This article calls for an increased and more rigorous use of the case method in public administration education. Cases yield generalizations, cases help students take ownership of knowledge, and cases can further repetition of behavioral characteristics important to students such as empathy and self-confidence.

The gradual expansion of public policy training into the area of public management has brought with it a marked increase in the use of cases and case teaching. Executive training programs, an ever more common feature of publicpolicy schools, rely even more heavily on case. Despite their prevalence and popularity, cases and case teaching have come in for considerable criticism. Social scientists in particular fault them for being atheoretical and, hence, lacking in intellectual rigor. Contemporary cases are also faulted for implicitly endorsing an “activist” or “heroic” view of public management. Whereas cases from the 1940s and 1950s portrayed a functional view of public managers, recent cases portray managers as people who actively shape their legal mandates and use administrative systems to promote political objectives--a questionable image to convey to students training for public service.(1)

This study provides a systematic review of the development of Chinese public administration in English language journals. An analysis of articles in the top 25 English-language public administration journals worldwide from 1996 to 2016 confirmed increases in both the number and significance of studies of Chinese public administration. A systematic content analysis of abstracts of previous studies was performed and showed that social development and administrative reform were among the most important topics. With respect to the methodology of this study, qualitative methods were more frequently used than quantitative or mixed methods. Finally, implications for future research on Chinese public administration are discussed.  相似文献

The education and training of international public managers is a powerful mechanism for policy learning and transfer. In a way similar to the globalization of MBA studies, which has contributed to the international diffusion of Western derived management concepts, a number of countries are investing in overseas training programs for their public servants to bring back international “know how” and good practice. Although this practice has been coterminous with the expansion of relatively easier and affordable international travel, policy learning activity in the area of administrative reform appears to have intensified.

Though largely undocumented, the UK has witnessed a sharp increase in the number of cohorts of Chinese civil servants arriving to enroll in short courses. Many of these courses are conducted outside the University system and are arranged and hosted by independent organizations. Despite this being a growth industry, the impacts are unclear and raise a number of questions, such as, what is being learned about UK public administration and how much of it is being transferred back to China? What is it about UK public administration that has particular appeal to China? Although training and development may have a multiple agenda, the assumption is that its primary purpose is to facilitate knowledge transfer. This article sets out to understand whether this recent trend constitutes an agent of international policy transfer between Britain and China. To do this, the article analyses the nature of policy learning from the UK within a cohort of senior Chinese public servants.  相似文献

This paper develops a metaphor that shows academia as a temple of science where acolytes and priests devote themselves to building and developing an arcane lore that supports their faith. Though a somewhat strained metaphor, its heuristic value will become clearer when illustrated by lessons drawn from the sociology of knowledge. Through these lessons, I will attempt to demonstrate that the university setting has inexorably influenced the theories that have developed there, particularly in contributing to the perception of a gap between theory and practice that an applied, problem-solving field such as public administration can ill afford.  相似文献

While evidence-based policy-making is increasingly in demand, as new policies are required to bring effective results to targeted groups in South Korea and China, few studies have investigated the progress of quantitative impact evaluation that focuses on causality. This paper studies the trends of quantitative impact evaluation of public policy in South Korea and China by surveying major public administration and public policy journals in these two countries from 2000 to 2015. Among published articles in the major journals, our study pool includes research articles directly related to quantitative impact evaluation. Our study found that there has been considerable progress in impact evaluation research in South Korea and China in both data quality and empirical methods. However, empirical impact evaluation still comprises a small fraction (only one to two percent) of all research in public administration and public policy in both countries. We also found limited discussion on the selection mechanism and related bias in South Korea even in recent years, while causality and selection bias have been more commonly discussed in China. Also, advanced empirical methods are more frequently observed in journal articles in China than those in South Korea.  相似文献

Public administration is a discipline with considerable history, and is also a diverse, interdisciplinary field in social science. To analyze its evolution, discover the present research foci, and predict future development trends, this study applied scientometrics visualization technology to evaluate over 72,000 scientific articles from the 1920s to 2020s. This research referred to the SSCI and JCR databases to gather scientific data of the discipline and the journals' impact factor. Consequently, paper citations, cited journals, journal co-citations, author co-citations, authoritative papers, top countries, productive institutes, average references, and research collaboration trends were analyzed on the bases of the published literature. This study found top productive journals in the discipline, discovered productive countries and institutes, present the research foci, and predicted future development trends. Through this study, scientific production, international cooperation, and knowledge evolution mode of public administration research offers a clear knowledge map of the public administration discipline.  相似文献

Knowledge mobilization (KMb) takes a programmatic approach to empower and motivate scholars to connect research with policy-making through disseminating research to knowledge users, acquiring information from practitioners, and responding to the acquired information. The present study aims to investigate the influence of institutional-level factors on researchers' KMb activities. One hundred fifty-five researchers in the field of public administration across China participated in an online survey study. The participants reported their KMb activities, perceived institutional support, and relational capital. The results demonstrate that both the strength of institutional support and relational capital are positively associated with researchers' KMb activities. Moreover, the effect of institutional support tends to be stronger when an institution has more relational capital. The study highlights that research institutions should take programmatic approaches to empower their researchers to be actively involved in the knowledge co-production process and make a systematic effort at the institutional level to build a well-developed collaborative network.  相似文献

Public administration's early identification with the concept of a strong executive has resulted in an emphasis on staff functions in its graduate education programs. In the practicing world, staff functions are viewed as tools employed in the actual practice of public administrators, namely the delivery of substantive public services. Although public administration is characterized as an applied field, it does not focus its theory building and educative efforts on that which practicing public administrators actually do. The field necessarily imports other disciplines, but it does not provide the unique focus that would justify this borrowing; its current research agenda and training curricula are available in other disciplines. Public administration graduate students should concentrate in individual substantive policy areas, and the field should focus on optimizing organizational arrangments for delivering societal knowledge as public services. Interorganizational theory can provide the common theoretical framework necessary to mitigate the centrifugal effects of a variety of “administrations” within the field. The approach developed by J. Kenneth Benson is outlined; it provides a unique theoretical niche for public administration, yields a framework for comparative analysis, and defines the field's relationship to political science.  相似文献

It has become common place for governments to initiate electronic-government projects in order to reform public administration. This paper seeks to explore the ways in which an e-government project, as a potential mode of reformation, is established and made to work, and then, further, to account for some of its consequences for conventional public administration. To do so we draw upon a detailed empirical study of a Greek e-government initiative, the establishment of Citizen Service Centres (CSCs). CSCs represent a significant part of Greece's e-government strategy, which has sought to modernize public administration and make the provision of public services more efficient, accessible and responsive to citizens. Drawing upon Foucault's work on power/knowledge we show that the e-government initiative is established through various technologies of power that intend to discipline public sector staff towards a particular mode of working. We also illustrate that the establishment of these modernization practices is the outcome of considerable negotiation, improvisation and enactment as different occupational groups seek to collaborate (or not) across professional and institutional boundaries. Finally, we show and argue that rather than reforming the provision of public services, such e-government based modernization projects are more likely to reproduce, in more complex ways, the long established public sector practices it sought to change.  相似文献

Social media are regarded to be a cornerstone for addressing the open government challenge that public administration faces. However, scientific knowledge about how social media can leverage open government is limited. Therefore, this study applies a mixed-methods research proceeding to develop a conceptual framework for the strategic use of social media concerning open government initiatives. The study concludes that social media applications can be strategically applied to foster open government and to improve citizen–government interaction. From the findings, strategic recommendations for open government-related social media adoption are developed and practical advice for responsible public managers is given.  相似文献

This paper addresses the changing role of the Portuguese state, the present priority assigned to the process of reform and the new challenges to be overcome by public administration. Such processes are demanding a new agenda for education and research in public administration sciences, shifting from the public law paradigm to an interdisciplinary problem‐solving approach and giving special attention to 10 key areas of study, which we describe in the final section of the paper. Complex problem resolution often involves the need for a pragmatic integration of knowledge from stakeholders with competing epistemic claims. The decision-making process regarding complex problem resolution is characterized by four basic sources of knowledge: disciplines, societies, organizations, and individuals. From the perspective of the public administration, we conceptualize the structure of the interactions between the disciplines and other sources of knowledge potentially relevant to the resolution of a public problem. To aid this exercise we examine a series of cases that we believe represent relevant aspects of complex problem resolution. We describe these basic interactions as collaborative, agnostic, or adversarial. This is a reorientation to the knowledge at play in the problem at hand. The study of public administration is well suited as a body of knowledge to address complex problems because it has a rich history of cooperation with other disciplines, practitioners, and stakeholders in the public.  相似文献

ABSTRACT

Recently, “problem-solving” courts have been developed as an alternative to imprisonment. They are often called “specialty” courts because they process and divert into treatment programs offenders who are seen as different from the general criminal population, such as those with mental health or drug problems, those who are homeless or veterans, and those who engage in domestic violence. Based on a 2017 national survey of 1,000 respondents, the current study examines overall public support for rehabilitation as a goal of corrections and then focuses specifically on support for different types of specialty courts. The analysis reveals that the American public endorses not only the rehabilitative ideal but also the use of problem-solving courts. Further, with only minimal variation, strong support for these courts appears to exist regardless of political orientation and sociodemographic characteristics.  相似文献

The twin fields of comparative and development administration have been major components of public administration, both theoretically and practically. Their development as fields of study has proliferated since World War II, and reached a peak during the 1960s with the Comparative Administration Group (CAG). Despite major achievements, comparative and development administration experienced a major decline in the 1970s. However, a resurgence of interest in both subfields of public administration has emerged since the 1980s, and the number of scholarly works in these areas is impressively increasing. This trend will continue with significant contributions to the knowledge in the field by the year 2000. This special symposium addresses a number of trends, developments, and issues that will contribute to, and characterize, the growth of comparative and development administration in the future. The articles that follow make significant original contributions to our knowledge in public administration at a global level. Various models and paradigms are discussed as the possible models to be tried out in the developing nations and for the comparative study of public administration.  相似文献

The implementation in China of the Regulations of the People's Republic of China on Open Government Information, on May 1, 2008, is considered a potential turning point, a shift from traditional public administration characterized by an entrenched culture of secrecy toward more transparent and accountable administration practices. This article shows, however, that due to a variety of institutional constraints, the implementation of the Regulations is still lacking. Although the success of an open government information (OGI) regime in China ultimately relies on thorough political and administrative reforms, this article presents the argument that short of drastic political system change, the implementation of the Regulations could be improved by adopting innovations at the management level. This article suggests that the Chinese government adopt new human resource management strategies in leadership, training, and performance management that are compatible with OGI in order to significantly improve the implementation of the Regulations. An incremental approach to improving OGI implementation in China will finally pave the way for future political reform.  相似文献

Abstract

The purpose of this article is to point out that the standard statistical inference procedure in public administration is defective and should be replaced. The standard classicist approach to producing and reporting empirical findings is not appropriate for the type of data we use and does not report results in a useful manner for researchers and practitioners. The Bayesian inferential process is better suited for structuring scientific research into administrative questions due to overt assumptions, flexible parametric forms, systematic inclusion of prior knowledge, and rigorous sensitivity analysis. We begin with a theoretical discussion of inference procedures and Bayesian methods, then provide an empirical example from a recently published, well-known public administration work on education public policy.  相似文献

Do public administration scholars build upon seminal works by scholars in the field or do they still rely heavily upon other disciplines? This question is addressed by assessing the impact of the “great books” in public administration on research published in academic journals. It is found that the 1980's are characterized by an increasing importance of those classic books that are generic management in orientation, suggesting that scholars still rely heavily on other fields for theoretical direction. Implications for an interdisciplinary approach to public administration and the training of doctoral students is discussed.  相似文献

This study aims to examine the trends of public administration research in Iran during 2004–2017. A total of 520 articles from three databases have been reviewed and analyzed using content analysis. Results are reported based on research themes, purposes, orientations, methods, and authorship. Comparisons are made across two time spans and by journal type. Findings indicate that the focus of public administration research has been on issues of public administration, Islam and public administration, administrative performance, and organizational behavior in the public sector. Observations reveal that recent Iranian research studies have more explanatory purposes and often apply qualitative methods. The study also concludes that the Iranian public administration research has advanced considerably over the past 14 years, but more efforts are needed to fill in the gap in such important areas as new public service, civic participation, globalization, policy making, sound governance, and policy implementation.  相似文献

What does the Belt and Road initiative (BRI) tell us about China’s perceptions of the international order? This paper takes an inductive approach by examining the BRI for a two-pronged purpose: first, to understand China’s perception of the international order by examining Beijing’s official discourse around its intentions and vision for the initiative; and, second, to examine the mechanisms through which Chinese norms are diffused and normalised in Global South states. I find that Chinese policy navigates a dialectical interchange between upholding the existing international order while simultaneously promoting alternative norms and practices to reform parts of the order that are unsatisfactory to Chinese interests. To answer the second part of the puzzle, the paper finds that a central socialisation mechanism in China’s foreign policy for Global South states occurs through professionalisation training programmes. These programmes allow for Chinese expert knowledge and technical know-how to be shared with and mimicked by elites and civil servants across many Global South states.  相似文献
