The aim of this case study is to explore what actors in a Swedish municipality expect from a new administrative reform (i.e., an attempt to implement the Balanced Scorecard). The findings show that the expectations on changes are highest among the politicians, moderate among the administrators, and lowest among the operative employees. The differences can be explained by the way the reform is anticipated to favor or disfavor the actors, who in turn are influenced by the actors' past experiences. Most of the expressed expectations concern expectations of the outcome of the administrative reform, but some concern expectations on the reform itself.  相似文献

Theory‐independent measures of institutional change can be developed by identifying and tracking changes in institutional reproduction mechanisms. Such measures can then be used to assess the empirical validity of theoretical models of institutional change. This article performs an analysis of reproduction mechanisms in a case study of a Swedish institution for emission control during the period 1960–2000. The analysis reveals the existence of a highly path dependent institutional development, powerful enough to withstand a wide‐ranging institutional reform implemented in the late 1990s. The case study supports a gradualist model over a punctuated equilibrium model of institutional change, but the analysis also demonstrates the need for path dependency theory to pay greater attention to the question of how micro‐level institutional interaction generates aggregate patterns of change and stability.  相似文献

The politicization of the public service has been the subject of scholarly interest and debate. This article based on a desk study makes a contribution to this debate by examining the constitutional, legal, and political framework and environment within which public administrators operate in Ghana since the return to constitutional rule in 1993. It discusses the participation of public administrators in partisan politics and the challenges faced as well as benchmarking the Ghanaian experience against some countries. The article found that there has been growing politicization of the public service and an increase in the number of public administrators in partisan politics. The Ghanaian case reinforces the highly intense political environment within which public administrators operate and the myth of the politics-administration dichotomy.  相似文献

The Colombian reform of its electricity industry was inspired in the British experience. The theoretical support and the actual application of the reform in the UK and Colombia are examined in this paper. Both theory and the British experience show the importance of designing an appropriate institutional framework for the sector that takes into account its specific features. The main challenges presented by the reform in Colombia are the control of the concentration of property, the introduction of antitrust and anticorruption mechanisms, as well as the development of new managerial skills that are required to confront the complex dynamics of the new environment.  相似文献

This article examines the unintended consequences following implementation of a new public management (NPM) reform—a performance-based salary system—in two Swedish public schools. Headmasters and central office personnel were interviewed. The expected reform results at last appeared a decade after implementation when salary-setting procedures adopted the bureaucratic framework. Despite the common view that NPM reforms, owing to unintended consequences, fail because they adapt poorly to the Weberian control regime at public organizations, this article argues that the unintended consequences of an NPM reform can drive the “bureaucratic” organization even when there is no evidence of debureaucratization.  相似文献

In this article the problem of legitimacy is discussed in the context of pay-for-performance in government agencies. The doctrine of a new public management implies a direct single track between individual performance and organizational result. In practice, however, this seems to be much more complex. It will be argued on theoretical and empirical grounds that public agencies will be hard-pressed to resolve the tension between quality and efficiency imposed by the new pay system. An examination of four empirical cases in different national agencies reveals that the bonus system creates a delicate management problem and poses a risk for the perceived legitimacy of public sector pay.  相似文献

Many developing countries are constantly seeking to reform their public services as part of a wider agenda which supports moves to a market economy and better governance arrangements. Some have embraced public management reforms as the template for their activities with limited success. This paper considers existing research on the impact of public sector reform in developing countries and offers an alternative approach, through case studies of Azerbaijan, Georgia and Kazakhstan, based on two keys elements: an agenda which attempts to shift developing countries to an outcomes based accountability approach operationalized through a “quality of life” framework; and, peer‐to‐peer learning.  相似文献

Job evaluation has become linked to debates over comparable worth. Proponents of pay equity complain that job evaluation is often biased against predominantly female jobs. Nonetheless, job evaluation is proposed as a tool to achieve more equitable pay for predominantly female jobs. We discuss ways in which conventionally used job evaluation plans incorporate sex bias and how these biases may be minimized. We conclude that, when care is taken to avoid sex bias, job evaluation is the best available tool to achieve pay equity. We predict that its use will grow, particularly in the public sector.  相似文献

The authors discuss the institutional changes proposed in Ukraine's constitutional framework and election laws that could fundamentally alter the separation of powers and the responsiveness of Ukrainian government to the electorate. We analyze the proposed institutional changes from the perspective of what they portend for Ukraine's democratic transition. Building on the most recent vein of democratization studies examining institutional factors affecting democratic stability, we emphasize that it cannot be assumed that Ukraine is “in transition to democracy.” We conclude that comprehending the likelihood of achieving democratic stability must be contextualized in an understanding of intervening factors—political, economic, and historical—that ultimately influence democratic stability. Our analysis reminds government reform advocates that it is necessary to go beyond the basic institutional framework of proposed governmental changes in order to obtain a more comprehensive picture of democratization.  相似文献

This article reviews state executive branch efforts to professionalize in the 1990s. The states’ political, fiscal, and managerial capabilities are assessed by examining recent changes in governors’ offices, executive branch reorganizations, and management and productivity initiatives. The focus is on the process used to better prepare the states to respond to change, the multi-agency issues under reform, and the relative lack of integration of state agency reform with local government change. Abstract

Maritime security capacity-building is a growing field of international activity. It is an area that requires further study, as a field in its own right, but also as an archetype to develop insights for capacity-building and security sector reform in other arenas. This article is one of the first to analyse this field of activity. Our empirical focus is on the Western Indian Ocean (WIO) region. Here, international actors have launched multiple capacity-building projects, initially in response to Somali piracy. We document the significance, extent and variety of capacity-building activities in this region and examine the ways in which capacity-building at sea has incorporated innovative characteristics that develop and expand the capacity-building agenda as traditionally understood. Our conclusion highlights the need to pay more attention to the maritime domain in international security and development studies and considers ways in which the maritime capacity-building experience may offer important lessons for other fields of international policy.  相似文献

This article tests a theoretical framework by examining a case study of term limits in the Michigan legislature. The Michigan case tests the “fit” of Daniels's seven generalizations about policy and organizational termination. The goal of this paper is to extend the discussion of termination policy to the issue of term limits and formulate an agenda for future research that can develop a better understanding of term limits based on the concept of termination.  相似文献

This article sets up a framework for examining the differences and relations between Urban Development Corporations and local government. It analyses the interest to which the two sorts of body are responsive, the organizational structures which condition their relationship and the styles of decision-making through which they operate. A great deal of activity is currently underway in Canada surrounding pay equity. Several provinces have passed legislation requiring some form of assessment or implementation of equity for public and/or private sector employers. However, definitions of what constitutes equity have not been consistent across provinces. Differing provisions have quite different implications for the overall equity of the results. Analysis of these implications are useful for policy makers designing assessments and implementation projects. The paper examines the legislation in Manitoba and Ontario in terms of how each provides for equity. Each piece of legislation contains provisions which may compromise the resulting equity, either in the way gender-domination is defined, the way comparable worth is estimated, or the way equity is achieved. The lessons to be learned (or re-learned) from these provisions are detailed.  相似文献

The European Union seems to place an increasing rhetorical emphasis on harnessing the transition experience of the new member states. This article examines whether the EU actually makes use of this experience in its promotion of democratic governance in the eastern neighbourhood. The main conclusion is that while reform priorities of the EU in the region are aligned with transition experience, the actual participation of actors from the new members in implementing EU-financed projects aimed at promoting democratic governance is limited. This contradiction should be resolved or it will further erode the credibility of the EU's external policies.  相似文献

Studies on street‐level bureaucracy examine actions of frontline workers within the public sector. In this literature, there is a lack of evidence on how job tenure affects how frontline workers respond to formal steering. We contribute to prior research by studying the nationwide introduction of an assessment support tool to be used by caseworkers to assess clients’ needs under the Swedish active labour market policy. We examine the potential effects of tenure on how caseworkers use this tool. The empirical analysis is based on quantitative and qualitative data. We show that as tenure increases, street‐level bureaucrats, especially male caseworkers, tend to act in accordance with policy signals to a lesser extent. The qualitative analysis shows that this pattern can partly be explained by the fact that increasing experience with meeting clients face to face increases caseworkers’ perceived confidence and skills.  相似文献

This study examines the role of government in China's economic reform and development years. The study first provides a literature review about major functions government played in the modern economic system and the importance of government policies to economic development. It then evaluates the experience of the Chinese government in the process of reform and development by focusing on five major roles: (a) promoter of growth, (b) manager of economy, (c) distributor of income, (d) regulator of industry, and (e) protector of citizen and business. In the 1990s, several public corruption scandals were uncovered in Sweden. This article focuses specifically on local corruption, and our purpose is to examine whether a case can be made that problems of public corruption in Swedish municipalities have increased. By applying instruments from the institutional rational choice framework, we reach the conclusion that there are indeed reasons to suspect that retrenchment initiatives and organisational reforms over the last two decades, often labelled ‘new public management’, have increased the risk of corruption. Although hard empirical data do not yet exist, the suspicion that public corruption in Swedish municipalities may have become an increasing problem cannot be disregarded. Hence, we conclude by calling for further empirical research in this field.  相似文献

Abstract

The current article discusses experience with budgeting and financial management reforms in Ghana and is particularly focused on the development of the Medium Term Expenditure Framework (MTEF) between 1998 and 2002. Evidence shows that this reform began well but faltered after an initial period of progress. A number of factors are referenced in trying to explain why reform implementation was derailed, including reform ownership and political will, organizational integration and organizational incentives, and strategic capacity. All of these factors are commonly presented as influences on reform implementation. The Ghanaian experience provides detail as to how such influences could work.  相似文献

On two occasions (1980 and 1995), Quebeckers rejected the Quebec government's sovereignty proposal. Many lessons can be drawn from the Quebec referendum experience. The purpose of this article is to shed light on the origins and motivations of the independence movement. It focuses more specifically on the 1980 and 1995 referendums, examining in both cases the political context, the judicial–institutional framework within which these public consultations were held and the arguments raised during the referendum campaigns. Furthermore, it analyses the results as well as the political, constitutional and juridical consequences of the federalist victories. The article concludes that attempts by Quebec sovereignists to question the Canadian political system have invariably resulted in a stronger and more consolidated central state while significantly weakening the Quebec state's ability to determine its own political future.  相似文献
