacity has declined or at least not improved in recent years while a wide range of innovations have been carried out by many governments under the New Public Management and governance perspectives. This article first looks at the evolution of public administration and its implication, followed by a discussion on government reform and its unintended consequences, and governance change in South Korea. Then various issues on new challenges such as the lack of the public capacity, and new tasks such as capacity building and calls for curriculum development, will be elaborated, followed by conclusions.  相似文献

In the context of welfare delivery, hybrid organizations mix public and ‘new’ market, social, and professional types of mechanisms and rationales. This article contributes to our understanding of accountability within hybrid organizations by highlighting how accountability obligations can become hybrid, simultaneously formal and informal. Instead of seeing accountability as hybrid only in the sense of the coexistence of types of organizational mechanisms and structures (i.e., the prevalence of both state and market types), we examine accountability arrangements governing a hybrid model—primary care commissioning in England—and interrogate the relationships between accountability actors and their accountability forums. We conceptualize ‘hybrid accountability obligations’ as a state whereby the nature of obligation underpinning accountability relationships is both formal-informal and vertical-horizontal concurrently. The article concludes by highlighting the consequences of this kind of hybridity, namely how it extended discretion from welfare delivery to the domain of welfare governance.  相似文献

In this article, we call for more attention to the national and local politics of climate change in developing countries, and contribute to this through a study of climate change adaptation interventions in Zambia. We show how such interventions form part of central state efforts to extend authority and control over natural resources, and how competing institutional actors such as local governments and chiefs seek to counter this. The article thereby shows how climate change adaptation is emerging as a new arena for deep-seated political and institutional struggles over issues such as authority, land control and devolution in development.  相似文献
