Democratic theorists typically suggest that citizens served by small local governments have high levels of political efficacy. However, it is conceivable that large governments can overcome the burden of bigness by introducing structures that involve citizens more closely in decision-making. This paper analyses whether jurisdiction size influences political efficacy in Welsh local government, and whether the presence of a citizen panel makes a difference to the size-efficacy relationship. Multi-level analyses suggest that size is negatively associated with internal and external political efficacy, but that the use of citizen panels bolsters the external efficacy of citizens served by larger local government.  相似文献

Although Russian President Vladimir Putin has been faced with numerous crises since coming to office in 2000, most importantly the war in Chechnya, the Iraq War was the first major international crisis with which his administration was confronted. As in the case of Kosovo for Yeltsin, and the Gulf War for Gorbachev, the Russian President had to deal with conflicting domestic pressures and apparently still more conflicting Russian national and international interests. Indeed, one result of such a situation was a post-war accusation that Putin actually had no policy or at least no consistent policy with regard to the Iraq crisis [Golan, G., 1992. Gorbachev's difficult time in the Gulf. Political Science Quarterly 107 (2), 213–230]. One may remember similar accusations of Gorbachev's “zigzaging” in the Gulf War and claims that the Yeltsin government failed to forge a Kosovo policy altogether [Levitin, O., 2000. Inside Moscow's Kosovo muddle. Survival 42 (1), 130]. Yet, a certain pattern did appear to repeat itself in the Iraqi crisis, namely, pre-war efforts to prevent a military conflict from breaking out, then gradual escalation of rhetoric if not actual involvement, and finally gradual but relatively rapid retreat to conciliatory posture toward the United States (in all three crises). Moreover, Putin was indeed consistent throughout the pre-crisis, crisis and post-crisis periods in his opposition to the Americans' use of force against Iraq and in the need to remain within a United Nations framework. Actually, one might ask (and we shall below) why Putin did not abandon the first part of this policy, in order to maintain the second component, when it became certain that the U.S. was going to attack with or without UN Security Council approval.  相似文献

This paper investigates interdependence among local councils in Italy in their public spending and distinguishes between possible sources of this interdependence. We find significant positive interaction among neighbouring local councils in regard to both spending at the level of total expenditure and spending on different sub-categories. Attempts to identify the source of this horizontal interaction seem to reject the yardstick competition hypothesis. Addressing the role that local council partnerships may play in internalising fiscal externalities, we suggest that expenditure interaction may be driven by spill-over.  相似文献

This article will apply what shall be termed a “strategic hub” concept of counterinsurgency to the war in Iraq. This concept posits that the development of insurgent and militia nodes or “hubs” of activity could provide a more relevant way to address the key dilemmas of the Iraq equation in light of the Coalition and Iraq government's inability to secure Iraq. The article will argue that ceding the insurgency and militias ground on a temporary basis may be required to maintain both military and political momentum in the post “surge” Iraq given the draw down of U.S. forces, the immaturity of the Iraqi Security Forces, and the present state of American and Iraqi politics.  相似文献

This paper examines the influence of the institutional nature of schools on gender stereotyping by exploring contrasts between non-religious and Islamic faith (that is madrasah) schools among secondary school-going adolescents in rural Bangladesh. In particular, differences in gender attitudes across school types are explored to elucidate what about schools matters. Using a uniquely designed survey to assess the influence of school type on student characteristics, we find large differences in stereotypical gender attitudes by school type and student gender. Madrasah students in general, and unrecognised madrasah students in particular, show unfavourable attitudes about women and their abilities compared to their peers in non-religious schools. However, these differences are diminished considerably in ordered probit models suggesting that school-level differences are explained by teacher characteristics such as the nature of teacher training and average family size of teachers. These estimated effects are robust to conditioning on a rich set of family characteristics.  相似文献

In the period before the 2007–2008 elections, there was much talk from the regime about the danger of a ‘coloured revolution’ in Russia. The article considers whether the fear of revolution was genuine or artificially created to discredit opposition and strengthen support for the regime. It seems that tensions inside the regime and the unexpected occurrence of the previous coloured revolutions led to real fears of revolution in Russia, although this was in fact unlikely. Russian policy towards the West and the rival election programmes are examined to investigate whether the regime was creating an ‘enemy image’ of the West.  相似文献

The role of non-governmental organisations (NGOs) in the development of Russia's civil society has been the focus of academic study since the collapse of the Soviet Union in 1991. In light of this literature, this article aims to assess the impact of the movement that has most often been seen as very promising for Russia's future civil society development—the environmental movement—by utilising research undertaken in Samara Oblast’ of the Russian Federation. While the results do reveal some positive contributions to civil society development in Russia, they also exhibit many similarities with other studies in the extant literature, illustrating the relative weakness of Russia's social movements in the area of civil society development.  相似文献

This article examines reactions to de-Stalinisation in Soviet Moldavia between February 1956 and March 1957. The article is based on evidence from the archives of both the former Communist Party of Moldavia and the Moldavian KGB. It highlights the uncertainty there was at local levels because of the denunciation of Stalin. Local party reports demonstrate concern about the activities of religious activists, Western propaganda, nationalism and disaffected youth. The Hungarian revolution of 1956 caused the party to change tack, and to begin a clampdown. These reports highlight that Soviet rule had very shallow roots in Moldavia.  相似文献

Can electoral reform lead to a reduction in the number of terrorist incidents? Economists have shown that the introduction of constitutional institutions such as courts in the early eighteenth century had a direct effect on investment. Could there be a similar link between the introduction of proportional representation (PR) electoral systems and a reduction in the number of terrorist attacks? Previous studies using cross-sectional data have found a negative correlation between the presence of PR-electoral systems and the number of terrorist incidents. However, earlier studies were based on aggregate figures, not on time-series data. They did not provide a direction that could be used to measure the possible effect of the introduction of PR. This research note addresses this problem. Using a paired samples t-test it is possible to show that the introduction of proportional representation in Northern Ireland and Algeria led to a marked reduction in the number of terrorist attacks. The note thus adds strength to earlier studies.  相似文献

Abstract

In the last two decades, many public sector agencies have instituted a wide array of “managing diversity” programs designed to remove barriers to the full participation of women and people of color. Meanwhile, agencies are also increasingly responding to pressure to develop measures to monitor performance of all of their programs. Yet there have been few efforts in place to measure the effectiveness of diversity management programs. This article argues that such an evaluation is essential, and offers a preliminary governmentwide estimation of the success federal agencies have had in breaking down these barriers. We found, for the most part, that there is little evidence that broad‐based diversity programs, nor any of their programmatic components, have created a more equitable work environment for women or people of color. We then examine the programs at two federal agencies with significant diversity efforts, in depth, and find again that the results have been mixed. While not meant to be the final word, we suggest that these findings can serve as the basis for generating greater discussion and analysis of these important, but under‐evaluated, programs.  相似文献

This paper analyses whether direct government assistance during start-up and other forms of interaction with the state sector have influenced the long-run performance of small and medium-sized manufacturing enterprises (SMEs) in Vietnam. Using three partly overlapping surveys during the period 1990–2000, we find strong effects on firm dynamics from interaction with state institutions. Enterprises which have the state sector as their main customer perform better. This is so for both survival and growth. Moreover, temporary tax exemptions during firm start-up had a separate and positive influence on long-run growth for non-household enterprises and initial credit support seems to benefit rural firms.  相似文献

Why do some ethno-political organizations get support from their diaspora while others do not? There is little analysis that examines why some organizations (both violent and nonviolent) get support. Using data on 112 organizations in the Middle East we examine how factors like the power of the organization, ideology, political behavior, and government treatment might impact the likelihood of an organization getting support from its diaspora. We argue that contentious political behavior should have the largest impact on such support. We find that those that do the best job of getting attention through visible action get the most support.  相似文献

In Latin America, dissatisfaction with neoliberal democracy has led to a search for alternatives based on more participatory forms of citizen engagement that have overtly pedagogical dimensions. This paper focuses on Venezuela’s Adult Education Missions to illustrate the possibility but also the inherent contradictions of education ‘in and against the state’ to enhance grassroots critical consciousness and mobilisation. It argues that while considerable progress has been made at the micro level, structural change from above to redistribute power and transform capitalist relations of production has been insufficient and that this threatens the future of the project for radical social change.  相似文献

The European Union (EU) plays multiple roles within global trade governance as a unitary actor with particular interests to promote, a tool for dominance by powerful interests, and a site of contestation facilitating civil society mobilization. Identifying these roles is key to analyzing the role of the EU particularly in times of crisis in global trade governance where new forms of politics are most likely to emerge. This is investigated through considering two cases of politically sensitive trade negotiation in which the EU played, and continues to play, an active role: the GATS 2000 negotiations and the EU-US TTIP.  相似文献

Whereas linkages between Social Darwinism and Frederick Taylor's system of Scientific Management have been noted, there has been little elaboration on the relationship. In this paper, the parallels between the Social Darwinist theory of Herbert Spencer and the major tenets of Taylorism are explored. By the early 20th Century, members of the business community and leaders of organized labor had developed very different attitudes toward the principle of “survival of the fittest.” These opinions, informed by the prevailing ethos of society, appear to have colored business's and labor's reactions to Taylor's Scientific Management system. In addition, management historians may have developed different views concerning the strength of the relationship between Social Darwinism and Scientific Management because of the various forms of Social Darwinist theory.  相似文献
